Ship management-an outline history • • •

External ship management evolved historically from in-house management by ship owners marine departments Owners trying to overcome financial constraints, taxation and prohibitive crew costs turned to flagging out-era in early 1980’s At the same time, banks forced to take over vessels due to bankruptcies had to turn to external managers More recently, increasing complexity of rules, regulations and compliance requirements require a minimum critical mass of technical and HSEQ expertise to operate ships reliably. Allowing managers to handle this allows owners to concentrate on core commercial matters.

Why is choosing the right ship manager important? 

With a growing number of ship managers and various types of contracts being used BIMCO introduced a model ship management agreement in 1988. It has been revised twice since then. Under BIMCO SHIPMAN, the manager is the agent of the owner and acts for and on behalf of the owner.

The ship manager represents the owner The ship manager is therefore representing the owner in: Communication with flag state, port states, classification societies Contracts for oil pollution response, US OPA90, etc. and internationally Communication with oil majors, Rightships, CDI or other vetting regimes Communication with charterers and commercial interests Communication with insurance underwriters The ship managers reputation and integrity is very important for the ship owner.

Crew and Manning      

Quality of the crew is critical to efficient and safe ship operation. Ship managers have access to large crew pools Recruitment of the right crew is a big challenge for ship managers Retention of crew on same vessel or vessel pool is key A vessel specific training program is required Efficient crewing IT systems are needed to manage the above Does manager have own manning offices or procures crew from external crew agents? Controlling recruitment standards, governance, training.
