Welcome!



For many of you, this will be your first time living away from home. You may be very excited and possibly a little nervous, but living in Residence will without a doubt be one of the most unforgettable and rewarding experiences of your life. We have friendly staff that will do their best to answer any of your questions. Resident Assistants (RAs) and Residence Life Co-ordinators (RLCs) live among you, and they are always willing to help you out. We also have Residence Commissionaires located in the Residences who are available to help you after hours.

The residence community is exciting and diverse. It is made up of people from many different backgrounds that have come together with one common goal …to further their education! You will probably find other similarities and some interesting differences amongst all of the people that you will meet during your stay with us. We encourage you to remain open to the diversity around you by sharing your interests and thoughts with others, and by learning about them as well. Getting to know each other is very important to creating a community of mutual respect. We hope that you enjoy your stay here in Residence and take full advantage of all the opportunities that only living on campus can offer!

Residence Staff Residence Staff

Residence staff members are here to help. They handle the administrative functions, answer the phones, assist with walk up inquiries, take maintenance requests, sort mail and so much more! They also refer any student concerns to the management team if necessary. Support is always just a call away.

Residence Management Team

The Residence Management team have extensive residence life experience and training. They are Residence responsible for promoting an atmosphere of Commissionaires academic success and creating a strong sense of Residence community in residence. They oversee the Commissionaires are ResidenceStaff members in the two offices, available to assist students as well as the Residence Life Coordinators whenever the Residence and Residence Assistants. Office is closed. You can locate them at the Wakpá and Kišik kiosks where they provide security for residence, as well as recreational and cleaning equipment that may be signed out. Overall the commissionaires strive to ensure that residence is a safe and comfortable environment for students to live and learn.

Maintenance Staff

Have something in your suite that needs to be repaired? Burned out light bulb? Clogged drain? Dripping tap? Our Residence Maintenance staff is available to help. They will look after any maintenance issues that occur throughout the year.

Housekeeping Staff

Housekeeping Services are not provided in student rooms. Residents are responsible for keeping their own bedrooms clean in accordance with the Residence Cleanliness Standard. To ensure a comfortable and healthy living environment, housekeeping staff performs regular Health and Safety checks, as well as Cleaning Inspections. Our housekeeping staff takes great pride in keeping our residences clean.

Residence Staff Resident Assistants

Interested in Becoming an RA?

Resident Assistants (RAs) have extensive training in leadership, mediation and conflict resolution. Your RAs will get to know you once you move in and will be there to support you throughout the year. RAs are on-call in each of the Residence Buildings from 4:15 p.m. daily. RAs are your first point of contact for minor issues such as lockouts, roommate issues or if you have something to report after office hours. RAs are also responsible for creating and engaging with new and returning residents to create a fun, safe and enjoyable community for all residents living on campus.

A Resident Assistant is a rewarding opportunity that helps to develop and hone skills that will assist you throughout your life and career. You will not only enhance your residence experience by becoming so involved, but you will also improve the experience of others! As an RA, you get to plan fun activities and events for students, it looks great on a resume, and most importantly, you’re helping people!

Residence Life Coordinators

In addition to living on campus RLC’s work in the Residence Services Office. Our goal is to create a supportive and comfortable environment for students to live and learn. RLC’s manage the Resident Assistant team and ensure that Residence Life activities are executed appropriately and effectively within our community.

RA duties include: • Working at the Kiosk between 7:00 p.m. and 9:00 p.m. every night, providing one-on-one support to residents. • Helping to enforce Residence Policies • Acting as a liaison between the residents and full-time staff • Planning events for Residents • Providing information on Residence and Campus services • Helping to create a positive residence community and experience. To become an RA, make sure you are involved in your Residence Community.Join the RCC, plan or attend evens, join the Peer Disciplinary Committee. There are so many opportunities for you to get involved and show resident spirit! Job opportunity details will be posted in November and in March for RA positions. Please keep an eye on the Residence website, the Residence bulletin boards, or talk to your RA for more information!

Beyond providing valuable support services for students, the University of Regina Students’ Union (URSU) is responsible for defending students’ rights through lobbying, advocacy and activism. Things to Note: • No alcohol is permitted on Move-In Weekend. • Hot plates and induction units are not permitted. • Toaster ovens, slow cookers, and kettles that turn off automatically are allowed in apartment kitchens and College West kitchens but not in dorms or bedrooms. • Microwaves, slow cookers, grills, cooking appliances of any kind, and coffee makers are not permitted in apartment bedrooms or dorm rooms. • Microwaves are located in the common spaces of all dorm room floors. • Mini fridges must be 3.2 cubic feet or less and in good repair.

Things to Leave Behind! The following is a list of items that are not permitted in residence. Getting Involved!

Residence Community Council (RCC) The RCC is a resident-run group that aims to enhance the overall quality of the living experience for residents by providing them the opportunity to meet new people, organize and plan activities, and gain valuable leadership skills. The RCC is open to all students living in the University of Regina Residences, and everyone’s contribution makes a difference. Getting involved can range from discussing your great programming ideas to running your own exciting events! Taking an active role in your community will ensure that your interests are represented in RCC programming which will help make your residence experience as positive as possible! Please contact your RC Coordinator or RA for more information on how to volunteer for a specific committee!

Residence Tip: Posters will be posted throughout the Residence buildings advertising the date and time of the RCC meetings. This is your residence experience...make the most out of it!

Getting Involved! Peer Disciplinary Committee (PDC) The PDC is a responsible group of members from the residence community. Their main purpose is to provide fair and unbiased discipline to students. The PDC helps with discipline, fines, and appeals based on the “Standards of Behaviour” outlined in this Handbook. It is the responsibility of each resident to be knowledgeable about and adhere to the residence rules and policies. PDC Committee Members • Live-in RLC as Chair of the Committee • Two RAs (On a rotational basis) • Three resident volunteers Functions of Committee Members • Respectfully listen to each speaker, keeping an open mind • Ask questions for clarification purposes • Observe confidentiality at all times • Provide possible options for reprimand/rehabilitation of implicated individual(s) • Vote on disciplinary outcome Be a PDC Volunteer! Why • • •

Volunteer? Volunteering on the PDC allows you the opportunity to take an active role in your community! You can gain experience in mediation, active listening, and decision making skills. Plus... it looks great on a resume!

How to Volunteer? Contact your Live-in Residence Coordinator or the Assistant Manager of Residence Life to get your name on the volunteer list.

Orientation! September 8, 2015 The event will help to jump start your semester as you learn about campus, discover how to make your time pursuing a degree as rewarding as possible, and have a great time too! All participants will take part in many of the activities together, and also participate in specialized activities based on faculty.

Goals of Orientation As a result of Orientation, first-year and transfer students will: 1- Experience a sense of belonging and connection to the University of Regina. 2- Have fun and be excited. 3- Recognize the diversity of students, programs and services. 4- Meet other students, faculty and staff. 5- Demonstrate knowledge of campus services and resources. 6- Gain an insight into student life opportunities and how to become involved. 7- Gain insight into campus traditions and history. 8- Feel a sense of school spirit. 9- Demonstrate knowledge of the expectations placed on them by professors and University policies and procedures.

Key Events UR Expo – 8:00 a.m. -9:15 a.m. – GYM 1 – U of R services, student societies and other student groups will be set up to welcome all students to the University. This is a great opportunity for new students to check out everything the University has all in one spot! After Party: Southland Mall – 4:00 p.m. - After a long day of sessions, food and friends all students will be bussed to the Southland Mall for more food and time to hang-out with your new friends. Students will also get a free movie! The day will be filled with different sessions that will be extremely useful for new students to attend. Check the Orientation App for updated events and times.

Welcome Week

Welcome Weekend activities are geared to introduce new students staying in Residence to campus. All students are welcome and encouraged to come to all events throughout the weekend. The majority of which will be come and go as students wish so that you can take in as much as you can! Once you are moved in, you can make some new friends at the variety of events happening all weekend long.

