CANDIDATE BIOGRAPHY

Zaida Basora, AIA, LEED AP BD+C is the Assistant Director of Public Works and Transportation, City of Dallas. She is a registered architect and sustainability advocate with over 27 years of experience in design, construction, contracting and public policy. She holds a Master of Architecture degree from the University of Texas at Arlington and a Bachelor of Environmental Design from the University of Puerto Rico. Over the past 15 years she has held several positions in Dallas such as Program Manager of Design and Construction, Purchasing Agent, Assistant Director of Public Works and Building Official. She began the LEED municipal program implementation in 2003 and more recently led the task force that made recommendations for the city’s green building code. Her leadership took the city’s commitment to sustainability one step further with the adoption of the code on April 9, 2008. Her work in Dallas was recently recognized with the Building Officials Association of Texas (BOAT) 2008 award of excellence for extra large jurisdictions and a 2009 CLIDE Award in the public policy and planning category. Zaida is a founding member and 2010 chair of the USGBC North Texas Chapter. She is a member of the national USGBC Codes committee and the Codes and Standards committee of AIA Dallas. Zaida is a Leadership Dallas Class of 2009 graduate and a member of the UT Arlington Dean of Architecture Advisory Council. On March 3, 2004, Ms. Basora received a special recognition from the Dallas City Council for her contributions to the City of Dallas.

  GETTING TO KNOW YOUR CANDIDATE Why do you wish to serve on the USGBC Board of Directors? I wish to serve on the USGBC Board of Directors because I am a passionate sustainability advocate, concerned and involved citizen and professional who believes that collaboration, both in an organization and in the community, is essential to achieve common goals. I have demonstrated ability to bring about strategic change, to meet organizational goals, and to foster an inclusive working and/or collaborative environment where diversity and individual differences are valued and leveraged. Service on the USGBC Board of Directors would provide an opportunity to continue making a difference through sharing of experience, knowledge and resources to further sustainability and green building, locally, nationally and globally. Summarize your professional qualifications, knowledge, and experience of most relevance to USGBC's activities. Describe your senior management and executive-level experience. SENIOR MANAGEMENT EXECUTIVE and sustainability advocate with demonstrated leadership abilities that include creating strategic vision, effecting organizational cultural change and contributing to productive, efficient operations with a desire to focus on providing direction in sustainability to deliver positive operating results through integration of multiple business activities. SENIOR MANAGEMENT AND EXECUTIVE LEVEL EXPERIENCE RELEVANT TO USGBC'S ACTIVITIES- CITY OF DALLAS: EQUIPMENT AND BUILDING SERVICES Assistant Director of Public Works and Transportation, City of Dallas - January 2010 - Present Responsible for oversight of design and construction, energy and facility management for the city’s existing facilities (over 800). Sustainable activities include management of ARRA EECBG funding, implementation of LEED for existing buildings maintenance and operations program and continued implementation of the city’s green building program. BUILDING INSPECTION DEPARTMENT Director/Building Official August 2008- December 2009 Responsible for staff of over 200 in permitting, plan and zoning review, engineering and inspections of residential and commercial construction. Sustainable activities included branding of program “Building Dallas Safe and Green”; creation of tools and resources (training modules, checklists, scorecards and guidebook); processes, procedures and training of staff and citizens for the implementation of the newly adopted green building code. Annual enterprise budget of over $20 M subject to performance metrics for the provision of efficient and effective services- customer satisfaction, express plan review services, expedited permitting, same day inspections with a volume of over 170,000 inspections and over 35,000 permits annually. PUBLIC WORKS AND TRANSPORTATION Assistant Director of Administration and Architectural Services October 2006 - August 2008 Responsible for administration of both the operating and capital budgets for the department of Public Works and Transportation, facilities planning and construction and red light and parking enforcement programs. Sustainable activities included leading the Mayor’s green building task force that resulted in the adoption of the green building code, and continued implementation and update of the city’s municipal green building program, training of staff to become LEED accredited, inclusion of Green Advantage as a requirement for contractors providing construction services, and coordination with other city departments for citywide strategies related to facilities operation and maintenance. All city facilities are planned, designed and constructed to LEED silver standards. During my tenure, policy for city facilities was updated to LEED Gold. The city has over 25 facilities currently registered with the US Green Building Council and 16 certified buildings (5 Gold, 9 Silver, 2 Certified). BUSINESS DEVELOPMENT AND PROCUREMENT SERVICES Assistant Director/Purchasing Agent October 2004 – October 2006 Responsible for the management of the city’s centralized procurement office and the city surplus store and auction services. Sustainable activities included the creation and development of the city’s Environmentally Preferred Procurement policy and program; coordination of specifications and requirements across multiple city departments, establishment of procedures and documentation for voluntary program. EQUIPMENT AND BUILDING SERVICES Senior Program Manager of Design and Construction April 2001 – October 2004 Responsible for design and construction projects for the maintenance and operation of the city’s existing facilities (over 800). Managed the architectural team, elevator and escalator program and roofing divisions in building services, including both operating and capital budgets, and facility assessment programs. Major Maintenance projects ranged from roof replacements and energy systems’ retrofits to facility renovations or additions. Sustainable activities included participating in the city’s task force and implementation of the city’s municipal green building program beginning in 2003, becoming

