Summary of the Swedish Telecommunications Market, first half of 2016 The Swedish Telecom Market report is Sweden’s most important survey of telecom operators’ subscriptions, revenues, data traffic, etc., within electronic communications. The report is based on the Swedish Post and Telecom Authority’s (PTS) own primary data collection which surveys the development of over 50 operators and other actors. All comparisons refer to 30 June 2016 compared to the same date in 2015.

There were a total of 14.5 million mobile subscriptions in Sweden, which is an increase of 1%. However, compared with 31 December 2015, this is a downswing of 2%. The overall decrease is due to a reduction of Lycamobile’s subscriptions.

Mobile broadband (stand alone /router or dongel)

The number of subscriptions with over 1 Gbyte of data (mostly smartphones) has increased by 9% to 7.3 million while those without data continued to drop by 22% to 2.3 million and those with very little data (less than 1 Gbyte) increased by 7% to 2.7 million. The number of subscriptions for mobile broadband as a standalone service amounted to just under 2.2 million, which is a continued decrease of 2%. Data traffic in the mobile network continues to grow rapidly 350 000 300 000

Data traffic in the mobile network continues to increase. The quantity of transferred data grew to 294 000 Tbyte during the first six months of 2016, and has increased by 31%. In previous years, the rate of increase was also over 30%.

Number of text messages on the increase again In the first half of 2016, just over 6.8 billion text messages were sent from mobile phones, which is an increase of 4%. This increase in SMS may be because more subscriptions have a large quantity of text messages that are

During the first half of 2016, the total end-user revenue from mobile call and data services was just over SEK 14.9 billion – an increase of 2%. The revenue from fixed call services amounted to SEK 11.7 billion during the first half of 2016, which is an increase of 1%. Mobile telephony charges generated SEK 3.2 billion in revenue, which is an increase of 5%.

During recent years, it is fibre (including fibre LAN) that has accounted for the highest rate of growth in subscriptions on fixed broadband. The number of subscriptions on fibre increased by 262,000, or 17%, and amounted to 1.8 million.

Antalet sms ökar igen Första halvåret 2016 skickades drygt 6,8 miljarder sms från mobiltelefoner. Det är en ökning med 4 %. Ökningen av antalet sms kan bero på att allt fler abonnemang har en stor mängd sms som ingår i abonnemanget till ett fast pris.

Correction to The Swedish Telecommunications Market First Half-year 2016 after publication After publication of The Swedish Telecommunications Market First Half-year 2016, Bahnhof has corrected reported values in the area of fixed broadband, mainly private fibre and fibre-LAN subscriptions. Bahnhof’s correction: subscriptions on fixed broadband increase from earlier reported approximately 166 000 to 198 000 subscriptions. This is an increase by approximately 33 0000 subscriptions of which approximately 32 000 are private fibre and fibre-LAN subscriptions. Bahnhof’s market share on fixed broadband increases from 4.7 till 5.6 per cent. PTS Statistics Portal (www.statistik.pts.se/start_en) and data tables are also updated. The corrections are updated in the Key data table on the previous page and marked yellow but otherwise this report has not been updated.

Introduction and aim

The aim of this report is to chart the development of a large part of the Swedish end-user market for electronic communications. The Swedish Post and Telecom Authority (PTS), has been tasked both with tracking developments in the electronic communications market and promoting competition in that same market. As a part of this task, PTS collects market data and produces market analyses. In addition to PTS's own internal requirements for market data, it is also important that the general public, operators and other businesses and organisations have access to the statistics, which is another reason why PTS publishes market statistics. The “Swedish Telecommunications Market” report should primarily be regarded as PTS's report of statistics on the electronic communications market, and the focus thus lies on descriptive statistics. The report is also available in a full-year version, which is more comprehensive. The statistics for the first half of 2016 have mainly been collected via an online survey. Number porting data is based on information from Swedish Number Portability Administrative Center (SNPAC)1. The report shows the results of the survey in the following order; chapter 2 mobile services, chapter 3 internet services (broadband), chapter 4 fixed telephony, 5 television services and 6 bundles services. Via the PTS Statistics Portal (www.statistik.pts.se/start_en) you can search for and assort statistics from the different areas. Data and market shares are also available for individual actors. Mobile voice and data services

All figures below refer to the situation on 30 June 2016, and comparisons are made with the same date in 2015. Where present in diagrams, 1H2016 refers to the first half of 2016. 2.1

Subscriptions - Mobile voice and data services

By the end of June 2016 there were 14.5 million active mobile voice and data service subscriptions in Sweden, which is an increase of 1 per cent compared with one year earlier. However, compared with 31 December 2015, this represents a decrease of 2 per cent. This decrease is almost exclusively due to Lycamobile reporting 240,000 fewer subscriptions. Machine-to-machine (M2M) subscriptions are not included in this section, but are presented in a separate section below. Out of the total number of mobile subscriptions, 10.8 million were contract subscriptions and 3.7 million were prepaid cards. There has been a decline in the percentage of prepaid cards over the past decade, which accounted for 26 per cent of all subscriptions in June 2016. The corresponding share ten years ago was 57 per cent.

