Job Purpose and Role To deliver innovative approaches to procurement, implementing new methods of delivery to achieve targeted procurement savings and best value in procurement across the whole Council. To deliver sound commercial management approaches and advice to the procurement of Social Care & Health and Education services and to work on strategic procurement exercises to ensure Value for Money is optimised and compliance with the Council’s Constitution, legislation and best practice. Responsibilities 1. To provide specialist professional contract and commercial advice and support to commissioning, operational and performance management units for social care & health and education services, supporting them in managing the market and in the commissioning, decommissioning and recommissioning of services. 2. To assist in delivering the developed strategies through the application of commercial management techniques and approaches which will ensure that best value and continuous improvement are achieved and efficiency targets optimised in compliance with the Council’s Constitution, legislation and best practice. 3. To review strategic analyses of markets and supplier trends and capabilities within relevant industries to ensure that procurement is based on best practice intelligence, and consequently identifying key areas for cost saving. 4. To deliver preferred options and approaches to contract and tender management by working with commissioning and monitoring colleagues in Service Departments to assist in delivering category sourcing plans and associated business plans. 5. Deliver an objective and robust value for money challenge mechanism to Service Departments to support their service delivery requirements and maximise their spend capacity by providing strategic procurement advice and guidance, ensuring that all appropriate market options and associated risks are considered in sourcing decisions.
6. Negotiate with suppliers where improved or continued service delivery is critical to ensure the delivery of the Council’s objectives or where dispute resolution procedures may need to be invoked. 7. To produce in a timely fashion all documents necessary for the tender process, including pre‐ qualification documents, terms and conditions of contract, service specifications/performance standards and tender evaluation, together with the maintenance of complete and accurate records for each procurement process through to award of contract for audit purposes and of contract details in the Corporate Contracts Register. 8. To ensure that all contracts and projects are managed effectively and in compliance with agreed deadlines and performance indicators. 9. Monitor and manage procurement compliance by Service Departments, addressing issues of non‐compliance by advising and guiding colleagues on best practice initiatives. 10. To ensure that procedures are in place to collect retrospective rebates from appropriate contracts. 11. To draft reports or management briefings that deal with commissioning, procurement and the recommendation for tender award. 12. To attend meetings with elected members, and other internal and external meetings as appropriate. 13. To undertake such other duties commensurate with grade as may be required from time to time.
