Background on planning in Vienna
• Planning legislation is a power of the federal provinces (Länder) • City of Vienna and the metro area neighbours are part of different Länder • Fiscal transfer of national taxes to the Länder and municipalities are a main source of revenue • Individual communities have very strong influence over spatial planning in their territories • There is no formal coordination between Länder, in the Vienna metro area all issues are handled independently or negotiated STEP2014

Planning partner SUM
Involves the 11 peripheral districts of Vienna and 70 municipalities in the surrounding suburban area. The SUM area has no statutory powers. Aims to support co-operation and conflict resolution, establish mutual trust and common understanding of regional dimension, assist in the exchange of information, provide support and management in the development of solutions to common challenges. Main issues are spatial and landscape planning as well as traffic issues. STEP2014
