CHAIRMAN OF THE BOARD OF TRUSTEES H.E. Mr. Vu Dang Dzung Permanent Representative of the Socialist Republic of Viet Nam to ASEAN In 2010 the Board of Trustees of the ASEAN Foundation continued to consider the revision of the Memorandum of Understanding on the Establishment of the ASEAN Foundation taking into account the provisions of the ASEAN Charter and the Roadmap for an ASEAN Community, in particular the objectives of the ASEAN Socio-Cultural Community Blueprint. The Board also examined various options to mobilize resources and to find the most suitable means to attain the long-term financial viability of the Foundation. During the year in review, significant progress was achieved in developing new partnerships with the private sector that generated resources to support the Foundation’s various projects and activities. In addition to the continuing partnerships with Microsoft and Hewlett-Packard and the recently formed partnership with the Inter-American
Development Bank, new partnerships were forged with Royal Philips Electronics and Thabyay Education Network. Furthermore, the Foundation marked a successful completion of 2010 with the establishment of the ASEAN CSR Network in line with the objectives of the ASEAN SocioCultural Community Blueprint. The ASEAN CSR Network would be able to link the region’s national networks of organizations and foundations that are actively involved in promoting and practicing corporate social responsibility. The accomplishments of the past year would not have been possible without the generous support of the Government of Japan through the Japan-ASEAN Solidarity Fund, the People’s Republic of China, and the Republic of Korea. We wish to extend to them our profound thanks and appreciation. We also extend our sincere appreciation to the Republic of the Philippines for its second valuable contribution to the project fund of the ASEAN Foundation. Finally, on behalf of the Board of Trustees, I wish to extend our deepest appreciation to Dr. Filemon A. Uriarte, Jr. from the Philippines for his excellent work and achievements during his term as the 4th Executive Director of the ASEAN Foundation, and our most cordial welcome to Dr. Makarim Wibisono from the Republic of Indonesia as the 5th Executive Director whose term commences in January 2011.

EXECUTIVE DIRECTOR Dr. Makarim Wibisono
Foundation successfully established the ASEAN CSR Network, thus leaving a legacy that is fully supportive of the objective of the ASEAN SocioCultural Community Blueprint of promoting corporate social responsibility (CSR) in the region. Along this line, the Foundation was also able to engage the support of the private sector through various collaborative efforts under the umbrella of promoting CSR in ASEAN.

The year 2010 marks the final year of the three-year term of my predecessor, the 4th Executive Director of the ASEAN Foundation, Dr. Filemon A. Uriarte, Jr. from the Philippines. On 24 November 2010, during its 25th Meeting, the Board of Trustees of the ASEAN Foundation confirmed my appointment to a threeyear term as the 5th Executive Director of the ASEAN Foundation effective 17 January 2011. As I review the work of the ASEAN Foundation during the past year, I am impressed by the great progress it has attained in fulfilling its four-fold mandate of promoting ASEAN awareness and identity, enhancing interaction among various ASEAN stakeholders, developing human resources and building capacity, and addressing socio-economic disparities and alleviating poverty. 2010 is even more significant because it was during this year that the ASEAN
These accomplishments were made possible by the strong support of all the members of the Board of Trustees of the ASEAN Foundation and the generous cooperation of our Dialogue Partners, namely, the People’s Republic of China and the Republic of Korea, but most especially the Government of Japan that had given the largest contribution to the Foundation’s project fund through the Japan-ASEAN Solidarity Fund. To them I extend my most sincere appreciation. I also wish to express my profound thanks to our other partners and donors: Microsoft, Hewlett-Packard, Philips Electronics, and the Inter-American Development Bank. As the new Executive Director of the ASEAN Foundation, I aim to strengthen our cooperation with ASEAN’s Dialogue Partners and expand our partnership with the private sector and other international, regional and national organizations with similar objectives. And with strong support of the Board of Trustees, I am confident that we can attain this goal.

The ASEAN Foundation, Chulalongkorn University and Thabyay Education Network signed an MOU for the joint funding of regional scholarships in ASEAN, with particular emphasis on deserving students from Myanmar, Cambodia and Lao PDR.

The “International Symposium on a Robust and Resilient Society Against Natural Hazards and Environmental Disasters” that served as the 3rd AUN/ SeedNet Regional Conference on Geo-Disaster Management was held in Kyoto, Japan to mark the 15th year anniversary of the Kobe earthquake, The conference was part of the project between the ASEAN Foundation and AUN/SEED-Net.

The most important mandate of the ASEAN Foundation as stated in the Memorandum of Understanding is to “promote greater awareness of ASEAN”. This mandate is reiterated in Article 15 of the ASEAN Charter, which states that the ASEAN Foundation shall “support ASEAN community building by promoting greater awareness of the ASEAN identity”. In 2010 the ASEAN Foundation continued to support and implement projects and activities aimed to fulfill its most important mandate of promoting greater awareness of the ASEAN identity. The ASEAN Foundation supported ASEAN LOGICS 2010 to promote interaction among university students and engage them in ASEAN communitybuilding. The first ASEAN LOGICS was hosted by the University of Indonesia in 2007. Another project, the Wallacea Expedition, has also basically the same purpose. It aims to promote cooperation and friendship among the young adults of various ASEAN countries while learning to appreciate the region’s heritage sites and biodiversity. Named after Alfred Russel Wallace, a British naturalist and explorer, the Wallacea region is a biogeographical designation for a group of Indonesian islands separated by deep water straits from the Asian and Australian continental shelves. The region has a high number of species that are unique to the area and is recognized internationally as a ‘biodiversity hotspot’. Puppetry is part of the culture of ASEAN countries. The art and culture of puppetry exists in various forms in almost all the countries of ASEAN, and forms part of the cultural heritage of ASEAN as defined in the ASEAN Declaration of Cultural Heritage signed in Bangkok on 25 July 2000. Among the common forms of puppetry in Southeast Asia are the wayang (shadow puppet), marionette, hand, string and water puppets. Apart from being a form of entertainment, puppetry is also commonly used as a medium for social education. However, modernization and the lack of trained human resources have threatened this valuable heritage of the region. It is for this reason that the ASEAN Puppetry Association was established in 2006 to promote puppetry and coordinate cooperation among artists, enthusiasts and experts in the field of puppetry in ASEAN countries. By supporting activities in the field of puppetry, the ASEAN Foundation aims to use this art as an effective means to promote the ASEAN identity. Similarly, by supporting the search for ASEAN champions on biodiversity among the youth, business and media, the ASEAN Foundation aims to promote greater awareness of the rich and diverse biological resources in the region as well as of the ASEAN identity through wide media coverage of the event.

