I reiterate the values of civil concord and social justice as foundations of my government proposal, as there can be no democratic life nor social progress amid discord and injustice. The best asset of Aguascalientes is our own people and their capacity for concord and unity, which allows us to contribute to the modernization of Mexico and the good of the Republic. Between all of us, we build an Aguascalientes of a modern vision. A green Aguascalientes. The Aguascalientes of knowledge, progress and well-being, reaffirming the principal values of our society, preserving liberties, rights and democracy. I reiterate my call to embark on the greatest enterprise of our time: regain hope, harmony and trust in a fairer Aguascalientes, an Aguascalientes for all everyone, with everyone.

The education offer is comprised of 32 higher level institutions that, in addition, provide the teaching of English, Japanese and Mandarin Chinese. Over 70% of the 16,000 young people who graduate annually, do so in engineering, business administration or finance, to form a skilled workforce to meet the most demanding requirements.

The state has 8 research

centers

Among which are the Center for Economic Research and Teaching, the Center for Advanced Technology and the Center for Development of the Automotive Industry, all of which offer exchange of patents and innovation alternatives with local and national suppliers.

The newly built South Campus of the Aguascalientes State University (UAA), a work by the Governor Carlos Lozano de la Torre and ranked among the top five universities in the country, offers study programs focused on the areas of robotics, automotive and biomedical engineering. Also worth of note is the Aguascalientes Technological Institute (ITA) forming Egineers specialized in Materials, Mechanics, Computer science and Electronics. Aguascalientes has implemented the first International Technological University in the country, with the institutional support of the Alamo Colleges in San Antonio Texas, which makes it a one hundred percent bilingual institution, dedicated to technical operations and technological design.

We have promoted the use of new information technologies in all schools and public spaces, in order to strengthen a training strategy and productive bonding. All education institutions have aligned their study courses to train technicians to meet the human capital demands of global firms that are investing in the state.

Labor and financial stability Aguascalientes holds a solid labor stability, as there have been no strikes in the last 43 years, and due to its low personnel turnover rate, this leads to greater competitiveness and reduced training costs. In order to stregthen this commitment, Governor Carlos Lozano de la Torre has signed a Pact for Competitiveness and Labor Stability, unique of its kind in Mexico, and gathers government, entrepreneurial and union initiatives alike to bolster job creation and protection of current employment.

• CONSULTING SERVICES

The State includes the presence of companies focused on providing services in terms of logistics, maintenance, finances, auditing, salaries, import and export operations, taxes, human resources, product and lab development, among others, which have a vast experience with both national and international clients.

• INDUSTRIAL PLANT PURCHASE, RENT, LEASE AND CONSTRUCTION SERVICES

Additionally there are companies and organizations of professionals, who can participate fully in the design, development, construction and maintenance of facilities for enterprises in the food industry, metal mechanics, automotive, electronics, aerospace, among others.

International organisms such as the World Bank, through its “Doing Business in Mexico” study, place Aguascalientes as the second state in the country where it is easiest to do business, and compares its improvement with that shown in economies such as Switzerland, Portugal and Taiwan. At the same time, agencies like Standard and Poor’s, as well as Fitch Ratings, have given the state grades of excellence due to the transparency of its public finances. These conditions have allowed the State to have the greatest economic growth in the country, showing an increase in 14 percent in the industrial sector and 11 percent in agriculture. For this reason, financial groups BBVA Bancomer and Banamex Citibank granted positive projections on their economic growth perspectives for Aguascalientes. Furthermore, according to consulting group Deloitte Touche Tohmatsu, Aguascalientes maintains one of the best options to invest in Private Capital Funds.

Logistic Pole for Investment International firms corroborate the strategic position of Aguascalientes. Multinational companies such as Calsonic Kansei, Donaldson, Flextronics, Jatco, Sensata Technologies, Texas Instruments, ExedyDynax, among many others, have established and grown in the state. Worth of note is the case of Softtek, one of the major IT service providers outside of India, which decided to build its third building in our state, becoming the largest investment of this corporation in the world.

Also important to mention is the announcement from Nissan Motor Co., to invest $2 billion USD to build its new complex in Aguascalientes, which will produce its first vehicle in December 2013.

It is the largest direct foreign investment in our country, as well as the biggest in the automotive world by the total amount of its operations.

As a consequence, 16 new investment projects have been announced, as well as the expansion of 15 companies already established there, deriving in an investment exceeding $2 billion USD. Aguascalientes builds state of the art infrastructure. Presently there are nine operational industrial parks, with three more in development. Chief among them is the construction of the Automotive Logistics Industrial Park, one of its kind and host to companies of the automotive sector. In Aguascalientes there is a guarantee in the supply of electric power, as we have developed a unique infrastructure in the country, in the shape of a ring, ensuring a permanent and uninterrupted service.

There is also a pipeline network that supplies natural gas to the main industrial parks and zones in the state.

It should also be mentioned that Mexico has signed 11 free trade agreements, covering 43 countries. It has also signed 6 economic complementarity agreements.

Quality of Life and Public Safety The state of Aguascalientes distinguishes itself at a national level for its high quality of life. Over 74% of families are homeowners. Furthermore, the coverage of public services is among the highest in the country. There is ample medical personnel to provide universal coverage in health. In Aguascalientes half of the population has a landline phone: 4 out of 5 own a mobile phone; 1 of every 3 homes has access to a computer; and 27% has internet access. In addition, all of its municipalities have free wireless internet in its public squares.

The Government of Carlos Lozano de la Torre has provided free laptops for students, which merited the state to be included in the British Educational Training and Technology Show as a success case in the implementation of new education technologies. Historically, Aguascalientes has been one of the safest states in the country. We are the sole entity where a Consolidated Police Command is in place, which establishes coordination under a single chain of command, capable of responding immediately to any event that may occur which would risk the tranquility of our state.

Green Economy and Sustainable Development Following world trends in terms of the environment, public policies have been implemented to promote the use of renewable energies, technology and green transport. The Zero Emissions project was put into operation, with 50 vehicles 100% powered by electricity, being the largest project of its kind, followed by China. We promote the use of solar powered water heaters and power saving lamps, as well as building a solar power plant to supply energy to companies. The agro industrial sector in the state is also remarkable. We hace initiated the AGROSFERA project along with the Wageningen University, a world class center for food technological research, in order to reconvert the agro foods industry.

This festivity attracts an annual 8.3 million visitors, generating an economic spill of over 300 million USD.

Mexico’s traditions are also celebrated in Aguascalientes. The Calaveras Cultural Festival offers an alternative for cultural, artistic and sporting enrichment, paying tribute to the artist José Guadalupe Posada, author of the emblematic icons that are admired in galleries around the world.

Japan and Aguascalientes: tradition of friendship and understanding For three decades now, Aguascalientes and Japan have shared a history of understanding, cooperation, effort and discipline. Aguascalientes has a project with a vision of the future which is shared fully with the land of the Rising Sun. Our industrial vocation and the preparation of our youth, have consolidated Aguascalientes as a destination for the most demanding investment projects. Aguascalientes is without a doubt the true bridge of understanding, admiration and respect between Mexico and Japan, where the sun rises to come and set at the end of each day in the majestic and serene dusks of our land. Each investment from Japan in Aguascalientes is a cherry tree we have planted together in this land, so that with its shade it may cover the brotherhood that is deepened day by day in concord and the commercial, academic and cultural exchange which in sum make
