Global Amateur Radio Emergency Communications Conference 2014:

Taking a Technological Tack:

The International Amateur Radio Union (IARU) delegates from all three regions

attended a “desktop exercise.” The SATERN program demonstrated the digital modes, and remote control operations for humanitarian assistance and disaster relief. SIMULATED EMERGENCY TEST On October 4, 2014, many of our SATERN members throughout Missouri and Kansas participated in the annual Simulated Emergency Test (SET). This corresponded with the American Radio Relay League (ARRL) National SET Exercise held on October 4 and 5, 2014. The SET provided amateur radio operators the opportunity to show what amateur radio can do in support of various served agencies. It also allowed amateur groups to show their strengths and to determine any weaknesses. The Kansas City Metro Area version of the SET was a regional exercise designed and sponsored by the Metropolitan Emergency Communications Council (MECC). It included many KC Metro public safety and emergency management jurisdictions as well as ARES (Amateur Radio Emergency Service), RACES (Radio Amateur Civil Emergency Service), KCHEART (an amateur radio team supporting local hospitals) and MARS (Military Auxiliary Radio System). In the Kansas City Metro Area, amateur operators were deployed to the field in Jackson County, MO; Platte County, MO; Cass County, MO; Clay County, MO; Leavenworth County, KS; Johnson County, KS and Wyandotte County, KS on October 4. This regional exercise was a major event and was planned for six hours in that region. Amateur radio operators, including SATERN members from these counties, were involved in various aspects of the exercise including planning, coordination, as controller/evaluators, players, etc. The scenario chosen for this exercise in the Kansas City Metro Area was based on two tornadoes that have impacted the metro region in the past. The SET was guided by a lengthy list of scripted simulated events that amateurs were asked to respond to as if they were real events. There were various objectives to be evaluated. These included documentation of amateurs; setting up a high frequency (hf) net to join participants; creating ultra high frequency (uhf) and very high frequency (vhf) nets to support sheltering operations; damage assessment; etc. It was also an objective that KCHEART be activated to provide communications with hospitals and Emergency Operations Centers (EOCs). The SET provided an opportunity for amateurs to work with emergency management and hospital personnel. The exercise was very important in providing practice for our amateur radio operators in communications. It also served as a means to help emergency management officials and hospital managers in fulfilling their obligations to have emergency exercises on a regular basis. The event was immediately followed by local “hot wash” meetings. These meetings were used in various jurisdictions so players, evaluators and team leaders could give input as to what went wrong and what went well during the exercise. After the local “hot wash” meetings” there was a “regional hot wash” in Kansas City, MO to discuss the issues discovered in a more regional light. This was followed the next week by an “After Action Conference.” The work on the SET will continue throughout the next year with the development of plans to address issues discovered during this year’s exercise. In short, this was a very well documented and constructed event. We were told this event, if done by a professional firm, would have cost thousands of dollars. The SET was also discussed during our October 13, 2014, SATERN/ARES Meeting held at the Olathe Corps. SATERN members Tom Griswold (KTØMG) and Herb Fiddick (NZØF) led the discussion. The Salvation Army Wichita Disaster Services…

The Salvation Army Disaster Services provides relief to victims and emergency workers at disaster sites. Services include food, clothing and cleanup assistance with an emergency mobile canteen unit on call 24 hours a day. The canteen is equipped to serve hot meals and cold drinks.

The Emergency Disaster Services Team (EDS) is made up of dedicated volunteers. The EDS team is activated on an asneeded basis by out local city/county emergency responders. EDS has responded to requests for assistance for train derailments, meth lab investigations, crime scene investigations, fire calls, child searches, DUI check points, tornados, floods, etc. During a major disaster, all Salvation Army staff and officers are activated, in addition to the EDS team, to offer assistance as needed. JUNE JEFFERS MEMORIAL RADIO ROOM

