Mission & Vision MISSION: The Salvation Army Santa Clara Citadel’s Summer Day Camp provides an affordable, safe alternative to “conventional” Day Camps with an emphasis on spiritual growth and Christian values. VISION: Children attending our Summer Day Camp will experience holistic growth (spiritual, emotional and social) that will result in a recognition of who they are in Christ and will enhance The Salvation Army’s programming.

GRADES SERVED The Salvation Army Santa Clara Citadel’s Summer Day Camp is focused on children entering grades 1 through 12. HOURS OF OPERATION Regular hours: 8:00AM to 5:00PM

Extended Care hours: 5:00PM to 6:00PM

Tuition & Other Fees Each session requires a $20.00 deposit per child to hold each child’s space. This deposit is nonrefundable. Once a deposit is paid, it cannot be refunded or applied to another session or child. A separate deposit must be paid in order to change enrollment to a different session. Registration is on a first-come, first-served basis. For each session space is limited to 60 children per session, with the exception of Session 2. Session 2 is limited to 20 children going into grades 6-12. The cost for each session is $100.00 per child per session (this includes the child’s $20.00 deposit), with the exception of Session 3. Session 3 is free for all children. Extended Care hours are from 5:00PM to 6:00PM and is an additional $25.00 per session per child. Fees will not be prorated for any reason. The session fee covers expenses for the week, including transportation, field trip admissions and snacks. All children must be registered and have all session fees paid in advance. Fees are due the Friday prior to the enrolled session. (Payments for Session 1 are due on Friday, June 17.) Payments not received by the Monday of the enrolled session will be subject to a $25.00 Late Payment Fee and may result in the loss of your child’s spot within a session. Late Payment Fees must be paid in order to confirm the next session’s enrollment. LATE PICK-UP FEE If children are picked up later than the agreed upon pick-up time (5:00PM for regular hours and 6:00PM for Extended Care hours), a $15.00 Late Pick-up Fee will be assessed for children picked up within 15 minutes of the pick-up time and $1.00 per minute thereafter. This fee will be charged for each child pick up late. (For example, if two siblings have not been picked up by the agreed upon pick-up time, the parent will be responsible to pay the Late Pick-up Fee for both children.) Late Pick-up Fees accumulated must be paid by the week’s end in order to confirm the next session’s enrollment. The fee will occur each time the child is picked up late. If a child is picked up late for three (3) days within a week, he/she will be dismissed from Day Camp for the remainder of the week. He/She will be allowed to return if enrolled in another session, but if he/she is picked up late two (2) times within the following enrolled session, the child’s enrollment in Day Camp will be terminated, and he/she will not be able to return for the remaining weeks. Fees will be refunded for the remaining weeks enrolled and paid for less the deposit. RETURNED CHECK FEE A $25.00 Returned Check Fee will be assessed for any checks returned by the bank. After two (2) returned checks, only cash and money orders will be accepted for subsequent payments. REFUNDS Refunds require written notice and will be less the deposit amount. Listed below are processing fees that will be charged:  

Payments Unfortunately, we do not accept credit cards. We do, however, accept checks, money orders and cash. Please make your checks payable to “The Salvation Army” and note your child’s name and session on the memo line. You can hand your payment to any staff member, put it in an envelope and in our mailbox if no one is in the office, or mail it to us at: The Salvation Army Attn: Erin Knickerbocker 3090 Homestead Road Santa Clara, CA 95051.

Meals Each Day Camper MUST bring a packed, cold lunch every day. Hot lunches are allowed, however, we are not able to microwave lunches for the children as there is only 45 minutes set aside for lunch time. Utensils must also be packed should your child need them for his/her lunch. We will not be providing utensils for lunch time. There may be days when lunch will be provided for the children, but we will send home notice to let you know the day before. Morning and afternoon snacks are provided during Day Camp. If your child has specific allergies, you may pack a snack for them to eat instead of the snacks provided. If you are interested in donating fresh fruit, vegetables, cheese, crackers or any other healthy snacks, please let us know.

Daily Activities Daily activities will include games, crafts, singing, Bible stories and group assemblies. Because each week’s activities vary, weekly schedules will be available online at www.salvationarmysiliconvalley.org. Please review it your schedule daily so that your children have what they may need for the day. Informational handouts will also be sent home periodically. Please read them and follow any special instructions.

Field Trips & Transportation FIELD TRIPS Field trips may be taken during the weeks to various locations. You can find all the activities on the weekly schedule online. TRANSPORTATION We have several vans and buses that we use to transport children and staff on field trips. We also walk to closer locations (i.e., local parks) if the weather permits.

