Superintendent’s Message

Dear Colleague:

Viva Waukegan Over the weekend I had the pleasure of marching in the Fiestas Patrias parade, along with several Waukegan Public Schools staff members and students. For those of you who are unfamiliar with it, the Fiestas Patrias parade is enormous, with hundreds of participants, and tens of thousands spectators. The sights and sounds of thousands of people celebrating their heritage was truly amazing! The streets were fully packed with people for 1.5 miles, from the parade’s start at Juarez Middle School, all the way to downtown Waukegan. This year’s theme was “Viva Waukegan!” which translated from Spanish, means “Long Live Waukegan!” That theme could not be more timely this year, as we prepare to celebrate Waukegan with Homecoming Week. Waukegan High School’s Homecoming Week begins today and runs through Saturday. I’m excited to celebrate my first Homecoming Week in Waukegan, and take in all the festivities around it. From the Bonfire to the Parade to the football games, and several spirit events and athletic contests in between, there are plenty of opportunities to show off our Bulldog Pride. Coming from Chicago, I have not yet experienced Homecoming Week to this magnitude, so you can bet I am going to take full advantage. I hope you will join me. A full list of Homecoming events can be found on Page 3 of this week’s bulletin. If you have a chance, pick an event and get out there to support Waukegan High School. Go Bulldogs!

BLOOD BORNE PATHOGEN MANDATORY TRAINING FOR ALL DISTRICT EMPLOYEES →Submitted by Peg Braden OSHA (Occupational Safety and Health Administration) Standard 1910.1030 requires all district employees to complete annual Blood borne Pathogen training. If you work in a school building, your school nurse will arrange for the training to be completed in a group presentation or the training can be completed independently on Inside Edition. Lincoln Center staff and employees not assigned to a building are being asked to complete the training independently on Inside Edition. To access the training materials and required form, employees should log into Inside Edition, click on the actual words in black, STAFF RESOURCES, then toward the bottom of the right column under HEALTH SERVICES TRAINING, click on Blood Borne Pathogens. Safety staff that was already trained this school year can ignore this request. All District Employees must complete the required documentation form titled, “Documentation of Blood borne Pathogen and Standard Precautions Training”. This form is to be submitted to the School Nurse by Tuesday, September 20, 2016 or earlier if requested by building nurse. If you have questions, please ask your nurse for assistance. WAUKEGAN SCHOOLS VISION BUILD →Submitted by Carmen Patlan Waukegan Community Unit School District # 60 will host a series of community meetings in upcoming weeks aimed at building a shared vision for the school district. Parents and community members are invited to attend one of six meetings to discuss the future they want to see for their children and for Waukegan Public Schools as a whole. The Vision Build meetings will allow stakeholders to collaborate in building a future that will feature continued growth and improvement, and will best represent the desires and needs of the community. Information gleaned from the meetings will be used to assist the District as it builds out a comprehensive Strategic Plan. ELECTION PACKETS NOW AVAILABLE FOR 2017 BOARD OF EDUCATION CANDIDATES →Submitted by Nicholas P. Alajakis, Chief of Staff Nominating petition packets for the April 4, 2017, consolidated election for the Waukegan Community Unit School District #60 Board of Education are now available in the office of the Superintendent of Schools, 1201 North Sheridan Road. Forms may be picked up between on any business day between 8 a.m. and 4 p.m. Six seats on the seven-member Board of Education will be filled at the April 4 election. Four seats will serve four-year terms expiring in April 2021, and two seats will serve unexpired two-year terms until April 2019. The first day to circulate nominating petitions is September 20, 2016. A Board candidate’s petition papers must be filed in the office of the Clerk of Lake County no earlier than 8:30 a.m. on December 12, and no later than 5 p.m. on December 19. Candidate names will appear on the election ballot in the order in which their nominating papers are received in the clerk’s office. PARENTS PLAYING ALONG LOWERS CHILDHOOD OBESITY →Submitted by Deb Alley, Manager of Employee Benefits and Risk Management Ready for some good news about overweight and obesity among children? Rates are now decreasing or leveling off for the first time since Ronald Reagan was in the Oval Office. The proportion of overweight children ages 2 to 5 has dropped to less than 10 percent. And the obesity rate among children ages 6 to 11, after many years of increasing rates, is now holding steady at 18 percent. Why are rates improving? Parents. Parents are responsible for what their children eat, how much they eat and what exercise and activity they do. When parents make sure their children have healthy meals with the right portion sizes, they become part of the solution. And lower childhood obesity rates follow. Like many interventions in early childhood, the sooner children can be identified as having a weight problem and helped, the better. District Spotlight COOKE WINS WPL READING CONTEST →Submitted by Nicholas P. Alajakis, Chief of Staff For the seventh consecutive year, Cooke Magnet School was named the winner of the Waukegan Public Library’s annual Summer Reading Contest. Cooke earned the 2016 honor by having the most students participate in the annual competition, which challenges students to sign up at the library to read 30 hours during summer break. It is open to all public and private elementary and middle schools in Waukegan. Cooke had 146 students sign up for the contest, and 56 of the students successfully completed the challenge. As the winning school, Cooke retains possession of a traveling trophy awarded to each year’s top school.

