I am also honored to offer a special salute to our activeduty members of the U.S. military and to our veterans who are graduating today. COMMENCEMENT SPEAKER AND HONORARY DEGREE RECIPIENT Ambassador Marriët Schuurman is the North Atlantic Treaty Organization (NATO) Secretary General’s Special Representative for Women, Peace, and Security. Appointed by NATO chief Anders Fogh Rasmussen in October of 2014, she is the high-level focal point regarding all of NATO’s contributions to the Women, Peace, and Security agenda, with the aim to facilitate coordination and consistency in NATO’s policies and activities. As the Special Representative for Women, Peace, and Security, Ms. Schuurman has committed herself to strengthening the role of women during and after armed conflicts. She works to help organize these women by providing them with a voice and an opportunity to participate in the political dialogue and reconstruction process of their country. The ambassador is dedicated to raising awareness of NATO’s policies and activities that support women worldwide and ensuring the coordination and cooperation with the United Nations and other relevant organizations. Ambassador Schuurman is a career diplomat who has served in many different countries and regions, and in a variety of priority policy areas of the Netherlands Ministry of Foreign Affairs. Prior to her nomination as special representative, Ambassador Schuurman was the representative of the Kingdom of the Netherlands to the Former Yugoslav Republic of Macedonia.

Ms. Schuurman also previously worked as Deputy Chief of Mission and Head of Cooperation to the Embassy of the Kingdom of the Netherlands in Sudan, and she served as Head of the Great Lakes Unit in the Sub-Sahara Africa Department. Prior duties include country economist and Deputy Head of Cooperation in the Embassy of the Kingdom of the Netherlands in Lusaka, humanitarian assistance officer in the Ministry’s Western Balkans Taskforce, and political officer in the Embassy of the Kingdom of the Netherlands in Moscow. Ambassador Schuurman has held several board positions including the presidency of the Works Council of the Netherlands Ministry of Foreign Affairs, the presidency of the Dutch language school in Lusaka, as well as the presidency of the Council of the University of Amsterdam. Ms. Schuurman was born in the village of Creil in the Netherlands. She earned a master’s degree in translation studies from the University of Amsterdam with a minor in law. The ambassador speaks four languages: English, French, German, and Russian. In her spare time, Ambassador Schuurman enjoys traveling and getting to know other cultures and traditions. She has a particular interest in modern design and creative industries. She is a fond hiker and enjoys biking. Her personal heroes are her husband, three children, and their educators.

STANLEY J. DRAZEK TEACHING EXCELLENCE AWARD Dr. Stanley J. Drazek (1918–96) joined University of Maryland University College in 1948, one year after its founding. During more than 30 years at UMUC, he served successively as faculty member, director of the Baltimore division, dean, and chancellor. One of Dr. Drazek’s lifelong interests was excellence in teaching. He worked hard to recruit exceptional faculty for UMUC, and he established programs to help teachers reach their full potential in the classroom. Because Dr. Drazek viewed teaching excellence as one of the university’s core values, it is fitting that UMUC’s Teaching Excellence Awards are named in his honor. Each year, these awards are bestowed on faculty members who have been nominated by their students for their distinguished teaching. Two faculty members are being recognized today as this year’s UMUC Europe recipients of the Stanley J. Drazek Teaching Excellence Award.