ASEAN Foundation supports ASEAN LOGICS to promote ASEAN awareness among the youth The ASEAN Foundation, International Islamic University Malaysia (IIUM) and Ministry of Higher Education, Malaysia launched the ASEAN Students Engaging Action for Local and Regional Contribution to Society (ASEAN LOGICS 2010) on 2 February 2010 in Kuala Lumpur, Malaysia. The signing of the agreement and project launching was led by ASEAN Foundation Executive Director Dr. Filemon A. Uriarte, Jr., Deputy Minister of Higher Education Datuk Saifuddin Abdullah, and IIUM Rector Prof. Dato’ Sri Dr. Syed Arabi Idid and was graced by the presence of Malaysia’s Former Prime Minister H.E. Tun Mahathir Mohamad who delivered the keynote message. The ASEAN LOGICS promotes networking and cooperation among the youth and addresses the mandate of the ASEAN Foundation to raise greater awareness and identity of ASEAN, promote interaction among the ASEAN youth, and engage the younger generation in ASEAN community-building.
On 18-29 April 2010, more than 40 undergraduate students from the ASEAN member countries participated in the 2 week ASEAN LOGICS activity that provided a platform for ASEAN youth to share ideas and discuss their roles and responsibilities in addressing relevant issues in the ASEAN region. The activity was organized by the International Islamic University of Malaysia with support from the Ministry of Higher Education Malaysia and was funded by the ASEAN Foundation through the Japan-ASEAN Solidarity Fund. One of the highlights was the holding of the ASEAN Quest game competition among all the delegations on 29 April 2010. Brunei Darussalam students garnered first place, Indonesia got second and Malaysia, third place. The delegates also participated in workshops, plenary discussions and site visits to various parts of Malaysia. The program covered four key issues in the region, namely, 1) Preservation: Traditional Arts on the Brink of Extinction (field visit to Terengganu, Kelantan); 2) Sustainable Eco Tourism (Kinabatangan, Sabah); 3) Social Development of Ethnic Minorities (Kundasang, Sabah) and 4) Biotechnology and Agriculture (Pahang, Negeri Sembilan). During the site visits, the delegates conducted interviews and focus group discussions with the community. The results of the delegates’ interaction with the local community were presented at a plenary session. An ASEAN LOGICS Declaration was developed to serve as a reference for an action plan on ASEAN youth.

Participants of the Wallacea youth expedition
ASEAN Foundation and ASEAN Indonesia collaborate on a youth expedition project More than 50 youth from the ASEAN Member States completed a week-long cultural and environmental expedition to the Wallacea region in Ternate, Indonesia as part of the project ASEAN Youth Wallacea Expedition implemented by the Indonesian Ministry of Foreign Affairs and Ministry of Youth and Sports (MENPORA) and supported by the ASEAN Foundation through the Japan-ASEAN Solidarity Fund. The project addresses the mandate of the ASEAN Foundation to promote greater ASEAN awareness and identity and enhance interaction among the youth of the region. The project has also received funding support from the Ternate Local Government and the ASEAN Singapore Youth Fund. From 25 June to 2 July 2010, the ASEAN youth travelled to the Wallacea region, in particular to Ternate in Maluku Island of eastern Indonesia, to raise awareness about environmental conservation and to develop mutual understanding and friendship among young people from ASEAN countries. The group engaged in a series of activities which included: (a) a seminar on the theme “Dialogue Between Generations: The Meaning of the Wallacea Expedition in Sustainable Biodiversity Conservation in ASEAN”; (b) group discussion sessions to exchange ideas about
environmental protection efforts in ASEAN and the role of youth to support the establishment of the ASEAN Community by 2015; (c) field researches to the Gamalama Mountain, the old Dutch Fort Oranje, and the Ternate shores; and (d) on-thespot observations on the varieties of butterfly species at the Government House compound at Kota Ternate. The participants also had an opportunity to meet with the Mayor of Ternate who gave a briefing on the natural wealth and the economic potential of North Maluku Province, especially the island of Ternate. Prior to traveling to Ternate, the group visited the Botanical Gardens in Bogor, West Java and the Cibinong Science Center, a center for scientific researches on Indonesian flora and fauna founded by the Indonesian Institute of Sciences. At the end of the activities, the group prepared a document entitled “The Joint Recommendation of ASEAN Youth: The roles of the ASEAN Youth in Promoting Environmental Sustainability - The Voice of Ternate” which contains the commitment of the ASEAN youth to preserve and protect nature and natural resources in the ASEAN region, as well as supporting the implementation of action lines related to environment in the Blueprint for the ASEAN Socio-Cultural Community. The participants agreed that the expedition to the Wallacea region in Ternate was extremely useful in increasing the role of youth in environmental conservation and in introducing the rich biological diversity of Indonesia to ASEAN.

ASEAN Foundation promotes ASEAN awareness and identity through puppetry To help preserve and promote ASEAN’s cultural heritage and thereby promote ASEAN awareness and identity, the ASEAN Foundation through the Japan-ASEAN Solidarity Fund supported the project “Promoting ASEAN’s Cultural Heritage through Puppetry: Symposium, Dialogues and Festivals” implemented by the ASEAN Puppetry Association. In 23-26 February 2010, the Papet ASEAN 2010: Celebrating ASEAN Puppet Traditions was organized in Manila. Philippines. The activity featured puppet shows from Indonesia, Malaysia, Philippines and Singapore as well as a seminar on puppetry in education and was witnessed by over 500 puppetry enthusiast’s. In 14-16 October 2010, ASEAN puppetry experts converged in Bandar Seri Begawan Brunei Darussalam for a 3-day forum and performances. The activity was organized to introduce and promote various puppetry cultures in ASEAN and serve as a venue for regional experts to discuss current developments in ASEAN puppetry. It included cultural performances of Wayang Menak, a form of Indonesia’s traditional wayang or shadow puppet play containing nuances of Islamic teachings, nobility, wisdom and high morals. In her remark during the opening ceremony, Datin Paduka Hajah Adina binti Haji Othman, Deputy Minister and Acting Minister of the Ministry of Culture, Youth and Sports of Brunei Darussalam, commended the ASEAN Foundation and the ASEAN Puppetry Association for organizing such activities to help preserve and promote ASEAN’s cultural heritage. She also emphasized the importance of community involvement in the protection of this cultural heritage.

ASEAN Foundation, ACB promote ASEAN awareness through Biodiversity Award The ASEAN Foundation together with its partners, the ASEAN Centre for Biodiversity and UNESCO formally opened the call for nominations for ASEAN Champions of Biodiversity, a project recognizing outstanding achievements in biodiversity conservation and advocacy in the region, during the ASEAN Launch of the International Year of Biodiversity held in Manila, Philippines on 5 March 2010. The project addresses twin objectives of promoting conservation of biological diversity in the region and enhancing ASEAN awareness and identity. The activity was also an opportunity to call on the media to help publicize the search for biodiversity champions and to provide the public relevant information on the ASEAN region. In 19 October 2010, the ASEAN Champions of Biodiversity was presented at the 10th Conference of Parties (COP10) to the Convention on Biological Diversity held in Nagoya, Japan. After the project’s launching at COP10, Dr. Dr. Ahmed Djoghlaf, Executive Secretary of the Convention on Biological Diversity, issued a global press release to promote the ASEAN Champions of Biodiversity. Nominations for the ASEAN Champions of Biodiversity are open to three categories, namely,

(1) Most Outstanding Biodiversity Conservation and/or Advocacy Project by a Private Business/ Corporation; (2) Most Outstanding Biodiversity Conservation and/or Advocacy Project by a Youth Organization; and (3) Most Outstanding Biodiversity Reportage by a Media Organization. Nominees should come from the ten ASEAN Member States and should have an outstanding biodiversity conservation or advocacy project that is duly recognized by the community where they operate. Nominees in the media category should have a section, segment, or program devoted to biodiversity conservation advocacy, and should have comprehensive reports on biodiversity conservation. Co-funded by the European Union, GIZ and the ASEAN Foundation through the Japan-ASEAN Solidarity Fund, the ASEAN Champions of Biodiversity identifies leaders among the private/business sector, media and youth from which a cadre of champions are selected to serve as Ambassadors of Goodwill for biodiversity. The project is also supported by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The ASEAN Centre for Biodiversity serves as the awards secretariat. The awardees or Ambassadors of Goodwill for biodiversity conservation and advocacy will receive cash prizes during an award ceremony in the Philippines and are given year-round opportunities to speak before business, youth and the media leaders, and in various events of the program sponsors.