PATRIOT’S DAY REMEMBRANCE AT WASHINGTON ELEMENTARY SCHOOL →Submitted by Ms. Barb Steinseifer

On Friday, September 9, 2016 more than 600 students, staff and parents gathered outside around the flagpole at Washington Elementary School to pay tribute and remember the thousand of firefighters, police officers and civilians who perished in the tragic event on September 11, 2001. “Even though this tragedy occurred 15 years ago, the adults and staff remember like it was yesterday”, stated Principal Barb Steinseifer. After a moment of silence ad reflection, fourth grade teacher, Mrs. Jackie Bucher sang “God Bless America”. It was a moving event and culminated with the Pledge of Allegiance and the singing of our school song, “Learning For Life”.

CHROMEBOOK ROLLOUT AT MIGUEL JUAREZ →Submitted by Nelson Campos, Principal

September 9 was a great day for all 8th graders at Miguel Juarez. Our 8th grade staff organized the distribution of Chromebooks to every 8th grade students. It was like Christmas in September as the students happily opened their brand new Chromebooks.

MARIACHI ESTRELLAS ENTERTAINS COMMUNITY →Submitted by Kathleen Dudley

The Mariachi Estrellas of Waukegan Public Schools performed for two Fiestas Patrias celebrations in the community on September 10 and September 11. They performed at a concert at the Stiner Pavilion at Waukegan's lakefront on Saturday, September 10 and they performed at the Greenbelt Cultural Center in North Chicago on September 11. Most of the members of Mariachi Estrellas attend Andrew Cooke Magnet School, and several members now attend various middle schools, but they got their start at Cooke. Students range from grade 2-8. Mrs. Kathleen Dudley, from Andrew Cooke Magnet School is the director of the Mariachi Estrellas.

MCCALL HELPS AT WAUKEGAN AIR SHOW →Submitted by Carol May

On Saturday, September 10 the Northern Illinois Airshow put on a action packed aircraft experience. Wings Over Waukegan was a wonderful event for families and the entire community. The event showcases what a wonderful gem we have with the Waukegan airport being in the community. The day started out with rain and wind, but it ended with abundant sunshine and spectacular air show stunts. McCall Elementary is continually forging their community partnership with the Waukegan airport. The McCall staff stepped up to volunteer at all three time slots, in order to man the main gate at the airport. This year there were 16 enthusiastic representatives from McCall helping out; Ms. Braden, Mrs. Manchester, Ms. Olson, Ms. Stiver, Mr. And Mrs. Kretlow, Mr. and Mrs. Drivers, Mr. Sanzanza, Mr. and Mrs. Stover, Barbie and Colleen VanHorn. This is the 5th year the teachers have volunteered to show their support for the Waukegan airports yearly event. Over the course of this school year: The McCall Aviators (students) will learn about applying science throughs project based learning around the topic of airplanes: Reading informational text on airplanes Going on a field trip to the Waukegan Airport.

