Who we are The Human Services Department directly manages the categorical systems that include the Area Agency on Aging, Children and Youth Services, Mental Health and Developmental Services, the Substance Abuse Program, and a variety of programs collectively managed by the Community Supports Services unit funded through the Department of Community and Economic Development (DCED), Medical Assistance Transportation (MATP), Housing Assistance Program (HAP), Housing and Urban Development (HUD), and The Community Services Block Grant (CSBG). It also manages the County Transportation system, funded through Penn Dot, and, via contract, manages the Venango County Housing Authority. The County partners with Mercer County and Crawford County to directly manage the behavioral health, Health Choices Program, under the auspices of the North West Behavioral Health Partnership.

Area Agency on Aging Supports and services to consenting older adults over the age of 60. Children and Youth Services Investigation of alleged abuse and neglect of children, ongoing supports, and monitoring of families Mental health and Intellectual Disabilities Case management, assessment, and referral for residents with developmental delays or mental and/or emotional problems. Community Supports Services Assessment and eligibility for several funding programs. RSVP The Retired & Senior Volunteer Program is a part of the National Senior Corps. Funded by a federal grant and sponsored by Venango County Area Agency on Aging, this program helps people age 55 and older find rewarding opportunities for community service. Each year 600+ volunteers serve to strengthen and support programs in over 50 agencies in Venango County. Volunteers serve in a wide range of capacities, including tutoring