Key events Regina Rams Game September 4th, 6:00 p.m. - 9:30 p.m. Language Institute, Rotunde (2nd floor) Start the year off with some school spirit! Join us for the Rams football game, meet new friends, and cheer loud! Night at the Museum – September 5th, Evening Royal Saskatchewan Museum Spend your Saturday night at the Royal Saskatchewan Museum learning about the history of the world. Participate in a scavenger hunt and get more free food! Beyond the Normal Shopping Trip – September 5th, 6:30 p.m. - 8:00pm Bed, Bath and Beyond Don’t worry about moving in that bulky bedding and old lamp to your new dorm room, just come on a shopping trip to Bed, Bath and Beyond. Students will get bussed to the store Saturday evening to buy all the items that they forgot or still need. This will be the best shopping trip party you’ve ever been to! City Bus Tour – September 6th, 10:00 a.m. - 12:00 p.m.

Students new to Regina can hop on the City Bus Tour to get a better idea of what Regina has to offer.

Rider Game – September 6th, 2:00 p.m. -5:00 p.m. Language Institute, Rotunde Go Riders Go! Saskatchewan’s number one passion is the Regina Roughriders. Join some new friends to watch the game and eat some food for this Sunday afternoon. Dance Party on the Green – September 6th, 7:00 p.m.-11:00 p.m. The Green What could be better than having a dance party on the Green the Sunday before school starts? Nothing! To make it even better there will be a sharpie party and free food. Faculty Cup – September 7th, 3:00 p.m. - 5:00 p.m. The Green This Faculty Cup will be like none other! This year students can participate in different activities throughout the week that earn points for their faculty. The majority of the points can be earned through a photo challenge that students can complete at any time from Monday to Friday and with anyone. The more students from each faculty submitting photos will earn more points. There will also be two main events on the Green. They will be compiled of different challenges that students will have to complete to earn even more points for their faculty. The faculty with the most points after the Friday Faculty Cup event will win a prize! Others include “Find Your Classes”, Yoga on the Green, Open gym times, games rooms, Netflix lounges, and Residence activities. Check the Orientation App for updated events and times.

September 9-11, 2015 School has started but that’s no reason that you should stop having fun. Take a walk around campus and find Welcome Week events going on everywhere! The majority of the activity this week will be held on the Green. These events are designed to welcome students back to the campus and kick the year off on a good note. Whether you are making new friends or catching up with old ones, you’ll have a great time.

Key events Club Fair – September 9th, 9:00 a.m. - 4:00 p.m. RIC Atrium-Student clubs will be out to interact with new students. This club fair will be a great chance for you to see how you might want to get involved and if the club you’re looking for is already formed. Societies on the Green – September 9th, 11:00 a.m. - 4:30 p.m. The Green Faculty student societies will be on the Green playing games with all students. Some even give out amazing prizes and swag. Check it out and get free stuff! Movie Night – September 9th, 8:30 p.m. - 11:59 p.m. The Green Join your friends for a relaxing movie under the stars.

United Way BBQ – September 10th, 12:00pm – Food runs out The Green Vendor Fair – September 10th, 10:00am-4:00pm The Green Local businesses around Regina will set up shop on the Green Thursday. Pick up some of your favourite items all while staying on campus. Faculty CupSeptember 11th, 2:00 p.m.-5:00 p.m. The Green This will be the closing event for the Faculty Cup! This means that all pictures from the photo challenge must be submitted. It also means that this is the last chance for students to bring in more points for their faculty. The faculty with the most points after this event will win a prize! Music Festival – September 11th, 5:00 p.m. -11:00 p.m. The Green Enjoy some live music on the Green! Others include Yoga on the Green, Giant Monopoly, Beer Gardens, DJ on the Green, Activities on the Green and many more.

What Can I Put on My Walls?

Hanging pictures is permitted if hung on your bedrom bulletin board. Please do not hang items walls, doors, or furniture. This includes but is not limited to: tape, funtack, nails, 3 m hooks, screws, or other adhesive materials.



Displaying Alcoholic Beverage Containers

Students may not store or display any type of alcohol in windows, including empty bottles and cans. The storage of mass quantities or collection of empty alcohol/beverage containers is not permitted. When found, the empty containers will be removed and a $35 removal fee will be charged to the student accounts of the involved residents.



Can I Bring in Furniture? All external furniture must be approved in writing by residence management prior to being moved into the residence buildings. No external sofas or hide-a-beds are permitted in Residence. New mini fridges are allowed in Residence, but they cannot be any larger than 3.2 cubic feet and must be in good working condition (no frayed cords or mechanical issues). Mattresses will only be permitted with a supporting doctor’s letter and management approval.

Living With Roommates Students moving into residence often do not know their roommates, which makes it very important that you sit down and get to know each other in order to make the semester as carefree and enjoyable as possible. Getting to know your roommates is not only fun, but allows you to learn their personality, likes, and dislikes, which is essential to living in such close quarters with someone! Knowing your roommates habits will also help you tell when they are in need of a friend and/or help. People also get homesick or stressed, especially when they are living away from home for the first time. If you or your roommates are ever feeling lonely or homesick, or if you just need someone to talk to, don’t hesitate to talk to an RA. We want everyone to have a great residence and university experience! Sometimes roommate issues occur throughout the semester. When this happens, we ask that you first talk to your roommates about the issues and attempt to collectively solve the problem. If further assistance is needed you can either contact your RA, the RA on-call, or you can come to the Residence Office and request a suite meeting. During a requested suite meeting, one or two RAs will schedule a meeting in which all roommates must attend. During this meeting, the RAs will facilitate a resolution.

Suite/Floor Meetings At the beginning of each semester RAs will conduct suite and floor meetings. Each meeting will be between 15-20 minutes long. RAs will hang posters informing residents of the time and date of these meetings. It is mandatory for at least half of the occupants of each suite to be in attendance at these meetings. If the time allotted does not work for your suite, or if you live in a dorm and are unable to attend the floor meeting, it is your responsibility to contact your RA to schedule a different time. These meetings are very important for several reasons: 1. To meet your RA, learn how they can assist you, and how to contact them in case you need them in the future. 2.

To ensure all fire alarms and extinguishers are in working order

3.

To remind residents of residence polices/community standards

4.

To assist roommates and those who share dorm bathrooms, in working out a cleaning schedule for the semester

5.

To help work out any roommate issues within each suite

Sometimes roommate issues occur throughout the semester. When this happens, we ask that you first talk to your roommates about the issues and attempt to collectively solve the problem. If further assistance is needed you can either contact your RA, the RA on-call, or you can come to the Residence Office and request a suite meeting. During a requested suite meeting, one or two RAs will schedule a meeting, all roommates will be required to attend, and the RAs will facilitate/mediate a resolution. Residence Tip: Living situations always require a small period of adjustment. Give your new roommates a chance before moving as issues can often be resolved through open and honest communication. We encourage you to talk to your roommates and try to find common ground before resorting to a room change.

Room Change Requests Sometimes a resolution cannot be mediated and one roommate may request a room change. Room changes can be requested at the Residence Office beginning on September 23, 2015. Student initiated room/building transfers will be subject to a $50.00 admininistrative fee. This fee may be waived at the discretion of the Residence Manager. Room changes requested as a result of roommate issues, should be initiated by filling out a ‘Request for Assistance with Residence Concerns’ form at the Residence Office or the form available online. Switching rooms between residents is not allowed without prior written approval from the Residence Office. Please note Residence Managers reserve the right to deny a room change request, as well as the right to reassign you to another room if necessary.

Visitors & Guests A ‘guest’ is any person that you sign in at the Residence Office or Kiosk. The term also includes any non-residents that you allow into the residence building or who are found in your apartment/ dorm. Visitors and overnight guests are welcome in Residence, however, they must be briefed on and follow the Residence policies, rules, and regulations. Residents must assume full responsibility for their guests’ actions. Should guests engage in acts of vandalism, cause damage to any of the apartments/dorms or public areas, or break any residence policies, the resident will be held financially responsible and may be subject to disciplinary action. A guest engaging in such behaviour will be banned from residence premises and the resident’s signin privileges may be temporarily suspended. Residence Tip: It is important to always have your roommate’s approval before entertaining guests!

Visitors The following procedures must be observed when signing in a visitor: •

The resident must come down to the first floor to welcome visitors. A resident can have a maximum of two visitors at any one time and cannot leave them unattended in the Residence building. If a visitor is found alone, the resident responsible will be subject to a $30 fine and possible loss of their guest privileges.