BACK TO SCHOOL BASH AT WASHINGTON ELEMENTARY SCHOOL →Submitted Ms. Barb Steinseifer

On Saturday, September 10, Washington families celebrated coming “Back to School”. There was plenty of games, prizes, face painting, balloon animals and lots of food! Attendance mascot, Willie B. even made an appearance to everyone’s surprise. The Waukegan firefighters along with the Waukegan Police Department were in attendance to show off their equipment. A local band “Grupo Zubia” featuring second grade teacher, Ms. Veronica Briones entertained the audience. It was a great event and the perfect way to kick off the 2016-2017 school year.

WHS- WASHINGTON CAMPUS LIBRARY RECEIVES GRANT FOR LITERACY →Submitted by Nicholas P. Alajakis, Chief of Staff Waukegan High School’s Washington Campus recently received a $2,600 grant from the Dollar General Literacy Foundation to assist with the school’s new Quick Reads program. Quick Reads was launched at the Washington Campus last semester, with the aim of getting all students more interested in reading. The program features easy-to-read, interesting selections that encourage reluctant readers to pick up a book. The library will use the grant dollars to expand Quick Reads options for students, said librarian, Ms. Cynthia Wolf. Dollar General Literacy Foundation awarded more than $4.5 million in grants nationwide, aimed at supporting teachers, schools and organizations with resources to strengthen and enhance literacy instruction.

WHS MARCHING BAND 2ND AT TOURNAMENT →Submitted by Nicholas P. Alajakis, Chief of Staff The Waukegan High School Bulldog Marching Band took 2nd place honors in Class 2A at the Grayslake North Knights Marching Tournament last weekend. The band performed its “Elements” field show, which it has been performing at a high level throughout this fall season. The team finished with a score of 58.75.

GOOD CHOICES, BAD CHOICES, MY CHOICES →Submitted by Karna Opeka

On September 7, students at Greenwood School attended a character education and goal setting assembly entitled, "I am my choices" presented by Corey Jones. Mr. Jones is the owner of numerous shooting records and the Nation’s leader in 3pt shooting accuracy. Mr. Jones earned the reputation as one of the best shooters in the country. His experiences with basketball also include winning a National Championship in both High School, where he played with LeBron James, and College. The students learned about making good choices and that we ultimately become the choices we make, Whether it is the choice to always give your best effort, to be kind to a classmate, to become a leader, or to never give up - our choices reflect who we are. The assemblies were a fun and interactive way to begin the school year and kick off our first quarter goal setting in each classroom. The assembly was fully funded as a Donors Choose project.

RECAP OF SEPTEMBER 13 BOARD OF EDUCATION MEETING →Submitted by Nicholas P. Alajakis, Chief of Staff Special Recognition and Presentations -Members of the Waukegan High School Student Council gave a spirited presentation detailing Homecoming Week events. Homecoming Week at WHS is September 19-24. Action Items -The Board of Education voted to approve the purchase of 510 iPads and cases from Apple Computer, Inc., and Monoprice, Inc., at a cost of $ 200,430, for all K-1 classrooms at all District elementary schools. -The Board of Education voted to approve the purchase of 1,015 Dell Chromebooks and Google licenses for all District elementary schools, grades 2-5 at a cost of $227,360 Personnel Items -The Board of education voted to approve the appointments, resignations and retirements of 119 employees. Financial Items -The Board of Education held a brief hearing on the FY2016/2017 budget. Following the hearing, the Board voted to approve the proposed budget, which totals $217.9 million in expenditures. Information Items -Superintendent Plascencia gave a report detailing staff and student attendance during the first two weeks of school, as well as student discipline data.

New Business -The Board of Education voted to appoint Ms. Charlotte Callahan Wozniak to a vacant Insurance Plan Board seat. The Insurance Plan Board meets quarterly to discuss benefits and plan design as well as premium increases. Ms. June Maguire currently sits on the Insurance Planning Board, however, the second seat was vacant as a result of Mr. Dave Pfeifer’s resignation from the Board of Education.

