In 1968, 14 African States (Benin, Burkina Faso, Cameroon, Central Africa, Congo, Ivory Coast, Gabon, Guinea Conakry, Mali, Mauritania, Niger, Senegal, Chad, Togo) decided to create the Engineering Inter-State School for Rural Equipment (EIER) to train and provide member states with engineers capable of addressing the development needs of the rural areas. In 1970, the Inter-State Senior Technician School for Hydraulics and Rural Equipment (ETSHER) was created and implemented in Kamboinsé to train qualified technicians in hydraulics and rural equipment. These two different schools based in Burkina Faso were merged in 2005 to form EIER-ETSHER Group, which would then be led by the same management team supported by two departments of academic services and studies for EIER and ETSHER. After the efficient reforms implemented by the new management team of EIER-ETSHER Group, led by Mr. Paul GINIES, the President of Burkina Faso, His Excellency Mr. Blaise COMPAORE laid the foundations of the International Institute for Water and Environmental Engineering on June 26, 2006. EIER-ETSHER Group has since then become the International Institute for Water and Environmental Engineering (2iE).

The French Business Confederation provides national representation for all large, medium and small enterprises in all sectors (industry, commerce and services).