T-shirts Your child will receive one Day Camp t-shirt that must be worn on field trips. If you would like more than one shirt, they are available for $10 each. If your child is not wearing his/her Day Camp shirt on the day of a field trip, we will give him/her a new shirt, and you will be charged for the shirt. Shirts may not be borrowed and returned. Sunblock & Attire SUNBLOCK Children must bring their own sunscreen. However, we will have a small supply of SPF 50 that we carry in case of emergencies. Our staff may dispense sunblock into children’s hands but cannot apply it on the children per our Child Safety Policy. The staff will check that the children are protected from the sun throughout the day. ATTIRE Children may spend a good portion of the day outdoors during Day Camp, so please dress them accordingly. Please check your daily schedule to see where we will be going and what activities will be taking place in order to dress them appropriately. For example, if we are going on a field trip that requires a lot of walking, sandals and flip flops may be uncomfortable, and if so, should be avoided. Sunblock is ALWAYS appropriate!

Sign-in & Sign-out Procedure The sign-in and sign-out sheets will be available at the registration table during registration time in the morning and ruing check-out time in the afternoon. Signing in and out is mandatory per our Child Safety Policy as well as state licensing regulations. Because of security purposes, the sign-in and sign-out sheets will be put away during all other program hours. If you need to sign a child in or out at any time other than registration or check-out, please see a staff member so that he/she can get the binder for you. SIGN-IN All parents must sign their child in upon arrival at Day Camp at the registration table on the sign-in sheet provided with a signature and the time the child is dropped off. If your child arrives late, please see a staff member so that he/she can get the sign-in sheet for you. SIGN-OUT All children must be signed out upon pick up from Day Camp. Parents/Guardians must sign their children out at the registration table on the sign-out sheets provided with their signature and the time the child is picked up. If you are picking up your child early, please see a staff member so that he/she can get the sign-out sheet for you. Adults must have a signed release in order to pick up a child. If the adult is not listed on the child’s registration form, written permission must be received by our staff and he/she must have photo ID.

Student Hooks & Cubbies Each child will be assigned a hook and cubby. Children must store their belongings on their hooks and in their cubby during the day, but the cubby must be cleared out at the end of the day. Items left at the end of the week will be discarded or put in the Lost & Found for two (2) weeks.

Optional Services On Monday evenings, Shoto Dojo (traditional Shotokan Karate) classes are held at our facilities. All classes are taught by Adult Black Belt Certified instructors. General Rules YOUTH Respect Others No fighting, wrestling, tripping, or hitting. Bullying and teasing are not allowed. No stealing or touching things that do not belong to you. Listen and follow the direction of the staff. Respect Yourself No foul or inappropriate language. Shoes must be worn at all times. Appropriate dress is expected; no revealing attire or inappropriate messages. Respect the Building No running to and from rooms or in the classrooms, Fellowship Hall, Game Room or Chapel. Other Rules Cell phones are only to be used in emergencies and contacting parents/guardians as needed with staff permission. Cell phones that are used without permission will be confiscated, held in the director’s office and returned to the parent/guardian upon pick up. iPods and other electronics are not to be brought into the facility. We are not responsible for these items or any damage or loss that may occur. Failure to follow these rules will result in disciplinary action and possible suspension from the program. ADULTS The rules that apply to our youth apply to adults as well, and it is important that we hold everyone accountable to expected behaviors within our programs and facilities. Adults should be guided by the following expectations:  Adults should not have any unsupervised, isolated interaction with youth – even with their own children (except parent/child restroom requirements). If parents/guardians need to meet privately with their child, it must be done as per our Child Safety policy – office with a window and/or open door. Staff must also be aware that the child is going with the parent/guardian.  Parents/guardians are only allowed to drop-off and pick-up children that they have a signed release for and those details have been pre-arranged with center staff (where applicable).  Adult members are responsible for the behavior of their guests.  No foul or abusive language.  Appropriate dress is expected – no revealing attire or inappropriate messages.  No alcohol or smoking permitted on the property.  Members are expected to obey all posted signs on Salvation Army property, including those specific to vehicles and parking.

