Instruction to Bidder for Submission of Tender on e-Tendering Portal 1.0

Introduction NSPCL is adopting internet based electronic tendering process for this tender. The etendering may also include reverse e-auction process for e-procurement for which provisions shall be made in the tender documents.

2.0

Bidders are required to enroll themselves on the NSPCL e-Tendering web portal to participate in any tender. In the following sections the procedure for e-tendering and action required from the bidders are elaborated. System requirement Pre-Requisites to work with e-Tendering system: At bidder end following shall be minimum system requirement for accessing the NSPCL e-procurement portal.

Free Tender View Click on “Tender free view” to view latest tenders. To Check new tenders hosted by NSPCL. Click on detail notification.

“Show form” Icon to get the

Vendor Enrollment / Registration Pease refer ‘Website Manual’ available at Home Page under ‘Vendor Help’ button. Interested bidder may register their firms/company in the link “Register Me” by filling up all the mandatory fields. Login by using User Id and System generated Password received after registration in the “Register Me” Link and enabled by ITI Limited Delhi. Logout and Login again with modified New Password. Change the password after first login and keep password in safe custody. Call ITI Contact person in case of any difficulty.

Digital Signature Certificate After registration on website Bidders need to obtain a digital certificate, which can be obtained from the following certifying authorities.  Safescrypt  Tata consultancy services  MTNL  NIC  (n)code Solutions If Bidder desires, the issuance of Digital Certificates can be facilitated by ITI Limited, (sub CA ) by using the following procedure: a.

On the home page there is a link named ‘Digital Certificate Application’ form.

b.

The payment application towards digital certificate will be made during registration and the bidders will have to send supporting documents, to ITI Ltd. in the specified time duration.

c.

Bidders have to pay a digital certificate application fee of to ITI Limited through Demand Draft. Bidders may Contact ITI person(s) whose details are available on the website.

Please note that both on-line registration with ITI Limited and Digital Signature Certificate are required for uploading Bids online. 7.0

On-line Request for Bid/Tender Document of Open Tender The Registered Bidder can download the Bid/ Tender documents of Open Tender by making payment of cost of tender to NSPCL as mentioned in the NIT published. Amount required to be paid as ‘Cost of Tender’ is indicated in tender notification at ‘Tender free view’. Payment may be made by NEFT/ RTGS transfer in the NSPCL’s Bank Account as detailed below. A/c name : NTPC-SAIL Power Company Private Limited A/c no : 0007 0500 2031 Bank / Branch : ICICI Bank Limited, New Delhi Branch, Connaught Place RTGS code : ICICI0000007 Or In case the Bid documents are requested by Post / Hand, the DD of required amount in Favor of NTPC-SAIL Power Company Private Limited, Payable at Bhilai/ Durgapur/ Rourkela/ New Delhi (as applicable) with written request may be sent to the concerned address as applicable for the location where the tender is requested. To download bid document on line; Go to New Tender link and request for tender form by clicking “Request tender form” icon available there and fill up tender document cost and processing fee detail then click submit.

Tender documents will be sent immediately after acknowledging the Tender documents cost and Processing fee of ITI Limited Delhi. Clarification on this may be taken from ITI Contact person. 7.0

Document Download It is recommended that the bidder downloads the tender document and studies it carefully before starting on preparation of the bid. The procedure for the same is given in the ‘Website Manual’ available under ‘Vendor Help’ button. Go to ‘Tender In process’ and click on “Edit Attachment” icon of particular tender and download Sections, Technical Sheet & Price Sheet (don’t change the file/file name) and save it in your system.

Queries Bidders can also post online queries for any clarifications any time up to bid preparation stage / Last date for preparation of bid. The queries will be answered by NSPCL and bidders can view all queries and all answers. The procedure is given in ‘Website Manual’ available under ‘Vendor Help’ button

Earnest Money Deposit (EMD)/ Bid Security Deposit Wherever applicable, Bidders who wish to submit their bids must send EMD in any of the modes as stipulated in the tender document. Amount required to be paid as ‘EMD’ is indicated in tender notification at ‘Tender free view’. Payment may be made by NEFT/ RTGS transfer in the NSPCL’s Bank Account as detailed below. A/c name : NTPC-SAIL Power Company Private Limited A/c no : 0007 0500 2031 Bank / Branch : ICICI Bank Limited, New Delhi Branch, Connaught Place RTGS code : ICICI0000007 Or In case the EMD is deposited in the form of the DD or BG of required amount in favor of NTPC-SAIL Power Company Private Limited, Payable at Bhilai/ Durgapur/ Rourkela/ New Delhi (as applicable), the same must be sent to the concerned address as applicable for the location where the tender is requested.. The bidders should note down all the details of the EMD instrument like date of issue, amount, mode of payment, Bank and Branch etc., which need to be filled later at the time of online bid submission. The bidders are requested to send the sealed envelopes of EMD/ Bid Security well in advance so as to be received by the respective officer before the scheduled date of opening of bids as described in the time schedule in notice inviting tender failing which bid is liable for rejection. NSPCL shall not be liable for loss/non-receipt/late receipt of EMD in postal transit.

