IRIS Submission Requirements for Oil and Gas Wells

1. Introduction The purpose of this Directive is to set out the requirements of the Saskatchewan Ministry of the Economy (ECON) for submission of well drilling and completion data and information into the Ministry’s online Integrated Resource Information System (IRIS). ECON collects well drilling, completion, reconditioning and abandonment data in order to maintain an accurate record of each well drilled in the province, both for its own use and for the use of the oil and gas industry. This Directive also serves to highlight changes in process, procedures, requirements and terminology resulting from implementation of The Oil and Gas Conservation Regulations, 2012. The information in this Directive is laid out in three main sections: 1) timeframes for when different types of information is required to be submitted in IRIS; 2) what information is required to be submitted in IRIS for various types of well-related activities; and 3) appendixes of supplementary information comprising file naming conventions, acceptable document types, electronic well log submission standards, and links to sites that outline requirements for sending drill cuttings to the Geological Survey of Canada. Other Ministry requirements that are pertinent to the topics in this Directive may be found in directives xxx Well Survey Requirements, xxx Casing and Cementing Requirements, xxx Well Abandonment Requirements and xxx Well Logging Requirements. Questions concerning the requirements set out in this document should be directed to PNG support line at 1-855-219-9373. 1.1

Governing Legislation The requirements outlined in this Directive are based on regulations in The Oil and Gas Conservation Act (OGCA) and The Oil and Gas Conservation Regulations, 2012 (OGCR). All or portions of sections 10, 31, 40, 79, 83, 88, 89, 90, 91, 93, 99, 102, 103 and 104 of the OGCR contain regulations pertinent to the topics in this Directive. Licensees should consult these regulations in conjunction with this Directive. It is the responsibility of all operators, as specified in the legislation, to be aware of Ministry requirements and to ensure compliance with these requirements throughout the life cycle of any oil or gas well in Saskatchewan. Although the Saskatchewan Ministry of the Economy has exercised all reasonable care in the compilation, interpretation and production of this document, it is not possible to ensure total accuracy. ECON and the Government of Saskatchewan do not accept liability for any errors, omissions or inaccuracies that may be included in, or derived from, this document.

1.2

Compliance and Enforcement All compliance events and enforcement measures (e.g., fee structure, penalty measures) are defined and available through the applicable legislation, regulation or Ministry Directive.

September 2015

IRIS Submission Requirements for Oil and Gas Wells

All licensees are responsible for ensuring they understand and meet all the requirements of the OGCR and the follow rules contained in the various Directives produced by ECON. The term “must” in a regulation or Directive indicates a requirement for which compliance is required and which is subject to ECON’s enforcement. The terms “should” and “expects” indicate recommended practices and are not subject to enforcement action. ECON expects all licensees to be proactive by monitoring their compliance. If a licensee identifies a situation that results in non-compliance, the licensee should inform ECON of the situation as soon as it is recognized. ECON will assess the non-compliance and consider the most appropriate action to take. In assessing a licensee’s compliance with this Directive, ECON may at any time request a licensee to produce the documents, records, or reports required by this Directive. 1.3

Licensees’ Responsibilities To satisfy the requirements set out in this Directive, a licensee has to have a well licence before they can submit any information on drilling activity or other well data into IRIS. Well data and documents must be submitted in a logical order of occurrence (i.e., no completion information can be submitted until drilling information is submitted). No drilling information or notifications are required to be submitted or reported to the field offices, except incident occurrences that require field office notification, such as when an emergency response plan is initiated. Industry self-monitors for obligations, penalties and enforcement actions: An ‘obligation’ in IRIS is a requirement a Business Associate (BA) must fulfill in order to be in compliance with the Regulation or Directive. For example, BAs will no longer receive delinquent letters for late or incomplete data submissions. Instead, the BA is responsible for monitoring their well data submission obligations in IRIS and taking action to avoid non-compliance penalties. It’s important to note that once an obligation is created in IRIS by the Ministry, notice is considered served, and the BA is bound to honour the obligation. Obligations are used to assist in determining what data or documents are required. Obligations can change as result of a change in drilling, completion or abandonment activity. Overdue obligations will result in non-compliance penalties. All licensees are responsible for monitoring their own obligations. Industry receives communications from the Ministry through their inbox on IRIS’s Notification Centre: Communication with industry on various tasks and business processes performed in IRIS are electronic and delivered through the system. Examples of communications sent to a BA’s inbox include (please note this is not an exhaustive list): •