Mobile telephone subscriptions for voice only, without data

The number of mobile telephone subscriptions used solely for voice services was 2.3 million, which corresponds to an annual decrease of 22 per cent.

Mobile telephone subscriptions with little data

The number of mobile telephone subscriptions for both voice and data including less than 1 GB was 2.7 million. This represents an increase of 7 per cent.

Mobile telephone subscriptions as an add-on service (at least 1 GB)

The number of mobile broadband subscriptions as an addon service2 amounted to 7.3 million, which is an increase of 9 per cent.

Mobile broadband subscriptions as a stand-alone service

There were nearly 2.2 million subscriptions for mobile broadband as a stand-alone service3, which is a decrease of 2 per cent.

Subscriptions that used 4G (LTE)

There were 6.8 million subscriptions that used services on the 4G (LTE) network, which is an increase of 34 per cent.4 This makes up just over 70 per cent of all subscriptions that include data. At present, 4G is only used for mobile data.

Subscriptions where at least 1 GB of data per month was included or bought as an add-on service. Subscriptions that have only been used for mobile packet data, and not generated any voice traffic during the last quarter of the period. 4 To use the 4G network, a user had to have both a SIM card and a terminal that could handle 4G. Beyond this, a subscription was needed to gain access to the network. 2 3

Subscriptions - M2M services

Subscriptions for machine-to-machine (M2M) services are presented in this section. The number of M2M subscriptions amounted to 7.6 million, representing an increase of 22 per cent. Telenor Connexion and Telenor had 80 per cent of these M2M subscriptions and Telia Company 10 per cent. Figure 3 Number of subscriptions for M2M services

Voice traffic – Mobile voice services

The total number of outgoing voice traffic minutes during the first half of 2016 was 20.4 billion, an increase of 1 per cent compared with the previous year. Voice minutes from mobile subscriptions accounted for 78 per cent of all outgoing voice traffic, which can be compared with 73 per cent for the same period one year earlier. The total number of outgoing voice minutes from mobile phones increased by 7 per cent to 15.9 billion. The average number of voice minutes per mobile subscription increased from 202 minutes per month to 212 minutes per month. 5.2 billion calls were made from mobile subscriptions, which is an increase of 238 million calls. The average length of calls from private mobile subscriptions was 3.1 minutes, which is an increase from 3.0 minutes one year earlier. The average number of private calls increased from 60 to 61 calls per month.

Number of SMS and MMS messages

SMS

In the first half of 2016, just over 6.8 billion SMS messages were sent from mobile phones, which is an increase of 4 per cent. The increase of SMS messages may be due to more and more subscriptions including a certain quantity of SMS at a fixed price. The earlier decrease in SMS volume noted in 2011 – 2015 is probably due to other messaging services, such as iMessage and WhatsApp, increasing in popularity, while fixed-price plans have not been as widespread on the market as today. 6.0 billion SMS messages were sent from private mobile subscriptions, which is an increase of 4 per cent. There was also an increase in the average number of SMS messages sent per subscription and month. An average of 91 SMS messages were sent per subscription and month, which can be compared with 89 over the same period one year earlier.

The number of MMS messages sent increased to 262 million. This corresponds to an annual increase of 32 per cent. The average number of MMS messages sent per subscription and month increased to 3.5 per month from 2.7 per month.

Mobile data traffic

Data traffic in the mobile networks continues to increase. The volume of data transmitted continued to increase, from 225,000 terabytes during first half of 2015 to 295,000 terabytes during the first half of 2016. This is an increase of 31 per cent. The growth rate has also been over 30 per cent in previous years. The four largest operators together account for 96 per cent of traffic, Telenor (28%), Tele2 (26%), Hi3G (22%) and Telia Company (20%). Tele2 and Telia Company accounted for the biggest increase of 25 and 22 terabytes, respectively. Figure 6 Volume of mobile data transmitted 350 000 300 000

Mobile data traffic can be divided into the different types of subscription available for mobile data. 



Subscriptions for mobile broadband as a stand-alone service transmitted over 143,000 terabytes of data, which is an increase of 16 per cent. Subscriptions for stand-alone mobile broadband thereby accounted for just under half (49%) of all data transmitted in the mobile networks. Subscriptions for voice and data services as an add-on service of at least 1 GB amounted to 138,000 terabytes, which is an increase of 50 per cent.

Subscriptions for voice and data services with a data volume under 1 GB (‘without broadband’ in the diagram) amounted to 13,000 terabytes, which is an increase of 52 per cent.

