Situation Report No. 7 October 30, 2011 This report is produced by Office of the UN Resident Coordinator in Turkey with input from the UN Country Team in Turkey. It covers the period from October 29, 2011.

I. HIGHLIGHTS • The number of dead has risen to 596 and the number of injured to 4,152. The number of people rescued is 188. The Government’s search and rescue efforts continued unabated. • Prompt action is taken by OCHA, UNHCR, UNFPA and IOM to provide tents requested by the Government and other relief items to the Turkish Red Crescent Society. • The National Government has allocated 13 million TL to the Van Provincial Government as emergency aid allowance. • A total of $ 12,681,818 has been collected through aid campaigns.

II. Situation Overview Turkey’s Kandilli Observatory and Research Institute reported an earthquake with 7.2 magnitude that hit southeastern Turkey on Sunday, October 23, 2011. The Institute said the earthquake struck at 1041 GMT (13:41 local time) and was 5 km deep. The U.S. Geological Survey reported that the magnitude was 7.6. The epicenter of the quake was in the village of Tabanli at Ercis district in the eastern province of Van. The province is bordering Iran on the east. The earthquake was also felt in the Van province city center as well as the neighboring 11 provinces including Ağrı, Batman, Igdir, Muş, Bingöl, Tunceli, Diyarbakır, Siirt, Sirnak, Mardin, and Erzurum. Prime Ministry Disaster and Emergency Management Presidency announced that as of 10:30 hrs today there are 596 deaths reported, 4,152 injured and 188 rescued.

III. National Response Until further notice all disaster and emergency centers of related ministries will be on call 24/7. Search and rescue, medical and first aid staff from 48 provinces and 39 different institutions has been dispatched and deployed to the region by air and land. 33 Turkish Airlines aircrafts, 40 military aircrafts and 18 special cargo aircrafts were involved in this operation. The Prime Ministry Disaster and Emergency Management Presidency sent a team of 20 experts to Van to facilitate effective rescue and relief operations. In addition, 200 experts from various provinces were dispatched to Van to conduct a rapid assessment on the damage caused by the earthquake. According to the Prime Ministry Disaster and Emergency Management official information (12:00 hrs. 28.10.2011) the following resources have been deployed to emergency areas: o o o o o o o o o o o o o o o o o o o o o o o o

4,440 search and rescue teams; 1,710 health personnel; 18 search and rescue dogs; 651 units of rescue machinery; 7 air ambulances; 146 land ambulances; 11 mobile hospitals; 143 generators; 77 reflectors; 95 mobile toilets; 42,711 tents; (8,166 of which through international assistance) 54 communal tents; 69 general purpose tents; 65 pre-fabricated houses; 5 container houses 2,300 Mevlana houses ( a type of prefabricated house) 159,360 blankets; 1,179 duvets; 37 mobile kitchens; 3,051 kitchen sets; 6,899 heaters; 5,792 sleeping bags; 1,000 folding beds; 1 mobile oven.

A transportation chain of 10 aircrafts ( 7 private and 3 military) is operational in airlifting blankets and tents to the affected areas. Rescue Operations Search and rescue operations have been completed in 67 zones and will continue in 4 zones. Shelter The Government has given instructions to TOKI (governmental agency on construction) to construct houses for the affected population in the shortest possible time. For temporary shelter purposes containers are being manufactured and will be dispatched to the earthquake as soon as possible. Tents are also being used to provide shelter to the affected people.

The Government has allocated 600,000 TL to the Batman Governorship for having 260 containers that are in the possession of Batman Governorship, repaired and sent to Van. 100 containers manufactured under the leadership of Kocaeli Governorship will be sent to the area soon. Health Ministry of Health is continuing rapid public health assessment of affected population living in camps and assessment on related services. In order to provide psycho-social and social support services, qualified staff in sufficient numbers have been assigned to the Van Provincial Governorate. To that end, 30 field tents have been erected to be used for delivering psychosocial and public services. WHO/UNICEF/IOM are coordinating tools with their related ministries for psychological support to affected population. Food Food items have been sent by different sources, including from provinces neighboring Van. Red Crescent is continuing to distribute hot meals three times a day to the affected population. Water The people of earthquake area have been warned by the Ministry of Health to drink only bottled water. There are many cases of diarrhea among the affected population. Education The schools and the university are closed until November 14, 2011. Telecommunications A special hot line 184 is put in place with a view to providing prompt information to the relatives of the injured victims. Telephone lines have also been restored. Weather It is chilly with a strong wind. 7 degrees C in daytime and 0 degrees C at night.

IV. International Assistance The Government has called for international assistance in the form of tents and prefabricated houses. Erzurum has been identified as the receiving hub of international assistance coming in by air. To that end, Erzurum Governorate is assigned to coordinate and deliver the humanitarian assistance received to Van. For humanitarian assistance coming in by land, Van Governorship has been tasked to establish Logistics Reception Center. 3|Page http://www.un.org.tr

UNHCR has donated 4,000 tents, 50,000 blankets, and 10,000 bed mats. 4000 tents, 10,000 blankets and 10,000 bed mats have already been delivered to the Turkish Red Crescent Society. UNFPA has donated 250 tents while OCHA has donated 400 tents. OCHA donated tents have also been delivered. IOM has donated $ 5,000. The Ministry of Health requested assistance/guidance from WHO and UNICEF on post traumatic stress disorders. The Government has reported that the humanitarian assistance has been received from the following countries in the following forms and quantity: Algeria: 900 tents Armenia: 193 tents Austria: 32 tents Azerbaijan: Research and rescue team of 140, 1,250 tents, 700 mattresses, 40 generators, 5,000 blankets, 40 kitchen utensils. Belgium: 400 tents Bulgaria: 200 tents, 800 blankets; 133 heaters; Denmark: 100 tents Egypt: 300 tents Estonia: 329 tents France: 490 tents Germany: 500 tents Ireland: 624 tents Israel: 15 prefabricated houses Italy: 200 tents Japan: 100 tents Kazakhstan: 60 tents, 300 blankets, 300 mattresses, 60 heaters Luxemburg: 360 tents Pakistan: 264 tents Qatar: 580 tents, 2,500 blankets Romania: 100 tents Russian Federation: 284 tents Saudi Arabia: $ 50 million Slovakia: 10 tents Slovenia: 2 tents Spain: 329 tents Sweden: 155 tents Switzerland: 200 tents, 800 blankets, 133 heaters Ukraine: 4 general purpose tents United Kingdom: 1,144 tents

V. Funding Governor of Van received 13 million of Turkish Lira from the Government to respond to emergency acute needs. A total of $ 12,681,818 has been collected through aid campaigns.

VI. Coordination Daily SitReps are prepared based on the available information from national sources and shared with the UNCT and OCHA Regional Office. The RC is constantly in touch with UNCT and OCHA Regional Office and HQ to ensure effective and timely response of the UN system and its assistance to the Government. The Regional Disaster Response Advisor from OCHA Regional Office in Cairo has joined the UN Team in Turkey as of October 28, 2011 in order to support the humanitarian efforts of the UN system in Turkey. UNHCR, UNFPA, OCHA and IOM have already mobilized their relevant units to respond to the Government’s needs expeditiously. A window on the UN’s website is opened under the name “International Assistance to Van Earthquake” for information sharing. Donors are requested to inform [email protected] of their respective assistance. The information received will be consolidated and updated and shared with the donors and the UN system.