• Residents are required to sign their visitors in and out. Guests staying in Residence between these hours are required to sign in when they arrive and sign out when they leave: o 7:00 p.m. and 11:00 p.m. Sunday through Thursday o 7:00 p.m. and 1:00 a.m. Friday and Saturday No guest will be admitted after the following hours: o 11:00 p.m. Sunday through Thursday o 1:00 a.m. Friday and Saturday If you wish to have a guest after these times, they must be signed in at the Residence Office as an overnight guest during office hours. •

Guests will be requested to leave if residence staff and/or Resident Assistants determine the guest in question to be bothering roommates or other residents on the floor.

• All visitors that are not signed in as overnight guests must leave the Residences by: o 12:00 a.m. on Sunday through Thursday o 2:00 a.m. on Friday and Saturday Residents with visitors that leave past these specified times and are not signed in as over night guests may be fined. •

During the 24 hour quiet period only one ‘Day Guest’ per resident is permitted. Day guests must be U of R Residents and must be entering the buildings for the purpose of studying only. All day guests during this time must be signed out by 10:00 p.m. Overnight guests are only permitted with manager’s approval.

Visitors & Guests Overnight Guests Residents may host an overnight guest so long as the rights and privacy of other residents living in that apartment are taken into consideration. Residents must register the overnight guest at the Residence Office prior to the guest’s arrival. The purpose for guest sign in is to ensure compliance with fire regulations in case of an emergency and for general security purposes. Each resident may host one overnight guest up to a maximum of two consecutive nights, 8 times a semester. The limit of eight times a semester is set to help ensure that all residents feel comfortable in their living arrangements. Residence Tip: Make sure to sign your overnight guest up at the Residence Office prior to their arrival. It is the resident’s responsibility to plan ahead and ensure their guest is signed in as the Commissionaires and RAs have no obligation to let them stay. Don’t forget to check your guest in at the Residence Kiosk! There is a $50 fine for hosting an unregistered overnight guest. In the event that you have used your entire overnight guest stays and your family is coming to visit, please speak with a manager before your guest’s arrival to discuss possible options. During the 24 hour quiet period, overnight guests are only permitted with managerial approval. Residence Tip: Each resident has the obligation to immediately report to Residence Staff, Resident Assistants, or Residence Commissionaires if anyone appears to be an unauthorized guest. If you have concerns that your roommate has used up their number of overnight stays or has someone living in their bedroom with them, please contact your RA, your Live-in Residence Co-ordinator, or the Residence office immediately. All cases will be handled confidentially.

Noise and Quiet Hours Residents living in a community atmosphere need to consider noise levels (eg. stereos, voices, alarm clocks, banging on walls etc.). Noise that interferes with another resident’s sleep and/or study habits is prohibited. Quiet hours for all areas of residence are in effect from: 11:00 p.m. – 7:00 a.m. Sunday to Thursday 1:00 a.m. – 8:00 a.m. Friday and Saturday If your roommate or neighbor is being inconsiderately loud, you must try to calmly resolve the issue one-on-one first. If the noise continues to be a problem, then contact the RA on-call. Be aware that the RA will ask for permission to come into your room to listen to hear the noise level and determine where it is coming from before they speak with the person who is making the noise. In the case of multiple noise complaints, disciplinary action will be taken. Amps and sub-woofers are not allowed in Residence. If they are found in a residence room they will be confiscated. Confiscated items will be stored in the Residence Office until the resident can remove them from Residence property. NOTE: During final examination period, quiet hours are in effect 24 hours a day.

Care & Cleanliness of the Facilities It is the resident’s responsibility to care for the condition of their individual rooms and suites, as well as cleanliness of elevators, corridors, lounges, stairwells, furnishings, and equipment.

Cleaning Inspections Residents are responsible for cleanliness of their apartments and dorm rooms. Keeping your suite clean contributes positively to your overall wellbeing and is also important to your health and safety! Vacuum cleaners are provided in each apartment and are available for sign out at the kiosks for dorm style rooms. Mops and buckets can be signed out from the Residence Offices or the Wakpá Tower (formerly South Residence), College West, and Kišik Towers (formerly Hall A) kiosks in the evening. Any cleaning equipment that is signed out is due back within 2 hours or you will be charged a $30 late fee. As there are a limited number of mops and buckets, we ask that during cleaning inspections you return any signed out equipment as soon as possible. Cleaning equipment can only be signed out until 9 p.m. and must be returned by 11 p.m. each evening. Residents must provide their own cleaning supplies (e.g. brushes, cleaners etc.). Cleaning responsibilities are to be scheduled and divided among roommates at the beginning of each semester. A Resident Assistant will provide the cleaning schedule sheet for each apartment during the suite meeting and can assist roommates in filling it out. It is the resident’s responsibility to contact the RA or the Residence office if your room does not have a cleaning schedule. Not removing garbage from your suite or dorm or leaving garbage in the hallways or stairwells is not permitted and carries a $35 fine. Upon move out, you are required to complete your cleaning duties as outlined on the cleaning schedule, in addition to your bedroom, prior to checking out of Residence. You must ensure that all of your fridge, freezer, and cupboard belongings have been removed. Please dispose of unwanted food items in the garbage room in the garbage room in your Residence. Garbage bags, stove foils, vacuum bags and light bulbs are available from the Residence Offices or the Commissionaires’ kiosk at Wakpá Tower or Kišik Towers. The RA kiosks in each building will also be open every evening between 7:00 p.m. and 9:00 p.m. seven days a week.

Care & Cleanliness of the Facilities Regular inspections are done to ensure cleanliness and report any damages to each apartment. Random Health and Safety checks can be expected without prior warning to occupants. Should the standard of cleanliness in an apartment or a dorm room be found unacceptable at the time of inspection, a written cleaning notice itemizing the areas to be cleaned will be issued and a deadline date will be given for the completion of the work. The apartment or dorm room will be re-inspected on the date stated on the cleaning notice. Should the standards of cleanliness be found unacceptable at the re-inspection, the housekeeper will clean the failed area(s) and a cleaning fine plus a service fee will be charged to the resident who was assigned that area on the cleaning schedule. The minimum fine is $35 and the service fee is a minimum charge of one half hour or the actual cleaning costs (if more than one half hour was required). The cleaning schedule must be hung on the back of the main suite door. The cleaning schedule is broken down into areas of the apartment (e.g. bathroom, kitchen, living room). Each resident of the suite is required to write their name and room number (example: 435.01) on the schedule beside the area that they are responsible for cleaning. If specific areas have not been assigned to a particular resident, each resident in the apartment will be fined $35, plus actual cleaning costs for the failed inspections. Apartments or dorm rooms which are continually found to be in violation of cleaning standards will be placed on a weekly cleaning inspection schedule, and disciplinary action will be taken. Any Resident who fails three or more cleaning inspections will be required to sign a cleaning contract. Any breach of the cleaning contract will result in further discipline, which may include eviction and a ban from applying for future terms in Residence.

Care and Cleanliness of Facilities Cooking Facilities Apartments: Stoves, fridges and freezers** are provided. Microwaves are provided in Paskwaw Tower & Wakpá Tower (formerly North & South Residences), College West, Kišik Towers (formerly Hall A), and on some floors in La Résidence. Where microwaves are not provided, they are permitted in kitchens only. Hot pots and pans should not be placed on counters, chairs, linoleum, tile or carpets, as the heat will melt these surfaces. Residents will be charged the full costs of replacing damaged items. No cooking appliances of any kind are permitted in bedrooms due to fire regulations. When in doubt, check with the Residence Office. **Freezers are included in large apartments only.

Dorm Rooms: Cooking appliances of any kind are not permitted in dorm rooms due to fire regulations. Electric kettles with an automatic shut off feature are permitted. When in doubt, check with the Residence Office. IMPORTANT: Do not leave cooking food unattended. This is a serious fire hazard that puts everyone in the building at risk. If you are found leaving your food unattended, you will be subject to a first offense fine of $200, a second offense fine of $300, and a third offense will result in eviction.

Living in Residence Your New Address and Telephone Number

When you move in, your move in package will have all of your new contact information on it. It not only states your room number, but also your new address and telephone number. The Residence Office does not give out telephone numbers or mailing addresses, so make sure to tell your loved ones the best way to reach you! Mail

When you move into Residence, you will be assigned mailbox and given a mailbox key. Mail is delivered to the Residence Office daily and sorted. A notice will be placed in your mailbox to alert you if parcels or registered mail has arrived for you! In order to pick up a parcel, you must bring this notice to the Residence Office as well as your Residence ID. You cannot pick up your parcels without both of these items present. The Residence Office will not accept Cash on Delivery (COD) items. Residence Tip: Please check your mailbox regularly! Important information from the Residence Life team or the Residence Office is considered to be delivered to you if it is delivered via: a) Email to your University of Regina email address or other email address you have given to Residence Services b) Letter addressed to you and placed in your Residence mailbox. Stamped letters can be mailed from the Residence Office and will be sent out the following business day. When you leave Residence, the Residence

Office does not forward mail. It is your responsibility to initiate a change of address when you move out of Residence. Once you move out of residence all mail will be returned to the sender. Residence Tip: Stamps can be bought at the Golden Prairie Confections store located in the food court in the Riddell Centre!