The Memorandum of Understanding on the Establishment of the ASEAN Foundation states that the ASEAN Foundation shall promote “greater interaction among the peoples of ASEAN as well as their wider participation in ASEAN’s activities” while Article 15 of the ASEAN Charter mandates the ASEAN Foundation to “support ASEAN Community building” by promoting “people-to-people interaction, and close collaboration among the business sector, civil society, academia and other stakeholders in ASEAN.” During the year in review, the ASEAN Foundation continued its collaboration with Japan International Cooperation Agency (JICA) to support the various regional conferences organized by AUN/SEEDNet in different topics that bring together participants from academia, the business sector, civil society and other stakeholders. The AUN/ SEED-Net was established in 2001 for the purpose of promoting human resources development in engineering in ASEAN. It comprises 19 member institutions in ASEAN and 11 Japanese supporting universities. The ASEAN Foundation has helped enhance the educational and research capacity of the network’s member institutions, supported regional conferences in various engineering fields where more than 3,000 engineering professors, scientists and professionals participated together with international and regional organizations, business groups and experts from other countries outside ASEAN. The second activity under the “Sharing of Knowledge between Southeast Asia and Latin American countries on trade and investment” project funded by the Inter-American Development Bank was conducted in Bangkok, Thailand entitled Latin Business Forum 2010. The forum was jointly implemented by the ASEAN Foundation, the Thai Government, SEA-LAC Trade Center and Latin American Embassies in Bangkok. But the ASEAN Foundation’s most important contribution is the successful establishment of the ASEAN CSR Network in line with the objectives of the Blueprint for ASEAN Socio-Cultural Community. The regional network aims to become a platform for networking and cooperation among various ASEAN stakeholders, a repository of knowledge and information on CSR in the region, and a capacity-builder and an advocate for corporate social responsibility in ASEAN. To achieve these objectives, the network will endeavor to develop linkages with other CSR networks, participate in regional and national conferences, implement training workshops and seminars and engage in research and documentation. The ASEAN CSR Network brings together in a formal way the various national networks in five ASEAN countries that are active in pursuing and implementing programs and activities in the field of corporate social responsibility. The network will also work on harmonizing the understanding of CSR in ASEAN and assist in developing a model public policy on CSR in the region with reference to other international standards on social responsibility. The regional CSR network is the culmination of two projects funded by the ASEAN Foundation through the Japan-ASEAN Solidarity Fund. The ASEAN Foundation was also successful in forging new partnerships with Royal Philips Electronics to promote sustainable cities in the region and with QCOM Group in improving PC security and awareness.

ASEAN Foundation, AUN/SEED-Net and JICA Partnership in ASEAN Projects On 11 June 2010, the ASEAN Foundation and ASEAN University Network / Southeast Asia Engineering Education Development Network formalized its partnership to undertake the “AUN/ SEED-Net Regional Conference Project (Phase II)”, a project that aims to further strengthen and promote consortium among engineering scholars, industry and community through capacitybuilding and networking. With funding support from the ASEAN Foundation through the Japan-ASEAN Solidarity Fund and the Japan International Cooperation Agency, the project will implement 14 regional conferences in nine engineering fields, which will draw together experts and researchers from leading universities in ASEAN and Japan including representatives from the government and private institutions to exchange experiences and knowledge and share technologies in various areas such as energy, natural resources, materials and disaster management which are essential to the development of the ASEAN region. Among the outputs of the regional conferences are publications such as journals and proceedings and platform to promote transfer of relevant technologies for possible development and commercialization in ASEAN countries. This partnership addresses the mission of the ASEAN Foundation of promoting ASEAN awareness and identity and enhancing collaboration among ASEAN stakeholders. Through the promotion of technology transfer, the project also aims to develop quality human resources in ASEAN through capacity-building and to bridge the development gap between developed and less developed ASEAN member countries. During the year, 21 regional conferences were conducted attended by more than 2,100 engineering professors, scientists, industry practitioners, and researchers participated together with representatives from international and regional organizations, business groups and experts from other countries outside ASEAN.

ASEAN Foundation and AUN/SEED-Net Partnership Since 2003, the ASEAN Foundation, through the Japan-ASEAN Solidarity Fund, has provided financial support to AUN/SEED-Net to expand and enhance the educational and research engineering capacities of engineering schools in ASEAN in cooperation with Japanese universities. The ASEAN Foundation has funded graduate studies (master’s degree), research activities and other academic programs to upgrade faculty qualification and strengthen human linkages through visits and participation in field research and seminars. It provided funding of over US$ 316,000 during the preparatory period (2003-2007 - Phase I) of the AUN/SEED-Net to upgrade faculty qualification and strengthen human linkages through visits and participation in field research and seminars. In Phase II of the AUN/SEED-Net (2008 - 2013), the ASEAN Foundation provided a grant of over US$778,000 focused on establishing a sustainable framework of human resource development network in the engineering field, which included the implementation of 28 regional conferences in various fields of Engineering. In 2010, the ASEAN Foundation provided additional support to AUN/SEED-Net (Regional Conferences Phase II) to implement a total of 14 regional conferences held in different locations in the region.
Regional Conference on Enhancing Microelectronics Technology in ASEAN The 2010 International Conference on System on Chip Design Challenges (ICoSoC 2010) held on 8-9 September 2010 served as the third AUN/SEED-Net Regional Conference in Electrical and Electronics Engineering focusing on Microelectronics. This conference was simultaneously conducted with the 2010 International Symposium on Multimedia and Communications Technology (ISMAC) and IEICE Smart Info-Media Systems in Asia (SISA). Attended by more than 60 engineers and professors from AUN/SEED-Net Member Institutions and Japanese Supporting Institutions, industry experts and representatives from regional and international organizations, the conference provided the opportunity to promote networking, exchange ideas and introduce new and innovative technologies in the field of microelectronics. Five keynote presentations and 33 technical papers and poster presentations and tutorial sessions highlighting research results and innovations in various aspects of microelectronics were featured in this conference.

