WELCOME MESSAGE FROM THE CHAIRMAN On behalf of the Organizing Committee, we would like to welcome you to the IEEE PES Asia-Pacific Power and Energy Engineering Conference (IEEE PES APPEEC) held in Xi’an, China, on October 25th~28th, 2016. As one of the most remarkable conferences in the field of Electrical Engineering around the world, IEEE PES APPEEC is held annually to build a platform for scientists, researchers and engineers to share new ideas and promote closer collaborations. The latest researches and developments on Power System Planning and Operation, Smart Grid Technologies, Renewable Energy and Energy Internet, Advanced Transmission Technology, Power System Analysis and Control will be presented and discussed in this stimulating and worthwhile conference. We received a very positive response from the authors around the Asia-Pacific region with some 715 full papers submitted. After a blind peer review process, 537 papers have been accepted. Authors and delegates are coming from 29 countries from all the continents. We are very thankful to IEEE PES President Dr. Damir Novosel, IEEE PES PresidentElect Prof. Saifur Rahman, IEEE PES Executive Director Mr. Patrick P. Ryan, IEEE PES R-10 Representative Prof. Lalit Goel, the Member-at-Large (Global Outreach) of IEEE PES Governing Board Dr C.Y. Chung, and IEEE PES Technical Council Vice Chair Dr. Farnoosh Rahmatian for their support and participation during the conference. Our local PES community is looking forward to welcoming the IEEE PES delegates. Xi’an is a world-famous historic city, from the 11th century B.C. to the 10th century A.D., Xi’an was the capital city for 13 dynasties or regimes in total. With a history of more than 3100 years, Xi'an is recognized as one of the four great ancient capital cities in the world. Today, Xi’an is not only a famous tourist attraction but also a modern metropolitan city. We believe that the upcoming IEEE PES APPEEC 2016 in Xi’an will make this historic city full of new vitality. CONNECTIONS TO XI’AN

By Air: Xi’an Xianyang International Airport (IATA: XIY) is located 50km (31 miles) northwest of the Xi’an Bell Tower, the well-known city center. Flights are available to all other major Chinese cities including Beijing, Shanghai, Guangzhou, Hong Kong, Macau etc. There are direct international flights between Xi’an and Japan, Korea, Malaysia, Singapore and Thailand. Travelers from Europe, America and other countries can get to Xi’an transferring at Beijing, Shanghai, Hong Kong or Macau. Taxis and the airport bus are the major transportation tools between downtown and the airport. The one-way bus ticket is 25 yuan per person, and the taxi costs about 150 yuan.

By Train: Xi’an Railway Station is the major link for trains going west and east. The station is at the north side of the city. Buses to the station can be found on all the main streets, and the cost is only 1 or 2 yuan. Taxi fare is about 15 yuan if you are not too far away from the city wall. There are direct trains from Xi’an to Beijing, Shanghai, Guangzhou, etc. Foreigners are suggested to travel by air as it takes too much longer time by train to get to other major tourist attractions in China (such as Beijing, Shanghai), and air fare (especially with discount) sometimes costs less than the train ticket.

STATE KEY LABORATORY OF ELECTRIC POWER ENVIRONMENTAL PROTECTION State Grid key Laboratory of Electric Power Environmental Protection was established with the support of State Grid Shaanxi Electric Power Grid Company. The Lab was qualified as a State Grid laboratory in 2007 and named as “Shaanxi Province Key Laboratory of Environmental Protection and Electric Power Environmental Protection” in 2012. In January 2016, the Lab was qualified as a State Grid key laboratory. The Lab has a research team of more than 40 outstanding researchers. To solve common environment problems during the development of power grids, the Lab mainly carries out the basic, prospective and practical technical research in four aspects: the electromagnetic environment control of power transmission projects, noise control, big data application in power grid environmental protection and ecological environment protection. An experimental building with an area of more than 6,000 m2 will be built in the research and experimental base of Shaanxi Electric Power Grid Company in the Aerospace Park.

The Lab aims to build a national key laboratory of environmental protection and environmental impact research and control of power transmission projects. The Lab is an open platform. Guidelines for Oral Presentation Presenters Please bring your presentations as a PDF file on USB Flash Memory if you do not have any video clips, with all fonts embedded so that all the mathematical symbols and equations will project properly. This generally avoids the problem of incompatible PPT editors. A laser pointer and microphone will be provided for your use. Any additional technical equipment should be requested at least one month in advance of the presentation. Each paper in an oral session is allocated 15 minutes. This includes time required for introduction of the speaker, as well as time for questions from the audience. Therefore authors are advised to prepare a 10-minutes talk and leave 5 minutes for questions at the end. Please arrive at your session at least 10 minutes before the start of your session to load up your file into the laptop in the room. If you choose to bring PPT slides with video clips on USB, you can bring your material in a couple of different PPT versions and try out prior to the presentation. Only PowerPoint® files (.PPT or .PPTX) with version of 2013 or earlier are supported for oral presentation. If you need additional audio / visual equipment, please notify the LOC before 15th October. If your presentation includes videos or animations, it is strongly recommended to convert them into .GIF format before insert them into the PowerPoint® document because special video format might not be displayed on the computer of the LOC.

