World Youth Festival 2004 Let's build the world! - A festival unique to our world Barcelona will play host to the 3rd World Youth Festival from 8 to 14 August 2004, with 10,000 young people from around the world expected to take part. The festival will provide a unique opportunity to meet representatives from youth organisations and to share experiences and debate issues including education, employment, health, equality, distribution of wealth, sustainable development, cultural diversity, peace, active citizenship and democracy. Organisers describe the event as 'a committed, assertive, innovative, fun, critical and constructive space born of the ambitions of young people from all over the planet. Today young people from around the world are working to build the world. A world founded on a fair globalisation, sustainable development, cultural diversity and peace. A world we want to live in, the world we want for the future.' The Festival will build on the two previous World Youth Festivals held in Portugal in 1998 and Panama in 2001. It aims to take a step forward in cooperation among youth organisations from around the world.

Das Festival ist eine einzigartige Gelegenheit, um Vertreter von Jugendorganisationen zu treffen, Erfahrungen auszutauschen und über Themen wie Bildung, Beschäftigung, Gesundheit, Gleichberechtigung, Wohlstandsverteilung, nachhaltige kulturelle Vielfalt, /Frieden, aktive Bürgerbeteiligung und Demokratie zu diskutieren. p. 5Entwicklung, Contact / Contact Berührung Die Organisatoren beschreiben das Ereignis als ‚einen engagierten, fordernden, innovativen, unterhaltsap. 8 Expériences / Experiences / Erfahrung men, kritischen und konstruktiven Raum, der aus den Zielen junger Menschen aus der ganzen Welt entstanden ist. Heutzutage arbeiten junge Menschen aus der ganzen Welt für das Ziel, die Welt aufzubauen. Eine Welt, die sich auf Entwicklung, kulturelle Vielfalt und Frieden als Grundpfeiler stützt. Eine Welt, in faire Globalisierung, nachhaltige p. 12 Portrait / Portrait / Bildnis der wir leben wollen, die Welt, die wir für die Zukunft wünschen.' Das Fest baut auf den beiden vorausgegangenen Weltjugendfestspielen auf, die 1998 in Portugal und 2001 in Panama stattfanden. Le Festival mondial de la Jeunesse est une occasion unique pour rencontrer des représentants d’organisations de jeunesse, échanger des expériences et discuter sur des thèmes comme l’éducation, l’emploi, la santé, l’égalité des chances, la répartition des richesses, le développement durable, la diversité culturelle, la paix, la participation active des citoyens et la démocratie. Les organisateurs décrivent cet évènement comme " un espace engagé, revendicatif, novateur, drôle, critique et constructif, espace fondé sur des objectifs auxquels aspirent des jeunes du monde entier. Aujourd’hui, des jeunes originaires du monde entier travaillent dans le but de construire le monde. European Union Conference of European Ministers: for a Europe to protect children A conference of European Ministers for the family with the theme of ‘Prevent abuse, promote welfare: a European aim’ took place in Paris on 20 November 2003, the occasion of the 14th international day of children’s rights. The Prime Minister Jean-Pierre Raffarin emphasised to the ministers responsible for children in the 25 member states and future member states of the European Union as well as Rumania that ‘The future population of Europe must give absolute priority to respect for children’. According to the UNICEF report almost 3,500 children die in industrial countries every year as a result of abuse. An investigation by the National Monitoring Agency for Decentralised Social Action (Observatoire national de l’Action Sociale Décentralisé - ODAS) shows that the number of children at risk has risen slightly since 2002 (86,000 registered cases as opposed to 85,000 in 2001)

Les échanges ont aussi porté sur la mise en réseau des services téléphoniques européens pour mieux lutter contre la maltraitance, l’ouverture aux dix prochains Etats membres du programme européen DAPHNE, chargé de la lutte contre les violences à l’encontre des enfants, des adolescents et des femmes. Pour mieux prévenir la maltraitance, mais aussi pour mieux en comprendre les causes, Christian Jacob, le ministre délégué à la Famille, lance début 2001, un observatoire de la maltraitance, mesure phare de son futur projet de loi sur la protection de l’enfance. November in Paris eine Konferenz zum Thema „Dem Missbrauch vorbeugen, das Wohlbefinden fördern: ein europäisches Ziel“ mit den europäischen Familienministern stattgefunden. „Die künftige Bevölkerung Europas muss dem Respekt des Kindes absolute Priorität einräumen“, unterstrich Premierminister Jean-Pierre Raffarin vor den für Kinder zuständigen Ministern der 25 Mitgliedstaaten bzw. künftigen Mitgliedstaaten der Europäischen Union, sowie Rumäniens.