The ASEAN CSR Network was launched at the International Singapore CSR Summit in October 2010 graced by H.E. Dr. Yacoob Ibrahim, Minister for the Environment and Water Resources of Singapore (middle).
ASEAN Foundation promotes CSR and establishes the ASEAN CSR Network In 2010, the ASEAN Foundation was kept fully occupied with numerous activities that finally led to the formal registration, launching, and organizational meetings of the ASEAN CSR Network. One of its immediate objectives is to accelerate the expansion of the network to include all the national CSR networks of the ten ASEAN countries. In this regard, the Network aims to engage and generate the support of other CSR networks, chambers of commerce and business groups in ASEAN member countries to become members and participate in the Network’s activities.
ASEAN CSR Network holds first organizational meeting and participates in EU-ISEAS CSR Seminar Five CSR national networks, namely, International Chamber of Commerce-Malaysia, Indonesia Business Links, the League of Corporate Foundations (Philippines), Singapore Compact for CSR and the Thai Chamber of Commerce,
participated in an organizational meeting of the regional network for corporate social responsibility or ASEAN CSR Network held on 18 March 2010 in Singapore. This was the culmination of two projects funded by the ASEAN Foundation through the Japan-ASEAN Solidarity Fund implemented by the Asian Institute of Management and the League of Corporate Foundations in line with the actions called for in the Blueprint for ASEAN Socio-Cultural Community. The founding members agreed that one of the most urgent tasks would be to help develop the capacity in the other five ASEAN countries to enable them to join and participate in the network’s activities. Singapore Compact offered to initially host the secretariat of the network. On 19 March 2010, the members of the ASEAN CSR Network participated in the seminar on “CSR – Its place in business and the world” in Singapore organized by the Delegation of the European Union to Singapore and the Institute of Southeast Asian Studies (ISEAS). The formation of the regional network and relevant mandates of the ASEAN Blueprint for Socio-Cultural Community was presented in the seminar which was attended by more than 200 delegates.

Participation in Indonesia Business Links International CSR Conference
On 14 July 2010, the ASEAN regional network for corporate social responsibility or ASEAN CSR Network was formally launched in Manila, Philippines highlighted by the formal signing of the Memorandum of Understanding among the ASEAN Foundation and the founding members of the regional body, namely, the Indonesia Business Links (IBL), International Chamber of CommerceMalaysia, League of Corporate Foundations (Philippines) and the Singapore Compact for CSR. It was agreed that Thailand would also be a founding member and thus the Thai Chamber of Commerce has nominated the CSR Club of the Thai Listed Companies Association to represented Thailand in the ASEAN CSR Network.
ASEAN Foundation Executive Director Dr. Filemon A. Uriarte, Jr. was a plenary speaker at the 3rd International Conference on Corporate Social Responsibility (CSR) with the theme “Building Multi-Sector Partnerships for Sustainable Development” held on 29-30 September 2010 organized by the Indonesia Business Links. Addressing the more than 300 delegates, Dr. Uriarte highlighted the mandate of the ASEAN Foundation in promoting CSR in ASEAN. He also presented the state of CSR in five ASEAN countries - Indonesia, Singapore, the Philippines, Thailand, and Viet Nam. He concluded by presenting three important steps in integrating CSR in doing business, namely, to ensure that the commitment of top management is communicated throughout the organization, to appoint a CSR person at the strategic decision-making level, and to develop partnerships with all stakeholders.
Held in conjunction with the annual CSR Expo of the League of Corporate Foundations, representatives from the Stock Exchange of Thailand, the Thai Chamber of Commerce, Viet Nam Chamber of Commerce and Industry, and the Cambodia Chamber of Commerce witnessed the signing ceremony and participated in the second organizational meeting of the Network that included discussions on a planned roundtable meeting between ASEAN and China-based CSR practitioners. The proposed roundtable, which is supported by funds from the People’s Republic of China, aims to engage ASEAN Dialogue Partners in discussions on CSR issues, promote exchange of information and practices and encourage collaboration and partnerships between stakeholders that will further strengthen ASEANChina relations.
The plenary entitled “ASEAN Experience: Regional Dimensions of CSR” was a joint session between the ASEAN Foundation and the Embassy of Canada to ASEAN which enabled both the Network and Canadian corporations share their respective CSR best practices, and exchange views on how to further promote the practice of CSR among the business sector in the region. The other speakers were Mr. Ed Amistad, Chairman of the League of Corporate Foundations (Philippines), and Chairman of the ASEAN CSR Network, Mr. John Ridsdel, Senior Vice President & Chief Operating Officer - TVI Resource Development (Philippines), Inc. and Ms. Phuong Hoang, Corporate Responsibility Specialist of Talisman Viet Nam.

ASEAN CSR Network holds first Board of Trustees meeting in Singapore
Thailand to the ASEAN CSR Network with the formal signing of the MOU. The Viet Nam Chamber of Commerce and Industry gave a presentation on the state of CSR in Viet Nam and expressed its intention to become a member of the regional network.
The ASEAN CSR Network held its first Board of Trustees meeting in Singapore on 5 October 2010 in conjunction with the International Singapore Compact CSR Summit. The meeting, which was attended by the ASEAN Foundation and founding members from Indonesia, Malaysia, the Philippines, Singapore and Thailand and representative from Viet Nam, elected its Officers. The Board reviewed the registration requirements of the Network as a legal entity in Singapore, the draft Constitution and By-laws and the proposed work plan. ASEAN Foundation participates in ASEAN+3 Leadership Program on Sustainable Production and Consumption and CSR The ASEAN Foundation participated at the 3rd ASEAN+3 Leadership Program on Sustainable Production and Consumption held on 6-7 October 2010 in Manila, Philippines. The two-day program tackled issues on sustainable production and consumption, including supply chains to product responsibility, key strategies for engaging with sustainable development along the value chain, and how business can be part of a new global consensus on sustainable development. Workshop on Corporate Social Responsibility within an ASEAN Human Rights Framework On 30 November to 1 December 2010, the ASEAN Foundation participated in the workshop “Corporate Social Responsibility within an ASEAN Human Rights Framework” organized by the Working Group for ASEAN Human Rights Mechanism, ASEAN CSR Network and CSR Asia and attended by over 50 participants. In the workshop, the role of the ASEAN Foundation in implementing CSR-related activities in the region and defining CSR from an ASEAN context was presented in a plenary session. The Board of Trustees of the ASEAN CSR Network also held a Board meeting to discuss its work plan.

ASEAN CSR Network officially incorporated in Singapore On 8 December 2010, the ASEAN CSR Network was officially registered as a legal entity in Singapore. To celebrate its incorporation, an inaugural ceremony was held on 11 January 2011 attended by more than 50 representatives from the government, business and media. The ceremony was graced by H.E. Mr Zainul Abidin Rasheed, Senior Minister of State for Foreign Affairs of Singapore. The inauguration ceremony also launched the ASEAN CSR Network logo and presented to the media the Network’s thrusts in line with the ASEAN Blueprint for Socio-Cultural Community and its plans and programs. The ceremony was led by the founding members: the ASEAN Foundation, Indonesia Business Links, International Chamber of Commerce-Malaysia, the
League of Corporate Foundations (Philippines), CSR Club of Thai Listed Companies Association and Singapore Compact for CSR, which also hosts the Network’s secretariat. Consequently, ASEAN Foundation provides financial support to the ASEAN CSR Network through the project “ASEAN CSR Network: Promoting Corporate Social Responsibility in ASEAN”. Through this project that is supported by the Japan-ASEAN Solidarity Fund, the ASEAN CSR Network intends to build the capacities of other ASEAN Member States in the field of CSR, engage in dialogues with various CSR groups to share knowledge and best practices, explore collaboration with ASEAN stakeholders and Dialogue Partners and to advocate CSR through information, education, and communication campaign.