Telephones

Residents’ phone numbers are posted beside the entrance phone in each Residence for visitors/ guests to use. Residence Services does not give out room numbers. When calling anywhere on campus from your residence phone, dial the last 4 digits of the number. If calling off-campus from your residence phone, you must dial 9 first and then the area code and phone number. To make a long distance call, you must either use a prepaid calling card or place a collect call. Residence Tip: To dial 911, you do not need to dial 9 first. In an emergency you only need to dial 9-1-1. College West students wanting their own phone in their bedroom need to contact Sasktel directly for set-up. The student is then responsible for paying the installation fee and monthly bills to Sasktel. The student is then responsible for any damages done to the room as a result of the installation. La Résidence students have a phone in their room, however they do not include the voice mail feature. Residence Tip: When calling an international number, dial 9-0 and then the number. Do not dial 9-1-1 or you will be connected with emergency services. You may rent an IP phone from the Residence Office for $20/month if you live in Kišik Towers (formerly Hall A) or Paskwaw Tower and Wakpá Tower (formerly North & South 25 Towers) Supplies are limited.

If your temporary password does not work, please contact the Residence Office at 5450 to have your password reset. After you have set up your mailbox, there will be a red button lit up on your phone when you have a message.

Residence Tip: To make your Voicemail Password easy to remember, use the last four digits of your number and double them!

Keys/Access Cards Each resident is assigned room keys, a mailbox key, and an access card when checking into Residence. These keys and access cards are only to be use by the resident they are assigned to. If you let your friends, family, or another resident use your keys, you will be subject to a $75 fine or further disciplinary action. This is because lending your keys to others is considered a threat to the security of Residence. Upon leaving Residence, it is the responsibility of each resident to return all of their keys. Loss of apartment/elevator key card will result in a $10 charge to the resident for replacement. Loss of external door key card (Kišik Towers only) will result in a $25 replacement charge. Loss of metal keys will result in a $25 charge for each metal key lost. Failure to return keys/cards when moving out of Residence will result in the locks being changed and a $100 charge to the resident to re-key the entire apartment or dorm room and a $25 charge for each unreturned mail key. If you will be checking out after hours or on the weekend, please hand your keys in at one of the Residence kiosks or in the key slot in the Wakpá Tower Office (formerly known as the South Residence Office). Please do not have a friend return your keys for you.

Lockout Policy There is a grace period of 1 week at the beginning of the Fall semester for students to get acquainted with their surroundings and become accustomed to carrying their key/card to access their room/suites. During the grace period no charges will be assessed for lockouts. This year the grace period will end on September 16th, 2015. If you are accidentally locked out of your room during office hours, a duplicate key/card can be signed out from the Residence Office and must be returned within an hour of signing it out. After office hours, Residence Commissionaire staff or Resident Assistants can open a room door for you. A charge will be placed on the resident’s student account for each after-hours lock-out required throughout the year. The base charge is $10, then a gradual increase of $5 per additional incident will be added. During the lock-out, occupancy must be verified by showing your Residence ID. Students found to have three or more lockouts throughout the semester may be subject to disciplinary action.

Residence Identification It is mandatory that every resident has their photo taken so a Res ID can be made for them. Residents are expected to carry their Res ID so they can produce it when asked by Residence Staff, a Resident Assistant, or the Residence Commissionaire. Failure to do so will result in a $25 charge. Residence Tip: Residence IDs are different than your University of Regina Student Identification. Residence IDs say ‘Residence Services’ and do not have your student number on them. Your ID is needed to sign out any equipment from the kiosk, to pick up a mail parcel, to get your room unlocked in the event of a lockout, and for security purposes so the Commissionaires and Resident Assistants know you live here. If you lose your ID you must tell the Residence Office so a new one can be made for you. If you are found giving your Res ID to another student, you will be charged $50. When you move out of Residence, you are required to return your Res ID. If you fail to return it a $50 charge will be placed on your account. Lost Res IDs can be replaced at the office for a cost of $25. If your ID has broken but you have the ID card, we will replace it for free.

Parking Residents with a valid Residence parking permit can park in the authorized resident area specified on the permit. Residents may purchase a parking permit from Parking Services or use the online link http://www.uregina.ca/ancillaries/parking/ to purchase a permit. All permits are available for a four month period throughout the year (fall, winter, spring and summer). You will be asked for proof of vehicle registration when you purchase your permit. Under no circumstances are residents permitted to sell their parking permit to non-residents. Residence Tip: If you would like to return your parking permit, you must go to Parking Services which is located in Room 108 of College West.

Internet Wireless internet is available in all residence buildings. Contact Information Services (4685) if you cannot log on to the wireless network. If your computer lacks a wireless adapter, patch cables can be borrowed from the Residence Office at no cost. You must return the cable when you leave residence. Failure to return the cable will result in a $50 charge. Rooms in the Kišik Towers (formerly Hall A) and Paskwaw Tower and Wakpá Tower (formerly North & South Residences) are equipped with Voice Over IP phones. If you have a phone in your bedroom, you will need to plug the patch cable into the computer and then into the bottom of the phone. The phone is then plugged into the internet outlet in the wall. If you lose your phone or internet connection, it may be due to a virus. Call the Information Service Helpdesk at 4685 and ask if this is the case. If so, they will agree to turn your outlet back on; however you must immediately complete the following steps to get proper antivirus protection on your computer. Please have your port and room number ready.

Wireless Access Points (Routers and Wireless Printers) Any wireless access points (APs) installed on campus that conflict with University’s use of the unlicensed spectrum will be required to be removed as per policy 150.60. Currently wireless coverage is available throughout Campus. Antivirus Protection/Security Updates Students wishing to use the LAN/Wireless services of the University of Regina are required to have an up-to-date anti-virus software installed and running on their personal computers. Computers without required security patches or with an expired anti-virus subscription will not be eligible to receive support through Computing Services Helpdesk. Sophos Anti-Virus software is available for download at no charge for all registered students and staff members from: http://www.uregina.ca/compserv/services/ downloads.shtml Recent PC and Macintosh operating systems automatically prompt you to install critical updates. Please always click yes when prompted. On a PC, you can double check that your system is up to date by running Internet Explorer and selecting (Windows Update) from the (Tools menu) and installing all critical updates, preferably before coming to campus. If the Windows Update on your PC is not working, there is a far higher chance of your computer being infected with a virus so please remedy this before arriving on campus. Computers that are infected may scan the network with viruses or can cause excessive network traffic that will affect the available campus bandwidth. If your computer is infected, you could have your network access disabled. It is the individual’s responsibility to maintain the effectiveness of their software with timely virus definitions, software updates, and/or patches. Please avoid illegally downloading music and videos to maintain a secure network.

Loss, Damage, or Theft of Personal Property The University does not carry insurance to protect personal possessions brought into Residence by students and does not assume obligation or liability for lost, stolen or damaged items under any circumstances. Students are expected to keep their suite and bedroom doors locked. In addition, the University does not assume obligation or liability for the replacement of food that may be lost or spoiled as a result of the failure of refrigerators or freezers provided by the Residence. Residence Tip: It is the responsibility of the student to arrange insurance for their personal possessions prior to check in. Often, a parent’s policy can be extended to cover the personal possessions. Students are expected to keep their bedroom and the common area windows closed during the winter season. Windows left open in below zero temperatures can cause pipes to freeze and/or burst. Any damage caused to a student’s room for any reason will be their responsibility. Removal of Residence-owned furniture from a resident’s room or from a public area without proper authorization is considered theft and will result in a replacement charge, and/or legal action. This includes moving furniture from a dorm or suite into the lounge.