Each plenary talk is allocated30 minutes, including 25 minutes of presentation and 5 minutes of Q&A. If you have to be absent from the CMD 2016 for some irresistible reasons, please inform the APPEEC 2016 secretaries of your absence in advance via email.

As a new type of intelligent substation, 750 kV Nanshan substation adopts intelligent terminal to replace traditional cable by optical fiber, which reduces the copper consumption. Prof. Xiaoxin Zhou China Electric Power Research Institute, China

Xiaoxin Zhou (F’96) graduated from Tsinghua University in 1965. He is the Honorary President ofChina Electric Power Research Institute (CEPRI), academician of Chinese Academy of Science, and IEEE Fellow. He received an IEEE Nari Hingorani FACTS award in 2008. His main research interests include power system analysis and control, power system digital simulation, Flexible AC Transmission System (FACTS).

Prof. Mohammad Shahidehpour Illinois Institute of Technology (IIT), USA

Mohammad Shahidehpour is the Bodine Chair Professor and Director of the Robert W. Galvin Center for Electricity Innovation at Illinois Institute of Technology (IIT). He has also been the Principal Investigator of $60 million grants on smart grid research and development. His DOE Project on Perfect Power Systems has converted the entire IIT Campus to an islanded microgrid. He has recently initiated CSMART (Center for Smart Grid Applications, Research, and Technology) at IIT for promoting the smart grid cybersecurity research and implementation and enhancing the resilience of wireless networked communication and control systems in smart cities. His SPIKE initiative is facilitating the design and the implementation of affordable microgrids in impoverished nations. He is the 2009 recipient of the honorary doctorate from the Polytechnic University of Bucharest. He has co-authored 6 books and 500 technical papers on electric power system operation and planning, and served as the founding Editor-in-Chief of the IEEE Transactions on Smart Grid. Dr. Shahidehpour was a member of the United Nations Commission on Microgrid Studies. He is an IEEE Fellow and a member of the US National Academy of Engineering.

Prof. C.Y. Chuang Member-at-Large (Global Outreach) of IEEE PES Governing Board; NSERC/SaskPower Senior Industrial Research Chair in Smart Grid Technologies, University of Saskatchewan, Canada C.Y. Chung is a Professor, the NSERC/SaskPower Senior Industrial Research Chair in Smart Grid Technologies, and the SaskPower Chair in Power Systems Engineering in the Department of Electrical and Computer Engineering at the University of Saskatchewan, Saskatoon, SK, Canada. He is a prominent leader for advancing academic activities and applied research in power systems engineering development in the province of Saskatchewan. He is a Fellow of IEEE and IET. He is also an IEEE PES Distinguished Lecturer and the Member-at-Large (Global Outreach) of IEEE PES Governing Board. Dr Chung’s research interests include smart grid, renewable energy, power system stability/control, planning and operation, applications of advanced optimization methods, power markets and electric vehicle charging. His research work has not only generated 3 US patents, 2 book chapters and 97 SCI journal papers. Dr Chung was the Member-at-Large (Smart Grid) of IEEE PES Governing Board, the IEEE PES Region 10 North Chapter Representative, the Past Chairman of the IEEE Hong Kong Section, IEEE Hong Kong Joint Chapter of PES/IAS/PELS/IES and IET Hong Kong PES. He was the General Chair of IEEE PES APPEEC2014, Co-Chair of IEEE TENCON2015, IEEE PES APPEEC2013 and IEEE ICHQP2012, Vice-Chairman of IET APSCOM 2015 and IET APSCOM2012, Technical Chairman of IET APSCOM2009, and Honorary Secretary of IEEE DRPT2004 and IEEE IAS 2005 Annual Meeting. Prof. Chanan Singh Texas A&M University, USA

Chanan Singh is a Regents Professor and Irma Runyon Chair Professor in the Department of Electrical and Computer Engineering, Texas A&M University, College Station, Texas, USA. He has also served as Program Director at the national Science Foundation of USA and a Guest Professor at Tsinghua University, Beijing, China. His research and consulting interests are in the application of probabilistic methods to power systems. He has authored/co-authored over 300 technical papers and three books and has contributed to several books. He has consulted with many major corporations and given short courses nationally and internationally. Dr. Singh is a Fellow of the IEEE and the recipient of the 1998 Outstanding Power Engineering Educator Award given by the IEEE Power Engineering Society. For his research contributions, he was awarded a D.Sc. degree by the University of Saskatchewan, Saskatoon, SK, Canada, in 1997. In 2008, he was recognized with the Merit Award by the PMAPS International Society. In 2010, he was the inaugural recipient of the IEEE-PES Roy Billinton Power System Reliability Award.