Disciplinary Actions Discipline is an important aspect of our programming and interaction with children. Most of the time, discipline becomes a problem when children are bored, so we try to provide activities that will keep them focused and out of trouble. Still, if children have too much energy, problems arise and focusing becomes difficult for the child. We have implemented a Behavior Chart for our Summer Day Camp. The charts are hung by the door in the portable. We feel that children should be responsible for their own actions. With the chart, parents are also made more aware of how their children are behaving through the day. The consequences are listed below: Each child begins the day with a green card. 1st offense – Child will receive a verbal warning and color card will remain green. 2nd offense – Child will receive a time out* and color card will change from green to yellow. Child must also complete the Apology Letter Form for the offense to ask for forgiveness. 3rd offense – Child will receive an additional time out*, color card will change from yellow to red and child must Apology Letter Form. A phone call to the parent may be made or the child may be sent home depending on the severity of the offense. *Time out protocol is one (1) minute per each year of the child’s age. Regardless of which offense, a letter from the director will be sent home with a copy of the Apology Letter Form completed by the child to inform the parent of why the child received a change in his/her color card. Corporal punishment will not be accepted nor tolerated as it is a violation of personal rights. Parent conferences will be held if a child’s behavior is consistently disruptive and no improvement is made.

Suspension & Dismissal If a child’s behavior has caused him/her to reach a Red Card three (3) times within a week, he/she will be suspended from the program for a period of one (1) week. Prorated fees for the suspended week will not be refunded. Three (3) suspensions are grounds for dismissal, and the child’s enrollment will be terminated. Any fees paid for the month will not be refunded.

Sending A Child Home We have a zero-tolerance policy for fighting, hitting and physical and verbal abuse. In such cases, the child will be sent home immediately. Please know that we will make sure that we have the complete story and are appropriate in our response. This is done by the director/supervisor only and after contact has been made with a parent/guardian. No child will be sent home alone; a parent/guardian must pick up the child within two (2) hours. The child will be a “non-participant” in group activities with a staff member assigned specifically to the child until a parent/guardian arrives to pick up the child and speaks with the director/supervisor. The child will not be left alone while he/she waits to be picked up, nor will he/she be sent home without the approval of the director/supervisor. Child Safety Policy Child abuse is found in every community and neighborhood, rich or poor, urban or rural. Our goal is to implement child safety techniques to protect the children in our care from abuse and preventable accidents, as well as ourselves. The Salvation Army has its own internal child safety program called “Protecting the Mission” (formerly known as Safe From Harm). Every staff member and volunteer that has access to children are required to attend a child safety training, as well as clear background and child abuse registry checks. The training assists staff in raising awareness of child abuse, as well as equipping and defining appropriate responses for staff action when faced with a suspected abuse situation. Many of the “Protecting the Mission” policies are repeated in this handbook, however, the complete Working with Minors Policy is given to all employees and volunteers during orientation. Additional copies are available from the program directors and human resources office. Steps for reporting a suspected abuse, immediately, in this order: 1. Call Child Protective Services, Police, Sheriff’s Office, or County Welfare Office immediately. 2. Complete a Suspected Abuse Report Form. 3. Notify the Corps Officer and Divisional Commander’s office of the suspected abuse. Again, Salvation Army policy and state law mandates that all incidents and allegations of suspected abuse be immediately reported to the appropriate agency and the Territorial Legal Secretary.

Bullying Prevention The most common peer-to-peer abuse is “bullying.” Every day at school, children are threatened, teased, taunted and tormented by the typical schoolyard bullies. Unfortunately, for many children bullying is a fact of life that they are told to accept as part of growing up. Bullying can also lead to greater violence. It not only impacts each victim, but it creates an environment of fear in the places where it occurs. Bullying may be physical, verbal, emotional or sexual in nature:    

Physical bullying includes punching, poking, strangling, hair pulling, beating, biting, and excessive tickling. Verbal bullying includes name-calling, teasing, and gossip. Emotional bullying includes rejection, terrorizing, extorting, defaming, humiliating, blackmailing, attacking personal characteristics (race, disability, ethnicity, sexual orientation), manipulating friendships, isolating, and peer pressure. Sexual bullying can include exhibitionism, voyeurism, propositioning, harassment, physical contact and assault. From: U.S. Department of Education (1998)

Never convey to a child who is being victimized that something is wrong with him/her or that the child deserves the treatment he/she is receiving. We need to communicate that they are not at fault and that the bully is the source of the problem. Complete an incident report and submit it to the program director for follow-through.