Definitions Business associate (BA): Any entity that conducts business activities with the Government of Saskatchewan through the IRIS system. Measured depth (MD): Depth in metres measured) along the drilled hole. MD is reported in drilling and completion records and on well logs and interpretations. It is usually measured by the number of drill pipe sections in the hole or with well-logging cables, and shown on well logs. A measured depth has not been corrected for hole deviation. True vertical depth (TVD): The true vertical depth (TVD) is the vertical distance (in metres) from the horizontal plane containing the depth datum to a point in the wellbore. The measured depth, due to intentional or unintentional curves in the wellbore path, is always greater than true vertical depth. Obligations: An obligation in IRIS is a requirement a BA must fulfill in order to be in compliance with the Regulation or Directive. An obligation is triggered in IRIS by the submission of certain pieces of information. For example, reporting the running of electric logs on a wellbore will trigger an obligation for a licensee to submit within a specific timeframe after the log has been run.

2. Timeframes for Submitting Information in IRIS There are four main timeframes within which information must be submitted in IRIS: • • • •

completion data

response to the question: Was the well completed as planned? o o

3.3

If yes, submit completion date If no, indicate which of the following changed relative to the initial proposed completion and what the change was:  completion type  pool  true vertical depth (TVD)  unit and project links  drainage unit

Preset Surface Casing and Preset Intermediate Casing If surface casing and/or intermediate casing are being preset, a licensee must submit into IRIS all information related to preset drilling activity within 7 days of the end of each drilling activity. The information that must be entered is: •

start drilling date;

end drilling date; and

rig release date.

Submitting a start drilling date will change the status of a well in IRIS from ‘planned’ to ‘drilling’. If any other drilling activity takes place after the initial preset of surface and/or intermediate casing, the following information must be submitted into IRIS within 7 days of rig release: • •

end drilling date; and rig release date.

Once a rig release date has been submitted and the data has been accepted in the system, no changes can be made. The Ministry’s IRIS service desk ([email protected] or 1-855-219-9373 should be contacted if changes are required to any data already submitted and accepted. 3.4

Wellbore Drilling Activity A licensee can submit into IRIS information related to wellbore drilling activity for licenced wellbores or wellbores authorized after initial well licencing. A licensee must submit the following information within 7 days of the end of wellbore drilling: • • •

rig release date; elevation of kelly bushing; and Yes/No answers to the following questions: o Was core taken during drilling? o Were drill cuttings taken during drilling?

September 2015

IRIS Submission Requirements for Oil and Gas Wells

o o o o o

Was a drill stem test performed during drilling? Did a kick occur during drilling? Was there any loss of circulation during drilling? Was the proposed trajectory attained? Did you drilled to approved measured depth?

In cases where there are multiple wellbores, a licensee must submit wellbore drilling activity including the start and end drilling dates for each wellbore being drilling during the activity. All drilled segments (ghost holes, sidetracks, etc.) will be treated as additional metres drilled. Once a rig release date is entered in IRIS and accepted in the system, all start dates, end dates and the above-mentioned questions must be answered. After all drilling activity has ended and the wellbore drilling data is fully submitted in IRIS: •

• • • •

3.5

IRIS will assign: o the spud date (which will be the same date as the start date of the first drilling activity); and o the finished drilling date (FDD) for the well (which will be the same date as the end drilling date of the first bore drilling activity). IRIS will confirm or change the boss bore assignment IRIS will automatically cancel any additional bores that were licensed but not drilled within the wellbore drilling activity IRIS will change the status of the well from ‘proposed’ to ‘drilling’, and possibly to ‘cased’ if the user indicates by a flag that the well is cased IRIS will also create the wellbores in an actual state so that reporting can now occur against them (depths, co-ordinates, casing)