2015-2016 STANLEY J. DRAZEK TEACHING EXCELLENCE AWARD WINNERS

MINDY L. OTIS COLLEGIATE PROFESSOR

If you ask Dr. Mindy L. Otis how her professional journey brought her to UMUC Europe, she would tell you it was by chance. Born and raised in Connecticut, Dr. Otis grew up with parents who loved to travel and encouraged her to do the same. She spent time abroad in her youth and immediately developed a love for traveling and experiencing new cultures. She hoped to continue her travels, but with a husband working full time and two young children, it would have to wait. She spent the better part of twenty years working at inner city high schools as a mental health professional and clinical coordinator. When her husband retired and her children moved out, a close friend suggested that she pursue teaching full time. She had spent years supervising and working with interns and graduate students, which had unlocked an undiscovered passion for teaching. On a whim, Dr. Otis applied for a faculty position with UMUC Europe in 2014 and while visiting her daughter in Brazil, she was notified that she had been selected for the position. Just 48 hours later, Dr. Otis was on her way to Germany. Dr. Otis feels an obligation to her students. When she started at UMUC Europe, she found that military students value and appreciate their education in a way that others may not. Many students tell her that they are the first in their family to receive a college education. She is regularly inspired by their stories. “These students have an untapped ability; they do not always realize that they deserve to further their education. My challenge is to reach these students and push them further than they thought they could go.” As a psychologist by trade, Dr. Otis’ philosophy is that every moment is teachable. “With psychology, you never stop learning. Every day, psychology is motivating you to behave one way or another. You can learn from everything you do. If nothing else, I hope my students can take that away from my course.” Dr. Otis has taught psychology in various locations in Germany and Italy, and currently teaches at Camp Darby in Italy. She is a licensed psychologist in the state of Connecticut and holds a BS in Biopsychology from Tufts University, and an MA and PhD in Clinical Psychology from the University of Kentucky.

Over 30 years ago, Dr. Christine R. Wettlaufer embarked on a career with the U.S. Army. She enlisted in 1985 and worked as a military police officer, drill sergeant, and recruiter. In 2005, she earned a commission as an officer with the U.S. Coast Guard, which led her to roles in maritime force protection, public affairs, logistics, and education services.

CHRISTINE R. WETTLAUFER COLLEGIATE PROFESSOR

The Oregon native was always drawn to teaching, but her military service came first. After serving as the first commissioned female patrol commander of a U.S. Coast Guard Maritime Force Protection Unit, she retired in 2009 and dedicated herself to a lifelong passion: teaching. The faculty position with UMUC Europe was not only an opportunity to teach, but a way for her to serve the military and stay close to the culture that she had grown to love. In 2014, Dr. Wettlaufer began teaching writing and English classes in Naples, Italy. She knows from personal experience that military students find themselves in a constant battle to balance the mission, family, and education: she earned a bachelor’s, a master’s, and a doctoral degree while serving. Dr. Wettlaufer hosts a flexible classroom environment and works to accommodate those students who struggle while earning a degree. She tutors via Skype and grants extensions when balance seems out of reach for them. “I know exactly what our students go through when trying to find equilibrium between family, education, and a military career. I have been there.” Her teaching philosophy focuses on improving her students' educational experiences. She believes in leading her students through the curriculum, rather than pushing them forward or leaving someone behind. Dr. Wettlaufer finds that reading, writing, and oral communication skills are embedded in every student. Assisting students to enhance these skills is her new mission. Dr. Wettlaufer has taught in Italy and Germany, and has led field study courses in Ireland and Scotland. She holds a BS in Liberal Arts from Regents College, an MA in Organizational Leadership from Chapman University, an MFA in Film, Theatre, and Communication Arts from the University of New Orleans, and a PhD in Applied Management and Decision Science from Walden University.

WILLIAM C. BENTLEY MEMORIAL AWARD The Bentley Memorial Award was established in 1983 and is presented each year in honor of Colonel William C. Bentley, the first student to earn a University of Maryland University College degree through study in Europe. In addition to being the first Europe campus graduate, Colonel Bentley played a key role in bringing UMUC to Europe. The award is presented annually to the UMUC Europe baccalaureate graduate with the highest cumulative grade point average.