In total, data from subscriptions for voice and data services (with 1 GB or less) amounted to 151,000 terabytes, for the first time accounting for more data than subscriptions for mobile broadband as a stand-alone service. Mobile data traffic in 4G networks amounted to 200,000 terabytes, which is two thirds of the total data traffic. The average usage per month for subscriptions for voice and mobile broadband as an add-on service of at least 1 GB is just under 4 GB, which was an increase of 40 per cent. During the first half of 2016, the total end-user revenue from mobile voice and data services amounted to just over SEK 14.9 billion, an increase of 2 per cent. Revenue from M2M and roaming are not included in these figures. Telia Company (38%), Tele2 (23%), Telenor (19%) and Hi3G (17%) together accounted for 96 per cent of the mobile revenues. Hi3G accounted for just over half of the increase in mobile revenues, while Tele2 saw a decrease in its revenues. Figure 7 Mobile revenues distributed by fixed and variable fees 16 000 14 000

Revenues from fixed fees amounted to SEK 11.7 billion during the first six months of 2016, an increase of 1 per cent. The variable fees generated SEK 3.2 billion in revenue, which is an increase of 5 per cent. Fixed fees (for voice, data, SMS, etc.) account for an increasing share, amounting to 79 per cent of the total revenues from mobile voice and data services. This development is a consequence of the transition to data-based business models. The consumers’ demand and willingness to pay for traditional voice services is decreasing while the demand for data is increasing. This has led to the operators switching from subscriptions with variable fees for voice, data, SMS and MMS subscriptions that are scaled depending on the volume of data and where the customer pays a fixed price for services up to a specific ceiling.

PTS no longer gathers information distributed by revenues for fixed-fee voice, data, SMS and MMS since the operators have stated that they do not divide their information in that way, and so this reporting would be inaccurate. 2.7

Revenues from M2M

Revenues from M2M services amounted to SEK 451 million, which is an increase of 1 per cent. The average revenue per subscription and month was SEK 10, which is SEK 2 less than a year earlier.

Market shares - Mobile voice and data services

The market shares for mobile voice and data services include all subscriptions for mobile voice and data services, but not M2M subscriptions. The four largest operators combined – Telia Company, Tele2, Telenor and Hi3G (Tre) – had 94.7 per cent of the mobile subscriptions. Hi3G increased its market share from 17.0 per cent to 19.1 per cent. Telia Company also increased its market share somewhat from 33.8 to 34.3 per cent. Telenor decreased from 22.0 to 20.8 per cent, and Tele2 also decreased, from 23.7 to 22.8 per cent. The combined market share of the other operators decreased from 3.8 to 3.0 per cent. The largest of the other operators was Net1 with just under 1 per cent of the market.

Number portings – Mobile telephone numbers

Number porting is when a telephone number is moved from one operator to another. The Swedish Number Portability Administrative Center, SNPAC5, collects and publishes statistics on the number of portings in Sweden. The following section is based on data from SNPAC. The number of mobile telephone numbers ported was 411,000 on 30 June 2016, which is an increase of 1 per cent. The number of fixed-line telephone numbers ported is not included in SNPAC statistics. This is why the number of portings, which is lower than the number of ported telephone numbers, is reported below. The number of portings in Sweden totalled 485,000. The share of fixed-line portings of the total number of portings was 23 per cent, and the share of mobile portings was 77 per cent. Mobile portings amounted to 374,000, representing an increase of 2 per cent. This means that they remain at a high level. Mobile portings constituted 2.6 per cent of the total number of mobile subscriptions (excluding mobile broadband as a stand-alone service and M2M).

Internet services

All figures below refer to the situation on 30 June 2016, and comparisons are made with the same date in 2015. Where present in diagrams, 1H2016 refers to the first half of 2016. 3.1

Subscriptions - Internet services

At the end of June 2016, the total number of internet services subscriptions was 13.0 million, which is an increase of 6 per cent. Internet services include dial-up connections, fixed-line broadband (via cable television, fibre and fibre LAN, xDSL and other fixed-line connections), mobile broadband as a standalone service and mobile broadband as an add-on service. Fixed-line broadband subscriptions

There were 3.5 million fixed-line broadband subscribers, corresponding to an annual growth of 5 per cent. In recent years, fibre (including fibre LAN) has accounted for the greatest growth of subscriptions for fixed-line broadband. The number of subscriptions via fibre increased by 262,000, or 17 per cent, and amounted to 1.8 million. The four largest operators are Telia Company, Telenor, Bredband2 and Bahnhof, which together accounted for 75 per cent of subscriptions. The number of broadband subscriptions via cable television networks amounted to 640,000, which was an increase of 4 per cent. Com Hem accounted for 93 per cent of all these subscriptions. The number of subscriptions for other fixed-line broadband connections7 was 20,000, which is an increase of 17 per cent. Figure 12 Development of fixed-line broadband subscriptions 2 000

The number of group connections for fixed-line broadband subscriptions

Group connections refer to active, private internet subscriptions that have been signed with, for example, landlords, housing cooperatives, associations or local communities, rather than directly with the end user. Just under 490,000 broadband subscriptions were stated to be group connections, which is an increase of 21 per cent. There were 410,000 via fibre and fibre LAN, of which 203,000 were bundled. There were 80,000 group connections via cable television, of which 7,000 were bundled. Group connections correspond to 21 per cent of the total number of private broadband subscriptions via fibre and fibre LAN and via cable television. The three largest operators with group connections were Telenor (34%), Telia Company (30%) and Bredband2 (8%). 43 per cent of group connections were bundled. One purpose of group connections is to offer lower prices to end customers; group connections often mean that many in the group need to connect, and the contracts often have relatively long durations. 3.2