Dem Bericht der UNICEF zu Folge sterben in den Industrieländern jedes Jahr fast 3.500 Kinder an den Folgen von Misshandlungen. Nach einer im vergangenen Monat veröffentlichten Untersuchung der Nationalen Überwachungsstelle für dezentrale soziale Aktion (Observatoire national de l’Action Sociale Décentralisé - ODAS), ist die Anzahl der gefährdeten Kinder gegenüber 2002 leicht gestiegen (86.000 gemeldete Fälle gegenüber 85.000 im Jahre 2001). Premierminister Raffarin hat seinen Wunsch zum Ausdruck gebracht, für die 90 Millionen europäischen Kinder „Initiativen zum Kampf gegen die Gewalt zu gründen“. "Wie Europa, sind sie zerbrechlich. Wie Europa, muss man sie schützen. Wie Europa, haben sie die Chance aufgerichtet zu werden“, erklärte er. Der Chef der französischen Regierung hat die anwesenden Minister aufgefordert, einen „dauerhaften Schritt in Richtung Austausch und Partnerschaft“ zu unternehmen, um gegen alle Formen von Misshandlung zu kämpfen. Der Gedankenaustausch mündete auch in der Planung eines europäischen Telefonnetzwerkes, für einen effektiven Kampf gegen Misshandlung, mit den 10 künftigen Mitgliedstaaten des Programms DAPHNE, das sich dem Kampf gegen Gewalt an Kindern, Jugendlichen und Frauen verschrieben hat. Für einen besseren Schutz gegen Misshandlungen, aber auch für ein besseres Verständnis der Ursachen, hat Christoph Jacob, delegierter Familienminister, Anfang 2001 eine Forschungsstelle für Misshandlungen eingerichtet, die Aushängeschild für seinen geplanten Gesetzesentwurf zum Schutz der Kindheit eingestuft wird. Sie soll im Wesentlichen die noch nicht zusammenhängenden Daten des ODAS, aus der 199, der kostenlosen Telefonnummer für misshandelte Kinder, sowie die Beschreibungen der von der Justiz gesuchten Personen vereinheitlichen. Die Verteidigerin der Kinder, Claire Brisset, ihrerseits hat ihren jährlichen Bericht und ihre Vorschläge dem Präsidenten der französischen Republik vorgelegt. United Nations Committee on Economic, Social and Cultural Rights concludes 31st Session The Committee on Economic, Social and Cultural Rights has recently concluded its autumn session, during which it adopted final conclusions and recommendations on reports of the Republic of Moldova and the Russian Federation. The two countries are among the 148 parties to the International Covenant on Economic, Social and Cultural Rights and are required to submit periodic reports to the committee.

Nations Unies Le Comité des droits économiques, sociaux et culturels conclut sa 31e session Le Comité des droits économiques, sociaux et culturels a récemment conclu sa session d’automne, au cours de laquelle il a adopté diverses observations finales et recommandations relativement aux rapports présentés par la République de Moldova et la Fédération de Russie. Ces deux pays font partie des 148 signataires du Pacte international relatif aux droits économiques, sociaux et culturels, et doivent, à ce titre, présenter des rapports périodiques au comité. Parmi les points positifs relevés dans le rapport de la République de Moldova, le comité a salué la création d’un Centre pour les droits de l’homme, formé de trois médiateurs/protecteurs des citoyens chargés de traiter les cas de violations des droits de l’homme. Cela étant, il a exprimé sa préoccupation face aux taux élevés de chômage, au manque d’opportunités d’emploi et aux bas salaires, responsables de l’émigration massive de ressortissants moldaves dont la majorité vont travailler illégalement à l’étranger. Le comité s’est aussi dit alarmée par l’ampleur du phénomène de traite des êtres humains, dont les femmes sont les premières victimes.