Since 1999, IBL has been actively promoting ethical business practices in Indonesia through workshops on business ethics and capacity building of small and medium enterprises.

International Chamber of Commerce-Malaysia ICC Malaysia is the Malaysian chapter of the Parisbased International Chamber of Commerce. Founded in 2003, ICC Malaysia’s main objective is to represent the Malaysian business community in the international trade forum. Its active participation and involvement in the chamber’s global network contributes to the growth and development of Malaysia’s global trade and investment.
League of Corporate Foundations (Philippines) Established in 1996, the League of Corporate Foundations is a network of over 70 operating and grant-making corporate foundations and corporations in the Philippines that promotes and enhances the strategic practice of CSR among its members and the larger business community, towards sustained national development.
Singapore Compact for CSR The Singapore Compact for CSR is a national society committed to bringing the CSR movement forward. It functions as a multi-stakeholder platform in recognizing the role and contributions of all CSR stakeholders. The Singapore Compact’s key mission is to broaden the base for collaboration between various stakeholders, in developing coordinated and effective strategies to promote CSR in Singapore. Singapore Compact also serves as the secretariat of the ASEAN CSR Network.
ASEAN Foundation The ASEAN Foundation was established by the ASEAN Leaders to enhance ASEAN awareness and identity, promote greater interaction among the peoples of ASEAN, develop quality human resources and address socio-economic disparities in the region. Furthermore, the ASEAN Foundation was tasked to lead in implementing the actions called for in the Blueprint for ASEAN Socio-Cultural Community, which includes as one of its strategic objectives to ensure that corporate social responsibility (CSR) is incorporated in the corporate agenda and contributes towards sustainable socioeconomic development in ASEAN Member States. It has therefore catalyzed the formation of the ASEAN CSR Network.

ASEAN Foundation and Royal Philips Electronics promotes sustainable and livable cities in ASEAN The ASEAN Foundation and Philips Electronics entered into a partnership to conduct series of roundtable discussions on “Livable Cities and the role of lighting in creating a secure, safe and attractive environment in which to live”. The project aims to provide a platform to discuss issues and policies in creating livable cities amidst the demands of rapid urbanization. It also intends to address the health and well-being of affected communities, and to share key solutions and best practices on developing new technologies for sustainable cities. The roundtable discussions will be held in various cities across ASEAN.
ASEAN Foundation partners with BitDefender and QCOM Group The partnership between the ASEAN Foundation and the QCOM Group was initiated with a donation by QCOM Group of a range of BitDefender Security software products. The donation from QCOM Group includes US$10,000 worth of BitDefender anti-virus licenses for PCs and servers and technical support and training on BitDefender products and BitDefender Antivirus keys to AF ICT training participants to improve PC security and awareness. QCOM Group Pte Ltd distributes the complete range of Quicken QuickBooks and BitDefender software products and services in Asia Pacific. BitDefender, on the other hand, is the creator of one the industry’s fastest and most effective lines of internationally certified security software.

Plenary session on economic partnership in trade and investment between Latin America and Southeast Asia during the Latin Business Forum held in Bangkok, Thailand with experts from Inter-American Development Bank, ASEAN Foundation, Economic Research Institute for ASEAN and East Asia, Malaysia External Trade Development Corporation, and Ministries of Trade and Foreign Affairs of Argentina and Brazil, respectively.
Sharing of knowledge between Southeast Asia and Latin American Countries on trade and investment The ASEAN Foundation together with the Office of the Thailand Trade Representative, the InterAmerican Development Bank, the Thai Chamber of Commerce and SEA-LAC Trade Center organized the first Latin Business Forum held on 18 November 2010 at the Thai Government House in Bangkok, Thailand. H.E. Mr. Abhisit Vejjajiva, former Prime Minister of Thailand, delivered the keynote statement. The Foreign Minister of Thailand, Thailand Trade Representatives, and Ambassadors of ASEAN and Latin American countries in Thailand were also present at the forum. The forum was attended by over 300 experts and representatives from the business sector, government, diplomatic community and academe that aimed to develop business channels between Southeast Asia and Latin American countries to promote sustainable economic relations between the two regions. It also provided an in-depth knowledge and insights into the current trade and investment relations. The one-day forum featured key topics such as economic partnership, free-trade agreement and investment opportunities in both regions. A plenary with chief executive officers
of ASEAN and Latin American business groups was one of the forum sessions. Former ASEAN Foundation Executive Director, Dr. Filemon A. Uriarte, Jr., was one of the panel speakers where he highlighted the significant policy recommendations from the first trade and investment workshop between Southeast Asia and Latin America in October 2009 that included promotion of business matching, access to markets and improvement of infrastructure and logistics to improve trade flow between Southeast Asia and Latin America. Resource speakers from ASEAN included Mr. Jose Concepcion, Jr., former Minister of the Department of Trade and Industry, Philippines and Chairman, ASEAN Business Advisory Council-Philippines, Mr. Martin Yuoon, Assistant Executive Director, Singapore Business Federation and Mr. Doan Duy Khuong, Vice Executive President, Viet Nam Chamber of Commerce and Industry. The conference is the second activity under the “Sharing of Knowledge between Southeast Asia and Latin American countries on trade and investment” project funded by the Inter-American Development Bank. Under this project, series of workshops are to be conducted in various ASEAN cities to enhance inter-regional collaboration through sharing of best practices on trade and investment and strengthen network linkages between the two regions.

The Memorandum of Understanding on the Establishment of the ASEAN Foundation mandates the Foundation to promote “wider participation in ASEAN’s activities inter alia through human resources development that will enable them to realize their full potential and capacity to contribute to progress of ASEAN Member States as productive and responsible member of society.” To develop human resources and build capacity, the ASEAN Foundation continued to implement a number of training activities in 2010 in partnership with various organizations and with funding support from Hewlett-Packard and Microsoft Indonesia. Under the Hewlett-Packard Entrepreneurship Learning (HELP) Program and Hewlett Packard Micro Enterprise Development Grant Initiative (HP MEDP), the ASEAN Foundation delivers a number of training programs including Smart Technology for a Smarter Business (STSB) and Graduate Entrepreneurship through Information Technology (GET-IT) training courses. The STSB curriculum of HP is designed to help build the capacities of small and medium enterprises by raising awareness of the benefits of information and communications technology for business development. It is designed to assist micro-entrepreneurs to access the technology solutions that address their daily challenges. On the other hand, the GET-IT Program is one of Hewlett-Packard’s flagship social investment initiatives that help young unemployed people and new graduates acquire the business and IT skills needed to enter the professional market or create their own businesses. In 2010 most of the training sessions were conducted in Indonesia except for one that was held in Phnom Penh to address the needs of the young and small entrepreneurs in Cambodia. A total of 13 training sessions were supported by Hewlett-Packard and one by Microsoft. Further to its mandate to develop human resources in the region, the ASEAN Foundation, with funding support from the Japan-ASEAN Solidarity Fund, also provides opportunities to ASEAN nationals to pursue graduate studies in various universities across the region to develop quality human resources, help build the capacities of ASEAN citizens and bridge the gap among developed and less developed ASEAN countries. Its flagship scholarship program, the ASEAN Foundation Scholarship for Postgraduate Studies, has provided 35 scholarship grants amounting to more than US$ 739,000 for master’s degree program in ten universities across ASEAN. The second phase of the program is implemented in partnership with the private sector and other donor organizations. The ASEAN Foundation also supports capacity building of small holder aquaculture farmers in various ASEAN countries in partnership with regional and national organizations involved in aquaculture.

