NMC (from the Esperanto, Ni, mondlokaj civitanoj – We, global-local citizens) has been conceived as a long term international program to advocate sustainable development, human rights and the participation of young people in decisions making at both global and local levels Promoted by the Italian Government in collaboration with ILO, UNESCO, UNHABITAT, IDB, World Bank, FAO, UN Youth Programme and some National Agencies of the EU Youth in Action Programme, NMC field of action is the whole world, with a particular focus on cities. The programme I conceived was agreed during my term at the National Agency for youth (see below) and launched during the first NMC World Youth Meeting for a sustainable future in Bari. Over a 1000 representatives of youth NGOs form 163 countries, the most relevant international organization involved in development, world personalities from academy, culture and politics participated to the Meeting. An innovative youth movement with valuable links into the international and institutional systems has been shaped in Bari.

The Italian National Agency for Youth (ANG) is an independent State institution established by the Italian Parliament in 2007 in compliance with the Decision No 1719/2006/EC of the European Parliament and of the Council. The ANG is in charge of implementing and developing the objectives set for by the Decision and managing decentralised measures of the EU Youth Programme. The ANG is co-financed and monitored by the European Commission (DG EAC) and the Italian Government. The ANG has organizational, legal as well as financial autonomy. The Director General is the legal representative and the top manager of the Agency. The DG is appointed by the President of the Italian Republic on proposal of the National Government Cabinet and is subject to the automatism of the Italian legislation on spoil system. The effectiveness of my tenure was unanimously acknowledged.

Founded in 2001 by Ambassador Uri Savir (the Israeli chief negotiator at Oslo peace accord) and Ian Stenbeck (founder of Tele2, Metro International and many more global corporate) the GF is an international Foundation aimed at promoting peace dialogue, human development, respect for the

fundamental human rights and decentralized cooperation. At my time of my tenure the GF associated about 120 large city Mayors from over 30 countries around the world, with a focus in conflict regions. It was based in Rome, Zurich and Washington DC (a controlled entity). I was appointed DG by the board of directors (*) and empowered with broad strategic and managerial powers in conjunction with the President. As DG I negotiated agreements with the World Bank, UNHabitat, FAO and ILO. I also signed cooperation agreements with the mayors of Ankara, Nablus, Sderot, Kigali, Freetown among others as well as funding agreements with corporate donors and partners such as Microsoft, Starbucks Coffee Company, Oracle Corporation, the Gallup Org., FIFA, the Quincy Jones Listen Up Foundation, the Fondazione Rita Levi Montalcini. I met several times with high personalities from the Arab and Israeli camp to facilitate joint reconciliation initiatives as much as with high rank members of European, US and international organization governance and institution. Established by the PdE-City of Rome in 1999 upon my proposal ZA promoted cultural innovation in Italy and boosted young people role into the cultural life while fostering intercultural dialogue and exchange. When quitting the company in 2004, the yearly turnover was 3 times greater than the initial one, and the expected balance between private and public funding was achieved (from an initial 5-95% at to a 45-55% in 2004). During my term ZA succeeded in associating to its projects hundreds of prominent world artists and intellectuals in every field, involving them in supporting the social and moral goals of its activities (among: David Grossman, Josef Koudelka, Zaha Hadid, Edgar Morin, Jannis Kounellis, Toni Morrison, Carlos Santana, Richard Rogers, Amelie Nothomb, Javier Mariscal, Giorgio Parisi, Rodrigo Garcia, Michal Rovner, Don Mc Cullin, Jeremy Irons, Lou Reed, ...). I was appointed by the Board as Director General with extensive managerial power since inception. I also acted as Chief Operating Officer in charge of all major ZA productions during the start-up. From the most recent, here some initiatives conceived and produced under my leadership and cultural direction: Enzimi Festival (an example at http://edizioni.enzimi.com/2003/), the most relevant multicultural event in Italy focused on new creativity and youth promotion. Over 1,2 million visitors were estimated to have attended this event which I conceived and also produced for its first 9 years (1996-2004). Municipality of Rome (www.comune.roma.it) In 1995 a new Youth Policy branch was established by the city’s Mayor and I was appointed as its head. In that period I created the “Enzimi” policy and in general outlined a strategy where public initiative aimed at promoting cultural production and innovation played the main role: a) in building bridges between the institutional system and the community of young citizens; b) in revitalizing the city cultural life; c) in building a new profile for the city as a world peace actor and as a promoter of intercultural dialogue. In such context I persuaded the City of Rome to participate at the BJCEM network and advance its candidature as hosting city for the 1999 edition. Previously, in 1993-4, the core organization of the Municipality of Rome had been revised including working times, contractual profiles, job assignments for the 29.000 employees, basic ICT introduction and training. The process, led by the delegated Deputy Mayor, Mrs Fiorella Farinelli, involved negotiation with worker Unions and related agreements. As first advisor to the Deputy Mayor, I had been involved in all aspects, supervising the process and participating at most relevant negotiation and talks.