Transmission capacity - Fixed-line broadband

Throughout this report speed refers to the speed the customer subscribes to. The actual speed the consumer receives may be lower, especially where broadband services in the mobile networks are concerned. Download speeds fixed-line broadband

The number of subscriptions with a high transmission capacity continues to increase, whilst those with lower speeds are declining. There were 1.7 million subscriptions with speeds of 100 Mbit/s or more, which is an increase or 25 per cent. This speed interval has increased, constituting half of all subscriptions. Fibre subscriptions with a download speed of 100 Mbit/s or more totalled 1.4 million (an increase of 25 per cent) and cable television totalled 370,000 subscriptions (an increase of 30 per cent). The number of subscriptions with 1 Gbit/s was 25,000. There were 461,000 fixed-line broadband subscriptions with speeds from 30 to 100 Mbit/s, a decrease of 4 per cent. Of fixed-line broadband subscriptions via fibre, 76 per cent had a speed of 100 Mbit/s or more. Meanwhile, 58 per cent of broadband subscriptions via cable television had speeds of 100 Mbit/s or more.

Upload speeds – fixed-line broadband

The number of fixed-line broadband subscriptions with an upload speed of 100 Mbit/s or more increased by 48 per cent to 925,000 subscriptions. Fixedline broadband subscriptions with an upload speed between 30 and 100 Mbit/s decreased by 14 per cent and amounted to 107,000. There were 1.6 million subscriptions with an upload speed of 10 to 30 Mbit/s, an increase of 11 per cent. This interval now constitutes the largest share of all fixed-line broadband subscriptions. An increasing number of subscriptions are being marketed with symmetrical transmission speeds upstream and downstream. This is partly a consequence of the share of fibre subscriptions increasing.

Telia Company’s market share decreased by 1 per cent, while “Others” increased by the corresponding percentage. The operators Bahnhof and Bredband2 have increased their market shares and are approaching 5 per cent. Fixed-line voice services

All figures below refer to the situation on 30 June 2016, and comparisons are made with the same date in 2015. Where present in diagrams, 1H2016 refers to the first half of 2016. 4.1

Subscriptions - Fixed-line voice services

At the end of June 2016 there were 3.3 million fixed-line telephony subscriptions in Sweden, which can be compared with 3.6 million subscriptions one year earlier. This corresponds to a decrease of 7 per cent in one year. Of the fixed-line subscriptions, just over 2.5 million were private which, in relation to Sweden’s 4.3 million9 households, means that approximately 57 per cent of households had a fixed-line telephony subscription. IP telephony subscriptions increased by 2 per cent and amounted to 1.8 million. This is the lowest growth rate since the introduction of IP telephony. IP telephony subscriptions decreased by 3 per cent compared with 31 December 2015. IP telephony subscriptions constituted 54 per cent of all fixed-line telephony subscriptions. Fixed-line telephony via PSTN10 and ISDN11 continued to decrease.

There were 1.5 million subscriptions for fixed-line telephony via PSTN, which is a decrease of 15 per cent. Of these, 382,000 were through a company other than Telia Company via the wholesale product WLR12. The number of subscriptions via WLR decreased by 21 per cent. The largest operator of WLR subscriptions was Tele2, with 45 per cent. The opportunity to choose an operator other than Telia Company for debiting telephone calls, known as pre-selection13 has decreased by 19 per cent to 66,000 subscriptions. Subscriptions via ISDN

At the end of June 2016 there were 20,000 subscriptions for ISDN, which is a decrease of 13 per cent. ISDN is now almost exclusively a service for business WLR is an abbreviation for ‘Wholesale Line Rental’. It means that the subscriber can pay both subscription fees and call charges to an operator other than Telia. Before WLR was introduced in 2004, many subscribers paid a subscription fee to Telia and a traffic bill to another telecommunications company (‘pre-selection telephony’). 13 Refers to active pre-selection customers where the customer is indirectly connected. “Active” means that the customer has made at least one call during the last quarter of the measurement period. Note that if a customer has different pre-selections for national and international calls, this is only equivalent to one customer. This is equivalent to the English term Carrier Pre-Select (CPS). Refers to pre-selection for both PSTN and ISDN. 12

customers. ISDN connections can have up to 30 simultaneous users on the same connection. Telia Company had 47 per cent of all ISDN subscriptions. IP telephony subscriptions