Herb Fiddick (NZØF) and Rich Britain (NØENO) did some repair work on Monday, October 20, 2014 at the June Jeffers Memorial Radio Room in Olathe. The work involved fixing a small leak in the antenna entrance on the roof of the Olathe Corps leading into the radio room. The Radio Room is now in unrestricted operation. Why Volunteer Hours are Important: Each month Henry Monton, WØIE, our Assistant Divisional Coordinator, makes a request (or two) for our volunteer hours. These reported volunteer hours are important. The volunteer hours show The Salvation Army the commitment of our SATERN Program and its members to the Emergency Disaster Services Program. As you know, sometimes you can do a lot but if it is not reported, it seems like it never happened. These volunteer hours reported are used in combined reports submitted by EDS personnel to the Division. The volunteer hours (particularly related to deployment) are used in reports for grant applications and other funding sources for The Salvation Army. Volunteer hours represent cost savings to The Salvation Army. If you do not currently report your volunteer hours, we would appreciate your consideration in doing so. There is no need to break down the hours into any categories. The Emergency Assistance Program is an integral part of The Salvation Army, providing services to families on an emergency basis. These services are available in every county throughout Kansas and Western Missouri and provide aid for families who need rent, utility, clothing, food or other required assistance. Caseworkers or volunteers meet with families to assess their needs. Additionally, gifts and food during the Christmas holiday are provided for nearly 10,000 families seeking assistance. Kansas Radio Amateur is ARRL McGan Silver Antenna Award Winner 11/04/2014 Brian Short, KC0BS, of Olathe, Kansas, is the recipient of the 2014 Philip J. McGan Silver Antenna Award. The award recognizes outstanding public relations efforts in promoting Amateur Radio to the non-ham community. Short, an ARRL Life Member, appeared on Kansas City Public Media’s “Up To Date” interview program on KCUR-FM in November 2013. The show, “Exploring Ham Radio in a Digital World,” highlighted Amateur Radio’s value to the community and how individuals can get involved. An Amateur Radio instructor, he was the recipient of the 2009 Herb Brier Instructor of the Year Award “Brian has done an outstanding job of using both traditional and social media to bring the message of Amateur Radio to the public,” said ARRL Midwest Division Director Cliff Ahrens, K0CA. “He is very deserving of this recognition.” The product of an Amateur Radio family, Short has been licensed since 1987, when he was 18. He is an ARRL Midwest Division Assistant Director, serves as Johnson County Amateur Radio Emergency Service (ARES) Emergency Coordinator, and is a SKYWARN weather spotter. He is also president and frequency coordinator of the Kansas Amateur Repeater Council and of the NEKSUN/K0HAM group. He has been a Public Information Officer in the Kansas City area. The ARRL Public Relations Committee recommended Short for the award, and the ARRL Board of Directors affirmed the committee’s choice. As this year’s McGan Award winner, Short will receive a plaque. The award’s namesake, journalist Philip J. McGan, WA2MBQ (SK), served as the first chairman of the ARRL’s Public Relations Committee.

The Salvation Army Emergency Disaster Service Recent Activities Nationally:

FEMA Corps Trains with The Salvation Army Jackson, MS (10-21-2014) - The Salvation Army ALM Division’s Emergency Disaster Services hosted The Southern Region Coast 4, FEMA Corps team at the Emergency Disaster Services center on October 20th and 21st.

FEMA Corps is the result of a partnership between The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and the Corporation for National and Community Service (CNCS). FEMA Corps teams are groups of individuals solely devoted to disaster preparedness, response, and recovery. In response to a new effort developed by FEMA in conjunction with a number of states, FEMA Corps teams are now being assigned to work hand in hand with state level organizations and groups. As one of these groups, The Salvation Army’s Emergency Disaster Services Department was included.

The EDS Department within the ALM division hosted the team for 2 very full days. The team was trained on the Intro to Salvation Army Emergency Disaster Services course, as well as an 8 hour VOAD Liaison course. In addition, the team was introduced to the different resources that The Salvation Army can bring to a disaster scene, including a walk-thru and explanation of all the larger pieces of equipment. Divisional Logistics Coordinator, Ken Freeman stated, “We are introducing tomorrows potential FEMA leadership to The Salvation Army, and all the good we can do at a disaster scene; this sort of program is invaluable.”