Abandonment A licensee must submit any abandonment data into IRIS within 7 days of the abandonment occurring. Types of abandonment: • • • •

completion wellbore well downhole cut and cap (no authorization is required)

All abandonments except cut and cap are considered non-routine and require pre-authorization (see Directive xxx Well Abandonment Requirements for more details). “Downhole abandonment” and “cut and cap” are approved with a single authorization, but the reporting of downhole abandonment work requires an authorization code to be entered. Information that must be submitted in IRIS for abandonments includes:

September 2015

IRIS Submission Requirements for Oil and Gas Wells

• •

date of abandonment abandonment authorization number

Submission of a cut and cap completed date in IRIS also requires submission of the following: • • • 3.6

final cut and cap report gas migration report surface casing vent flow report

Tour/Drilling Report A licensee can submit into IRIS the Tour/Drilling report at the same time as the drilling information or at a later time, since it is not required until 30 days after the end drilling date. The submission can be made by searching for the drilling activity and then using the attachments tab to add a Tour Report. Obligations to submit a Tour Report are created when a drilling activity start date is entered and submitted. The obligation will not have a due date until enough data is submitted to determine the actual date. The status of the obligation to submit a Tour Report that was created when the drilling activity start date was submitted will change from ‘unfulfilled’ to ‘fulfilled’.

3.7

Casing and Liners The licensee must submit into IRIS all surface casing and production casing data (including intermediate casing and liners) once drilling has occurred. This data is required to be submitted within 30 days of the wells FDD when they are a part of a drilling activity. Information related to casing or liners that are added outside of a drilling activity are required to be submitted within 30 days after the workover. No casing information can be submitted until the start date for a drilling activity has been submitted into IRIS. Information related to surface casing is submitted at the well level and any other casing information is submitted at the individual well bores. If there are multiple wellbores, information related to the common casing would be submitted the boss wellbore. To report casing to a well, the user must go to the well and specify which wellbore the casing belongs to. Surface and all other casing reporting requires: • • •

3.8

casing set date; base measured depth reached; and outside casing diameter and a flag set if it was cemented in place.

Casing Liners The licensee must submit into IRIS all surface casing and production casing data (including intermediate casing and liners) once drilling has occurred and is required to be submitted within 30 days of the wells FDD. Information required: • •

casing set date; and center point of the packer used to hang liner.

September 2015

Note: Any liners can be reported as ‘removed’ by entering a remove date. 3.9

Depths and Co-ordinates At the time of licencing, the licensee will be required to submit the proposed depth and coordinates into IRIS. After drilling has occurred, these depths and co-ordinates must be confirmed or changed in IRIS from the final “as drilled” survey plan and are due 30 days after the end drilling date. The licensee will submit into IRIS, the wellbore surface and bottom hole co-ordinates for Vertical, Directional and Slant wells. Vertical wells will show the surface co-ordinates as the bottom hole co-ordinates. If the licensee makes a change to the surface hole co-ordinates it will be changed on both surface and bottom hole locations in IRIS. Horizontal wells will have surface, intermediate casing point (kickoff point) and bottom hole coordinates for every wellbore. On a multi-leg well, only the boss wellbore will allow editing of the surface co-ordinates but the information will be shown as the same for each wellbore. This surface co-ordinate information will display on each wellbore. For each wellbore, the licensee must submit into IRIS the following depths and co-ordinates (more data fields may be required to be entered into IRIS depending upon the well trajectory type: vertical, directional or horizontal): • • • • • •

Measured depth of wellbore and kick off point of a horizontal wellbore True vertical depth of wellbore Land description (LSD, SEC, TWP, RGE, meridian) Latitude and longitude (IRIS will derive UTM co-ordinates) Boundary co-ordinates Rectangular co-ordinates
