Meet the Grand Marshals

Town Grand Marshals: Linda and Norb Lampe Our town Grand Marshals for the Epworth Town and Country parade need little introduction as their names are as connected with the town as its name. Every week for 47 years, Epworth citizens looked at Linda Lampe's picture as it appeared in the Epworth news column in the Dyersville Commercial. Norb, too, has been an active member of Epworth organizations, having been involved with the Fire Department, Jaycee's, and Knights of Columbus. Both Linda and Norb continue to be involved with St. Patrick Church activities. Norb and Linda met in a one-room school house in Bellevue. They married in 1957 and moved to Epworth in 1962 when Norb began working for John Deere. He retired from there in 1992 after 31 ½ years. In the interim, Norb and Linda raised four children: Angie, Jenny, Jodi and Doug, who have blessed them with eight grandchildren and five great-grandchildren. Linda and Norb are models for how Epworth wants others to see our town—friendly and involved citizens. A place where you want to live and stay!

Our country Grand Marshals are also well known in the area. Barb (Fox) Kennedy hailed from Farley and her husband from south of Epworth. When deciding on a place to settle, they chose the Fox homestead halfway between Farley and Epworth on Old Highway 20. A fortunate choice for them when they choose to ride in a 1928 Studebaker that has a few miles on it. Barb and Marty, along with their sidekick Tom Bell, have been a highlight of many a parade, as they tootle down (or as in last year's case, are pulled through) the parade route. Every year he (and parade watchers) wonder how many more parades it has left in it.

Barb works at Schroeder's Restaurant, also known as Bill's Tap, while helping Marty with the farming and raising of their seven children: Marty, Willie, Lisa, Wanda, John, Joe, and Ted. They are now the proud grandparents of eight grandkids and will soon be great-grandparents. In the early days of Town and Country events, Marty use to hold a threshing exhibit, using some of the old equipment he managed to keep running. This event is now held on Grandpa Gue Kennedy's farm at the end of August. Marty has visited almost every state, while running combines. He and Barb have also traveled to Spain and Ireland. We thank Marty and Barb for their many contributions to our and surrounding communities.

News Around Town It takes many volunteers to make a town beautiful. This issue of News Around Town is highlighting some of the changes happening in the landscaping around Epworth and some of the individuals and groups that are making it happen. Thanks Boy Scouts and Gateway Flower Bedders The Gateway Gardeners would like to express much appreciation to Paul Silich, Kyle and Dr. Mary Jo Kelchen, and the Boy Scouts for their exceptional work around the cupola. They greatly enhanced the landscaping this spring around the building by removing the rocks in the beds and replacing with wood chip mulch. Also thanks to all those who tend the beds around the cupola: Al and Veronica Burds, Tim and Diana Connolly, Verna and Dorrance McDermott, Mindi McDermott, Gary Gansen, Ron and Susie Kramer, Judy Callahan, Bonnie Mausser, Ernie and Donna Akers, Mark and Shelby Frazer, Vanita Bries, Tom and Beth Simpson, and Julie Bahl. Many of these people have taken care of a bed since its conception in 2000. Thank you so very much for all your time and hard work! Having this area at the entrance of our town is a welcoming statement to all who visit. Four beds currently need adoption. If interested, please call Mindi McDermott at 876-5522 or City Hall. Flower pots Prior to the Epworth Centennial, the outside of many businesses were enhanced with large stand-up planters. Nancy Goerdt painted a different picture on each one to fit its surroundings, and after being filled with dirt, Jack Hill filled them with flowers just in time for the 1980 celebration. As some of these planters crumbled, they were replaced with aggregated planters. Today these flower pots are planted, watered, and weeded by business owners and Garden Club members and continue to keep our city looking beautiful in every season.

Buchman Field Gets New Sod and Irrigation System In June, the sod on the Buchman Football Field at Western Dubuque High School was removed. An underground irrigation system was constructed by Turf Care and then new sod was installed and crowned so rain will drain to the outside edges. Much of the work was completed by volunteers, including current and past football players and coaches, and employees and equipment from Top Grade, Horsfield Construction, Kluesner Construction, and Midwest Construction & Development. Behnke Enterprises created new goal posts to complete the project.

Jacoby Drive Veteran's Memorial On the southwest edge of town a stream, which is called by the locals the Little Bighorn, runs past the high school and all the homes in Greg Rausch's subdivision on Edwards Street. The stream has become a place for Ron Brady's personal tribute to all veterans. Ron and Pat's home is adjacent to the stream. Since his retirement, Ron has spent a lot of time clearing the brush from the stream's banks. He then began decorating the banks with flowers and patriotic decorations, like US flags and a metal replica of the Iwo Jima sculpture. Since the banks are shaded by trees, he moves solar lights into the sun each day and then re-positions them in the evening to shine on the decorations so strollers who walk by on the sidewalk or drivers on Jacoby Drive can see them. Kudos to Ron for honoring our veterans while enhancing the beauty of Epworth for our citizens and visitors. Epworth Bark Park Nears Completion The Epworth Bark Park to the north of Centennial Park's ball fields is near completion. There are fenced off areas for large and small dogs, and water fountains for people and dogs have been installed. Users are asked to please observe the rules that are posted outside the area. Again this area has been provided via many, many hours of Epworth citizens' volunteer time. Everyone can do their part to keep Epworth clean by picking up after your animals when walking with them around town!