Entering EMD details: Enter EMD details by providing DD No, NEFT Challan ref etc, Date, Name of bank and press save. Bid Preparation Technical & Price Bids will be prepared online. Complete the bid forms in the bid preparation step as prescribed before the expiry date. Bidders may note that, only those meeting the Qualifying Requirements and whose technical bids are technically compliant will be considered for tender evaluation and /or allowed to participate in Online Reverse Auction wherever applicable. While completing the bid forms make sure that the bid is digitally signed and sent. The procedure is given in ‘Website Manual’ available under ‘Vendor Help’ button.

Submission of Quotation/ Bid Uploading of Bids The vendor will submit his quotation document/conditions and the schedule of work.

Bidders shall have to submit bids online on the NSPCL, e-Tendering web site. All the bidders shall up upload their bids w.r.t the tender requirements, defined in the tender documents viz.      

EMD Details. Qualifying requirement documents Technical details & data sheets ( if any ) Statement of Deviations as per provisions of tender documents. Commercial offer Bid Price Schedule (BPS)/ Bill of Quantity (BOQ).

All above details shall be uploaded in the appropriate electronic envelops after following the procedures. The procedure is given in ‘Website Manual’ available under ‘Vendor Help’ button. Filling-Up and Uploading Bid documents: After filling up the Technical sheet & Price sheet file, Go to Tender In process and click on “Edit Attachment” icon of particular tender and upload the filled file.

Verifying the Uploaded Sheets: Once the Technical sheet & Price Sheet gets uploaded you can verify it by clicking on YES button after uploading. If you want to re upload Technical sheet & Price Sheet do it by clicking on Go Back. Click DONE when you finish. Uploading Additional documents: Upload additional documents by clicking link General documents provided in left side menu, select the File and click upload. Click ok when you finish uploading files. Attaching additional documents to Tender:Attach uploaded documents to the tender by clicking link “Edit Attachment” icon of particular tender and Click here to attach General documents link and select the files that are to be attached to the tender and click Attach File.

Submit the Tender Form”: Once all the files are uploaded click on submit Button, click ok as confirmation for attaching documents and again click ok on Show Documents page to confirm tender submission and take a print of Acknowledgement of Tender submission page which includes Bid control number as it is proof for tender submission. Must click submit button to submit your tender to NSPCL. Submission of EMD / Bid Security other documents off Line The bidders are requested to send following documents in sealed envelopes well in advance so as to be received by the respective officer before the scheduled date of opening of bids as described in the time schedule in notice inviting tender failing which bid is liable for rejection.

NTPC shall not be liable for loss/non-receipt/late receipt of EMD in postal transit. The copies of the EMD details shall be uploaded along with the bids. In case, vendors are exempted from submitting EMD, the necessary documents to this effect shall be uploaded with the bid. 13.0

Opening of Bids The bids will be opened and decrypted online at the time specified in time schedule and the bids shall be opened in following sequence.

Please note that:  Bids without proper EMD will not be opened.  The technical bid of only those bidders, who submit the EMD as stipulated & fulfill the requirement will be opened and considered for evaluation.  The Price bids of only those bidders will be opened who are meeting the Qualifying Requirements and whose offers are found to be technically acceptable. The technically acceptable bidders meeting the qualifying requirements will be notified to proceed for Reverse Auction if applicable. Participating in opening: Click on Open/Awarded link, click on Status Link of particular tender (Ex: Opened (2)) to view list of qualified vendors. Opened Bid Details of other Bidders: Click on “Edit Attachment” icon of particular tender and download/view Competitor Bid sheets one by one link given below Log Details. Reasons for Disqualification: Click on Disqualified/withdrawn then click on Reason for any particular tender. 14.0

Expiry Date The online bidding system will not allow bid fingerprint or bid submission after the respective specified expiry date and time. Make sure the bid fingerprint and bid submission is completed well in advance of the time.

Evaluation of Tender and Short listing for Reverse Auction The Technically acceptable bids shall only be evaluated and will be allowed to go for online reverse auction wherever applicable.