2015–2016 WILLIAM C. BENTLEY MEMORIAL AWARD RECIPIENT Chief Warrant Officer 4 Sean R. Lyons, U.S. Coast Guard, Retired, was by his own admission, an average student in high school. Upon graduation, the idea of serving his country and traveling the world sounded much more appealing than heading straight to college, so he put his education on hold to pursue those dreams. In 1977, the Pennsylvania native joined the U.S. Coast Guard, which led him to New York, Germany, Virginia, and Washington state. SEAN R. LYONS CHIEF WARRANT OFFICER 4, U.S. COAST GUARD (RETIRED)

CWO4 Lyons proudly served in the U.S. Coast Guard for 31 years, working in law enforcement, equipment maintenance, and marine engineering. His career took him on nine deployments which brought him quite literally to opposite ends of the earth. Six scientific research missions took him north of Alaska to the Arctic Circle and three icebreaking and resupply missions took him south to Antarctica. During each six month deployment, he worked on icebreakers, boats specifically designed for open-water ice breaking. During his military career, CWO4 Lyons earned four Achievement Medals, four Commendation Medals, three Antarctic Service Medals, and six Arctic Service Medals. After his two children were grown and he retired from the military, CWO4 Lyons decided to begin his educational journey. He moved to Wiesbaden, Germany, in October 2011 to join his wife, who had secured a job with the U.S. government. In the spring of 2012, he started his bachelor’s degree and chose UMUC for its excellent reputation and the convenience of online courses. Knowing that the degree would align with his future career goals, he embarked on a program in business administration. He credits his wife and his own personal drive as the reasons why he went on to excel in his studies. “There were certainly times when I wanted to take a semester off, but she pushed me to keep going. I thought, if I am going to do this, I’m going to give it my all,” he said. “I’m grateful for my time in the military. It instilled values of excellence and persistence that are still a part of my personal mantra today.” Once his wife retires, CWO4 Lyons plans to move back to Seattle, Washington, where he hopes to secure a project management position with the U.S. government.

HONORS CANDIDATES

ACADEMIC HONORS for excellence in scholarship are determined from the cumulative grade point averages of undergraduate baccalaureate students who have completed 45 or more credits with University of Maryland University College. Students may earn the distinctions of cum laude, magna cum laude, and summa cum laude, to signify graduation with honor, high honor, and highest honor, respectively. Sometimes called graduation honors, these traditional academic designations are awarded at the time a baccalaureate degree is conferred. The distinction of cum laude honors is conferred on those students with a cumulative grade point average of 3.8 to 3.9, magna cum laude is conferred on those students with a grade point average of 3.901 to 3.999, and summa cum laude is conferred on those students with a grade point average of 4.0. Students who have earned these honors wear cords as part of their academic regalia for the commencement ceremony: white cords indicate cum laude honors, blue cords indicate magna cum laude, and gold cords indicate summa cum laude. UMUC is proud to recognize all honors candidates for the Class of 2016.

ABOUT UMUC

CELEBRATING UMUC OVERSEAS

In 1949, the University of Maryland University College became the first higher learning institution to provide off-duty classes to military and civilian personnel in Europe. What started off as a noble experiment, with seven professors in six cities in Germany, has turned into a globally-recognized, award-winning institution that includes 50 sites in 14 countries in Europe, Africa, and the Middle East. UMUC continued the tradition of bold innovations in higher education by being the first university to offer courses in Iraq, offering on-site courses in Afghanistan for 8 years, and developing flexible formats, such as hybrid classes, to meet the needs of military students. More than one million servicemembers have taken UMUC courses. This long relationship has made UMUC particularly sensitive to the needs of military students and prepared to handle details specific to the military, including veterans benefits and the transfer of credit earned in military specialty schools. By proving that high standards of excellence can be maintained in nontraditional settings, UMUC has established itself as an integral part of military life.

Students graduating in the Class of 2016 have earned 500 associate’s degrees, 560 bachelor’s degrees, and 84 master’s degrees with UMUC. They represent U.S. military communities across the European, Central, and Africa Commands, with many having served or currently serving in war zones. Worldwide over 11,000 graduates have earned degrees this year. UMUC is honored to celebrate 67 years of providing quality education to extraordinary students overseas, including those here today who have achieved an important educational milestone in their lives. This year marks the third UMUC Europe Commencement held in Kaiserslautern, Germany. The university is proud to be a member of the thriving Kaiserslautern Military Community (KMC) and looks forward to continuing to build both military and German partnerships here.