Cable TV Hook –ups for basic cable are located in bedrooms in La Résidence and the dorm style rooms in Paskwaw Tower and Wakpá Tower (formerly North & South Residences). In the apartments both, Kišik Towers (formerly Hall A) and Paskwaw Tower and Wakpá Tower, hook-ups are located in the living room and bedrooms. Cable television in College West apartments is not available except for in the TV lounges. Cable cords are available from the Wakpá Residence Office (formerly the South Residence Office). Residence Tip: If you wish to upgrade from the basic cable package, please contact Access Communications at 306-569-2225. You will be responsible for the extra cost. You must inform the Residence Office before having any cable installation done in your room. Cable installation can cause holes in the roof and walls. The cost to fix these holes due to the cable installation will be charged to your account (as billed by Facilities Management) in addition to a $75 vandalism fee. To program your television to get the extra channels: • Press the menu/setup button on your TV • Change the input from antenna to cable • Press the channel plus/auto programming button Your TV will then perform a search for extra channels. Cable television is also available in the following television lounges: • College West: 3rd and 4th Floors • La Résidence: 6th, 7th, and 8th Floors • Paskwaw Tower (formerly North Residece): 2nd, 3rd, 5th, and 12th Floors • Wakpá Tower (formerly South Residence): 3rd, 4th, 5th, and 12th Floors • Kišik Towers (formerly Hall A): Residents are responsible for the cleanliness of these areas.

Living in Residence

Storage All residents wishing to use College West, Paskwaw Tower, and Wakpá Tower (formerly North & South Residences) lockers must use Residence supplied combination locks. In order to receive a Residence supplied lock, students must pay a $25 rental fee. Only one locker is permitted per resident per academic year. If a locker is needed during the Spring/Summer semester, it will be a separate $25 fee. In order to be eligible for a locker, the resident must have a confirmed room booking for the following semester. Tires, firearms, illegal weapons, pellets, paintball and bb guns, hunting/exotic knives, swords, fireworks, explosives, harmful chemicals, flammable liquids and materials, any item that could be considered to be dangerous, food, and any other items and materials not permitted in Residence cannot be stored in Residence lockers. Items are placed in lockers at your own risk. The residence office is not responsible for lost, damaged, or stolen items placed in any of our storage lockers. Locks supplied by the Residence Office reduce the risk of break-ins and theft, but cannot completely prevent such things from happening. You must carry your own insurance for all of your personal belongings. Residence Services reserves the right to inspect these areas to ensure that safety procedures are being followed. All items stored in lockers must be removed when you move-out of Residence. You must return your lock to the Residence Office when you move out, and you must tell the office when your belongings have been removed. Failure to return your lock may result in a hold being placed on your student account. Any items left in un-registered lockers will be removed and disposed of. Lockers which are left unsecured will be assumed to be abandoned and the contents will be removed and disposed of.

Temperature Control All residence buildings are heated in the winter and air conditioned in the summer. In La Résidence, fan controls are located in each room. At College West, the fan controls are located under a flap on the top of your radiator. In Paskwaw Tower and Wakpá Tower (formerly North & South Residences) the fan control is located in the apartment living room and in shared dorm rooms; it will only be in one of the two rooms. In Kišik Towers (formerly Hall A) the thermostat is located in the living area, as well as in each separate room. To adjust the temperature, put the fan on high or low. For example, if you are too hot in the winter, turn the fan speed down so it will generate less heat; if you are too hot in the summer, turn the fan speed up to generate more 31 cool air.

s r e ff O e c n e d i s e R s Service Activity Room Social gatherings of a larger nature should take place in the activity/multipurpose rooms located in the basement of College West, Paskwaw Tower (formerly North Residence) and on the main floor of Kišik Towers (formerly Hall A). These rooms are available on a sign-out basis with management approval. The resident signing out the room must be present at all times and is responsible for clean up. An attendance sheet must be provided to the Residence Office prior to the event. Residents are allowed guests in the activity rooms, however the number of non-residents MAY NOT exceed the number of University of Regina residents. Only those 19 years of age or older are permitted to consume alcohol in the Paskwaw Tower Activity Room (formerly North Residence Activity Room). Commissionaires and Resident Assistants have the right to ID students. Alcohol is not permitted in the College West Activity Room, nor the Kišik Towers (formerly Hall A) multipurpose room. To learn more about the activitiy/multipurpose rooms and the responsibilities of those signing them out, please visit the Residence Office. Bicycle Storage Looking for a place to keep your bike? Residents may store their bicycles in the outdoor bicycle racks or in the bicycle storage area in your Residence. Please note, bicycles are not permitted in dorm rooms or apartments so please utilize the designated spaces. All bicycles need to be registered with the Residence Office. At the time of registration, a bike ID tag will be issued. If a bike is found in the bike room without an ID tag, it will be removed by Residence Services staff. All bike tags must be returned to the Residence Office upon move out.

Bicycles should be locked at all times and Residence Services is not responsible for any stolen or damaged bicycles. Bicycles left in the storage room after a resident moves out will be turned over to the Regina City Police. Carts A limited number of flat-bed carts are available for residents’ use. They must be signed out and returned within 1 hour. Residents found with carts kept in rooms will be subject to a $50 charge.

City Bus Service Regina City Bus stops are located in front of the Riddell Centre, Classroom Building, Centre for Kinesiology, Health, and Sport, and Luther College. A bus trip from the campus to downtown Regina takes approximately 20 minutes. Bus passes are available for purchase at the Student Union Office, located on the 2nd floor of the Riddell Centre. For schedules, you can also go to www.reginatransit.ca. Common Area Microwaves Microwaves are supplied in some of the common area lounges of all Residences except for College West. These microwaves are considered a privilege and should not be abused. It is everyone’s responsibility to ensure that these microwaves are kept clean throughout the year. If microwaves are found to be continually dirty or if they are mistreated in any way, they will be confiscated. Computer Labs Resident Computer labs are located in Paskwaw Tower (formerly North Residence) room 319, Wakpá Tower (formerly South Residence) room 319, La Résidence 4th floor common area, College West room 412, and Kišik Towers (formerly Hall A) 4th floor common area. Students wishing to use the printer must enter their student number. Printing is free for Resident students only. Residents found to be misusing the printer will be subject to disciplinary action, which may include a monetary fine.

s r e ff O e c n e d i s e R s Service Games Room and Equipment There are game lounges with pool tables available for use in Wakpá Tower (formerly South Residence) and College West Residences. They are located on the 2nd floor of the Wakpá Tower and on the 3rd floor of College West. There are also ping pong and foosball tables on the 2nd floor of Wakpá Tower. College West also has air hockey and foosball tables in the CW Games Room and ping pong tables on the 3rd and 4th Floors. Residents may sign out equipment from the Security Kiosk from 4:30 p.m. to 9 p.m. on weekdays and from 8 a.m. to 9 p.m. on weekends. College West equipment can be signed out from 7 p.m. to 9 p.m. at the RA Kiosk. You may sign out games room keys and equipment for a maximum of two hours. Equipment is unavailable prior to 4:30 p.m. on weekdays. If you bring back the equipment and game room key late, you may be charged $30. You will also be held responsible for any replacement cost if any equipment is returned broken. During the 24 hour quiet period equipment can only be signed out from 4:00 p.m. -7:00 p.m., and must be returned within 2 hours of sign-out (no later than 9:00 p.m.). The games room and equipment cannot be used during regular quiet hours.

College West – Please take garbage to the loading dock located on the main level of the south end of the building (beside the Bookstore). La Résidence – Please take garbage to the loading dock located behind the building. In all Residences, placing garbage in lounge areas (even in the lounge garbage cans), in hallways, in stairwells, in laundry rooms, or recycling containers will result in a $35 charge being levied. If you are unsure of where to take your garbage, please contact an RA. Grocery Bus We have a Grocery Bus that goes to a major supermarket every second Saturday, September until April. There is NO charge for using this bus’ services. Look for posters by the elevators for more information on the dates, times, and pick up locations of this year’s Grocery Bus service!

Laundry All laundry machines at the Paskwaw Tower and Wakpá Tower (formerly North & South Residences) (2nd Floor), College West (4th and 5th Floor), La Résidence (8th Floor), and Kišik Towers (formerly Hall A) (2nd floor, east and west towers) are card operated. Smart Cards are available for purchase from dispensing units located on the 1st floor in Paskwaw Tower and Wakpá Tower. Laundry cards cost $5 initially.