ASEAN Foundation, HewlettPackard and TIFA Foundation collaborate on ICT Training in West and East Java, Indonesia The ASEAN Foundation in collaboration with the TIFA Foundation conducted a series of information and communications technology training workshops for micro-entrepreneurs in Indonesia under the HewlettPackard Entrepreneurship Learning Program and Hewlett Packard Micro Enterprise Development Grant Initiative. The training sessions were held on 1-18 June 2010 in East and West Java, Indonesia. They were aimed at building the capacities of small and medium enterprises in using ICT as an enabling technology and learning ICT skills and applications for business development. The ASEAN Foundation also conducted two STSB and two GET-IT training courses for 72 micro-entrepreneurs and representatives of SME organizations from Sukabumi, Cianjur, Malang, Lombok and Bali, Indonesia. STSB assists microentrepreneurs access the technology solutions that address their daily challenges while GET-IT helps unemployed new graduates acquire the technical skills needed to enter the job market or create their own businesses. TIFA Foundation is a non-profit organization based in Jakarta, Indonesia and a member of Friends of ASEAN. It promotes an open society that respects diversity and honors the rule of law, justice, and equality. In 2010, ASEAN Foundation implemented 5 trainings under its partnership with Hewlett-Packard.

ASEAN Foundation receives new grants from Microsoft The ASEAN Foundation received two new grants from Microsoft to promote information and communication technologies among small and medium enterprises across Indonesia. Under the first grant, the ASEAN Foundation will implement NGO Connection Day and IT skills training workshops in three major cities of Indonesia. This activity aims to raise awareness and promote IT applications for small to mid-sized Nongovernment organizations with the overall goal of contributing to social and economic development of underserved communities through partnerships and capacity-building. The program also aims to benefit NGOs that are involved in workforce development and skills training, and those that deliver government services, including social welfare organizations. The NGO Connection Day is also supported by the Asian Development Bank and Techsoup Global. In 14-15 December 2010, the ASEAN Foundation successfully organized the first NGO Connection Day in Surabaya, Indonesia attended by around 100 participants from 50 NGOs across the country.
The second grant covers the delivery of ICT trainings for SMEs in Indonesia in collaboration with relevant non-governmental organization, the business sector and the academe. The trainings aim to familiarise the SMEs with basic knowledge on e-commerce and e-business to improve their business’ efficiency and growth. The trainings will target around 400 local implementers of small and medium enterprises, youth and women in Indonesia to be conducted in North Sumatera, West Sumatera, Riau Island, Jakarta, West Java, Central Java, East Java, North Sulawesi, West Nusa Tenggara.

ASEAN Foundation supports capacity building of small holder ASEAN aquaculture farmers Around 30 experts on aquaculture development and small-scale aquaculture from ASEAN member countries participated in the final regional workshop of the project “Strengthening Capacity of Small Holder ASEAN Aquaculture Farmers for Competitive and Sustainable Aquaculture” in Hanoi, Viet Nam on 11-13 August 2010. The workshop was also attended by representatives from the FAO Regional Office for Asia-Pacific, SEAFDEC Aquaculture Department, the ASEAN Secretariat, the ASEAN Foundation and Viet Nam’s Ministry of Agriculture and Rural Development. The project is implemented by the Network of Aquaculture Centres in Asia-Pacific with funding support from the ASEAN Foundation through the Japan-ASEAN Solidarity Fund. It aims to improve competitiveness and sustainability of small holder ASEAN aquaculture farmers through the development and adoption of better management practices (BMPs). It covers five commodities in five ASEAN countries, namely, Cambodia (snakehead culture), Indonesia (grouper and seabass culture), Philippines (seaweed culture), Thailand (cage culture of tilapia) and Viet Nam (shrimp culture). The final regional workshop provided a platform for the aquaculture farmers to share experiences, present outputs of the various trainings including the training manuals and introduced the BMPs developed under this project to other small scale aquaculture farmers in other ASEAN countries. It supported the capacity and awareness building of relevant stakeholders in the development, validation and implementation of BMPs and promoting BMP adoption through cluster management approach. The workshop reviewed the findings of the project and helped raise the profile of the smallscale aquaculture sector to better support the livelihoods of small holder fish farmers within the context of the ASEAN vision for socioeconomic development and competitiveness.

Officers and staff of ASEAN Foundation, Siam Cement Group Foundation and MAIDS Program, Chulalongkorn University met to discuss the joint regional postgraduate scholarship program for ASEAN nationals.
ASEAN Foundation Scholarship Program The second phase of the ASEAN Foundation Scholarship Program aims to establish partnerships with corporate foundations, corporations and other organizations to enable qualified students from ASEAN countries, in particular, from Cambodia, Lao PDR, Myanmar and Viet Nam, to have access to higher degree of education. This scholarship also intends to give the students the opportunity to learn more about the culture of the countries where they are studying, thus helping promote ASEAN awareness and identity. On 22 January 2010, the ASEAN Foundation signed a Memorandum of Agreement with Thabyay Education Network (TEN) and Chulalongkorn University, Thailand for a joint scholarship program for nationals of Myanmar, Cambodia and Lao PDR. Under the ASEAN Foundation - Thabyay Education Network - MAIDS Scholarship Program, scholarship slots will be offered to graduate students from these countries to undertake Masters Degree at Chulalongkorn’s MAIDS program or Master of Arts in International Development Studies of the Faculty of Political Science.
Founded in 1996, the Thabyay Education Network (TEN) is a Thailand-registered foundation providing higher education services to support human development, peace and reconciliation in Southeast Asia. The Faculty of Political Science of Chulalongkorn University was established in 1948 to provide education in politics, public administration, international relations, sociology, and anthropology. Its MAIDS Program is a oneyear specialized graduate study in international development. The ASEAN Foundation also has a joint collaboration with Siam Cement Group Foundation (SCG Foundation) that provides scholarship grants to scholars from Cambodia, Indonesia and Viet Nam presently taking up post-graduate programs in international development studies and engineering. The SCG Foundation is the corporate social responsibility arm of the Siam Cement Group, one of Thailand’s leading conglomerate. It implements a Regional Scholarship Program which provides scholarships for government employees and general public to pursue their studies in the undergraduate and post-graduate level in leading educational institutes in Thailand, as part of its regional development initiative. In 2010, there were a total 11 scholars under this program who were taking up graduate programs on various fields in partner universities in Thailand.