Resources that I could bring include my personal working and volunteer experience, knowledge, human and material resources related to the building industry, the government sector and the community. I have an extensive network of colleagues and peers with whom I collaborate on diverse efforts. I have collaborated with diverse groups within the industry to promote sustainable initiatives--from chambers of commerce to contractor associations of all types; with local, state and federal government agencies on programs, partnerships and initiatives, such as the DOE, EPA, HUD; and with residential builders and commercial contractors on green market development, among others. My perspective and understanding of the diverse sectors can contribute to further participation in USGBC by these groups.

RELEVANT EXPERIENCE & QUALIFICATIONS STATE & LOCAL GOVERNMENT EMPLOYEE How can you help further the USGBC strategic goals of Public Policy, and Sustainable Cities and Communities? I can help further the USGBC strategic goals of Public Policy and Sustainable Cities and Communities by continuing to participate actively in the development and implementation of public policies at the local, state and federal levels through presentations, task force participation, case study and tool kit development and the sharing of ideas, networking and strengthened relationships. I have an active role in my community and my organization; and continue to seek opportunities to contribute, plan, implement and develop partnerships to further these goals through shared resources. What are your local, national, and global experiences and skills in each of the following USGBC core competencies (as described in the USGBC 2009-2013 Strategic Plan): Education, Outreach, Advocacy, and Collaboration? My experiences and skills are as follows:

