MCEN Unification Plan Question: (C4) What is the MCEN Unification Plan (MCEN-UP)?

Answer:  The MCEN-UP provides a roadmap of technical and policy actions being executed to gain Information Technology efficiencies.  The MCEN-UP is the Marine Corps’ way forward to support the transition of our government owned, government operated, service specific network to the Joint Information Environment (JIE).  The MCEN-UP unifies and synchronizes all MCEN lines of effort to ensure the Marine Corps’ ability to securely and rapidly deliver a robust and seamless information environment, for both its warfighting and business missions. Facts:  The MCEN provides robust, seamless and secure end to end communications – from the supporting establishment to our forward deployed forces.  30 June 2013 the MCEN became owned and operated by Marines. A continuity of services contract with HP runs until 30 April 2014 that provides contract technical assistance under the direction of the Marine Corps.  MCEN unification allows for: – Centralized control and decentralized execution – Regionalization and empowerment of local end user service delivery – Enhanced defensibility and improved security awareness through fewer attack points  End state of the MCEN Unification Plan is an increased ability for the warfighter to collaborate and share information for heightened situational awareness and provide access to knowledge bases from which actionable information may be obtained.

C4 Director’s Intent The MCEN is the Marine Corps’ network-of-networks and approved interconnected network segments. It comprises people, processes, logical and physical infrastructure, architecture, topology, and Cyberspace operations. The MCEN must provide unified network processes and services to facilitate a tactical, operational, and strategic advantage by providing Marines with the same capabilities and standardized tool sets from flag pole to fighting hole. As the Marine Corps exits the Navy Marine Corps Intranet (NMCI) contract and transitions to a government owned and government operated (GO/GO) environment, we must unify disparate MCEN elements.

Purpose: The MCEN Unification Plan (MUCP) provides a roadmap of near-term actions to unify the MCEN. Unification Governance Tri-Levels 1. The UMB is a General Officer/Senior Executive Service executive body approving Marine Corps Enterprise Network (MCEN) Unification strategy and plans, resolving issues which cross the boundaries of governance, operations, requirements, resource, and acquisition. It provides strategic direction to the Unification Management Council (UMC) and Unification Management Group (UMG). 2. The UMC is an Col/GS15 decision-making body that coordinates MCEN Unification changes within available program and project schedules and financial resources. The UMC determines updates and decisions requiring escalation to the UMB.

3. The UMG is the principal management working group that oversees daily MCEN Unification activities, conducts issue and risk status reviews, and advises the UMC and UMB. The UMG determines updates and decisions requiring escalation to the UMC. 17