Apart from traditional telephony (PSTN, ISDN), operators offer IP telephony (VoIP – Voice over IP, also called broadband telephony) as a service. This is done through connection over the IP network that the operator itself controls, as opposed to connection via the internet. There were nearly 1.8 million subscriptions for IP telephony at the end of June 2016, which is an increase of 2 per cent. The number of IP-based subscriptions has increased constantly over the last few years, but the growth rate has now clearly subsided, and compared with 31 December 2015, IP telephony subscriptions decreased by 3 per cent. IP telephony subscriptions constituted more than half of all fixed-line telephony subscriptions (54 per cent). IP telephony accounted for more than half (58 per cent) of all private fixed-line telephony subscriptions and 42 per cent of business subscriptions. The number of IP telephony subscriptions via fibre or fibre LAN was 587,000, which is an increase of 8 per cent. The number of subscriptions via “other IPbased access”14 increased by 18 per cent and amounted to 287,000. The number of IP telephony subscriptions via xDSL was 601,000, which is a decrease of 2 per cent. The number of IP telephony subscriptions via cable television was 306,000, which was also a decrease, of 10 per cent. Com Hem, Telia Company and Telenor (including Glocalnet and Bredbandsbolaget) are the largest operators in IP telephony, and together have over 85 per cent of all subscriptions. Active and inactive IP telephony subscriptions

The share of active IP telephony subscriptions (xDSL, cable television, LAN or other IP-based access) amounted to around two thirds, which corresponds to 1.2 million subscriptions. “Active subscriptions” here means those that have generated traffic (incoming or outgoing calls) over the latest 3-month period. The share of inactive IP telephony subscriptions was thus around one third. Of The operators specify in comments what is being referred to. Here follow the descriptions given by the three that correspond to approximately 60 percent of these subscriptions: “VoI Over the Top and we cannot determine the access form”, “Managed Voice fixed-line connections” and “Internet, Internet Pro and IP-VPN”. 14

these, 70 per cent of the subscriptions were from Telia Company and Telenor. Some operators have not been able to provide an exact value for this question but have estimated the answer. 4.2

Voice traffic – Fixed-line voice services

The number of outgoing voice minutes from fixed-line subscriptions decreased by 16 per cent to 4.5 billion. See the figure in Section 2.3. Of these, private minutes decreased by 23 per cent to 1.7 billion. The number of outgoing voice minutes from IP telephony subscriptions (private and business customers) decreased by 15 per cent to 1.1 billion. The number of calls from fixed-line network subscribers decreased by 13 per cent to 1.3 billion. The average length of calls from private fixed-line subscriptions was 5.1 minutes, a fall from 5.3 minutes. The average number of calls per private fixedline subscription and month was 22, a decrease from 25 calls. 4.3

The four largest operators Telia Company, Com Hem (including Phonera), Tele2 and Telenor, had a combined market share of 82.6 per cent. The market shares for Com Hem (including Phonera) and the “Others” group increased, respectively, from 11.5 to 12.3 and from 13.3 to 14.0 per cent. Telavox has also increased, to 3.4 per cent. Telia Company has decreased from 58.3 to 56.7 per cent. Of the other operators, AllTele was the largest, with 3.6 per cent of the subscriptions. 4.4

Number portings - Fixed-line voice services

Portings of fixed-line numbers amounted to 111,000, representing an increase of 18 per cent. Fixed-line portings constituted 3.3 per cent of the total number of subscriptions for fixed-line telephony. See the figure in Section 3.10.

Television services

This section discusses the changes to the number of subscriptions for traditional, linear television that follows a set schedule. Section 5.1 presents statistics for pay television subscriptions, Section 5.2 presents studies on free television via the digital terrestrial network and Section 5.3 gives a brief presentation of other ways to watch moving images and of viewing times for traditional television. 5.1

Traditional pay television services

5.1.1

Subscriptions - Traditional pay television services

In June 2016, there were 5.2 million digital and analogue pay television subscriptions in Sweden. Since 2013, the number of television subscriptions has remained relatively unchanged. The number of subscriptions for television services is greater than the number of households in Sweden since households can have more than one subscription; often an analogue subscription (cable television) via the property owner and also the consumer’s own digital subscription. There were 2.8 million digital television subscriptions, which was an increase of 2 per cent, and 2.4 million analogue television subscriptions (cable television); a decrease of 1 per cent. Traditional television is distributed to the consumer via different distribution platforms such as cable, satellite, terrestrial network or broadband. Television via broadband is distributed via fibre, fibre LAN or xDSL. Figure 19 shows the development of the number of pay television subscriptions.

Subscriptions for television via broadband (IP television) continue to increase

Television via broadband, known as “IP television”, consists of television distribution both via fibre and via xDSL. The expansion of broadband also affects how we receive traditional television. The means of receiving television that is still growing is IP television, which may be explained by the continued expansion of broadband through fibre networks. The number of IP television subscriptions continued to increase during the first six months. The number of IP television subscriptions amounted to 1.0 million, representing an increase of 11 per cent. The reason for the increase in IP television subscriptions is that IP television via fibre is growing. The

number of IP television subscriptions via fibre was 793,000, and this is an increase of 21 per cent. IP television via fibre is now for the first time the largest digital distribution platform. The number of television subscriptions via xDSL continued to decrease and amounted to 220,000, which is a decrease of 14 per cent. Numbers of cable television subscriptions the same as the previous year