USGBC Board Candidate for State & Local Government Employee Education I write and teach educational seminars in green building, the government's role in sustainability, Case studies for green buildings, specific LEED rating seminars and workshops, Dallas Green code case study for code development and implementation. Education classes have been presented in webinar, workshop, seminar and conference form. I moderate a week long green building tract for the Building Professional Institute at the University of Texas at Arlington, have presented at the Texas Society of Architects state conference, at the local USGBC chapter and AIA Chapter; at City of Dallas environmental education and at various local, state, national and international conferences. Internationally, I was invited to present in Puerto Rico to the local chapter about the LEED rating systems, and at Madrid at a Real Estate conference to share what the City of Dallas is implementing in green building and sustainable initiatives. Outreach, Advocacy and Collaboration: these efforts are interrelated. My outreach efforts have been linked to education opportunities and engaging in advocacy strategies to reach out to cities, school districts, individuals and organizations to engage them in green building initiatives. Collaboration efforts include my participation in task forces and other non-profit organization committees such as the Sustainable Strategies committee of the Greater Dallas Regional Chamber, the AIA Dallas Codes and COTE committees and collaborating with Habitat for Humanity to develop green guidelines for their LEED homes, working in public forums with the North Central Texas Council of Governments and Vision North Texas, collaborating with the EPA in the Sustainable Skylines Initiative and making presentations to neighboring cities to work with planners and council members toward increasing awareness and understanding of green building in their communities, including creating overlay districts with green building requirements as a first step toward the adoption of a plan. My skills include the ability to write, teach and speak effectively in public, in English and in Spanish and using diverse media/settings for presentations and education. Do you have at least five years of experience in public administration at the management level in state or local government? Yes. Describe your role as a public administrator or manager, in a state or local government, with decision making authority that directly affects the development of the built environment. Include relevant dates. Following is a description of my roles as a public administrator in the City of Dallas, and the decisions that I have made or influenced, that have directly affected the local built environment: 1. Program Manager of Design and Construction- period from 2001 to 2004, began implementation of green building program for municipal facilities in building services in 2003, achieved the first LEED(and Gold) certification for a municipal building, 2nd Gold LEED rated facility in the state of Texas; implemented an energy management program for city facilities in 2003 and negotiated the city's first performance contract for 7 city facilities to reduce electricity consumption; and implemented a city facility recycling program in 225 buildings also in 2003. 2. Assistant Director of Procurement- period from 2004-2006, began environmentally preferred procurement (EPP) program for the city of Dallas and drafted initial EPP policy in 2004. Recently, as part of the green building management toolkit which was just developed in 2010, the EPP policy has been updated under my direction. 3. Assistant Director of Public Works- period from 2006-2008, had responsibility over new city facility planning, design and construction. During this time, I updated the city's municipal LEED requirements to LEED Gold. This has led the city of Dallas to currently have 5 LEED Gold certified facilities to date. The leadership established by the city of Dallas in green building resulted in my appointment to the mayor's task force for the development of a green building code. I facilitated the task force work and drafted the ordinance based on the task force recommendations. The Council adopted the green code in April of 2008. Following this adoption, I was appointed Building Official to implement the code. 4. Building Official/Director of Building Inspection - period from 2008-2010, through leading and collaborating with the building inspection team, the vision for implementation of the green building code in the building inspection department was developed. Resources, tools, and education modules have been put in place. The program became effective on time and has been accepted citywide due to the extensive outreach and education efforts provide internally and externally to homebuilders, contractors and building inspection staff. Over 1,000 permits for new homes and new commercial buildings, regardless of size, have been issued since October 1, 2009.

Assistant Director of Public Works and Transportation, City of Dallas - period 2010 to present, currently implementing a LEED EB and green management program for existing city facilities. Under my direction, a toolkit has been prepared to guide city facility management staff to implement the program. In addition, several city policies have been drafted for adoption and implementation citywide to meet the LEED EB O+M requirements. All of these initiatives have placed the city of Dallas in a leadership role and are contributing to the city's reduction of its carbon footprint. The initiatives are also geared towards measuring the effects of the programs citywide in order to manage the reductions in water, energy and emissions over time towards established targets. Describe how you have championed/are championing sustainability within your state or local government. I am championing sustainability within the City of Dallas through active involvement in development and implementation of city programs and policies. The city of Dallas and the north Texas Chapter were awarded a CLIDE award from the North Central Texas Council of Governments in public policy and planning for the green building code; it was a collaborative effort from both the city and the chapter in bringing together businesses in the community to develop the recommendations for the code. I was appointed to lead the task force but worked with chapter and community leaders to bring over 70 members/stakeholders in the community to develop recommendations with the goal of improving air, water, energy, transportation and land use through green building requirements in the city of Dallas. The city of Dallas was also awarded the Building Officials Association of Texas (BOAT) 2009 award of excellence for extra large jurisdictions for the contribution to the community through the adoption of the green building code. I feel especially proud to have been a part of this success and a local champion of sustainability in leading these efforts. Describe your leadership role in advocating for and implementing green building planning, design, construction and/or operations requirements within a state or local government agency. My leadership role has been a series of opportunities in development and implementation of programs and policies for design, construction, maintenance and operation of city facilities in Dallas as described in the previous statements, in addition to advocating to achieve adoption of the green building code, advocating to obtain buy-in from the county and school districts within the Dallas city limits, and participating in local, state and national conferences, forums and seminars to present Dallas' programs as case studies to other government entities due to my leadership role, and experience with development and implementation within the city.

