EVENT OVERVIEW Welcome to the Summer Summit of the Women in Parliaments Global Forum (WIP) from 1 to 3 July in Kigali, Rwanda. The WIP Summer Summit is held in cooperation with the Parliament of Rwanda, which for the first time in its history will open its plenary for a conference of a group of female Parliamentarians from around the world. The WIP Summer Summit 2014 will give participants first hand insights into Rwandan society, built on the values of gender equality and female social, economic and political empowerment. Participants will be meeting with Ministers, Parliamentarians, representatives of international organisations, societal leaders and academics. On Tuesday, 1 July, participants meet in the Parliament of Rwanda to discuss the role of women in peace, reconciliation and security as well as the effects of gender balance in politics and its role in societal change. A visit to the Kigali Genocide Memorial Centre will provide participants with the important historical background of Rwanda. An official dinner concludes the day.

On Wednesday, 2 July, participants embark on Field Visits organized in cooperation with the World Bank, UNDP and UN Women, which will provide participants with first hand insights into local projects and institutions exemplary for gender equality and women’s empowerment in politics, business and society in Rwanda. On Thursday, 3 July, the MDG Advocacy Group, co-chaired by President Paul Kagame and Prime Minister Erna Solberg, joins the WIP Summer Summit for a Joint Session on the post-2015 Development Agenda. On Friday, 4 July 2014, the day after the WIP Summer Summit, all participants are invited to take part in the official celebrations of the 20th anniversary of the Liberation Day of Rwanda. 20 years after the 1994 Genocide against the Tutsi, Rwandan society has experienced an extraordinary process of state building built on the principles of gender equality and the full inclusion of women in many parts of society. After the WIP Annual Summit 2013, which saw Rwanda receive the WIP Award for Leadership in Gender Equality, WIP is thankful to be hosted by the Parliament of Rwanda for the WIP Summer Summit 2014. Following conferences in Brussels, Iceland, Brazil and Morocco, the Women in Parliaments Global Forum is proud to bring together the global community of female Parliamentarians in Rwanda and wishes all participants inspiring, empowering and insightful days in the country of a thousand hills.

If many women are leaders, it changes society.” Michelle Bachelet, President of Chile The positive trends in women’s political participation have led to an increase in women’s influence in political issues from diverse angles. While progress has been made, the statistics of the Inter Parliamentary Union (IPU) are clear: just 21.9% of Parliamentarians worldwide are women and the visibility and leadership of women in high-level decision-making remains low. Thus, challenges remain and marginalisation of women in politics continues. Discriminatory laws, practices, attitudes and gender stereotypes as well as low levels of education, lack of access to health care, weak social legislation and the disproportionate effect of poverty on women limit their ability to effectively participate in politics. Objectives This session will be an opportunity for highlighting the importance of equal participation and representation in politics from a global perspective. The Centre is built on a site where over 250,000 people are buried in mass graves. In the framework of the WIP Summer Summit in Rwanda, Field Visits have been organized, in cooperation with the World Bank, UNDP and UN Women, provide participants with first hand insights into local projects exemplary for gender equality and women’s empowerment in politics, business and society. “Post 2015 Development Agenda: the Impact of Female Parliamentarians”

At the end of 2014, the UN General Assembly will discuss the report of its Secretary General on the outlines of the post-2015 Development Goals. A strong framework will take a holistic view of gender inequalities; addressing the issues that mostly affect girls and women in general and build an environment that will facilitate the achievement of full and lasting gender equality, women’s empowerment and the rights of women and girls. How can the implementation of the UN Development Agenda be improved as well as the accountability and acceptance of the UN’s Development Goals outside the UN bodies? Which specific role can Parliaments play in achieving this? Can female Parliamentarians have a specific impact in their definition and implementation? What are the lessons learnt from the current challenges and opportunities of the Millennium Development Goals, to improve the impact of the post-2015 Development Agenda? Objectives Our Panel is timely to take into account the priorities that female Parliamentarians wish to see included in the post-2015 framework. This will be an opportunity to emphasize the role played by the Millennium Development Goals (MDGs) in advancing global development including gender equality and the empowerment of women, and highlight how the post-2015 Agenda presents a unique opportunity to address the gender gaps left out by the MDGs.

The tool of the highest legal order is to enshrine gender equality and women empowerment directly in the constitution of a country. This is an important step towards ensuring that states eliminate gender-based discrimination and advance women’s rights. As diverse as the people they govern, constitutions set out principles and rules for inalienable rights and duties. If and how these texts include gender has an impact on women. Many countries can serve as best practice example as they have enshrined gender equality and specific women’s rights and women empowerment in their constitutions. In this respect the UN Women Constitutional Database for example provides an important overview of the inclusion of women’s rights in constitutions in different countries. Objectives This session will be an opportunity to discuss the need to enshrine women’s rights in legislation and constitutions. It will be an opportunity to highlight the challenges in the process of constitution making and implementation. How do countries enshrine women’s rights in the constitution? How is this effective in promoting women’s empowerment? Are there concrete examples in ensuring legislation or societal changes that demonstrate the effectiveness and need for constitutional change? Which lessons can be learnt?

FRIDAY, 4 JULY RWANDA LIBERATION DAY CELEBRATION This year is an important milestone in Rwanda’s history. The twentieth commemoration of the Genocide against the Tutsi saw Rwandans and friends from around the world come together to remember, unite and renew. Telling the world about the causes, reality and consequences of the genocide was at the core of Kwibuka20. The genocide was stopped by the Rwandan Patriotic Front, and on 4 July 2014, Rwanda will mark the twenty years since liberation (Kwibohora20), honour those who fought in struggle for freedom and dignity in Rwanda and look to the future with hope, optimism and a renewed commitment to Agaciro (dignity), self-reliance and shared human values. In the aftermath of the genocide, Rwandans made three important choices. To stay together, to be accountable, and to ‘think big’. These decisions have been at the core of the country’s on-going renewal and the effort to overcome seemingly insurmountable challenges. Kwibohora20 is an opportunity to share this story and tell the world about Rwanda’s vision for a peaceful, prosperous and self-reliant nation. Participants of the WIP Summer Summit are official guests of the celebrations in the Amahoro Stadium. Heads of State and Governments are invited to the celebrations. 8:00