Digital cable television: The number of digital cable television subscriptions amounted to 731,000, which is an increase of 1 per cent. Cable television subscriptions were previously decreasing since 2012. There is a jump between 2013 and 2015 when subscriptions decrease drastically, which can be attributed to Telenor’s acquisition of Tele2’s customer base for cable television subscriptions. Analogue cable television including SMATV: The total number of analogue cable television subscriptions, including SMATV15, has remained relatively unchanged at 2.4 million subscriptions since 2006. The reason for this is that many households have an analogue cable television subscription that is often included in their rent. The analogue cable television subscriptions were all signed indirectly via contracts with property owners, a distribution which has remained unchanged since measurements commenced in 2009. A proportion of analogue cable television subscriptions are subscriptions via television operators such as Com Hem, Canal Digital Kabel, Sappa, Telia Company and Telenor. This type of subscription amounted to just under 2.2 million, which is the same number as the previous year. The remaining 204,000 subscriptions have been estimated based on the number of households with subscriptions via a SMATV network. Subscriptions via SMATV networks fell by 2 per cent compared with the same point in time the previous year. Many who have an analogue cable television subscription are able to view digital television. Of the 2.2 million analogue cable television subscribers mentioned above, 659,000 had also signed a digital cable television subscription in addition to the analogue subscription via the property owner. The other households with an analogue cable subscription are often able to view free television channels digitally at no extra cost.16 Satellite Master Antenna Television (SMATV) is a stand-alone cable television network in which several households share a receiver. 16 According to Com Hem: “From January 2010, all Com Hem-connected households can receive a number of free digital channels at no extra subscription cost. All that is needed to view the free digital channels is an approved digital box or a television with an inbuilt digital box that is approved by Com Hem. No smart card is needed.” 15

PTS estimates that the number of households that have one or more subscriptions for cable television services (excluding SMATV) was about 3.1 million, which is the same number as the previous year. Subscriptions for television via satellite continue to decrease

The number of subscriptions for television via satellite continues to decrease, amounting to just under 596,000 on 30 June 2016. This is a decrease of 3 per cent in one year. Biggest decrease in pay television subscriptions via the terrestrial network

There were 502,000 pay television subscriptions in the digital terrestrial network. This is a decrease of 8 per cent, which is the biggest annual decrease in subscriptions via the terrestrial network. Since 2008, the number of pay television subscriptions in the terrestrial network has decreased every year. There is both traditional television and pay television, and also what is known as “free television”, in the terrestrial network. 17 See Section 5.2 below. 5.1.2

Market shares – pay television services

Digital pay television services

The shares for digital television services are based on the number of subscriptions divided by digital distribution method. The five largest operators – Com Hem, Telenor, Telia Company, Boxer18 and Viasat together accounted for 97.3 per cent of subscriptions on 30 June 2016, which is at the same level compared with the preceding year.

Here, “free television” means television that can be received unencrypted and free of charge by the end-user, with no need for a subscription or similar. Free television is only available on the terrestrial network platform, where the broadcasters purchase the transmission service directly from Teracom, which transmits the channels unencrypted. Since free television viewers do not sign subscription contracts to get free television, it is unclear exactly how many households only receive free television and do not subscribe to pay television. 18 Com Hem acquired Boxer in June 2016, and Boxer will be consolidated into Com Hem’s financial statements as of 30 September 2016. 17

Telia Company increased its share from 22.1 to 23.0 per cent thanks to more subscriptions via fibre. This means that Telia Company was the largest operator for digital television services, closely followed by Com Hem. Boxer’s share decreased from 19.5 to 17.8 per cent. The group “others”19 consists chiefly of several IP television providers; their aggregate share increased from 2.7 to 3.7 per cent. 5.2

Free television in the terrestrial network

The households receiving only free television via the digital terrestrial network are not included in the statistics. As free television viewers do not sign subscription contracts in order to gain access to the service, it is uncertain exactly how many households receive free television. According to a survey The group “others” includes Sappa and smaller IP television operators. Since 2012, subscriptions from “smaller cable television networks and property owners” are no longer included in the “Others” item as these are also included in the “SMATV operators” item. 19

commissioned by PTS20, close to 7 per cent of households have free television as the sole method for receiving television in their permanent home, which corresponds to about 290,000 households. Compared to surveys conducted in 2012, 2013 and 2014, this is a decrease of about one percentage point.21 5.3

Television viewing figures and other ways to watch moving images

The viewing figures for traditional television in June 2016 were at the same level as one year earlier, according to the survey company MMS. For June 2016, the share that watched at least 5 consecutive minutes of television on an average day was 61 per cent; a figure which had thus remained unchanged since the previous year. The number of minutes on average that audiences have watched on television also remained virtually unchanged at 133 minutes per day (compared with 136 a year earlier). . Seen over a longer period, viewing times for traditional television have fallen sharply due to an increasing number of people using streaming services. A survey by MMS showed that almost half, 47 per cent, of those aged 9-99 have access to a subscription service for streamed television or film in their homes, which is an increase of 380,000 persons compared with the corresponding period the previous year. One third has Netflix, which thus continues to be the largest operator in Sweden.