The machines take $5, $10, $20 bills or debit/ Garbage Garbage bags are provided by the Residence Office credit cards. Once purchased, value can be during regular business hours or at the Residence added to the cards at the following locations: Kiosks between 7:00 p.m. and 9:00 p.m. daily. Paskwaw Tower(formerly North Residence) 1st Floor by the C-Store Paskwaw Tower and Wakpá Tower (formerly North 1st Floor by the & South Residences) – Please take garbage to the Wakpá Tower (formerly South Residence) Residence Office Garbage Rooms located on the main level of each College West 5th Floor Residence. Kišik Towers (formerly Hall A) 1st Floor Kišik Towers (formerly Hall A) – Please take Students living in La Résidence can add value to garbage to the Garbage Rooms located on their cards at the 1st floor locations of the the main level of each Residence. 33 Paskwaw Tower and Wakpá Tower locations.

Music rooms featuring pianos are located on the 4th floor of College West, 2nd floor of Paskwaw Tower and Wakpá Tower (formerly North & South Residences) and 4th floor Kišik Towers (formerly Hall A).Music Room keys can be signed out from the Residence Office during the day and from the Commissionaire in the evening. For College West the keys are available at the RA Kiosk from 7:00-9:00 p.m. If you play other instruments, you are encouraged to use these rooms for your practice as they offer a more soundproof environment in comparison to your residence room. The Music Room has a two hour time limit! Please return the key within this time frame or a $30 charge may be levied. Recycling We offer recycling at all 4 residences. Containers are located: • Paskwaw Tower and Wakpá Tower – Main Floor of Each Building • College West – Basement of CW010 • La Résidence – Loading Dock • Kišik Towers (formerly Hall A) – Main Floor of Each Tower Please empty and rinse your containers and then place into the correct bins which are clearly marked. At the present time, we cannot recycle corrugated cardboard. It must be taken to a city recycling location or thrown out. Roof Court (College West Only) The roof court area is meant to be used as an emergency exit only. Residents must not smoke, possess and/or consume alcoholic beverages, or play sports in the roof court areas. Due to fire safety regulations, barbeques or anything involving high heat or fire is not permitted 34 in the roof court areas.

TV and Recreation Lounges Cable television is available in the following television lounges:

• College West: 3rd and 4th Floors • La Résidence: 6th, 7th, and 8th Floors • Paskwaw Tower: 2nd, 3rd, 5th, and 12th Floors • Wakpá Tower: 3rd, 4th, 5th, and 12th Floors • Kišik Towers: 2nd, 3rd, 4th, and 14th Residents are responsible for the cleanliness of these areas. DVD Sign-out Residents are allowed to sign out any DVD they like for free from the Residence Kiosks, during kiosk hours. DVD rental is not available at the Residence Offices however. All borrowed DVDs must be returned to their respective kiosk the next day by 8 p.m. If you fail to return your borrowed DVD(s) after 2 days, you will be charged $10 per day that it is late to a maximum of $30 for each DVD, or the replacement cost if the DVD is part of a series. If you lose or damage the DVD so it no longer plays, you are responsible for the replacement cost of the movie. We want everyone to be able to enjoy the movies, so please make sure you take care of them and return them on time. NOTE: The purpose of the late charge for DVDs is to ensure residents remember to return their movies on time. These movies are purchased for resident use and it is important to return them on time in order to guarantee everyone has equal access to the movies! There will also be a community kitchen located on the first floor of Kišik Towers (formerly Hall A).

Your Contract Signing You are required to sign a housing contract for the full period of your accommodation (2 semesters) and are financially responsible for the full term of the contract, regardless of when you are done finals in December or April.

Cancellation If you choose to cancel your room assignment after you have confirmed, the following will apply: For cancellations received by email to the Residence Office on or BEFORE May 31st, 2016 your $200 Room Confirmation fee will be forfeited. For cancellations received by email to the Residence Office on or after June 1st, 2016 your $200 Room Confirmation fee and your $200 Security Deposit will be forfeited. Once signed, a resident is responsible for the full term of their contract. If a student wishes to cancel their Residence Contract before the expiry date, they must complete a Contract Cancellation Request Form (available at the Residence Office). Managerial approval is needed to finalize the cancellation. Only medical or academic reasons for withdrawal will be considered by Management. Documentation of medical or academic reason for withdrawal is required for cancellation. Acceptable documentation includes but is not limited to doctor’s letter, confirmation of graduation, confirmation of exchange program, proof of withdrawal from classes, confirmation of RTD etc. Please note that all doctor’s letters must be typed up on official letterhead. Notes written on prescription pads will not be accepted. All students who cancel their contract before the expiry date will receive a cancelation/administration fee and will forfeit their security/damage deposit. No adjustment to rent will be made for those vacating the Residence after November 15th of the Fall Semester, March 15th of the Winter semester, or August 15th in the Spring/Summer semesters. In the Spring and Summer semesters ONLY, Contract Cancellation Requests maybe submitted to the office with a minimum 30 days of notice to cancel a residence contract without financial penalty. Exceptions: Forfeiture of the Security/Damage Deposit will also be waived for exchange students and graduating students who complete a Contract Cancellation Request BEFORE October 16th, 2015.

Rent & Residence Fees Rent Residence Tip: In the Spring and Summer semesters, rent is due on the 1st of each month!

Rent payments can be made at the Kišik Towers (formerly Hall A) Residence Office, located on the main floor of Kišik Towers.Payments are accepted from 8:15 a.m. to 4:00 p.m. You can also pay online via UR Self Service. Please email the Residence office to inform us each time an online rental payment is made. Fees are due on the first day of classes for each semester, however, you may choose to divide your payments into two equal installments. Delays in funding (eg. Student loans) should be discussed at the Residence Office. IMPORTANT NOTE: Your Residence Fees are calculated per semester, not per month. Each semester’s fees encompass the period from the resident move-in date until 24 hours after your last exam, or the final date on the Residence Contract (whichever comes first). Fees will not be recalculated based on late arrivals.

Security Deposit & Room Confirmation Fee After you apply for Residence and are offered a room, you are required to confirm your room offer with payment of a $200 Security Deposit and a $200 Room Confirmation Fee. After you move into Residence, the $200 Room Confirmation Fee is applied to your Residence fees and your security deposit becomes a Damage Deposit. The Security/Damage Deposit will be carried forward from year to year as long as you are living in Residence or have applied to return to Residence. At the end of your academic program, (i.e. not coming back to Residence next year) we will return your Damage Deposit after your room has been inspected for cleanliness and damage, and as long as you do not owe any money to the University of Regina. If you cancel your reservation at any time and for any reason after move in, you will no longer be eligible to collect your Security/Damage Deposit. All students should expect their deposit to be credited to their student account about six weeks after their departure date. Students can contact Financial Services for reimbursement once the credit has been made, provided no other money is owed to the University. International students with special banking requirements should contact the 36 Residence Office at least 2 weeks prior to their departure to discuss other refund options.

How Long Can I Stay?

Room Allocation

Residence offers a variety of accommodations to suit every type of student need. Students with certified medical conditions who qualify for accessible accommodation will be considered for placement in any room type based on date of receipt of completed application and availability of rooms. Students who declare accessibility needs will be given priority placement in accessible rooms. At La Résidence, priority is given to French speaking students and students taking French language clsses applying before March 1st. Once those students have been accommodated, rooms are assigned based on date of receipt of completed application and availability of rooms.

Occupancy Period The occupancy period for each semester begins on the scheduled date for move-ins in the Fall semester and concludes 24 hours after each student’s last examination or academic commitment, whichever date comes first. This will be determined by the formal exam schedule prepared by the University. Students who stay past this date are in violation of their contract and may be asked to vacate immediately. The occupancy period includes the break between the Fall and Winter semesters. Under normal circumstances, students are not allowed to arrive earlier or stay later than the prescribed occupancy period; however in special circumstances allowances may be approved. All requests for additional time must be approved through the Residence Office and must be in writing. This can be done by emailing [email protected]. You will need to include your name, student number, and date you inten to prolong your stay until. You may be asked to provide documentation of your reason (flight schedule etc.). Requests must be submitted at least 3 weeks prior to your scheduled departure date. All approved late move out requests are charged at a rate of $35 per additional day that you stay in Residence. Please Note: Students who are not pre-approved by the Residence Office for late move-out will be charged a late move out fine of $60.50 per day for each day later than the prescribed occupancy period. If a student cancels a reservation for a future semester (i.e. cancels their Spring/Summer reservation during the Winter semester) their move out date will become that stated on their standing contract (24 hours after their last exam). If they cancel their future reservation after that date, then late move out fees will apply for each day beyond the date determined by the standing contract. Residence Tip: If you do not have final exam, it is your responsibility to contact Residence Services to confirm your last academic deadline. This should be accompanied by a written confirmation from your faculty or department office!