Your Neighborhood Needs You The new East Park will soon have playground equipment. The park will be a great place for children to play, who come to visit the library, or for children who live on the east end of town. When the equipment arrives, the new park will need 30 volunteers on Saturday, August 27th and Sunday, August 28th to install the system. Let us know that we can count on you to help. Epworth Fire Department News By Fire Chief Thomas I. Berger

The Epworth Community Volunteer Firemen is a 501(c)3 nonprofit organization comprised of the men and women of the Epworth Fire and Ambulance Service. Formed in 1947 to supplement the finances we receive from our governmental bodies, the non-profit status allows donations to be tax deductible to the extent of IRS laws. We conduct two events each year. The annual dance on Memorial Day weekend supports the ambulance side of the firehouse, and the annual picnic supports the fire and other operations. We are able to use profits to match grants and purchase other items that are not provided through our governmental budgets. We had a wonderful dance this year, and we need to thank everyone for their tremendous financial mail support. The “Road Kill” band did a great job entertaining the crowd, and we hope to have them return next year. Always great to see Epworth native, Kevin Frommelt and his friends from the Minneapolis area, who make the trip to play at the dance. The weather was wonderful for our 68th annual picnic. We could not have asked for a better turnout for the event. The silent auction remains the profit center of the evening, and that would not be possible without the generous donors and those in attendance who bid on the items. We ended up having around 100 items for patrons to bid on. The creativity of the items sparked the interest of the bidders. We had a wonderful variety of handcrafted items, which are always a big hit at the picnic. Our organization is extremely fortunate to receive such great community support. We thank you for your cash donations, attendance, working in the stands, auction item donations, bidding on the items, and for being there to support us. Mark Zalaznik’s performance was outstanding, and we would like to thank the Epworth Legion members for kicking off the event with the raising of the flag. It is special to have the great group of veterans as part of the evening. The Epworth Fire Department would also like to thank the Dubuque Racing Association, Mystique Casino, and the Diamond Jo Casino for the 2016 DRA grant received by the Rural Board. The Epworth Community Fire Department (Rural Board) was awarded $3,750 to pay for emergency scene lighting for the new fire engine. Since 2001, the DRA has awarded almost $75,000 in grants to the ECFD. The Epworth Community Volunteer Firemen were also successful in the grant program. This year, we received $5,000 to upgrade our pulse oximeters in each ambulance, which will allow personnel to monitor carbon monoxide levels in our patients. This is something we were previously not able to do. Through this grant, we are able to purchase this equipment, which is a testament to the contributions the DRA has made to our department and community throughout the years. Our firefighters’ association has received over $114,000 since 1997 from the DRA, allowing us to purchase many pieces of lifesaving equipment for our ambulances. Thank you, DRA! 2016 has been a busy year so far for the fire department. During the first six months, we responded to 98 calls for service, which is up about 10-15% from an average year. Our professional volunteers are extremely dedicated to meeting the needs of our community. The Epworth Fire Department Ambulance service provides emergency and non-emergency transport services to our citizens. Please remember to call 911 for any type of ambulance service, fire, or law enforcement. The Epworth Fire Department is looking for willing and able members to volunteer for the fire department and the ambulance service. Fall EMT and Firefighter 1 classes will be starting soon. The department covers the cost of training expenses. Volunteering for the fire department is similar to taking on another job. There are times when you are needed and have to be here no matter what else is happening. You can ask anyone of our members, and I am sure they will agree, that there is no greater feeling in the world knowing you have helped your family, neighbor, or friends in their time of need. The words “thank you” received from a patient or family provides far more satisfaction than any paycheck ever could. It makes the training all worth it. Dubuque County Library District – Epworth Branch The Boy in the Suitcase by Lene Kaaberbol and Agnete Friis was published this year and quickly became a best-seller. When her friend calls her with an urgent favor, Nina Borg cannot refuse, but lending a hand gets her deeply involved in a complicated scheme that quickly turns ugly. Her marriage is already on shaky ground because of her need to save others as a Red Cross nurse, but Nina risks all for the little fair-haired boy in the suitcase. She knows she should put her family first, but she just can’t help it: “She felt too much, and she knew it. Especially where the children were concerned, her skin felt tender and brittle, like the thin pink, parchment-like new growth that spread to cover healing wounds. It was her imagination, of course, but sometimes it felt as if their gazes clung to her, spotting her vulnerability, tearing through her pitiful defenses and into her soul.” If Nina turns the boy over to the authorities, will they find his parents? Or are they the ones responsible for putting him in the suitcase? Will he end up in the system, lost to any family he may have? Nina struggles with these questions without being able to communicate with the three-year-old, as he speaks an unfamiliar language. Each move she makes puts both of them just beyond the reaches of some very undesirable people chasing them. The story highlights some somber facts about human trafficking, particularly in large refugee camps. The authors point out that more than 70% of children in these camps disappear without notice, sometimes being sold by their own parents. Appliance tags are required for appliance disposal and are sold only at City Hall ($10). Large items and extra bags can be disposed of with garbage tags – a $1.00 tag for each 50 pounds and can be purchased at City Hall or Quik ‘N Handi. Reminder to use a lid on your recycling container on those windy days! YARD WASTE DISPOSAL Curbside pickup is available with $2.00 yellow tags sold at City Hall.

