Presentation #2: The Future of Making Things Social, environmental, and economic drivers are changing how we approach urban planning, land use, sustainability, infrastructure design, construction, and operations. Technology is advancing to help us meet these challenges and for the first time allowing us to model, analyze, and simulate multiple alternatives, real time, and in context of the built world. This presentation will touch on these important topics and showcase technologies that enhance our abilities to plan, build, maintain, and manage livable urban areas. Everyone understands we cannot simply pave our way out of all the challenges that we face; this presentation will share new approaches to improve and accelerate sound decision making. Finally, it will touch upon technologies such as 3D printing and robotic construction that will positively impact our future.

Session #1 R&D - Developing the Future of Transportation Baycliff Room As mega trends - climate change, decreased funding, greater focus on nonmotorized transport, the Internet of Things, Big Data - play a bigger role in the policy realm, we must change the way we plan and design transportation systems to improve mobility, keep up with developing technology, and increase safety. Development of new guidelines, manuals, changing technology and new regulations are driving forces of this evolving mind-set among transportation professionals. This session will explore the potential opportunities and challenges of transportation policies and the guidance documents we use such as the Highway Safety Manual, Highway Capacity Manual, NACTO’s Urban Bikeway Design Guide and Urban Street Design Guide. The panel of researchers and practitioners will examine research that is helping minimize risks associated with these issues and increase our understanding of how to manage change in an environment of accelerated technological advances; with practical suggestions for proactively problem solving issues before they occur so you are well-equipped to adopt policies and practices that keep pace with and even drive innovations in the built environment. Session #2 The New Funding Frontier: Leveraging Local Dollars for Federal Funding Cardiff Room As Congress continues to struggle with how to pay for infrastructure investment local municipalities have forged ahead by passing sales tax measures dedicated to transportation. With new proposals on the table in Washington (Grow America Act, DRIVE Act) for freight funding, projects of national significance, technology, and sustainability those local measures are ever more essential to attract scarce federal dollars. This session will explore what it takes to be successful attracting federal funding in today’s competitive environment and how to leverage local sales tax funds to get the most bang for your buck. Session #3

A New Twist: Implementing AB 401 and AB 2098. Is Design-Build Working in California Right Now Laguna & Sunset AB 401 (I-405 Improvement Project) and AB 2098 (SR-91 Project) was design-build legislation that could serve as the model for all future road construction projects in California. This session will explore how the legislation is supposed to work; how it is actually working; lessons learned; balancing roles and responsibilities. Is there a background story to these two bills? Are there any cautionary tales? Join us to explore whether there is anything we should steer clear of?

In response to the State Smart Transportation Initiative (SSTI) Report, Caltrans implemented the Caltrans Improvement Project, consisting of 5 workgroups to investigate ways to improve processes, guidance, organization and department culture. This panel will discuss the accomplishments and efforts of Workgroup 4, “Innovation, Design Flexibility, and Risk Management” in implementing positive change relative to how Caltrans and their partners work together to deliver a safe, sustainable and integrated transportation system for the people of California.

TECHNICAL TOURS - times vary by each tour OC Streetcar Culinary Crawl 12:30 PM - 4:00 PM Limited to 36 People Cost Per Person: $85 Orange County’s first modern streetcar is on track to bring greater mobility to the heart of Orange County and fulfill a Measure M promise to broaden the reach of Metrolink. The tour, like the OC Streetcar alignment, will start off at the Santa Ana Regional Transportation Center. Attendees will pass through the Civic Center area where 40,000 people come to work each day at the various city, county, state, and federal facilities. Next, participants will visit vibrant Downtown Santa Ana on 4th Street, home to one-of-a-kind restaurants, distinctive shops, historic buildings, and the future OC Streetcar alignment. The tour will end with a “culinary crawl” through 4th Street Market, one of the many destination locations for those seeking unique ethnic food, brew pubs, and small-batch coffee. Attendees will tour 13 of the fantastic vendors and enjoy delectable dishes like poke, chilaquiles, baby short rib poutine, s’mores, coffee, craft cocktails and more.

Attendees will receive a tour of the Anaheim Regional Transportation Intermodal Center (ARTIC), a significant vision realized in the City of Anaheim and centrally located in Orange County. This iconic transportation facility opened its doors in December 2014 and boasts LEED Platinum certification. On the tour, the sustainable features of the facility that helped achieve the LEED Platinum certification will be highlighted. ARTIC is surrounded by world-famous attractions, and connects passengers to destinations faster, easier and affordably. In streamlining mobility throughout this beautiful yet densely populated region, ARTIC supports population and tourism growth, housing and employment opportunities.

Attendees will receive a tour of the 10-mile 91 Express Lanes in Orange County and the Toll Operations Center. With funds now scarce, toll lanes provide a viable financing opportunity. In addition, the 91 Express Lanes has contributed to major advances in the toll industry. This facility boasts several firsts — the first privately financed toll road in the U.S. in more than 50 years, one of the world’s first fully-automated toll facilities, and the first application of congestion pricing in America. Session #1 Adapting Sales Tax Measures to Changing Policy Goals Baycliff

With rapidly changing policy goals, and variations in funding availability at the state and federal level, how can self-help counties structure their sales tax measures, while still meeting voter intent when the measure passes? How does a county pass a new measure and predict future policy goals? What if those goals are not consistent with the desires of the voters? This panel will present a roundtable discussion format of various self-help counties who are either implementing a current sales tax measures, seeking to pass a new measure, or who recently passed a measure. Among the topics to be discussed are how self-help counties respond to funding fluctuations, new environmental mandates, and different transportation priorities.

Maintaining Public Trust for the 2/3 Vote Through Consistent Outreach and Engagement Cardiff To successfully pass a ballot measure at the 2/3-voter support threshold, public agencies must carefully cultivate a broad base of stakeholder engagement. Going back to the voters for subsequent measures can be trickier still if relationships are not firmly built and public trust is not consistently maintained through engagement. In order to avoid being perceived as a “fair-weather friend” agencies should maintain an active base of support between measures, engaging with various stakeholder groups, their system users, and the general public. This can be accomplished as a way of educating them about the importance of the agency’s mission, making them more aware of their own public health, safety and quality of life needs, and illustrating how tax dollars are being effectively used to achieve the goals set out in the measure. This panel will discuss the latest trends, tools and techniques in effective public outreach and provide case studies of agencies that have been successful in developing and maintaining strong community support.

Session #3 City 5.0 Laguna & Sunset City leaders are looking for ways of using technologies to become more efficient using connectivity, while reducing the cost of supplying services their constituents expect. They have focused on a connected future. Mayors of several large cities refer to their connected city as City 3.0. Our focus has been to overlay a subscription based autonomous transportation system within a connected City’s technology infrastructure. We call it City 5.0. The panel will explain how a smart city or City 5.0 will use technology to enhance services they provide their citizens.