Vereinte Nationen Ende der 31. Sitzungsperiode des Ausschusses für Wirtschaftliche, Soziale und Kulturelle Rechte Der Ausschuss für Wirtschaftliche, Soziale und Kulturelle Rechte hat kürzlich seine Herbstsitzung beendet, auf der er die Ergebnisse und Empfehlungen zu den Berichten der Republik Moldawien und der Russischen Föderation annahm. Die beiden Länder zählen zu den 148 Vertragsparteien des Internationalen Übereinkommens zu Wirtschaftlichen, Sozialen und Kulturellen Rechten und sind verpflichtet, dem Ausschuss in regelmäßigen Abständen Berichte vorzulegen. Unter den positiven Aspekten im Bericht der Republik Moldawien begrüßte der Ausschuss die Gründung des Zentrums für Menschenrechte von Moldawien, das aus drei Ombudspersonen besteht, die zur Verhandlung von Menschenrechtsverletzungsfällen ermächtigt sind. Aber der Ausschuss war besorgt über die hohen Arbeitslosenquoten und die Tatsache, dass fehlende Beschäftigungschancen und die niedrige Entlohnung massive Auswanderung ausgelöst haben, wobei die Mehrheit der Migranten im Ausland illegal arbeitet. Der Ausschuss war darüber hinaus über den Umfang des Menschenhandels und insbesondere des Frauenhandels alarmiert. Er forderte den Mitgliedstaat dringend auf, die Bemühungen zur Festlegung eines landesweiten Mindestlohns zu verstärken, der zur Sicherung eines angemessenen Lebensstandards ausreicht. Beim Bericht der Russischen Föderation zeigte sich der Ausschuss besorgt über die hohen Arbeitslosenzahlen insbesondere bei Jugendlichen, Frauen und Menschen mit Behinderungen sowie über das niedrige Lohnniveau, wobei etwa 32,8 Prozent der Arbeitnehmer Löhne erhalten, die am oder unterhalb des Existenzminimums liegen. Er zeigte sich auch besorgt über das Problem der Straßenkinder in den Großstädten und die schlechte Behandlung von Wehrpflichtigen in den Streitkräften.

UNESCO Third UNESCO Youth Forum "UNESCO and Young People: a Reciprocal Engagement" was the theme of the third UNESCO Youth Forum, held from 26 to 28 September 2003 at UNESCO Headquarters in Paris. The 187 participants aged 18 to 30 from 105 countries, including representatives of 22 NGOs, considered the three following themes: education for sustainable development, in particular freshwater management; youth and HIV/AIDS, preventive education; and UNESCO and young people, cooperation and communication. During the opening plenary session on the morning of Friday, 26 September, participants were welcomed to UNESCO by the Director General and the Presidents of the General Conference and Executive Board, after which a President (the delegate from Uganda) and a Rapporteur (the delegate from Australia) were elected from the floor. The three themes outlined above were considered by participants during the Friday afternoon (theme one), Saturday morning and afternoon (theme two), and Sunday morning (theme three) sessions. Each session commenced in plenary, wherein participants were introduced to a range of perspectives by speakers from within and outside of UNESCO, including youth NGOs and even the private sector. Delegates then split into six working groups, within which the themes were discussed and recommendations recorded by rapporteurs appointed by each group. These recommendations were conveyed to the Forum Rapporteur at nightly sessions of the Drafting Committee, which was responsible for putting together the final report. A draft final report was debated and adopted at the final plenary session on the afternoon of Sunday 28 September, and presented to delegates at the General Conference the next day. UNESCO Le troisième Forum des Jeunes de l’UNESCO " L’UNESCO et les jeunes : un engagement mutuel " était le thème de ce troisième Forum des Jeunes de l’UNECO, qui s’est tenu du 26 au 28 septembre 2003 au siège de l’UNESCO à Paris. Les 187 participants venus de 105 pays différents, comprenant les représentants de 22 ONG, ont abordé les trois sujets suivants : l’éducation au développement durable, notamment la gestion de l’eau douce ; les jeunes et le VIH/SIDA, l’éducation préventive ; l’UNESCO et les jeunes, modalités et moyens de coopération et de communication. Lors de la Session plénière d’ouverture du matin du vendredi 26 septembre, les participants ont été accueillis à l’UNESCO par le Directeur Général, le Président de la Conférence Générale et la Présidente du Conseil Exécutif, après quoi, une Présidente (la déléguée de l’Ouganda) et un Rapporteur (le délégué de l’Australie) ont été élus.

Diese Empfehlungen wurden von den Rapporteuren an das „Drafting Committee“ weitergegeben, welches in nächtlichen Sitzungen den abschliessenden Bericht verfasste. Der entgültige Entwurf des Abschlussberichtes wurde in der abschliessenden Plenarsitzung vorgestellt und debattiert, und am nächsten Tag den Abgeordneten der UNESCO-Generalkonferenz vorgestellt. Kopien dieses Abschlussberichtes in den sechs offiziellen Sprachen der UNESCO können unter www.unesco.org/takingitglobal.org/ index.en.html heruntergeladen werden. Der Erfolg des Jugendforums hat inzwischen zu einer „draft resolution“ über die Institutionalisierung des Jugendforums geführt, welche von den Abgeordnenten der Generalkonferenz diskutiert werden wird.