Prof. Narayana Prasad Padhy Indian Institute of Technology (IIT) Roorkee, Roorkee, India

Narayana Prasad Padhy received the Ph.D. degree in power systems engineering from Anna University, Chennai, India, in 1997. He is working as a Professor and NEEPCO Chair Professor in the Department of Electrical Engineering, Indian Institute of Technology (IIT) Roorkee, Roorkee, India. He is also the national lead of the HEAPD project under India-UK smart grid initiatives. He has visited the University of Bath, U.K. in 2005–2006 and Ryerson University, Canada, in 2009–2010 to carry out research in smart grid and renewable energy. His research interests are power system analysis, optimization, demand side management and smart grid. Dr. Padhy has received the Boyscast Fellowship and the Humboldt Experienced research Fellowship during 2005 and 2009, respectively. He is also a Fellow of the Indian National Academy of Engineers (INAE) and the Institution of Engineering and Technology (IET).

Prof. Xiaohong Guan Xi’an Jiaotong University, China

Xiaohong Guan (M’93–SM’95–F’07) received the B.S. and M.S. degrees in control engineering from Tsinghua University, Beijing, China in 1982 and 1985 respectively, and Ph.D. degree in electrical engineering from University of Connecticut in 1993. He was a Senior Consulting Engineer with PG&E from 1993 to 1995. He visited the Division of Engineering and Applied Science, Harvard University, Cambridge, MA, from January 1999 to February 2000. Since 1995, he has been with Systems Engineering Institute, Xi’an Jiaotong University, Xian, China, and was appointed as the Cheung Kong Professor of Systems Engineering in 1999, and the Dean of School of Electronic and Information Engineering in 2008. Since 2001, he has been also with of the Center for Intelligent and Networked Systems, Tsinghua University, and served as the Head of Department of Automation, 2003–2008. He is an IEEE Fellow, served the editor of IEEE Transactions on Power System 2009-2013, and is serving the editor of IEEE Transactions on Smart Grid. His research interests include optimization of electrical power and energy systems, markets, and cyber-physical systems such as smart grid, sensor networks, etc.

Prof. Shengwei Mei Tsinghua University, China

Shengwei Mei is a professor of Electrical Engineering Department of Tsinghua University, director of the Research Center of New energy PV industry, Qinghai University, specially appointed professor of Chang Jiang Scholars Program, IEEE Fellow and IET Fellow. He is also an editorial board member of 12 kinds of journal such as SCIENCE CHINA Technological Science, Advanced Technology of Electrical Engineering and Energy, Journal of Control Theory and Application, ACTA Automatica Sinica and CSEE Journal of Power and Energy Systems, etc. Prof. Mei is engaged in theory research and application of power system and comprehensive utilization of renewable energy and so on. He has gained the second prize for “National Natural Science Award” awarded by Ministry of Science and Technology of China, the first prize for “National Natural Science Award”, awarded by Ministry of Education of China and the first prize for “Science and Technology Progress”, awarded by STATE GRID Corporation of China, etc. He has published 10 books, over 400 papers, in which over 100 articles are included by SCI and more than 300 articles are included by EI. Up to now, he has obtained 24 national invention patents.

Prof. Hongjie Jia Tianjin University, China

Dr. Jia Hongjie, Professor at School of Electrical Engineering and Automation, Tianjin University. His research speciality is power system stability assessment, integrated energy system, smart grid, distributed generation and renewable energy, etc. In such areas, he has published more than 240 journal/conference papers and held more than 20 patents. He is principal investigators of more than 20 projects. His doctor thesis was awarded as the National Excellent Doctoral Dissertation of P.R.China in 2004. Prof. Wei Hu Tsinghua Unviersity, China

Wei Hu was born in China in 1976. He received the B.Sc. degree and the Ph.D.degree in electrical engineering from Tsinghua University, Beijing, China, in1998 and 2002, respectively. Now he is working as an Associate Professor in the Department of ElectricalEngineering, Tsinghua University. His research interests include power system analysis and control, Big Data technology in power system, multi-type power generator-grid coordination and control, optimization control between Renewable Energy and Energy Storage System. He has participated in 973 national key scientific research projects, 863 national high technology research and development program, the National Natural Science Foundation Major and Key projects, the national science and technology support research projects etc. He has published more than 60 academic papers in the domestic and foreign journals, and made great achievements in scientific research.

Prof. Farnoosh Rahmatian NuGrid Power Corp

Farnoosh Rahmatian received his B.A.Sc. (Hon.), M.A.Sc., and Ph.D. degrees from The University of British Columbia, Vancouver, B.C., Canada, in 1991, 1993, and 1997, respectively, all in electrical engineering. From 1997 to 2004, Dr. Rahmatian was the Director of Research & Development at NxtPhase Corporation, also in Vancouver, working on precision high-voltage optical instrument transformers. Since April 2004, he has been the Director of Advanced Systems Applications at NxtPhase T&D Corporation focusing on commercial deployment and practical applications of optical instrument transformers. He has also been an adjunct professor at the Department of Electrical and Computer Engineering at the University of British Columbia, a member of IEC, IEEE, CIGRE, and CSA working groups on instrument transformers, IEEE Power & Energy Society, and IEEE Lasers and Electro-Optics Society. Dr. Rahmatian has published over 50 scientific and technical papers, is the inventor or co-inventor of more than 10 US patents and applications, and a co-recipient of the 2002 R&D-100 award for the NXVCT Optical Voltage and Current Sensor.
