Autumn 2016 School Census • Census date 6th October 2016 • This was final annual collection of attendance for Special Schools – will now be collected termly • Errors triggered in SIMS where Country of Birth is Slovakia – no errors once uploaded to COLLECT

Spring 2017 School Census • Childcare is collected in Spring census - 4 available provisions: – Before School (B) – After School (A) – Holidays (H) – Regular for Under 5’s (U) • Site renamed ‘On Site’ with Yes/No drop-down. • Info held in School Details for 2016 is incompatible with the requirement for 2017 – details will default to blank. • All schools must enter relevant information for all types in School Census Spring 2017, even if no provision exists. © Herts for Learning Ltd

Spring 2017 School Census • New! Editable Reference Date field in the Selected Period on Census Day panel. (Enables schools with a timetable who are closed on census day to specify an alternative day/ timetable period to collect class information).

SIMS Summer 16 Release List main issues/fixes • Reporting issue – Workstation fix 2 released to all schools. • Issue creating new users in System Manager - accounts are not automatically set as active and password not auto generating – will be resolved in Autumn 2016 release. • Remind staff in school when an upgrade taking place, to use SOLUS3 Agent Notifier. See handout in packs.

SIMS Autumn 16 Release • Assessment – ability to adapt the default Programme of Study gradeset – Ability to customise the Programme of Study Gradeset to correspond with School Policies – Ability to select year 10 & 11 in Programme of Study for the creation of school defined strands & statements

SIMS Autumn 16 Release • Focus | Homepage – Current Academic Year displayed adjacent to Quick Search field. Can also be changed here. • Focus | Behaviour – Searching for Detentions will now display oldest first. • Enhancements to the Reporting Dictionary for Applicants to include Country of Birth, Nationality and Proficiency in English fields. • Now possible to record in care details with a start date that occurs before date of admission.

SIMS Autumn 16 Release • Routines | Data In | CTF | Import CTF - importing exam results via CTF from a school not recorded in SIMS, an indirect feeder school record is created in Tools | Other Schools. • Routines | Data In | CTF | Import or Export CTF security message added to Exception Logs due to confidential student information. • Reports | Lesson Monitor/Attendance | Whole Group Student Reports - New additional Persistent Absence Report – Student Threshold.

SWC • Census date: Thursday 3rd November 2016 • Important Dates – Contracts between 01/09/2015 and 03/11/2016 (inclusive) – Absences between 01/09/2015 and 31/08/2016 (inclusive) • Contracts or Service Agreements of less than 28 days (Error 4376) – Do not include them now - remove the Eligible for SWR tick until you have submitted the SWC

SWC Hours for staff on zero hours contracts should reflect the hours they work in a typical week. Where it is not possible to determine the hours worked in a typical week then the staff should be recorded in the occasional teacher count if they are present on census day. If it is not possible to determine a typical week and the staff are not present on census day then they should be omitted from the census return

This is one of the most important reports to check as it is the easiest way to identify staff with missing contract or service agreement information. . If a member of staff has crosses in all columns or a row of crosses except in Curriculum or Qualification then there is missing employment information. © Herts for Learning Ltd

Personnel Updates New route to deal with Spot Allowances:• Tools > Setups > Employment Parameters Choose Actual Absence Type • Pregnancy Related absence (PRG) has been added to the Absence Type Lookup Post and Role of SENCO • DfE expect all schools to have a role of SENCo

Personnel Updates Teacher Main Pay Scales 6a and 6b Some teaching staff may be awarded an enhanced increment where their salary scale is point 6 but their pay lift is 2% instead of the generic 1% Two additional points linked to teachers’ main pay point 6 were introduced in September 2015 to indicate what may be in place depending on whether a given school uplifted their reference point M6 by 1% or 2% from September 2015 onwards

Personnel Updates SIMS cannot accommodate scale points of 6a or 6b, only numerical scales. The school has the option of • creating a new service term that they will need to maintain going forward. This service term will need to contain main scale points of 1 -7 where 7 equals M6b. • creating an new allowance entitled 6b for the monetary difference between 6a and 6b within the existing Teacher service term. Again this will need to be maintained by the school.

Capita Accreditation SIMS Accreditation is awarded to those SIMS support teams providing high quality support to schools, and aims to: • further develop the services they offer • assure schools of the quality of service and support they receive with the knowledge that this will be monitored on a regular basis • ensure SIMS support is focused on the perceptions and needs of schools

Volunteers for Pilot will be contacted in due course. • BAV/WAV – Bulk Address Validation/Web Address Validation. Collection of student address UPRN is still voluntary for 2016/17 school census. General Updates Hot off the Press! • Capita have released a patch – no. 22133 – which deletes SEN Status Codes of N - No Special Educational Needs from students records who have never had any other SEN Status. • Contact the Service Desk in usual manner to request this patch.

Academic Year 2017/18 Herts Academic Year 2017/18 30/08/17 – 27/07/18. • Community & Voluntary schools required to follow these dates plus 5 INSET and 6 OCCASSIONAL days. • Academy, Voluntary Aided and Free Schools not required to follow these dates. • We recommend that your SIMS Academic Year for 2017/18 starts on the first day teachers are in school. • If need to edit Academic Year do at time when very few users in SIMS to avoid SIMS crashing!