Health & Medical Immunizations requirements-Community Care Licensing Title 22 Section 101520.1: The licensee is not required to document immunization of children also enrolled in public/private elementary. All members must complete the appropriate state forms upon registration. These forms include, but are not limited to:      

Admission Agreement (Registration packet) Notification of Parents’ Rights form (LIC 995) Personal Rights form (LIC 613A) Consent for Medical Treatment form (LIC 627) Identification and Emergency Information form (LIC 700) Child’s Preadmission Health History – Parent’s Report form (LIC 702)

FIRST AID The ASK Program is equipped with multiple first aid kits that are easily accessible and all staff is to be trained in basic first aid response. Key staff is required to attend additional first aid training, as well as CPR training. The program will have trained staff in these areas and must maintain a first aid log to document all incidents and illnesses. ADMINISTERING OF MEDICATIONS During the year it may become necessary for your child to receive medication during the day. We can administer prescription and non-prescription medication with a signed consent form from the parent. NO MEDICATION will be administered without consultation AND written approval of parent or guardian, including aspirin. Prescribed medication must be in the original container from the doctor’s office. Authorization from parent must be given directly to staff. PROCEDURE OF MEDICAL & DENTAL EMERGENCIES In case of an emergency, 9-1-1 will be called immediately. The nature of the incident will determine the response. Staff will rely on their first aid training, supervisors and direction of the 9-1-1 response team. Notification to parents will not be made for minor injuries or illnesses unless requested. In case of serious illness or injury (i.e., cut requiring stitches, head injury, broken bones), skilled medical aid will be contacted at once and/or children will be sent to a hospital. In case of a dental emergency, we will notify the parent and seek emergency dental help. We may seek an x-ray examination, anesthetic, dental or surgical diagnosis or treatment and hospital care based upon the advice of a dentist licensed under the provisions of the Dental Practice Act. The ASK Program will contact parents at once for any injury requiring hospitalization or serious medical or dental attention. Please be advised that parents will be responsible for any charges incurred for medical or dental services.

Health & Medical (cont’d) SICK CHILDREN Children who get sick while at our facilities must be picked up by the parent or other authorized person within two (2) hours of the time parents are contacted. The child will be kept in the Director’s office until the child is picked up. If a child arrives at the center with any symptoms of illness, or is otherwise ill, the child will not be allowed to attend that day. If a child has been diagnosed with a communicable illness, a physician’s note stating that they are no longer contagious will be required before readmission. Observing our illness policy will help us protect all of the children in our program. The standards are a necessary part of our program policies that will help to ensure a healthy environment. COMMUNICABLE ILLNESS Communicable diseases, sometimes called infectious diseases, are illnesses caused by organisms such as bacteria, viruses, fungi and parasites. If there is an outbreak of a communicable illness, those that are infected will be immediately separated from the group and isolated until they can be picked up.     

Isolate infected person(s). Parents or designated guardians will be notified immediately. Those infected will be sent home. Entire facility or specific areas if appropriate (including restrooms) will be cleaned and disinfected. Written notification will be sent home to all members.

INCIDENT REPORTS All staff is responsible for reporting any incidents, issues or concerns immediately to their supervisor and complete the required forms as per program procedures. We must maintain a history of incidents and behaviors on file, in writing. Forms are available in the various rooms in the Child Safety Forms binders. Ouch Reports – for recording injuries and illnesses. Report everything – members, clients, guests, and staff. Sometimes a history of injury or illness is beneficial. Incident Reports – for reporting incidents that are not common occurrences. These are vital in having a history on file and for sending home to inform parents regarding any incidents. Suspected Abuse Forms – required to be completed and sent to Divisional and Territorial Headquarters for ANY suspected or reported abuse. We are mandated by the State to report suspected abuse. We do not investigate, just report. PLEASE NOTE: CHILD PROTECTIVE SERVICES MUST BE CALLED FIRST IF ABUSE IS SUSPECTED.

Staff Policies & Procedures STAFF EXPECTATIONS AND BEHAVIORS There are certain and specific expectations that all staff should be reminded of: 

We expect all staff to be dressed appropriately – no revealing attire or inappropriate messages.



We expect staff to support one another and that all interactions in public areas be positive and appropriate. Any issues, concerns and problems must be addressed privately and not in front of members or clients. We expect staff to be friendly, courteous and respectful to all members, clients and co-workers.



Public displays of affection are not permitted, and the “romantic” lives of staff members are not to be shared with children and/or clients.



Physical and verbal abuse towards other staff and/or clients will not be tolerated.



All staff members are mandated child abuse reporters.



All staff must complete required Child Safety training and other training noted in their specific job descriptions.



All staff is responsible to report any incidents, issues or concerns immediately to their supervisor and complete the required forms per center procedures. (Discipline Notes, Ouch Reports, Incident Reports, etc.)