Midwest Organic Solutions, 10166 Hartbecke Rd (at Hwy 20) accepts Epworth yard waste: Drop off times are Monday-Friday 8 AM – 4 PM and Saturday 7 AM – 1 PM. Open burning of yard waste is banned except for two periods of the year. The next open burning period is from October 1 to November 15. The owner must call non-emergency dispatch at 583-1711 prior to burning. Grass clippings, leaves, and yard debris may not be blown or placed on streets. Not only are these items unsightly in the street, but they can cause problems with storm sewers and water drainage in your neighborhood. Meter readers need to get to your meter, so keep this area free of plants and easily accessible. The City offers a property tax abatement incentive for new home construction and commercial improvements. All qualifying property must apply at City Hall by the next February 1. Passport services are offered at City Hall. Please call 876-3320 for requirements. Tree program $50.00 rebate toward nursery purchases of shade trees. To promote tree diversity, the program has prepared a list of recommended trees. For details and restrictions, phone City Hall 876-3320. Capital campaign for lighting along Jacoby Walkway Donations of all sizes appreciated. A donation or memorial of $500 and above will be recognized with a plaque at the light pole. Public Notification Monitoring Violation of the Water Testing Schedule We, the Epworth Public Water Supply, are required to monitor City drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator of whether or not your drinking water meets health standards. Our system violated a drinking water standard over the past year. Even though this was not an emergency, as our customers, you have the right to know what happened, and what we did to correct this situation. During May 2016, we did not monitor for nitrates in well #3; therefore, we cannot be sure of the quality of your drinking water during that time. What do I need to do at this time? There is nothing to do at this time. What Happened? Although the water was monitored daily, a sample was not lab-tested for nitrates in May, 2016. What is being done? We are taking measures to insure that this does not happen in the future. For more information please contact City Hall (563) 876-3320.

Message from the Mayor, Sandy Gassman Recently, Iowa State University published a study titled Leadership Patterns, Civic Engagement and Quality of Life Amenities in Small Iowa Towns. Epworth was one of six towns used in the study. Throughout the study, Epworth rated above average, except in the category of amenities. The study defines amenities as “facets of a community that contribute to residents’ quality of life and overall satisfaction.” Some of those amenities, for example, lakes, rivers, and forests, are things beyond a city’s control. Others, for example, aquatic centers, camping parks, and movie theaters, are available nearby. As a city, we have some excellent amenities such as ball parks, playgrounds, a library, and a walking trail. Since the study was done, the City has added tennis courts, a dog park, and the Freedom Rock. Before the end of the summer, the playground on the east side near the library should be completed. If you would like to view the study, it is available on our website at www.epworthiowa.org Epworth has much to be proud of, along with many ongoing projects; however, we are always looking for ways to improve our city. If you have ideas, please feel free to share them with me or our city council members.

Epworth Police Department News James Kauffmann, Epworth Police 563-876-3050 The Epworth Police Department wants to notify citizens that the speed limit on Jacoby Drive West has changed from 45 mph to 35 mph. The speed limit on 1st Avenue NE (Gun Club Road) going past Centennial Park has changed from 35 mph to 30 mph. Please be aware of these changes and all the speed limits in the City. Traffic laws are in place for the safety of everyone, driving 5 or 10 miles over the speed limit is still illegal and only gets you to your destination seconds quicker than traveling the speed limit. Let’s continue to make Epworth a safe place for both drivers and pedestrians. Also a reminder to everyone to clean up after their pets. When out walking with your dog or cat, carry a plastic bag to pick up after them. Please be a responsible pet owner and help make everyone's experience a great one. The first day of school is just around the corner. Please be mindful of children walking to school and also of new or less experienced drivers on the streets. Going on vacation? Meet Our City Employees Police Department Officers James Kauffmann I am married with two children and two step-children. I’ve been in law enforcement for thirteen years. The past seven years have been with the Epworth Police Department. In my free time, I enjoy hunting, fishing, and restoring old cars, trucks, and tractors.

