INVITATION to apply for Civil Military Relations Course (CMR PMC ref no: SWE 2911 01-12 June 2015 at SWEDINT Training Centre, SWEDEN

1. BACKGROUND Swedish Armed Forces International Training Centre (SWEDINT) conducts several courses each year for personnel bound for Peace Operations (PSO). Categories include troops, staff officers, observers/Monitors, civil servants and civilian Police One of our courses is the Civil Military relations (CMR), which is conducted twice a year. The maximum amount of places/slots at the course is 30. Normally not more then 1-2 places will be given to each participating nation. The reason for this is to promote the largest amount of different nations possible. The focus for this CMR course will be on UN Integrated Missions and the Relationship and Cooperation with Humanitarian organisations. The Security aspect in the Mission area will be given special attention.

2. COURSE PURPOSE CMR gives students an excellent opportunity to understand the civil-military relations in the mission and it also gives the students a solid background to understand the comprehensive approach in different exercises.

3. EXECUTION a. Concept of Course The course will be conducted at SWEDINTS´s locations. The CMR course consists of 4 building blocks: (1) General Orientations (2) Work in Study Groups (3) Virtual Reality Exercises (VRX) and (4) Seminar. The course relies heavily on interaction between the participants during the classroom exercises. b. Overall Aim The overall aim of the course is to give the students: • A good knowledge about Civil Military Relations in a modern PSO • An understanding of CIMIC, CML and CMCoord mechanisms used by the three components. • An understanding of the importance for co-operation and co-ordination between military, police and civilian components. • An understanding of co-operation and co-ordination within a HQ and subHQ´s between the different components and other organisations working in the conflict area. • A general knowledge of the different components in the mission area and their working procedures • An understanding of the Comprehensive Approach. The aim is that the students after the course will know how and when it is possible and necessary to interact to improve the Civil Military Relations in a mission and to act to help people in desperate needs for security and humanitarian assistance. b. Objectives The main content of the course will be as follows: • Practical exercises. • Understanding of CIMIC and UN CMCoord mechanisms between the three actors, civilian-, military- and police. • Negotiations with use of interpreters. • The DDR process. • Gender. • Media relations. • Humanitarian law and human rights • Cultural awareness: focus on Islam • SSR (Security Sector Reform). • Civilian dimension. • Police dimension. • Military dimension.

c. Student Criteria To be eligible to attend the CMR nominees must fulfil the following criteria: (1) Language proficiency: Students must have the following proficiency standards in English, described in STANAG 6001: Listening Good (3), Speaking Fair (2), Reading Good (3), Writing Fair (2). No additional training or translation will be provided. (2) Basic computer handling knowledge is desired, but not necessary. d. Security Clearance UNCLASSIFIED. e. Length of Course Two weeks, 01-12 June 2015. f. Examination The examination will be focus on the participants understanding and knowledge of the importance of improving Civil Military relations (CMR) and this will be done through a seminar in the end of the course and the virtual reality exercise (VRX) in the middle of the course.

4. ADMINISTRATION a. Student Application Student applications should be sent to SWEDINT NLT 6 April, 2015. Nominations received later will however be considered, if space is available. The application form and CV are to be found at: www.mil.se/swedint The application form, authorised and signed by the national authority/POC, has to be sent together with the CV to SWEDINT via e-mail, mail or fax. It is important that the invitation itself reaches the student since it contains information that he/she needs. An Internet connection is also required for the student in order to access documents that SWEDINT provides on the home page before the course starts, course curriculum, timetable, welcome letter, application form etc. b. Point of Contact (POC) In the application form the student should report a national point of contact (POC). The POC should be the Commander/Branch that authorises him to attend the course.

c. Selection If a nation has more students applying then slots available on the course, it is up to the nation to make the priorities. If this is not done, SWEDINT, will select the students it deem most qualified. If the nation is interested in sending a student to the course but do not initially have a name of the officer in question the nation can get a preliminary place at the course in order to get the selection process going. Once that slot is given SWEDINT needs the formal application within two weeks. d. Subsidies Subsidized student slots are available for nations upon special request by the nominating nations and decided on a case-by-case basis by the Swedish ministry of foreign affairs (MFA). It is important that the student fills in if he/she is interested or not in subsidies. If no mark is found in the application form SWEDINT will assume that no subsidies are requested. The application should be sent to SWEDINT. Information about whether subsidy is granted or not will be given in the letter of admission that is sent out 6 weeks prior to the course start. e. Arrival and departure timings Students report to Admin NLT 0900 hrs. in the morning on 1st June. Students are free to leave SWEDINT after 1100 hrs. in the morning on 12th June. Any activities in Sweden after this timing will be on the individual student expense. f. Course fee Salaries, allowances and travel costs are to be paid by national authorities of the sending nation in accordance with national regulations. The course fee is SEK 12000/ student. This includes board and lodging, and transfer from and to Arlanda/Bromma Airport in Stockholm/Sweden.

NORDEFCO students pay according to each nations administrative regulations and according to the NORDEFCO agreement. Swedish Armed Forces students pay according to the normal administrative regulations for domestic courses.

g. Accommodation Single room accommodation is arranged for all course participants through SWEDINT at the Life Guards student hotel which is situated within the garrison.

h. Dress code Military and Police students have to bring their best uniform, daily dress (or combat uniform), clothes for PT conditions. Laundry possibilities are available within the student’s hotel.

Application procedure The application form can be found on the Internet at www.mil.se/swedint Click on Course at SWEDINT and How to apply and then look for Application form and CV under Related Documents to the right. When the application form and CV have been filled in, authorised and signed by the national authority/POC, it should be sent to SWEDINT. The course admin office will reply that they have received the application. This reply does not mean that the student has a slot at the course, only that the admin office has received the application.

The POC/Student will be notified at the latest 4- 6 weeks before the course starts whether or not the nominated student is admitted to the course. If admitted to the course, the POC/Student will receive a Letter of Admission, indicating further details of the course, and how to retrieve the pre-course info for the UNSOC on the SWEDINT website. A copy of the Letter of admission will also be sent to the nation’s embassy in Sweden as well as to the Swedish Embassy in the applying country. c.