Monroe, LA (10-16-2014) – The Salvation Army of Northern Louisiana doubled down Wednesday in their response. With the help of an additional unit from Jackson, MS, the Monroe Salvation Army continued its service to the community following the now confirmed, F2 tornado on Monday.

The Salvation Army has been serving between 150 – 200 individuals meals three times per day at its stationary location in the Garden District of Monroe, LA. This area was hit especially hard by the storms. As the word continues to get out about the work of The Salvation Army, more and more people are making their way to the canteen for help. With the additional unit from Jackson, units will begin venturing into other areas populated by those unable to get to The Salvation Army’s current location. Monroe Salvation Army Volunteer Coordinator, Bobby Wooley advised, “It has been a long few days, but The Salvation Army has helped a lot of people. I am glad we could be there and lend a hand.”

As of last count, the Monroe, LA area still had 9200 locations without power. The Salvation Army of North East Louisiana plans to continue serving those in need. Area Administrator, Capt. Jerry Williams stated, “Since we now have the smaller, more mobile catering truck, we are finding people who are still in need of help, and that’s why we are here.”

Monroe, LA (10/14/2014) – The Salvation Army is responding to the massive storm that rocked much of the South East over the past few days. The storm dealt an extra heavy blow to North East Louisiana Monday. Governor Bobby Jindal issued a proclamation today declaring a state of emergency as a result of severe weather.

The Salvation Army is already hard at work responding to the needs of the area. The office in the area is headed up by Captain Jerry Williams, a former firefighter and emergency management professional. According to Capt. Jerry Williams, “Tens of thousands are without electric service in the area, and many are likely to be without through Friday. Without power, all the food that was in their refrigerators and freezers will be ruined.” Capt. Williams went on to explain how many people in the area live pay check to paycheck and losing a weeks’ worth of groceries would cause problems for many in the area.

The Salvation Army will begin distributing food boxes Tuesday. In addition to the food boxes, the local Salvation Army will be distributing clean-up kits, to assist those affected by the damages caused by the storms. Capt. Williams added, “People know that when they need help,

The Salvation Army is always there.”

New Orleans, LA (October 03, 14) - The Salvation Army of New Orleans has opened up their new warehouse facility in Covington, LA. The location is a new program spearheaded by the ALM division which partners the Divisional Emergency Disaster Services department and the local area command in New Orleans. This program allows for both divisional EDS staff and personnel from the Area Command to operate out of the location. In addition, materials and resources, from both groups will be kept at the center for use during an emergency event. This program establishes a beachhead into one of the most at-risk areas in the division. In addition to the storage space, the location was designed and outfitted with incident command offices, a kitchen, showers, and a large conference room.

As quickly as it officially opened, the center was scheduled for use. The New Orleans area commander, Capt. David Worthy arranged a meeting with all the area disaster volunteers at the center for Saturday. In addition, Capt. Worthy will be offering an Introduction to Salvation Army Emergency Disaster Services course at the location. Worthy advised, “The area is extremely busy, and prone to disaster events. This new disaster center will allow us to be more effective and efficient as we go about serving the community in Christ’s name.”

ALM divisional EDS director Thad Hicks stated, "Prior to this move to Covington the warehouse space being used for EDS activities was in the city. This location put it at a high risk of flooding, even in the case of a lower category hurricane." The move to Covington, LA was a natural one. Many of the businesses from New Orleans fled to the relative safety of Covington, LA after Hurricane Katrina. Hicks added,

"This location will allow for a downrange headquarters for our emergency disaster work. Having a location so close to a major population center will be invaluable during a response." http://disaster.salvationarmyusa.org/media/

As you are aware, successful completion of the course Safe from Harm is one of the requirements for a national badge issued by The Salvation Army.