GENERAL CRITERIA FOR USGBC BOARD How have you demonstrated a material role in championing sustainability or green building within your organization? I have been involved in the development and implementation of green building initiatives in the City of Dallas since 2002. I was initially appointed to the task force that led to the Dallas City Council's adoption of a resolution mandating city-owned facilities over 10,000 sf to meet LEED Silver standards in January of 2003. As Assistant Director in Procurement, in 2004, I drafted and began implementation of a city policy for environmentally preferred procurement products (EPP) for city wide purchasing programs. In 2006, as Assistant Director of Public Works and Transportation over city facilities planning and construction, I updated the LEED policy to require new city facilities to be designed and constructed to meet LEED Gold standards, and in the summer of 2007 was appointed to lead the mayor's task force for the development of a green building code. The City Council adopted the green building code unanimously on April 9, 2008 requiring all new construction in the Dallas city limits to meet green building requirements as part of the permitting process. Following adoption of the code, I was appointed Building Official to implement the code in the building inspection department with the goal of integrating the green code into all areas of the department; permit center, plan reviews and inspections. Over the last 8 years, I have served in several capacities to further not only green building in the city of Dallas as described above, but sustainability efforts through city partnerships with the EPA, Habitat for Humanity; and development of energy management programs, implementation of ARRA energy efficiency projects, purchase of RECs through electricity procurement, and development of a toolkit for green building management programs for existing buildings. I have had a material role in championing sustainability and green building within the City of Dallas organization and in the city of Dallas. Have you served on a USGBC National committee or working group within the past three years? If yes, please describe your role, participation, leadership experience, and dates of service on all of the USGBC National committees and working groups on which you have served. Yes. I have served in both the national Government committee and the national Code committee. My role has been that of committee member- from 2005-2008 in the Government committee and since 2008 in the Code committee. With the Government committee, I participated in the development of the committee's strategic plan with the goal of identifying the scope and work plan for the committee. I attended and participated in various committee forums/member circles at

USGBC Board Candidate for State & Local Government Employee Greenbuild to host corresponding committee members in the discussion of items of concern for state, federal and local government green building constituents. During my service in the Code committee, I have participated in the planning and discussion of several initiatives. The most notable is the ICC Code change proposal submitted in the summer of 2009 and amended in 2010. Other work has included review of standard 189 and the new green code draft, the IgCC. I have participated in committee webinars to describe this effort to the corresponding committee; and shared my experience with the city of Dallas in a webinar held in August of 2010. I also participated in the development of the Playbook for Green Buildings, Neighborhoods and Local Climate Action as a partner representing the City of Dallas. Lastly, I have participated in the Congressional Advocacy Day two years in a row (2008, 2009) with the national advocacy group as a constituent from Texas advocating for green building initiatives during the legislative session. Have you served on a USGBC Chapter board or committee within the past three years? If yes, please describe your role, participation, leadership experience, and dates of service on all of the USGBC Chapter boards and committees on which you have served. Yes. I have been a board director in the north Texas Chapter since 2004. I served as vice-chair in 2009 and am currently serving as chairman of the board until January of 2011. I have also served in the Finance and Advocacy committees. Prior to this term, I was a founding member of the north Texas Chapter. As a member of the organizing group from 2003-2005, I participated in the development of the chapter's bylaws, strategic plan, budget and request for 501c3 status. I served as Treasurer of the organizing group until it achieved full chapter status in 2005. My role in the advocacy committee has been to participate in the development of strategic initiatives to increase LEED adoption by local jurisdictions, including school districts; and to make presentations and serve as a resource for this effort. Additionally, I attended USGBC's national Congressional Day in 2008 and 2009 to advocate at the federal level. Have you served for at least two years within the past five years as an officer or a board member 501(c)(3) nonprofit organization? If yes, please describe. Yes. Within the past 5 years, I have served as Vice-Chair (2009) and Chair (2010) of the US Green Building Council North Texas Chapter board of directors.
