Brief description of Project : its purpose and the principal activities (including when and where) : This project contributes to the achievement of HRDWG's mission of sharing experiences and skill by addressing its objectives of building 21st century Career and Technical Skills. It aims at developing common understandings about qualifications, skills, and professional recognition in order to facilitate the mobility of persons in a more competitive global skilled labor market, and enhancing employment creation and alleviating poverty. The project also will help achieve the EDNET objective by identifying the best practices and urgent challenge on CTE/TVET in the region that would serve as impetus for strong and vibrant learning systems across the region to adopt policies and programs that incorporate the benchmarks and respond to the pressing issues in the region. This project is in response to APEC’s call to have projects that are more strategic, sustainable and longer-term. The multi-phased project is aimed at achieving the following: Compilation of Career and Technical Education/ Technical Vocational Education and Training (CTE/TVET) Systems of APEC Economies; Inventory of Existing Qualification Framework of APEC Economies; Comparability of competencies in the construction sector. Phase I : International Seminar on Sharing the CTE/ TVET System and Qualification Framework among APEC Economies The forum will also serve as venue in the identification of good qualification framework that will serve as model for other economies. Commonalities and/ or divergence in each of the qualification framework can be identified. Phase II : Survey/ Benchmarking on Qualification Frameworks of APEC Economies In order to gather detailed information on the existing qualification frameworks being adopted by the APEC member economies, a benchmarking survey will be undertaken. For commonality and to limit the coverage of the survey, the survey will specifically focus on how they are adopting the qualification framework to the competencies of workers in the construction sector. Mapping of competencies for workers in the sector will also be derived from the survey. Phase III : Analysis of the Survey Results The results of the survey will be consolidated and analyzed in terms of similarities and differences. Specific recommendations will also be drawn based on the study results. The results of the study will be disseminated to the APEC HRD Focal Point in the member economies. In order to ensure wider dissemination and ample discussion on the study results, APEC economies will converge in a symposium. The study results will be presented and discussed comprehensively. Through this seminar, issues/ concerns and divergence in competencies of construction workers can be looked into. Action plans on how possibly the comparability of competencies can be achieved.
Progress Report on APEC Projects Objectives and the Work have done: Generally, the project is aimed to “Better prepare skilled workforce for decent, equitable and sustainable 21st century by improving CTE quality.” The specific objectives of the project were: Develop a common understanding of the different Career and Technical Education (CTE)/ Technical Vocational Education and Training (TVET) Systems of APEC Economies Conduct an inventory of Existing Qualification Frameworks / Systems of APEC Economies Do comparability of the competencies / qualifications of workers in the Construction Sector (Priority: Welding) in the APEC economies for benchmarking purposes To meet the aims of Phase I and II, the following efforts have been made since the project began: 1) An International Seminar was held at The Richmonde Hotel, Pasig City, Metro Manila hosted by TESDA of the Philippines on 21-23 October 2009 in the Philippines; The purposes of the seminar were: Share existing CTE/ TVET system and qualifications frameworks; Serve as venue in the identification of qualification frameworks that could serve as model/ benchmark for other economies; Identify and discuss commonalities and/ or divergence in each of the qualifications frameworks 2) Established project working group, collected co-hosting economies' existing qualification and competencies cases for the demonstration in the seminar; 3) Collected relevant occupation studies all around the world from international organizations, including European Union, World Bank, International Labour Organization, UNESCO; 4) Drafted pilot questionnaire for collecting more basic knowledge about qualification and competencies across the sponsored APEC economies. The questionnaire contains the following aspects: A. Occupation Skill/ Competence Standards in construction sector among APEC economies B. Qualification Credential/ Certification in construction sector among APEC economies C. CTE/TVET Curriculum Criterion in construction sector among APEC economies All the aspects are associated with the information about: a. organization which issue the qualification b. the number and name of occupations the qualification covers There were more than 20 experts from 11 economies (Australia; Brunei Darussalam; Chile; the People's Republic of China; Indonesia; New Zealand; Philippines; Chinese Taipei; Kingdom of Thailand ; the United States of America and Vietnam) participated the seminar. They presented the CTE/ TVET System and the qualification framework of their own economy. The seminar invited speakers from ILO, Monash University of Australia, New Zealand, and the Colombo Plan Staff College to introduce the experiences on developing the qualifications frameworks and the TVET challenges in 21st century. Also, all the participants were divided into 3 workshop groups to discuss the questionnaire and present the suggestions for the analysis work. The workshop outputs provided responses to the following guide questions: What are the common trends in designing Qualifications Frameworks? How will regional framework be helpful in mutual recognition of qualification? How can APEC/EDNET effectively get economies with NQFs to share their experiences?
Helping programs that APEC can pursue to assist member economies Review of the Draft Questionnaire The seminar was very successful and gained a lot from the discussions. Essential next steps to be done as a result of the seminar include: Modify the questionnaire based on the outcomes of Manila seminar; Distribute the questionnaire to APEC member economies by 2010; Collect and analyze the accomplished questionnaire; Report the result of analysis by the end of 2011 Gender Consideration: The project working group included a lot of women education and labour specialists. There were more than 1/3 of the seminar participants who were females. In the next steps, there would be some other female experts to contribute to the analysis work. Signature of Project Overseer/s:

What Have Been Done? In order to meet the aims of Phase I , the following have been done: Established project working group, collected coco-hosting economies' existing qualification and competencies cases for the demonstration in the seminar; Collected relevant occupation studies all around the world from international organizations, including European Union, World Bank, International Labour Organization, UNESCO;

Issues/ Recommendations Economic impact of TVET in the economy and the need to have a good VET system; Suitability of the European Qualifications Framework (EQF) in the APEC region; The importance of linking with ILO on EQF and takes into account the EQF; The APEC environment is complex and different with that of Europe; Need to bring in more resources and a group within APEC to specifically work on qualifications framework; APEC has its own agenda and specific mandates to work with; APEC is a totally different organization from the European Union; Study and learn from the EQF but not to copy it; Facilitate an online forum where a paper can be developed and economies share their own materials; Economies can organize bilateral arrangements.
