The City is using a multi-faceted approach to integrate the Transit Center more fully into the surrounding physical and economic fabric of the City. New Rochelle’s downtown has significant assets: (1) a central location with convenient access to Manhattan, nearby population centers, and regional airports; (2) a direct link to mass transit, including the only Amtrak stop on the Westchester Sound Shore; (3) a thriving and diverse arts and restaurant scene that provides cultural energy and recreational outlets; (4) a burgeoning residential population with discretionary income; (5) a base of intellectual capital with three, four-year colleges; (6) a community-based teaching hospital; and (7) flexible zoning standards designed to encourage positive investment. These qualities have helped our city attract a variety of new commercial tenants in recent years, including an emerging medical office/healthcare sector.

NEW ROCHELLE TRANSIT CENTER: NORTH AVENUE & STATION PLAZA NORTH As the downtown evolves into a vibrant destination, the New Rochelle Transit Center has become a hub for local and interstate traffic needing parking and a connection to other modes of transportation. As a transit-oriented development, the Center has spurred local, mixed-use economic development projects, such as the Davenport Lofts on Main, 543 Main Condominiums, Trump Plaza, Avalon-onthe-Sound, 32 Burling Lane and more. ECHO BAY AND E. MAIN STREET (ECHO BAY WATER FRONT) CITY OF NEW ROCHELLE Along New Rochelle’s waterfront, the City is working closely with Forest City Residential to transform land on Echo Bay—a sheltered inlet on the beautiful Long Island Sound—that is currently inaccessible and environmentally stressed into a vibrant, mixed-use community with extensive public parkland. Linked to this project is the potential adaptive reuse of a former Armory, also situated on Echo Bay. This redevelopment project consists of the construction of 285 rental units, 23,800 square feet of neighborhood retail uses and over four acres of public open space on the waterfront, creating view corridors from adjacent neighborhoods. The site is composed of several City properties including the City’s public works yard—anticipated to be relocated—and a former Con Edison site, and is adjacent to the Municipal Marina. The City’s vision for the redevelopment of Echo Bay is to enhance views and vistas of the Long Island Sound from Main Street; to create public access to the water for local residents and visitors; and to provide residential living on the waterfront at a density that is in scale with development elsewhere in the community.

260–270 EAST MAIN STREET (ARMORY) CITY OF NEW ROCHELLE The Armory site is a 2.92 acre area with public access to the waterfront located at 260-70 E. Main Street (U.S. Route 1). Through the adaptive reuse of the Armory, the City seeks to: • Rehabilitate and preserve a historic structure with distinctive architectural features; • Activate a currently underutilized site for the public’s enjoyment and benefit; • Complement and enhance the surrounding revitalization of the New Rochelle shoreline. The Armory consists of two main structural components: a vaulted core (main portion of the Armory) and a two-story annex totaling 36,575 square feet.