Student Opportunities APPLICATIONS SOUGHT FOR U.S. SENATE YOUTH PROGRAM AND HEARST SCHOLARSHIP →Submitted by ISBE ISBE is seeking applicants for the 2016-17 U.S. Senate Youth Program and Hearst Scholarship. Information about the program is now available at www.isbe.net/spec-ed/html/hearst.htm. The program’s first phase brings two students from each state to Washington, D.C., from March 411, 2017, to participate in the U.S. Senate Youth Program. Delegates will be immersed in Washington activities throughout their weeklong stay. The William Randolph Hearst Foundation will pay all expenses for the week, including transportation, hotel, and meals. The second phase awards both recipients a $10,000 college scholarship. The Hearst Foundation requires that to obtain scholarship funds, a student must participate in the Washington Week program and use the funds within four years of enrollment at an accredited U.S. college or university. The student is also encouraged to take courses in history, political science, or related subjects as part of his or her undergraduate program. In addition to the superintendent’s mailing, applications are also available on ISBE’s website at www.isbe.net/spec-ed/pdfs/42-60-hearst.pdf. ISBE must receive a hard copy containing original signatures no later than 4 p.m. on Oct. 5. Meeting dates and times will be chosen when all participants have been placed in their groups and a facilitator has been chosen. This professional development opportunity is open to ALL teachers (except the 2 resource books that are only open to first and second year teachers). ER&D CLASSES →Submitted by William Kostomiris This fall and early winter, we will be offering two newer classes. For those who have never taken a class, the cost is only $50 per class which reward two hours of graduate credit as well as 30 credits for recertification. We do have shorter classes that reward half the amount of hours and credits. You can also get graduate credits from Governor’s State University for a substantial cost. Remember to register for these classes as soon as possible. Deadline for registration is two weeks prior to the start of the class.

English Language Learners 101 (New 15 Hour Class) October 11- October 25 ELLs are among the fastest-growing student population. Schools are being asked to meet the challenges of a rapidly growing and diverse population. This course will enhance instructional practices by introducing new research-based strategies, language acquisition, explore cultural and linguistic diversity, and develop methods for increasing effective partnerships with bilingual families. Thinking Mathematics k-2 (New Version includes Common Core) November 1- December 8 (No class Thanksgiving Week) This course focuses on research about how children learn mathematics and how these findings can be applied in the classroom. Ten Principles capture practices that lead to a better understanding of math for all students and are applicable at all levels. They are exemplified through the research on counting, addition, and subtraction. The course also takes a broader look at the importance of patterns and relationships throughout math and addresses the kind of questioning that promotes thinking in math class. This new version also includes the use of common core standards.

Events Around Waukegan BRAVO WAUKEGAN HOSTS LECTURE WITH BY DR. NINA KRAUS →Submitted by Bravo! Bravo Waukegan, a Lake Forest based nonprofit organization, supporting music education in Waukegan public schools (District 60), will host a lecture by Dr. Nina Kraus, October 5, 2016, at Gorton Community Center, 400 E. Illinois Rd., Lake Forest. The event is free and open to the public. The program schedule is as follows: 6:00pm Refreshments & Waukegan students share their musical talents 7:00pm Presentation 8:00pm Wine reception with Dr. Kraus Bravo is hosting this lively discussion about music, learning to play music in particular, and its ability to change lives. Dr. Kraus will discuss her groundbreaking research on the effect music training can have on cognitive functioning, attention span and memory. Her works makes the case for including music instruction in school curricula as a way to boost academic excellence. Nina Kraus, Ph.D., is professor of communication sciences, neurobiology & physiology, otolaryngology, and the Hugh Knowles Chair at Northwestern University. She is internationally known for her work on neuroscience, music and hearing; and provides regular briefings to the U.S. Congress and Department of Education on her findings. Using the principles of neuroscience to improve human communication, she advocates for best practices in education, health and social policy. Her work has been featured multiple times on NPR and PBS, and has been covered by the New York Times, BBC, The Economist, and Scientific American.