Nicole Minnihan I have been in law enforcement since 2009. Currently, I work full time for the Peosta Police Department and have been part-time with the Epworth Police Department for four years. I am married with one child. In my free time, I enjoy spending time with my fami ly, working out at Crossfit, and working on house projects.

Joseph J Fleckenstein I am married with four children. I have been in law enforcement for fourteen years, six years as a part time jailer and eight years full time on the road/Lead Park Ranger. I also work part-time with the Epworth Police Department. My free time has me running around the country with my two younger girls who are heavily involved in their respect tive sports. I also enjoy officiating USA volleyball and college volleyball. Molly Link I was born and raised in Dubuque County. I began my law enforcement career with the Dyersville Police Department in October, 2013. I joined the Asbury Police department full-time in July, 2015. I also currently work part-time with the Epworth Police Department. In my free time, I enjoy camping, golfing, and playing softball.

City Administration Janet Berger I am honored to be your City Clerk for thirty years and being a part of new ventures every year. I married an Epworth fellow in 1978, and we raised our two children in this great place. Five of my siblings moved to this friendly, quaint town, and my son lives here. Favorite new pastime is visiting my granddaughter!

Emily (Hartman) Miller I am the new face in City Hall as your Deputy Clerk. Epworth has always been home

for me. I am married with two children. My hobbies include stock car racing, (cheering on my son and husband), supporting my brother’s basketball team, and spending time with my family. Public Works Department Ronnie Kramer Born and raised in Epworth, I started working for the City in January 1990. I have

served as Public Works Director for the past seven years. My wife, Susie, and I have been married for twenty-eight years and have three children, Ellie, Dylan, and Beau. I am a thirty-year member of the Epworth Fire Department. I enjoy coaching baseball and football, and I am an avid hunter and fisherman. Matt Gibbs I have been working for the City for the past two years as Public Works Associate. I was married to Allison in September 2015. We are expecting our first child at the end of

July. Not only do I enjoy spending time with family and friends, I enjoy fishing, hunting, and working in the garage.

Brett Featherston Born and raised in Epworth, I have been working for the Public Works Department

since December. My hobbies include playing baseball for the Epworth semi-pro team, and I help coach varsity baseball (my first year) at Cascade High School. I have been a member of the Epworth Volunteer Fire Department for almost seven years.

Business Highlights Three Rivers (FS) Town and Country Store 303 N. Center Ave You may have driven north of town on North Center Avenue and seen the big white building with a green overhang on the west side of the street and wondered what their purpose is. Well, they are a town and country store that most all of us could, at some time or another, make use of at least one of their products. Farmers in the area refer to this company as FS and are probably very familiar with what Three Rivers (FS) has to offer, having been in town since around 1956. For those of you who don’t know what they have available—here is a brief rundown. Pet and animal lovers can find a variety of foods for your dogs, cats, birds, horses, deer, and rabbits. If you happen to have an outdoor fish pond, they have food for your fish, too. Bird feeders, colorful dog leashes, collars and a few dog bowls are scattered amongst the organized display of products. Looking for a new gas grill? Check out their Phoenix gas grills, which are best known for having an even-heating surface and non flare-up feature. Along with grills, you can exchange your gas grill gas tank when empty. So no need to run to Dubuque when you are in the middle of grilling and run out of gas! (FYI: Weigh your tank before grilling to make sure you have enough gas. For each pound of gas you can cook an average of 1-1 ½ hours. Take into consideration the weight of the tank when you figure out the amount of gas remaining.) John Schwendinger wrote five musical plays, four of which were brought to the stage in the 80s and 90s, produced by St. Patrick's parish, and performed on the stage at Divine Word College. They were recorded on videotape and recently have been digitized and are now available on DVD! The five plays (one was produced twice) are on two DVDs. One DVD has both performances of "The Band Goes Marching By" and "Katie's Miraculous Christmas". The other DVD has "If the Walls Could Talk" and "The Girl From Fifth Avenue". Maybe you or someone you know were involved in these plays and you can appreciate the talent and time that made these a reality. Contact Beth Schwendinger. Kidder Valley Music, an independent music company based in Epworth has begun a monthly concert series that takes place at the Epworth United Methodist Church. Remaining performances for 2016 will be on the first or second Thursday of the month and begin at 7:00 PM. The series gives local, beginning singer-songwriters the opportunity to perform for a listening audience as an opening act; as well as give artists who may be touring through this area the chance to connect with new fans. Most importantly, the goal of the series is to create an even greater appreciation for live, original music in our area - as well as bring people together and create a broader music community. Here is the schedule for the remainder of 2016 (the local openers are yet to be announced). 
