Clean and Safe Water for Everyone Yokohama Waterworks Bureau (YWWB) was established as the first modern waterworks in Japan on October 17, 1887, over 125 years ago. Since then, YWWB has been supplying safe water to the citizens of Yokohama City, the second biggest city in Japan. In the 19th century, faced with challenges such as rapid population growth, urbanisation, and high salt content in water reserves due to land reclamation, the Yokohama prefectural governor sought a new source of high-quality water. A modern water system was constructed from 1855 to 1887. In accordance with the waterworks ordinance established in 1890, the waterworks came under the control of the city of Yokohama in April that year. Since then, it has been expanded as many as eight times to respond to increasing demands for water, and now supports over 3.6 million people.

YWWB has sought international cooperation with key development players, such as CITYNET and JICA, to share their expertise with cities all over the world.  YWWB has welcomed hundreds of trainees and dispatched experienced officials worldwide in order to share its technology and management systems. Credited with contribution to the JICA international cooperation projects, YWWB received the Second JICA Presidents’ Award in October 2005, marking Yokohama as one of the major players in water capacity development.

Background International Contributions YWWB has transferred water service management technologies to developing countries, in accordance with the water development vision of the Ministry of Health, Labour and Welfare and the “Yokohama City Waterworks Middle-Term Management Plan.”

Personnel Training YWWB has worked to cultivate and train talented international professionals to solve water utility problems in developing countries.

Yokohama City Policy YWWB has contributed to solutions for urban challenges in Asia and the Pacific region at the city level.

Action for International Cooperation The partnership between YWWB and CITYNET began in 1999, and together they have developed the capacity of water authorities in more than 20 countries. This joint effort promoted significant development progress in water services in major cities in Asia and the Pacific region. Starting with a dispatch of experts to Afghanistan in 1973, today more than 210 professionals from YWWB have visited 29 countries. After the 2004 tsunami, YWWB, facilitated by CITYNET, promoted city-to-city cooperation between Yokohama, Banda Aceh, and many Sri Lankan cities. In 1987, the centennial anniversary of the first modern waterworks in Japan, Yokohama Waterworks started a training programme for professionals from developing countries. Since 2003, Yokohama Waterworks has focused on collaborative programmes with international organisations, including JICA and CITYNET.

YWWB and CITYNET work together on the annual CITYNET/Yokohama Waterworks Training Programme. Water management participants are invited from cities throughout Asia and Africa to learn from Yokohama’s expertise for two weeks in Japan. Participants attend daily workshops and seminars, visit facilities, and finally present action plans. Participants who complete the programme receive a Certificate of Completion.

The technology transfer covers many areas, such as water treatment, water quality management, distribution management, operation and maintenance of water facilities, administration, water charge collection, customer satisfaction, and more.

Technical Cooperation YWWB, in cooperation with JICA, has initiated two water projects in Vietnam. YWWB partnered with the Hue Water Corporation (HueWACO) in the field of water examination. Subsequently an agreement was created between YWWB, HueWACO, Saigon Water Corporation (SAWACO), and the Water Sector Training Centre (WSTC) to contribute to the development of water supply agencies in Vietnam through comprehensive exchange programmes.

JICA Grassroot Technical Cooperation Technical cooperation with HueWACO and SAWACO took place from 2003 to 2005.

Project on Human Resources Development for Water Sector in the Middle Region of Viet Nam From 2007-2009 YWWB partnered with the Hue City Water Supply Corporation (COWASU, now HueWACO) to implement a “Safe Water Declaration”in Hue Province.

“The CITYNET Programme is a useful one. It creates a close co-operative relationship among Asian countries. Thua Thien Hue Construction and Water Supply State One Member Co., Ltd. (HueWACO) has taken part in CITYNET Programmes since the year 2002. Through CITYNET and the Yokohama Waterworks Bureau, HueWACO was able to send 7 professionals to join the training and studying courses in Japan. Through the “Project on Human Resource Development for Water Sector in the Middle Region of Viet Nam”, the quality of the water supplied by COWASU has improved so much that it is now safe to drink. YWWB contributed to the introduction of water quality monitoring systems, the transfer of distribution management systems and the development of human resources. Hue City acquired the international standard ISO/ IEC17025 analysis technique and declared that it had created “safe drinking water” at the 100th anniversary of COWASU’s establishment in September 2009. COWASU also provided educational and promotional activities for the children of Hue City, as they are the future of water consumption and conservation.

Citizens Drink High-Quality Water Directly from the Tap Over 0.51 million residents in Hue City can now access safe drinking water. 68% of customers drink directly from the tap.