Sweco was commissioned by PTS to conduct a survey of households' use of free television in 2013, 2014 and 2015. Previous surveys for 2011 and 2012 were carried out by TNS SIFO. 21 Based on the number of households according to Statistics Sweden 20

Bundled services

Bundling here refers to subscriptions that contain several services, which are provided and marketed in a single offer or with a common price list. The most common offers on the market include different combinations of telephony, television and fixed-line broadband. Bundling with content services such as Skype and Netflix are not included. The number of bundled subscriptions at the end of June 2016 was 1.7 million, which is 3 per cent lower than the same time the previous year. Overall, it can be said that bundling with broadband and television is increasing, while bundling with fixed-line telephony is decreasing. Telia Company had the most subscriptions, followed by Com Hem and Telenor. Together, these three operators had 86 per cent of the bundled subscriptions. Fixed-line broadband was included in some 1.5 million bundled subscriptions, which was 43 per cent of all fixed-line broadband subscriptions. Figure 22 Number of bundled subscriptions 2 000

Double play, bundles with two services, decreased by 2 per cent to 1.1 million. The most common form of bundling is fixed-line telephony and fixed-line broadband, and this decreased by 13 per cent to 675,000 subscriptions. The combination accounted for 40 per cent of the total number of bundled subscriptions. Bundles offering television and fixed-line broadband are the third most common form of bundling, and these increased by 64 per cent to 258,000 subscriptions. Triple play, i.e. bundles with three services, decreased by 4 per cent. The next most common form of bundling, with 548,000 subscriptions, consisted of fixed-line telephony, fixed-line broadband and television. This bundle decreased by 3 per cent and accounted for 32 per cent of all bundled subscriptions. Bundling with four services, known as quadruple play, is relatively rare and was at the same level, 13,000 subscriptions, as at the same time the previous year.

Method and definitions

1.1

Structure and implementation

Data collection

The data collection that forms the basis of this report is covered by an obligation to reply, and has been since 2003. The data collection for the first half of 2016 was conducted via an online questionnaire distributed to a total of 57 telecommunications companies on 1 July 20156 In terms of the number of subscriptions, these companies together make up between 98 and 100 per cent of the market. Data collection continued until October 2016, and the initial dispatch was followed by reminders via email. A few operators that did not respond were reminded via telephone. In October, responses had been received from57 companies. However, operator data continues to be collected and adjusted subsequent to the publication of the Swedish Telecommunications Market report, which means that the PTS operator statistics database22 is continually updated. Information on the number of subscriptions and the amount of traffic for the companies not consulted in the half-year study are estimated based on the information the companies submitted via the questionnaire from the report Swedish Telecommunications Market 2015. The telecommunications companies that completed the questionnaire indicated the areas in which they conducted operations over the course of the first half of 2016. The number of companies that had operated within the different areas is shown in the table below. Note that a telecommunications company can operate in several areas.

Discrepancies and updates of data

Measurement errors arise for various reasons during the data collection process, which may be due to a number of error sources:  Those consulted did not answer all of the questions in the survey  Not all operators in the market responded to the survey  The responses were misleading due to the fact that it was not possible to produce an exact value based on the company’s accounts, the instructions were misunderstood or inadequate, or incorrect information was submitted The measurement errors are judged not to be large and can often be compensated for by starting from previously collected data or by estimating based on related questions in the survey. As the information reported in percentages has been rounded off, the sum of the parts is not always 100 per cent. The historical statistics are revised as PTS obtains corrections and further information. For that reason, the statistics for one and the same year can differ between editions of the report. Historical information and market shares

The development of the market is reported using statistics that, in some cases, go as far back as 1992. Since 2006, PTS has also published data on market shares for variables at the end-user level for every collection period. Market shares for a number of different variables are included in the report, but significantly more information is published on the online statistics portal. The variables judged to be inadequate, or which are misleading in another way, are not published on the statistics portal. 1.4

Definitions

Definitions that form the basis for this report are also used in the questionnaire, and these definitions are continually revised so that they are in sync with market developments. The segmentation of the individual submarkets can change from year to year. Since 2003, PTS has also considered the information requirements for conducting market analyses and for deciding whether any operator has significant market power. In a number of cases, the statistics reported are divided between private and business customers, respectively. The definitions of private and business customers are based on who pays for the services, not who the user is. The criterion for the party paying being designated a business customer (including organisations that are not businesses) is that it has an organisation registration number. The remainder are designated as private customers. This means, however, that businesses and organisations registered under a personal identity number are included in the private customer category. Households

From 2013 onwards, Statistics Sweden (Statistiska Centralbyrån; SCB) has changed the method it uses to gather statistics on households, with these now being based entirely on information from registries. Accordingly, PTS has chosen to use the new household data that have become available, beginning in 2013. This means that statistics related to the number of households in this report are not completely comparable to the corresponding statistics from editions before 2013, where the data concerning households was based upon replies from private individuals and property owners. Machine-to-machine (M2M)

Machine-to-machine, or the Internet of Things, are terms for basically the same thing; machines that communicate with machines without too much interference from humans. It may, for example, be an electricity meter that once an hour submits a value for electricity consumption to the electricity supplier, a house alarm that sends an alarm if there is a burglary, a truck that receives drive orders. This report only concerns M2M that uses mobile phone numbers. This means that it is only a subset of all M2M, for example, not including M2M with fixed-line phone numbers or without numbers.

