From vision to execution

Vision The City Hall will provide the settings for a place where visitors and citizens will meet the official Viborg and the municipal service characterised by professional staff, dialogue and mutual respect. We are to create a house with a ‘high ceiling’ which through its architecture and the interior environment: Supports the common values of Viborg Municipality Radiates job satisfaction and a welcoming atmosphere Promotes development, innovation and unity Creates room for interdisciplinary and project based co-operation Expresses openness and quality Ensures flexibility and the possibility for reorganisation The building must be accessible for disabled people, environmentally friendly and energy efficient. It must also support a good working environment for knowledge exchange focusing on safety, health and job satisfaction. The outdoor environment supports the functionality of the building. Architecture The City Hall The City Hall is a six-storey building where the lower floor – the ‘arms’ of the building – are pushed forward so that it embraces the City Hall Square and the landscape and welcomes visitors, citizens and employees. The ground floor and the first floor facade consists of glass panels and closed vertical frames. The facade on the lower floors generates a toned down play of lights which highlights the distinctive relief effect of the upper parts of the facades.

The roofs on the covered parking areas and on the building’s ‘arms’ are covered with sedum moss to interact with the landscape. The green areas function as a neighbour buffer zone and as an independent recreational area for the citizens.

Interior design With focus on flexibility, the employees can alternate between team work in the open plan office area and working concentrated in smaller rooms. Art, colours and furniture The process concerning the final arrangement, the choice of colours, art and furniture is carried out concurrently with the construction of the building. The final choices must support the architecture and the aesthetics of the building.

Sustainability Ground water cooling By use of a heat exchanger, the ground water is used for cooling in the summer and for heating the building in the winter. In a closed loop system, three ground water boreholes are used for the extraction and drainage of ground water.

During the heating period, the thermo active constructions will, together with radiators by the facade, ensure that the rooms are heated.

The parapets and the cores of the building have been covered with high-acoustic sound-absorbent material. Sound-absorbent membranes are used as flooring underlay and the corridors are carpeted.

Natural ventilation The building primarily has natural ventilation in the open plan offices, the atrium and the flexrooms. At times, when the natural ventilation is not adequate, the mechanical ventilation built into the roof is activated. Mechanical ventilation is installed in the other rooms in the building. The air flow is controlled by temperature and CO2 sensors. The air is changed 4-5 times per hour. The air intakes are placed under the concrete slab and above the lowered ceilings to minimise the noise from the outside and draft. Sun screening

BEST Energy Viborg City Hall is part of the EU project, Built Environment Sustainability and Technology in Energy, focusing on the efficient management of the energy consumption and production in the new city hall.

Air intake

The objective of the project is to reduce the energy consumption in the new city hall by 12% by using of Intelligent Communication Technology (ICT).

Energy consumption The City Hall’s energy consumption will be less than 50 kWh/m2 annually. Thus, the building’s energy consumption will be below that specified in the Danish Energy Class 1 for buildings. 7