The Memorandum of Understanding on the Establishment of the ASEAN Foundation lists as a second objective of the Foundation to “endeavor to contribute to the evolution of a development cooperation strategy that promotes mutual assistance, equitable economic development, and the alleviation of poverty.” To address socio-economic disparities and help alleviate poverty in the region, the ASEAN Foundation supported, during the year in review, a number of projects in partnership with regional and national organizations. These include (a) partnering with the Asian Development Bank, the Asian Institute of Technology, and the Global Transport Knowledge Partnership to support an international training workshop for transport planners and engineers; (b) working with Thailand’s National Electronics and Computer Technology Center, Lao PDR’s Information Technology Research Institute and Viet Nam’s NetNam Corporation to develop and utilize ICT-enabled resources for effect surveillance of Avian flu; and (c) collaborating with the Southeast Asian Fisheries Development Center to promote sustainable fisheries among the small and marginal fishing communities of the region to help attain food security.
ASEAN Foundation, ADB, gTKP and AIT support international workshop for transport planners and engineers The ASEAN Foundation, in partnership with the Asian Institute of Technology (AIT), Asian Development Bank (ADB), Asia Pacific Regional Secretariat of the International Forum for Rural Transport and Development, and the Global Transport Knowledge Partnership, supported the “International Workshop on Gender, Economic Integration and Cross-border Road Infrastructure Development: Poverty and Mobility in the Context of Asia” held on 11-12 June 2010 at the AIT Conference Center in Thailand and attended by over 70 experts and researchers from ASEAN countries, South Asia, China and Africa. The workshop is the culminating activity of the project “Capacity building for gender, poverty and mobility analysis of road transportation development in GMS region”, which is implemented by AIT and funded by the ASEAN Foundation through the JapanASEAN Solidarity Fund. The project aims to fill the gap in the capacity for gender, poverty and mobility analysis in road infrastructure development among government officers in four GMS countries, namely Lao PDR, Cambodia, Viet Nam, and Myanmar. It also seeks to examine how road transportation development can be effective in promoting regional mobility and migration while protecting the rights of vulnerable people. The workshop, in particular, discussed the nexus between regional economic integration, mobility of goods and people, and changing livelihoods and gender relations based on case studies from various countries. Experiences and insights were shared among transport planners and engineers, social scientists and NGO workers.

The conference will be organized by SEAFDEC with funding support from the ASEAN Foundation through the Japan-ASEAN Solidarity Fund. It will gather fishery experts, policy-makers, relevant government ministers and officials, representatives from regional and international organizations, and industry professionals to review fisheries development in the region and address the priority issues that impede sustainable contribution of fisheries to ASEAN food security. The conference is expected to come up with a regional policy framework and guiding principle to achieve sustainable fisheries for food security for the coming decades corresponding to the changing environment. The ASEAN Foundation will support the participation of around 60 ASEAN participants in the conference. The conference, which is hosted by Thailand’s Department of Fisheries, is also supported by the Government of Japan and USAID.

ASEAN Foundation, NECTEC, ITRI and NetNam cooperate on ICT-enabled resources for Avian Flu surveillance The ASEAN Foundation, National Electronics and Computer Technology Center (Thailand), Information Technology Research Institute (Lao PDR), and NetNam Corporation (Viet Nam) collaborated to hold the First Summit on Information and Communication TechnologyEnabled Resources for the Control of Avian Influenza on 7-9 June 2010 in Bali, Indonesia. Attended by over forty delegates from ASEAN countries, the 3-day Summit provided a platform to share best practices and lessons learned in the use and application of ICT and related communications technologies in the surveillance, monitoring and management of Avian Influenza (AI) and other related environmental health and emerging infectious diseases. A demonstration of the enabling technologies such as WIMAX (Wireless Interoperability for Microwave Access), web-based geographic information systems (GIS) and mobile phone-based AI reporting systems was made during the conference. The participants discussed the usefulness and effectiveness of these enabling technologies and how these can be replicated and applied to other emerging infectious diseases (EIDs) and natural disaster management in the region.
The meeting was attended by delegates from the Ministry of Industry and Primary Resources of Brunei Darussalam; Indonesian Ministries of Agriculture and Health; Lao PDR’s Ministry of Agriculture and Forestry and Ministry of Health; National Electronics and Computer Technology Center (NECTEC) of Thailand; Information Center of Natural Resource and Environment (CIREN) - Viet Nam Ministry of Natural Resources and Environment; Viet Nam National Institute of Hygiene and Epidemiology (NIHE); Department of Animal Health-Viet Nam Ministry of Agriculture; the ASEAN-ADB HPAI Project; Food and Agriculture Organization (FAO), Indonesia; the Asian Institute of Technology-Indonesia; and the Tim Penanggulangan Flu Burung (TPFB) Muhammadiyah, Indonesia. The meeting is an activity of CISCAI, a three-year project funded by the Japan-ASEAN Solidarity Fund. CISCAI or the Communication and Information System for the Control of Avian Influenza in Lao PDR and Viet Nam utilizes a set of information and communication technologies to provide accurate and timely information to concerned officials that will enable them to act in a rapid manner to control and manage avian influenza outbreaks particularly those originating in poor, remote and isolated areas. Among the technologies being utilized for this purpose are the Geographical Information System (GIS), Global Positioning System (GPS), World-wide Interoperability for Microwave Access (WIMAX), Global System for Mobile Communication (GSM) data service, Short Message Service (SMS), and Global Packet Radio System (GPRS).

The ASEAN Foundation supports regional projects implemented by regional and national institutions and government and nongovernmental organizations from ASEAN countries. In 2010 the ASEAN Foundation had 24 on-going projects funded by the Government of Japan through the Japan-ASEAN Solidarity Fund with a total project cost of over US$ 5.5 million, two projects supported by the Republic of Korea and one project each with funding from the People’s Republic of China, Hewlett-Packard, Microsoft Indonesia, InterAmerican Development Bank, and Royal Philips Electronics. The ASEAN Foundation disseminates information about its activities through the AF eNews, the AF Website, various publications and reports, participation in relevant exhibitions and conferences, and briefing of visiting journalists. eNews In 2010 the ASEAN Foundation sent to over 2,000 recipients 46 issues of the AF eNews, an email-based electronic news that provides brief write-ups on the projects and activities of the ASEAN Foundation.

Publications In 2010, the ASEAN Foundation published a book on Biofuels from Plant Oils to promote a better and more accurate understanding of the nature, production and use of biofuels from plant oils and to provide a current and reliable reference and guidebook on the development, production and use of biofuels from plant oils. The book also features the relevant regional conferences of the AUN/SEED-Net on new and renewable energy and biofuels, which were supported by the ASEAN Foundation through the JapanASEAN Solidarity Fund.

Exhibitions The ASEAN Foundation participated in four exhibitions in 2010 in line with its mandate to raise awareness about ASEAN, promote networking among the private sector, and enhance collaborative opportunities on various projects. These included the following: (1) the CSR Expo organized by the League of Corporate Foundations (Philippines) held in Manila, Philippines on 14-15 July 2010; (2) the 3rd International Conference on CSR organized by the Indonesia Business League held in Jakarta, Indonesia on 29-30 September 2010; (3) the Asian Forum on CSR organized by the Asian Institute of Management held in Kuala Lumpur, Malaysia on 20-22 October 2010; and (4) the Latin Business Forum organized by the Office of Thai Trade Representative in Bangkok, Thailand on 18 November 2010. The booth of the ASEAN Foundation, which provided information and publications on its mandate, programs, projects and activities, attracted numerous visitors from the business community, government agencies, universities, civil society organizations, and international, regional and national organizations.