Exclusions – All schools are required to return their Fixed Period and Lunchtime Exclusions via electronic transfer. – Some schools have not been sending this data. – Please ensure that someone in your school is managing exclusions in SIMS and running the Exclusion Sender Report. – The LA is looking into possible alternative methods of this data transfer. – All relevant documents, reports and applications can be found at the link below. http://www.thegrid.org.uk/info/traded/sitss/data/sims/exclusions/

Privacy Notices The latest suggested texts from the DfE for the pupil Privacy Notices are available on the grid • http://www.thegrid.org.uk/info/dataprotection/index.shtml #fair The core information in the Privacy Notice is largely unchanged. Some text has slightly changed but the context and meaning has not. Schools do not have to reissue the Privacy Notices to existing pupils but must ensure that the updated version is available on the school's website and parents/carers are made aware of the updated version. © Herts for Learning Ltd

Exams 2016 Update • Latest version of Performance Measures file is V3 – fewer released than previous years! • Various patches provided for various issues! All known issues and fixes are on Exams area of HGfL. • Confusion with KS2 data for different PI calculations: – Progress 8 – needs KS2: Average Fine Level – Progress Eng & Maths KS2 to KS4 (no longer a DfE measure for 2016) – uses different KS2 aspect – KS2: Average Point Score Integer • As KS2 to KS4 progress is a 2015 measure it uses 2015 methodology \ 2016 rules for English not included. © Herts for Learning Ltd

Exams 2016 Update Hot off the Press! • KS4 2016 calculations for Attainment 8 used 2015 Estimates (2016 data was not available until all 2016 results were published) • DfE updated the Estimated Attainment 8 tables for the 2016 KS4 PI Cohort from the 2015 figures to provisional figures for 2016. • We have released Patch 22308 to all schools which enables recalculation of PI Data and Progress 8 figures based on this information. • After patch, must run CKD in Tools | Examinations | Edit PI Data and then re-run your PI Reports. © Herts for Learning Ltd

Questions from the Floor Q: “We seem to be having problems with InTouch. Emails delayed and rejected. Is this a school issue or Capita?” A: There have been intermittent issues with Capita’s servers which has caused delays in messages being sent and received which they are investigating. If a message is rejected it is likely that the recipient email address in SIMS is incorrect. Q: “Looking at census documentation, how do we access the address UPRN?” A: As we have mentioned today, collection of pupils UPRN is voluntary for 2016/17 and we will issue more information next term. © Herts for Learning Ltd

Questions from the Floor Q: “Would it also be possible to receive advance notice of new requirements as we sent Data Collection Sheets out at the beginning of September as advised in the End of Year Procedures to find we need to send another one regarding nationality and place of birth?” A: We try to give schools advance notice of changes to data collection items and certainly with the new items for 2016/17 we covered this at the Spring 2016 User Group. We encourage schools to be proactive in familiarising themselves with DfE requirements and check the HGfL website regularly (e.g. updated Data Collection Sheets posted May 2016) - PTO © Herts for Learning Ltd

Questions from the Floor Q: “Do we have to see passports for students to ascertain their nationality or can we take the parents word on it when they complete the data collection form?” A: DfE guidance states “..there is no requirement for the school to see a copy of the birth certificate or passport.” Q: “What are the implications of putting a student on a course with the wrong QAN?” A: Submitting incorrect learning aim data can definitely impact funding which is why it is imperative that data is thoroughly checked.

Questions from the Floor Q: “Can we deal with Duplicate UPNs in our SIMS database ourselves and if so, how do we fix it?” A: In some cases the duplicate is attached to an applicant record which can be deleted. Otherwise, contact the SITSS Service Desk and we can run an application on your workstation to remove duplicate UPNs. Q: “DfE Checking Exercise - some students have been added where they don’t expect. E.g. one student who was on roll in Post 16 in 2014/15.” A: DfE can now report pupils against multiple providers so if main provider for one or all of years 2013/14, 2014/15 or 2015/16 they will be included. Questions from the Floor Q: “What are schools doing for new Year 7 target setting? What do the scaled scores mean?” A: KS2 results for 2016 cannot be compared to previous years as reflect a new curriculum, new tests and assessments and a new higher expected standard. “Secondary schools should continue to view KS2 tests results as just one piece of data available to them and continue to supplement this data with their own ongoing assessments of what pupils know and can do” Documents and guidance on the new accountability can be found on the RaiseOnline website.

Questions from the Floor Q: “How often are schools expected to assess Proficiency in English?” A: Following an initial collection during the Autumn 2016 school census, Proficiency in English will be collected annually from the Spring 2017 census. DfE expect all relevant pupils assessed by Spring 2017 census; the use of the ‘Not yet assessed’ code should be limited to pupils who have joined the school close to census day or are not currently in regular attendance from January 2017 onwards. For all proficiency levels below ‘fluent’ schools should continue to monitor proficiency on an ongoing basis to ensure adequate levels of EAL support are provided to support the child’s education. © Herts for Learning Ltd