B.0 Introduction ‘The Swedish Telecommunications Market’ represents a data compilation conducted twice annually. The results are presented on a statistics portal (www.statistk.pts.se and http://statistik.pts.se/start_en/) and also in summary form in a report. B.1 Contents 1.1 Statistical target characteristics The compilation gathers information about the number of subscriptions broken down by subscription type, traffic broken down according to kind of traffic and revenues from the retail market in respect of the market for mobile call services. This information is reported in certain cases split between private and business, respectively. 1.2 Objects and population The target population comprises a sample selection of undertakings that have conducted operations within the market for electronic communications. The framework population comprises those undertakings that have given notice to PTS that they intend to conduct telecom operations according to Chapter 2, Section 1 of the Electronic Communications Act (LEK). Undertakings subject to a notification obligation are provided by PTS in a register. In addition to this, there are also a number of undertakings within the market for broadcasting and a number of public stakeholders. 1.3 Variables Data collection is conducted by means of a web questionnaire. The compilation includes variables as regards:    

1.4 Statistical measures Data collected is reported as number, in SEK, bytes, bit per second, as an average per household, number per minute and as number per 1,000 inhabitants. 1.5 Study domains Data is presented in five areas: fixed call services, mobile voice and data services, Internet services, television services, and bundled subscriptions. There are reports broken down into private and business. 1.6 Reference times This data compilation relates to the first half of the calendar year 2016. 1.7 Comprehensiveness The data compilation ‘The Swedish Telecommunications Market’ is an independent survey, but PTS also gathers in data annually concerning broadband access lines. B.2 Accuracy 2.2 Overall accuracy The Swedish Telecommunications Market is, as regards the half-year, a sample survey for the half-year. The sample is taken from the target population described in 1.2 and is based on the market share of the objects surveyed viewed as number of subscriptions that they have reported in the full-year compilation. However, the framework population may be smaller than the target population, an uncertainty that is considered to be low as PTS’s register quality is considered overall to be good. The sample includes the largest operators within each area and represents between 98 and 100 per cent of the market for the various reporting groups referred to in 1.7. Data compilation has a high response frequency, 98 per cent for the first half-year 2016 survey. Partial attrition is reduced in part by the inclusion of responses from previous years in the web questionnaires to assist the respondents when completing the questionnaire, and also by the incorporation of certain blocks that require the respondents to provide an explanation in the event of an excessive deviation

Systematic errors occur, and are reduced partly by data for various sizes being checked against each other to identify deviating information. 2.3 Sources of inaccuracy Besides inaccuracy resulting from the survey being a sample survey, the result is affected by a further number of sources of error, for instance partial attrition, under and over coverage and various kinds of measurement error. 1. This means that regard is not taken to any changes in the form of increases or reductions within that group and that those increases or reductions seen for the sample are underestimated. In addition to this there are also estimates for individual operators. These estimates are made on the basis of the previous responses submitted by company and subsequently sent back to the operator for approval. 2. Measurement errors Measurement errors arise when an operator answers the questionnaire but does not provide the true value. This may be the result of neglect, inadequate or misunderstood instructions or that it was not possible for any exact value to be established from the businesses’ accounts. Several operators have, for instance, not had access to reliable documentation for reporting volume data. 3. Processing The information gathered undergoes processing and if necessary correction, sometimes following supplementary information from undertakings.

B.3 Timelines 3.1 Frequency The data collection is collected twice annually, on half-year and full-year basis. For the half-year report, the data collection comprises fewer variables and is based on a sample of the target population. 3.2 Production time Four months; publication occurs approximately one month after data collection is concluded. 3.3 Punctuality Six months after the end of the survey period, according to the plan. B.4 Comparability and coherence 4.1 Comparability over time For detailed information about breaks in time series, reformulated intervals, etc., see the tables published on the PTS statistics portal (www.statistik.pts.se). 4.2 Comparability between groups Certain variables in the data presentation are also included in other statistics:  

Households. Statistics Sweden (SCB) annually publishes statistics on the number of households in Sweden. Population of Sweden. SCB also annually publishes statistics concerning the population of Sweden.

4.3 Coherence with other statistics Since 2003, PTS collects statistics for the full-year report in cooperation with SCB and Trafikanalys, which means that the statistics published from 2003 an onwards by PTS and Trafikanalys can be used jointly. For the years before 2003, there may be certain differences as a consequence of separate statistical processing. There is no corresponding information for the data collected on half-year basis.

4.4 Availability and clarity The results of the data collection are presented on a statistics portal in the form of tables. The results are also compiled in a report, ‘The Swedish Telecommunications Market First Half-year 2016’. 4.5 Forms of dissemination Both the statistics portal and the report are publicly available on the web.