Residence Community Standards Residence Standards of Behaviour Residence policy as it relates to standards of behaviour is designed to ensure the rights, protection, and privacy of individual residents. Residents have the right to: • Freely access their living accommodations • Live in a clean and secure environment • Study without interruption or interference • Be free from unreasonable noise, intimidation, or harassment • Have access to residence staff for guidance and support • Host visitors and guests within established guidelines • Enjoy individual freedoms without regard to race, gender, national origin, disability, age, religion, sexual orientation, or political affiliation. • Be treated in an equitable manner when behaviour is in question These rights carry with them the reciprocal responsibilities on the part of each individual to ensure these same rights for other residents.

Grievance Procedure If a resident has a grievance, the following procedure should be followed: (i) (ii) (iii)

If a student/dispute arises between residents, an attempt should be made to resolve the problem on a one-to-one basis. If step (i) does not rectify the situation, contact a Resident Assistant (RA) for assistance. For more serious situations, a resident should submit a Resident Concern Form which is available online at www.uregina.ca/student/residencecurrent/requestforassistance. This form will be given to a Residence Life Co-ordinator (RLC) for appropriate action. If deemed necessary a Peer Disciplinary Committee (PDC) will be set up to handle the situation. The PDC Chair will follow-up by sending out a letter outlining the decision of the Committee members. (iv) A resident who has been subject to disciplinary action who disagrees with a decision has the right to appeal the decision. A written letter must be given to the Residence Office within a 48 hour period of time, requesting a review of the decision. An Appeals Committee will be assembled up by the RLC. A Residence staff person will chair the Committee meeting as a non-voting member. The decision of the Appeals Committee will be given to the resident in writing. (v) The resident may appeal in writing to the Manager if he/she is dissatisfied with the outcome of the above steps.

Residence Community Standards Disciplinary Action There are specific types of behaviour which are considered a serious breach of community conduct, security, and the law. In the following instances, a resident will automatically be subject to disciplinary action under the University Discipline Regulations, including termination of contract if she/he: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) (xi)

Physically assaults another resident or other person Harasses, coerces, or intimidates a resident or other person Uses, sells, or distributes illegal drugs Abuses alcohol Violates fire regulations Allows unauthorized non-residents into residence Gives a non-resident or any other person his/her key or access card for the purpose of entering any Residence and/or subleting of residence space. Is found guilty of theft or vandalism at any Residence Refuses to cooperate or abide by the rules/policies outlined in this handbook Is found to have made false accusations against other residents or staff persons Is found to continually be in violation of Residence cleaning standards

Termination of Residence Contract A resident will be subject to eviction on 24 hours notice if the Residence Manager has reason to believe: • • •

The continued presence of the resident constitutes a physical danger/threat to residents or residence staff. The resident has withdrawn from studies with the University or has been required to discontinue or is suspended from the University. The resident is found to have seriously or continuously breached the residence rules/policies and standards of behaviour.

Students who are evicted will not be allowed visiting privileges in any residence. If a resident refuses to vacate the premises, Residence management reserves the right to enter the assigned room of the resident, relocate all belongings to a storage area, and re-key the apartment and/or bedroom. All associated costs will be charged to the resident.

Residence Community Standards Alcohol Drinking in residence is a privilege and any resident who abuses this privilege will be subject to the Residence discipline process. The provincial statutes regarding the possession of alcohol apply to all U of R Residences. If you are 19 years of age or older, you may consume alcohol responsibly in an apartment or dorm room. Only those students who are 19 years of age or older are permitted to bring alcohol into the U of R Residence buildings. Students under 19 years of age found in possession of alcohol, or who are under the influence of alcohol, will be subject to a $100 fine and subsequent disciplinary action. Students found supplying alcohol to minors will be fined $100 and will be required to sign a no-alcohol behaviour contract. Failure to abide by the rules of the contract will result in disciplinary action, which may include eviction. Alcoholic beverages are not permitted in public areas such as hallways, the computer room, TV rooms, the games room, laundry rooms, study areas, elevators, public washrooms, or roof court. Open liquor is not to be carried between apartments. Students found with alcohol in any of these locations will be subject to a $35 charge. Beer in brown bottles is not permitted anywhere in Residence. This is because the glass that makes up brown beer bottles is thinner and more prone to breaking than clear or green bottles. Cans and clear/green bottles are welcome. Anyone caught with brown beer bottles will be charged a minimum of $50 and the bottles will be confiscated even if they are unopened. Kegs, including mini kegs, are also not permitted in Residence. Included in this, alcohol funnels, drinking games, Jello shooters, Texas Mickeys, or any other activities that promote mass consumption of alcohol or binge drinking are not permitted in Residence. You are not permitted to organize, advertise, or sell tickets for beer nights, token nights, pub crawls, keg parties, drink a small town dry, bladder bursts, or any other activity that promotes the consumption of alcohol. The making of beer, wine or other alcohol in residence is not permitted. Public intoxication that is disrupting to the community will be subject to disciplinary action. Please make sure your guests are aware of this policy before they arrive. Residence Tip: Any alcohol that is being transported in the hallway needs to be in a sealed container (i.e. a water bottle). Make shift caps on bottles or cans will be considered open alcohol and therefore confiscated and subject to the appropriate fine.

Residence Community Standards Drugs The possession, use, distribution, cultivation, or sale of drugs or drug paraphernalia are illegal under the Criminal Code and are prohibited on residence premises. All drug related activities in Residence are considered a health and safety concern. Thus, where drug use is suspected and/ or in progress: • Campus Security/Regina City Police will be contacted • Bedrooms will be searched without prior notice (as stipulated in the Residence Contract) A student who violates this policy will be subject to legal action and immediate eviction from Residence.

Smoking Smoking in residence is strictly prohibited. Electronic cigarettes/vaporizers are also not permitted. Smoking, any signs of smoking (includes, but is not limited to: ashes, odour of tobacco smoke, and/or cigarette butts) in the Residence will result in immediate disciplinary action. In College West, it is not permitted to smoke on any area of the roof court. Smoking in residence is considerd a health and safety concern. Thus, where smoking is suspected and/ or in progress, bedrooms will be searched without prior notice (as stipulated in the Residence Contract) • First time offence - $200 fine • Second time offence - $300 fine • Third time offence will result in immediate eviction and termination of contract

Residence Community Standards Smoke-Free Campus Policy The University of Regina is committed to providing a safe and healthy living, learning and working environment. For the well-being of students, faculty and staff, smoking will be confined to outdoor designated smoking areas located around campus at least six meters from doorways, windows and air intakes. When students, faculty and staff or guests smoke around doorways or windows they are often subjecting others to second hand smoke. Under these conditions many non-smokers breathe it in whether they know it or not. For more information on the location of designated smoking areas, contact Residence Services.

Pets Pets or animals of any kind (e.g. dogs, cats, birds, rodents, reptiles, insects, spiders, etc.) are not permitted in residence and any resident keeping any pet or animal will be subject to disciplinary action. Fish in tanks of 10 liters or less are permitted. If a pet or animal is found, it will be removed immediately and Animal Control will be contacted. Failure to comply may result in immediate eviction from Residence.

Firearms and Dangerous Weapons Firearms, illegal weapons, pellet, paint ball and BB guns, air rifles,hunting/exotic knives, swords, fireworks, explosives, harmful chemicals, flammable liquids, and any other items considered by the Residence Office to be dangerous are not to be stored in or around Residence.

Contract Termination Fee In cases where a resident has their contract terminated by the University of Regina (eviction) as a result of a serious breach of conduct, this student will be assessed a penalty of $500 or half of the term remaining, whichever amount is greater.