Briefing of visiting ASEAN journalists Realizing the important role that media play in enhancing ASEAN awareness, the ASEAN Foundation has welcomed visits of journalists to its headquarters. In February and April 2010 the ASEAN Foundation received visiting journalists from various ASEAN countries to help promote ASEAN awareness and identity. On 19 February 2010, 14 journalists came from various media groups in ASEAN countries, namely Borneo Bulletin (Brunei Darussalam), The Phnom Penh Post and Economics Today (Cambodia), Penyuluh Magazine and Republika Online (Indonesia), Lao News Agency (Lao PDR), Bangkok Post and Si-Phaya Daily News (Thailand), Viet Nam Financial Review, Gia Dinh and Xa Hoi Newspaper, Xinhua News Agency and Viet NamNet Online Newspaper (Viet Nam). On 15 April 2010, another 15 journalists from ASEAN countries and Timor Leste came representing various media groups, namely Borneo Bulletin (Brunei Darussalam), The Women’s Media Center of Cambodia and Buyon Radio and TV (Cambodia), Majalah Suara HKBP, Jakarta Globe and Harian Bisnis Indonesia (Indonesia), Lao National TV (Lao PDR), Eleven Media Group (Myanmar), The National Newspaper (Thailand), VOV Voice of Viet Nam, Lao Dong
Newspaper and Academy of Journalism & Communication (Viet Nam), and Timur Post (Timor Leste). The journalists were participating in a training program organized by the Inwent - Capacity Building International, Germany, aimed at enriching the journalists’ understanding of the concept of regional integration and of the history, institutions and policies of ASEAN to improve the quality of media reporting on ASEAN matters. The group was accompanied by Inwent officials. Staff members of the ASEAN Foundation gave lectures and presentations on the history of the establishment of ASEAN and the ASEAN Foundation, and in particular, the various programs and activities supported by the Foundation in line with its mandate of promoting ASEAN awareness and identity, enhancing interaction among ASEAN stakeholders, and developing human capacity. The presentations included the ASEAN Quest, a novel computer game developed by the ASEAN Foundation that enables the player to learn about ASEAN while pursuing a challenging quest of establishing the ASEAN energy grid; the flagship programs of the ASEAN Foundation such as Friends of ASEAN, AF scholarship program, and CSR ASEAN; and the ASEAN Foundation-supported search for ASEAN Champions of Biodiversity.

High-Level visits to the ASEAN Foundation The ASEAN Foundation received members of the Diplomatic Community in Jakarta and executives and senior officers from various corporations, and regional and international organizations and briefed them on the mandates and activities of the ASEAN Foundation and discussed possible collaboration on common areas of interest. During the period in review, the ASEAN Foundation received the Ambassadors and Senior Officials of the following countries: Germany, Pakistan, Canada, United States, Australia, European Commission, Brazil and Iran. Senior executives from the Royal Philips Electronics, Roche Pharmaceuticals, Johnson and Johnson, Economic Research Institute for ASEAN and East Asia (ERIA), the Asia Economic Community Foundation and World Health Organization, among others, also visited the AF office.

The ASEAN Foundation maintains three types of accounts: the Endowment Fund, the Operational Fund, and the Project Fund. The Operational Fund and the earnings of the Endowment Fund support the day-to-day operations of the organization while the Project Fund provides funding for regional projects. Philippine Government Contributes Second US$100,000 to the ASEAN Foundation On 12 January 2011, the Philippine Government remitted another US$100,000 as contribution to the project fund of the ASEAN Foundation. The Philippine Government channeled its contribution to the project fund of the ASEAN Foundation to help further attain its mandate under Article 15 of the ASEAN Charter of promoting greater ASEAN awareness and identity, people-to-people interaction and close collaboration among the business sector, civil society, academia and other stakeholders in the region. In 2009, the Government of the Philippines contributed US$100,000 to the endowment fund of the ASEAN Foundation, the first and only ASEAN country to do so under the second round of voluntary contribution to the endowment fund of the ASEAN Foundation

Japan-ASEAN Solidarity Fund The Japan-ASEAN Solidarity Fund (JASF) is the largest source of fund for projects supported by the ASEAN Foundation. In May 1998, H.E. Mr. Keizo Obuchi, Minister of Foreign Affairs of Japan, announced a contribution of US$20 million from the Government of Japan to the ASEAN Foundation to support projects in the area of education, human resources development, business exchanges and other activities to help ASEAN’s development and strengthen cooperation between ASEAN and Japan. Thus, unless specifically stated otherwise, projects of the ASEAN Foundation receive funding from the JASF.
Friends of ASEAN Friends of ASEAN are individuals, corporations and regional and international organizations that have faith and confidence in the future of the region and support the mission of the ASEAN Foundation to promote greater ASEAN awareness and identity, people-to-people interaction, capacity building, and poverty alleviation. Friends of ASEAN are entitled to certain privileges, services and products from the ASEAN Foundation. They participate in conferences convened by the ASEAN Foundation, receive copies of its publications, and acknowledged in its annual reports, website and other information materials of the ASEAN Foundation. TIFA Foundation is the first member of Friends of ASEAN having contributed US$20,000 to the Foundation’s Endowment Fund. TIFA Foundation supports relevant activities in four priority areas, namely, human rights, local governance, access to justice, and pluralism. As Friends of ASEAN, TIFA Foundation affirms its support to the ASEAN Foundation in its role in helping build the ASEAN Community.

BOARD OF TRUSTEES The ASEAN Foundation Board of the Trustees meets twice a year. It is composed of Permanent Representatives to ASEAN of ASEAN Member States, and the ASEAN Secretary-General and the ASEAN Foundation Executive Director as ex-officio members. The Board of Trustees is the highest policy making body of the ASEAN Foundation and is responsible for the management of all funds, approving all projects seeking funding support from the Foundation, and approving the annual operational budget of the Foundation.

The ASEAN Foundation The ASEAN Foundation was established by the ASEAN Leaders on 15 December 1997 during ASEAN’s 30th Anniversary in Kuala Lumpur. The Foundation aims to help bring about shared prosperity and a sustainable future for the peoples of ASEAN whose member countries are Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam . The Memorandum of Understanding on its establishment was revised in July 2000 and ratified by all ten member countries in July 2007. The Foundation has two objectives : • Promote greater awareness of ASEAN, and greater interaction among the peoples of ASEAN as well as their wider participation in ASEAN’s activities inter alia through human resources development that will enable them to realize their full potential and capacity to contribute to the progress of ASEAN Member States as productive and responsible member of society • Endeavour to contribute to the evolution of a development cooperation strategy that promotes mutual assistance, equitable economic development, and the alleviation of poverty. On 20 November 2007, the ASEAN Leaders signed the ASEAN Charter at their 13th Summit held in Singapore. The Charter was ratified by all the Member States in 2008. Article 15 of the ASEAN Charter mandates the ASEAN Foundation to: • Support the Secretary-General of ASEAN and collaborate with the relevant ASEAN bodies to support ASEAN communitybuilding, and • Promote greater awareness of the ASEAN identity, people-topeople interaction, and close collaboration among the business sector, civil society, academia and other stakeholders in ASEAN. The ASEAN Foundation is based in Jakarta, Indonesia.
