Visions ("How do we want the drug policy to be over the past 5 years"): Republic of Moldova will have a long-term drug Strategy (5-10 years), with realistic and measurable objectives based on evidence, a clear strategy of interaction between all partners (governmental and nongovernmental) involved in drug related policies at all levels of government will be developed and implemented in practice; civil society representatives will be involved in a standard drug policy development at all levels of government; Republic of Moldova will have an operational and effective coordination system of drug policy at all levels of government and will coordinate the development of interdisciplinary activities in the field of drug supply, drug demand and harm reduction; an effective, operational and comprehensive system for collecting data on drugs will be established, which will include all relevant segments of the targeted policy and data from the annual Report on drug situation will be taken into account when deciding anti-drug policy; NGOs providing anti drug services will be funded on the basis of precise rules (quality standards, certification), including public sources of the Republic of Moldova; injecting drug use will be stabilized or reduced; prevention of HIV and other blood-borne diseases (PTS) among intravenous drug users will be an integral part of all treatment services and harm reduction as recommended by WHO and UNAIDS; a guide with terms used in the drug field will be developed and implemented in practice; supply of drugs will be reduced; growing domestic drug production plant in the Republic of Moldova will be stopped or reduced.

the drug situation (from different structures of different levels). Lack of social services for drug users and their relatives. Reduced coverage of anti-drug services in some areas of the country affected by drugs. Lack of funding for replacement therapy in small towns. Permeability of state borders in the smuggling of drugs because of their lack of control over. Lack of a clear strategy in terms of interaction between different actors at various levels involved in decision-making in drug policy. Gaps in the existing system of harm reduction and lack of treatment programs as well lack of a succession of working with drug users. Gaps in cooperation between police, schools and NGOs on drug abuse prevention at local level. 3. OPPORTUNITIES “ What opportunities do we see for the future? “

4. RISKS “ What could threaten / be a risk for our work in the future? “ Lack of cooperation in development and lack of willingness to adopt and implement a new anti-drug Strategy. Lack of financial resources or willingness to allocate funds for implementation of the new Strategy. Lack of sustainability in implementing of the new Strategy. Prioritization by politicians to reduce drug supply in the context of drug policy. Lack of competence / professionalism of staff in drug. Reduction of funding from external sources of recent programs of treatment and harm reduction. Lack of responsiveness of local decision-makers vis-à-vis the issue of drug policy (other preferences). Risk of stiffness of anti-drug Strategy developed and possibly adopted - limited space of flexibility for new developments and needs. "Habit" to develop different strategies and action plans without being implemented in practice. Lack of coordination and funding mechanism is a risk that this Strategy and Action Plan will not be implemented in practice. Various strategic documents could be taken without regard to whether they are effective or not. Decision-making processes often depend on the receptiveness of people who hold decision-making power.