ACADEMIC DEGREES A degree is awarded for successfully completing a course of study. U.S. colleges and universities now confer more than 1,600 types of academic degrees. The first degree recorded in history was a doctorate conferred by the University of Bologna in the middle of the twelfth century. Originally, the doctor’s and master’s degrees were used interchangeably, each indicating that the holder was qualified to give instruction to students. The bachelor’s, or baccalaureate, degree indicated only entrance upon a course of study preparatory to a doctorate or mastership. Gradually, however, the bachelor’s degree came to signify the successful completion of a level of advanced study preparatory to the higher degrees. In North America, the Bachelor of Arts (BA) was first conferred in 1642, on the nine young men who constituted the first graduating class of Harvard College. Yale conferred its first Bachelor of Arts in 1702; Princeton, in 1748; William and Mary, in 1753; Pennsylvania, in 1757; and Columbia, in 1758.

The Bachelor of Science (BS) was awarded to four graduates of Harvard’s class of 1851; they were probably the first from any institution to receive that degree. Women in the United States first received baccalaureate degrees in 1841, when three women graduated from Oberlin College. The master’s degree has passed through various stages since its origin in the Middle Ages. During most of the first two centuries of U.S. collegiate history, the only master’s degree awarded was the classic Master of Arts (MA). The University of Michigan offered the first Master of Science (MS) in 1858. Throughout the nineteenth century, the Doctor of Philosophy (PhD) degree gained status in both Europe and North America. The first earned doctorates in the United States were awarded to three students at Yale in 1861. The Johns Hopkins University was founded for graduate studies in 1876, after which more universities developed doctoral programs in varied disciplines but with requirements similar to the PhD.

THE MACES The maces carried by the Student Marshal and the Faculty Marshal were first used in UMUC’s 1962 commencement exercises. Each mace bears the shield from the State of Maryland Seal. The design is the Calvert and Crossland family arms quartered. Lord Baltimore, first Proprietor of the Colony of Maryland, was a Calvert, and his mother was a Crossland. Surmounting the shield is the ducal coronet of the Calverts.

These maces are symbols of the authority of the University System of Maryland as derived from the People of the State and delegated by them to the University System’s Board of Regents. When the president confers academic degrees, he is acting for the Board and the People of the State of Maryland.

ACADEMIC DRESS

The gowns worn by participants in the procession indicate which academic degrees they hold. The gown is usually black, but some universities use colored gowns. The gown for UMUC doctor's, master's, and bachelor's degree participants is black; the gown for associate's degree participants is gray.

Undergraduate students who have earned honors for outstanding scholarship wear cords as part of their academic regalia—gold for summa cum laude, blue for magna cum laude, and white for cum laude. These honors are awarded to students with a grade point average of 3.8 and higher.

The style of sleeve is an indicator: regular sleeves indicate the associate’s and bachelor’s degree; longer, full sleeves, the master’s degree; and fuller, round sleeves the doctor's degree.

The standard cap is the mortarboard, which is usually the same color as the gown. At UMUC, tassels are worn on the right and are moved—with great fanfare—to the left at the end of the ceremony.

Furthermore, the doctor's gown used in the United States is usually faced with black velvet and has three bars of the same material across the sleeves; in some cases, the color of the velvet relates to the field in which the degree is gained. Hoods are lined with the colors of the school granting the degree. The velvet border of the hood indicates the discipline. The doctor's hood has distinguishing panels and is longer than the master’s. Hoods are not usually worn for the bachelor’s degree, but undergraduate candidates at UMUC wear a gold sash.

Regalia worn by the university president is uniquely designed for each institution. Presidential robes have four bars of velvet across the sleeves, generally piped in a contrasting color, and may have two velvet bars down the front panel. At UMUC, the president’s gown is blue with gold across to represent the university’s colors.