Residence Community Standards Vandalism and Damages Residences have 24-hour security video surveillance system in public areas. Any resident who causes damage to any part of the residence will be fined a minimum of $75.00 and will be charged for repairs. In addition, the resident will automatically be subject to disciplinary action, which may include termination of contract. Serious incidents may require contacting Regina City Police and the possibility of charges being laid under the Criminal Code in Canada. Vandalism to public sections of a residential floor may be charged back to all residents of that floor. Vandalism to common areas in apartments may result in charges being distributed equally among all residents of that apartment. Water/food fights are considered acts of vandalism and will not be tolerated. The use of nerf guns and water guns is not permitted, nor is wearing cleats, rollerblades, or any other piece of sporting equipment that may cause damage to the floors. Costs of clean up and/or repairs to furnishings, paint, carpets etc. Will be charged back to the participants and disciplinary action may be taken. Throwing anything from windows or roof courts will result in automatic eviction from Residence. All Damage repairs need to be completed through the Residence Office. Do not attempt to repair damages to the Residence buildings on your own. If homemade repairs are done to any part of the Residence building, the student will be fined $75 and will be held financially responsible for all corrections needed to further repair the area. If vandalism/damage has taken place and you have information regarding the incident, please talk to the Residence Office, one of the Live-in-Residence Life Coordinators, or talk to a Resident Assistant. Any information received by Residence Staff will be held in confidence. Removing furniture from a common area or removing furniture from your apartment will result in a $30 fine.

Safety Fire Safety Fire safety is a serious issue due to the population density and the potential for injury and loss that could occur as a result of a fire. (i) (ii) (iii)

Burning Candles/Incense – Burning incense, candles, or any other substance is prohibited in residence. If Residence Staff find any evidence the resident will automatically be subject to a fine or disciplinary action. Fire Detection/Fighting Equipment – All apartments, bedrooms, and hallways are equipped with fire detection/fighting equipment including heat and smoke sensors, fire sprinklers, pull out fire alarms, and automatic door closers. Fire Drills and Emergency Procedures – Residents should know the location of all fire exits, fire alarms and extinguishers. Fire doors, hallways, and stairwells must be clear of obstruction at all times. A fire drill will take place once a semester to familiarize residents and staff with proper evacuation procedures and escape routes. Failure to evacuate a building during a fire alarm is a violation of residence rules and regulations and will result in a fine of $75.

In the event of a fire alarm, the standard procedure as recommended by the Fire Marshall shall be followed: • • • • • •

Close your bedroom door and windows, leave it unlocked and alert the person in the closest bedroom on your way out. If there is smoke in the hallway, take a wet cloth with you to cover your face Leave your apartment door closed and unlocked Walk quickly to the nearest exit and go down the stairs. Once in the lobby, proceed to the nearest exit from the building. Do not use the elevators Stay away from the building until instructions are given to return

Safety Gathering areas are: • Wakpá Tower (formerly South Residence) – Academic green or Southeast lawn (between the Residence and the Kinesiology building). In bad weather, you may be redirected towards the Education Building. • Paskwaw Tower (formerly North Residence) – Academic green or Northeast lawn (between the Residence and Language Institute). In bad weather, you may be redirected towards the Language Institute. • Kišik Tower East (formerly Hall A East) - Lot 3, in bad weather you may be redirected to Campion College • Kišik Tower West (formerly Hall A West) - Lot 1, in bad weather you may be redirected to the Language Institute • La Résidence – Lot 1. In bad weather, you may be redirected to the Campion College west entrance. • College West – Lot 10, across the roadway from College West’s west entrance. In bad weather, you may be redirected to the Riddell Centre via exterior access. (iv)

Violation of Fire Rules and Regulations - Residents must never hang objects from sprinkler heads. In addition, the playing of sports etc. In Residence lounges, hallways, and rooms is prohibited. Such activity results in false fire alarms and potential damage as smoke and heat detectors and sprinkler heads are very sensitive to impact.

Pulling a fire alarm in a non-emergency situation, tampering with fire detection/fighting equipment (including smoke detectors, fire alarm horns in rooms, sprinkler heads, and/or fire extinguishers) or making a false bomb threat will be subject to legal and disciplinary action. Removing/disconnecting/covering smoke detectors, and/or removing or discharging a fire extinguisher unnecessarily, and/or tampering with fire equipment (including but not limited to blocking emergency exits) will carry a $100 fine, plus any applicable reinstallation or replacement costs as they are considered serious safety concerns. If you feel that your smoke detetector is too sensitive, please report the issue to the Residence Office.

Safety Maintenance Problems and Repairs Maintenance problems and room repair requests can be reported on-line at anytime: http://www.uregina.ca/student/ residence/current/maintenance.html. Requests will be reviewed Monday to Friday 8:15 a.m. to 4:30 p.m. Facilities Management Staff have the right to enter a resident’s room for the purpose of making repairs as reported by the resident or Residence Office staff. They may also enter for regular maintenance; in this case, residents will receive a minimum of 24 hours notice. If there is a health or safety concern, inspections can be carried out without notice. Maintenance problems can include, but are not limited to: • • •

Plugged toilet/drain Broken Furniture Sticky or loose door knob

Emergency repairs require immediate assistance, and must be reported by calling 306-585-5450, going to the Residence Office directly, or contacting your Resident Assistant or the Residence Commissionaire (after hours) . These include, but are not limited to: • • • • • •

Burst pipe Overflowing toilet Flooding of any kind Sanitation back-up Elevator breakdown Electrical malfunction

Important Note: Alterations of any kind to the phone connections, cable outlets, and electrical installations are not permitted. Residence Tip: If residents want to retrieve personal items dropped down a drain, the elevator shaft, etc. They must request the Residence Office to contact maintenance personnel. The resident will bear the financial responsibility for the service.

Safety Personal Safety Personal safety is important to all of us. We can keep our residence safer for everyone by keeping our doors closed, not letting people we don’t know into Residence, and reporting someone who is acting suspiciously immediately to the Residence Office, Resident Assistant, or Resident Commissionaire. Please note that students are expected to keep their suite and bedroom doors locked. Residence Tip: The University of Regina offers a great Campus Walk Along program. If you are going to be walking on campus and would like someone from Campus Security to escort you, please call 306585-5600 or press the “Walk Along” button on campus pay phones. Residence Tip: The University of Regina also offers the Lone Worker program. If you are working or studying on campus and feel unsafe, you can access this program by calling 306-585-4999. This will connect you with a campus security representative who will check on you periodically in order to enhance your security.

Vehicle Safety • • • • • •

Always keep valuables out of sight. If you must keep valuables in the car, put them in the trunk Keep doors locked when driving Have keys ready when approaching the vehicle Check the back seat prior to entry Don’t mark your key chain with your name, address, or vehicle license number Keep vehicle well serviced. There is safety in having a mechanically sound vehicle

Solicitation To protect your privacy, door-to-door soliciting, advertising, and canvassing are not permitted in Residence. Please contact your Residence Office if this should occur.

Safety Medical Assistance If an ambulance is required, the resident using the service will be responsible for payment. In an emergency, it is important that you contact 9-1-1. If medical assistance is needed but it is not an emergency, then you can contact the Aspen Medical Centre (306-337-2640) in the Kinesiology building on campus. Behaviour Guidelines Behaviour Guidelines: In order to ensure your success in Residence, there are behaviour guidelines that you need to follow. Below is an outline of the rating system that is used to evaluate behaviour in Residence: Mischief – These are incidents that compromise the success of other Resident students, as well as the overall cleanliness of the Residence buildings. Examples include, noise violations, minor cleaning violations, etc. Mischief offenses will result in either a monetary fine or warning letter. Three mischief complaints are considered a misconduct. Misconduct – These are incidents that compromise the safety and security of Residence students and/or the Residence buildings. Examples include, violating the Residence guest policy, underage or binge drinking, smoking and/or using candles/incense in the Residence building, etc. Misconduct offenses will result in a monetary fine and/or requirement to sign a behavior contract/attend an educational awareness session. If you have three misconduct infractions, you will not be welcome back to residence for a period of one year, and you may face eviction. Gross Misconduct – These are serious infractions of the rules and will result in immediate eviction. These include physical violence, significant vandalism, illegal drug use or sales, etc.

Respectful Environment The University of Regina, including the Residence, will not tolerate or condone harassment or discrimination. We will take all reasonable steps to prevent this type of behaviour or to stop it if it occurs. This policy applies to verbal communication and or the posting or publishing of objectionable and obscene material within the U of R Residence. No objectionable materials will be allowed in hallways, stairwells, apartment common areas, including kitchens, living and dining rooms, windows, bathrooms, or doors that face the common areas of your apartment.
