NORTH CAROLINA WAYNE COUNTY The Wayne County Board of Commissioners met in regular session on Tuesday, September 6, 2016 at 9:12a.m. in the Commissioners Meeting Room in the Wayne County Courthouse Annex, Goldsboro, North Carolina, after due notice thereof had been given. Members present: Joe Daughtery, Chairman; William H. Pate, Vice-Chairman; George Wayne Aycock, Jr.; John M. Bell; A. Joe Gurley, III and E. Ray Mayo. Members absent: Edward E. Cromartie.

Work Session During the scheduled briefing and prior to the regularly scheduled meeting, the Board of Commissioners held an advertised work session to discuss the items of business on the agenda.

Closed Session At 8:42a.m., upon motion of Vice-Chairman William H. Pate, the Board of Commissioners unanimously declared itself in closed session to consult with an attorney employed or retained by the public body in order to preserve the attorney~client privilege between the attorney and the public body, which privilege is hereby acknowledged; to establish, or to instruct the public body's staff or negotiating agents concerning the position to be taken by or on behalf of the public body in negotiating the price and other material terms of a contract or proposed contract for the acquisition of real property by purchase, option, exchange, or lease; and to consider the qualifications, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee or prospective public officer or employee. At 9:08a.m., upon motion of Commissioner A. Joe Gurley, III, the Board of Commissioners unanimously declared itself in regular session. Call to Order Chainnan Joe Daughtery called the meeting ofthe Wayne County Board of Commissioners to order.

Invocation Marine Corp. League State Chaplain Bill Boyd gave the invocation.

Pledge of Allegiance Commissioner George Wayne Aycock, Jr. stated the 15th anniversary of 9111 is this coming Sunday. Citizens of the United States have sacrificed their lives for the Flag of the United States of America since the Revolutionary War. We need to teach our youth the meaning of our flag and what it stands for. Commissioner George Wayne Aycock, Jr. led the Board of Commissioners in the Pledge of Allegiance to the Flag of the United States of America.

Approval of Minutes Upon motion of Vice·Chairman William H. Pate, the Board of Commissioners unanimously approved and authorized the minutes of the regularly scheduled meeting of the Board of Commissioners on August 16, 2016.

Discussion/Adjustment of Agenda Chairman Joe Daughtery adjusted the agenda by adding the following to New Business: Award Construction Contract for ParkEast Lot #8 Building Pad Project, Resolution Exempting Wayne County from the Requirements ofN.C.G.S. 143-64.31, WayneNET Budget Amendments# 78 and #79 and Work Authorizations with W. K. Dickson & Co, Inc. at the Wayne Executive Jetport.

RESOLUTION BY THE WAYNE COUNTY BOARD OF COMMISSIONERS TO APPLY FOR MERGER/REGIONALIZATION FEASIBILITY GRANT ASSISTANCE

WHEREAS,

The Federal Clean Water Act Amendments of 1987 and the North Carolina the Water Infrastructure Act of 2005 (NCGS 159G) have authorized the making of loans and grants to aid eligible units of government in financing the cost of a Merger/Regionalization Feasibility Grant, and

WHEREAS,

Wayne County has need for and intends to prepare a Merger/Regionalization Feasibility Study, and

WHEREAS,

Wayne County intends to request state grant assistance for the study,

NOW THEREFORE BE IT RESOLVED, BY THE WAYNE COUNTY BOARD OF COMMISSIONERS: That Wayne County, will arrange financing for all remaining costs of the study, if approved for a State grant award. That George A. Wood, County Manager, and successors so titled, is hereby authorized to execute and file an application on behalf of the Wayne County with the State of North Carolina for a grant to aid in the construction of the project described above. That the County Manager and successors so titled, is hereby authorized and directed to furnish such information as the appropriate State agency may request in connection with such application or the project: to make the assurances as contained above; and to execute such other documents as may be required in connection with the application. That Wayne County has substantially complied or will substantially comply with all Federal, State, and local laws, rules, regulations, and ordinances applicable to the project and to Federal and State grants and loans pertaining thereto.
