PART ONE - GENERAL The Valuation Office Agency (VOA) is responsible for compiling and maintaining the Rating List of rateable values of the 1.8 million non-domestic properties in England and 100,000 in Wales, to support the collection of business rates. The Rating List files, containing details of the location and rateable values of each of the nondomestic properties in the List, are currently available for both the 2005 and 2010 Rating Lists in England and Wales. Data specifications are provided in Part Two. This Summary Valuation (SMV) files provide a breakdown and explanation of how a rateable value has been assessed and are also currently available for both the 2005 and 2010 Rating Lists in England and Wales. Data specifications are provided in Part Three.
However, please note that:
Summary valuations are not available for all rating assessments in the Rating Lists - currently about 80% of assessments have a summary valuation; and
Only the Rating List files provide a full list of all non-domestic properties in the lists.
Any data supply will be subject to an agreement with the VOA, the terms of the Open Government Licence and payment of any charges that apply

PART TWO - RATING LISTS
GENERAL
These files are in similar format to those supplied to local authorities for administration of the National Non Domestic Rating system.
The files provide data in respect of all Billing Authorities in England and Wales and are available for purchase on a subscription basis.
THE DATA
.File format - ASCII text file comprising variable length fields delimited by an asterisk.
Records are separated by Carriage Return/Line Feed. None of the fields should contain an asterisk within the data
The content and format of the individual fields are described below
Within each type of output (schedules, current list and historic entries) , the file specification for the 2005 and 2010 Lists are identical.
Full refreshes of the national files are provided on DVD.
CHANGE SCHEDULES (only available by Internet File Transfer) These files can only be downloaded from the VOA’s Internet File Transfer Site website are compressed using Unix Gzip, to reduce download times. Uncompression can be undertaken using most proprietary uncompression software (PKunzip, Winzip, etc.)