All staff is to ensure the safe participation of all members, guests and fellow staff in center activities and programs, adhering to center safety policies and procedures.



All staff is to assist in the proper care and maintenance of the facility and equipment and to monitor and maintain the security of all areas of the facility.



We expect all staff to be supportive of the vision and mission of The Salvation Army.



Staff will never give their home address, phone number, or email address to a minor.



All staff shall be guided by The Salvation Army’s Policy for Working with Minors.



Types of disciplinary methods not permitted – spanking, slapping, pinching, yelling or hitting. Corporal punishment will not be tolerated.

PHYSICAL CONTACT WITH MINORS Appropriate physical contact with minors is important to be defined for everyone’s safety. Innocent gestures and touches can easily be mistaken by both children and adults, so it is very important that we establish guidelines for such contact. A good “rule of thumb” is to never touch a minor (or adult for that matter) on any part of their bodies that would normally be covered by a bathing suit – unless it is a medical necessity and staff has the supervision of another adult.

Staff Policies & Procedures (cont’d) Safe touching spots are on the hand, shoulder and upper back. In the field of youth ministry and in the scope of the programs we operate at our various facilities, affection and comfort are key components to the relationships we develop as we work with young people. The Salvation Army’s Policy for Working with Minors lists many examples of appropriate and inappropriate touching behaviors. Forms of discipline not permitted – spanking, slapping, pinching, hitting, belittling, etc. No Corporal Punishment/Violation of Personal Rights CCR, Title 22, Section 101223.2 PERSONAL PROPERTY OF MINORS If children attending our programs should bring personal items or articles of clothing that can be removed (i.e., jackets, sweatshirts, scarves) please know that these items are not the responsibility of The Salvation Army. All items should be clearly marked with the child’s name. Parents and children must assume responsibility of their property. Should staff deem it necessary to confiscate any of these items with the exception of clothing, it will be returned to the child’s parent at the end of that same day. Clothing causing a distraction will need to be put with the child’s belongings or worn correctly. Clothing that is left behind will be put in our lost and found in the Game Room. CELL PHONES Many youth will have cell phones because parents want their children to be able to contact them at any time. They should not be used during our program times and minors should request permission from a staff member to use their phones when in our care. Excessive use of cell phones by minors will be restricted through a conference with parents/guardians. FIELD TRIPS AND OUTINGS Staff members are required to adhere to the following when taking youth on field trips and outings:        

All field trips and outings must be planned and pre-approved with supervisors. All participants must have signed permission on the form given at the time of registration. A roster of participants must be filed and confirmed before departure. All vehicles are to be safety checked before departure. Verify numbers and participants when loading vehicles on departure AND loading for return. Count, count, and re-count. Never leave a location when someone is missing. Contact center immediately. Make sure the contact person for the group has permission slips, roster, and all related field trip materials on hand.

Staff Policies & Procedures (cont’d)     

Staff must record and report any and all incidents and first aid concerns. Staff must NEVER leave children unattended during field trips, including restroom visits. Follow bathroom procedures policy. Two staff should be assigned to every group, or groups should be merged. Staff to child ratio should never be more than 1:10. Staff cannot “hold” money for children on field trips. Money taken on trips should be kept to a minimum and the child’s responsibility clearly stated to parents/guardians.

PARENT AND MEMBER INTERACTIONS Although we want our staff to get to know the parents and families of our children and members, we do not want our general staff confronting parents when issues or conflicts arise. All conflicts and issues that are raised by parents, guardians and adult members must be referred to a supervisor or director. This is for the protection of our staff. In addition, if parent-child conferences are required, they should be held in areas removed from the general program areas and have at least two staff present. Offices with windows that can easily be seen by others are appropriate. Program staff are not allowed to “baby sit” children who are registered members, guests or clients of our facilities (unless family members) without a signed waiver that releases The Salvation Army of all liability. Personal relationships and interactions must not interfere with the employee’s specific job responsibilities at any time during assigned work hours. YOUTH DISCIPLINE Discipline can be difficult to attain and difficult to maintain, but it is an important aspect of our programming and interaction with children. Most of the time, discipline becomes a problem when children are bored, so we need to make sure we provide activities that will keep them focused and out of trouble. We cannot emphasize enough that we MUST love, care for and respect every child that enters our building. No matter what, we MUST demonstrate love, care and concern – to every child, even those that misbehave. Parents NEED TO KNOW AND SEE that we love their children. Corporal punishment will not be accepted nor tolerated as it is a violation of personal rights.
