Every June, UNIFE hosts its General Assembly, an occasion for our association to plan for the future and celebrate past achievements. In 2014, we’ll meet in London, a city where rail is of strategic importance; represented by high-speed international connections with Eurostar, efficient public transport with the London Tube and liberalised operations within the national network. This edition of the IRIS newsletter focuses to some extent on the UK market and especially on the quality approach in the local supply chain. IRIS aspires to play a larger role in the UK and is therefore pushing more and more British companies to get certified.

For certified companies, the continual improvement process promoted by IRIS should enable them to better attain their internal and external goals. IRIS News IRIS discussed during a meeting of the Russia - France Business Cooperation Council on 23 April During a meeting of the Russia-France Business Cooperation Council in Paris, organised jointly by FIF and NP-UIRE, a statement was made on IRIS development in both countries. Additionally, Bernard Kaufmann presented the IRIS worldwide strategy before Oleg Senkovskyi gave an update on IRIS certification in Russia. Hakim Aoudia (Faiveley) and Carole Barnay (SNR-NTN) presented several aspects of implementation at their respective sites. IMC meets delegation from KORAIL, The Korea Railroad. During a meeting with the IMC in Brussels on 10-11 April, KORAIL, one the principal actors on the rail market in Korea, asserted their commitment to low carbon and green growth. This commitment has driven them to focus on quality and thus their consultation with IMC to learn more about IRIS benefits for the rail sector. This was an important meeting for IRIS as KORAIL is an important rail operator that is actively working to improve its supply chain by ensuring more product processes.

Seminar on IRIS Certification by the Spanish Railway Association, MAFEX On 4 February 2014, a seminar on IRIS was held in in Madrid, organised by MAFEX, Spanish Railway Association, and Cetren, and gathered around 25 representatives of Spanish rail companies. The seminar was a good opportunity to reinforce the IRIS strategy, the application of the current UNIFE commitments, the consequences to the Spanish companies and to push the Spanish industry towards quality improvements through IRIS. The Spanish market is beginning to grow again with the number of registered members increasing after a period of stagnation.

January conference on quality standards in Kiev On 21 January, a conference on quality standards was held in Kiev. Bernard Kaufmann, IRIS General Manager was there to represent the IRIS scheme and to explain the quality challenges linked to the current market. Implementation of IRIS was requested by some important operators as well as in Ukraine and the local ministry wants to push the industry to follow the requirements. This first approach will have to be confirmed by clear actions towards the industry in the following months.

IRIS Dictionary Hightlight on Process Scopes In each Newsletter, the IRIS dictionary dissects and explains a technical term, rule, or process in an easy and concise way. In this edition, “Process Scopes”, a blurred term for some, will be clarified. Since the launch of the IRIS scheme a peculiarity was the allocation of the auditor competence directly to a rail product. So far, twenty product scopes are registered in annex 1 of the IRIS booklet. In order to take into account the acquired knowledge and evolution of the processes a new dimension was necessary. A “process scope” represents a group of IRIS “product scopes”. Process scopes are scopes given to IRIS approved auditors to perform audits at companies. They are assigned to the IRIS auditor during the initial IRIS training or later on through a scope extension. By obtaining a process scope the IRIS approved auditor is allowed to perform audits for companies having all IRIS product scopes in the assigned process scope. Companies will still be IRIS certified under the 20 IRIS product scopes (IRIS booklet Rev. 02.1, annex 1). The process scopes will strengthen the technical capability during the audit and will give auditors the ability to focus on their experience based knowledge.

Mr. Hans van Mulekom, NedTrain Strategic Quality Manager

Two years after his first interview in the IRIS newsletter, Mr. Hans van Mulekom, NedTrain Strategic Quality Manager, shares his view on IRIS scheme. Due to his important position in this large Dutch material maintenance company railway, Mr van Mulekom has directly observed the effects of IRIS implementation on his suppliers and the quality differences between suppliers that are IRIS certified, and those that aren’t. The September 2012 issue of the IRIS Newsletter included an article on NedTrain’s view of the benefits of IRIS certification and its significance to the railway sector. Furthermore it exposed how NedTrain uses the standard internally for improvements of its own operations. Moreover,   NedTrain  expressed its hope that its partners in the railway sector would adopt IRIS in a similar way. Since the article, NedTrain has continued to promote IRIS amongst its suppliers and internally. At the beginning of 2013 one of  NedTrain’s maintenance sites decided to perform a gap-analysis between the existing ISO 9001 certification and the IRIS requirements. This allowed a clear view on which processes need improvement.

Moreover, at NedTrain there is a strong belief that IRIS certification will result in more reliable and efficient processes and that processes and procedures will be better documented, which is beneficial for servicing internal and external customers. IRIS certification is planned for 2016. To increase the internal awareness within NedTrain a newsletter is published twice a year.The topics in the newsletter are, among other things, derived from IMC presentations during IAB meetings. At NedTrain, there continues to be a strong focus on IRIS certification of their- suppliers.

business management system is an  excellent base for driving these kind of processes.”

Focus on quality culture in United Kingdom Railway Supplier Assurance and Quality Management in United Kingdom by Francis How, Technical Director at (RIA) the Railway Industry Association. Like other countries, UK companies working in the rail sector aim to achieve high quality through:  Quality management systems  Assurance systems These operate throughout the procurement and delivery life-cycle for systems, products, projects and services, which is shown in the diagram on the right side of this page:

Quality Management Many suppliers are ISO 9000 certified, and where appropriate ISO 14000 and ISO 18000. A small but growing number (~25) are also IRIS standard certified. Some are also applying ISO 11000, the international standard for collaborative business relationships, and the Railway Industry Association (which represents suppliers in Great Britain) operates a “Value Improvement Programme” for customers and suppliers to assist in collaborative work.

Supplier Assurance

Challenges for the future

The UK rail industry also operates two principal schemes for supplier assurance. The first is the Rail Industry Supplier Qualification Scheme (RISQS – www. risqs.org), which provides a registration and pre-qualification service for suppliers wishing to sell products and services in the UK. The RISQS scheme operates in Phases 1 and 2 of the assurance life-cycle diagram above.

Future challenges for the future for quality management and supplier assurance in the UK include:

The second scheme is the Rail Industry Suppliers Assurance Scheme (RISAS – www.risas.org.uk), which is focussed on assuring the delivery of safety-critical maintenance and overhaul services by suppliers (mainly for rolling stock). This operates at phase 4 of the diagram above. Outside of these schemes, suppliers and customers have their own company-specific arrangements for assuring the quality of delivered systems, products, projects and services.

 Coordinating the RISQS and RISAS schemes to provide an integrated approach to supplier assurance.  Considering the adoption of schemes and performance indicators to encourage supplier excellence in quality management and customer service.  Promoting the greater use of the IRIS scheme.  Seeking stronger collaborative working relationships between customers and suppliers.

In the United Kingdom, the Railway Industry Association (RIA) is a representative body for UK-based suppliers of equipment and services to the world-wide industry. It has nearly 200 member companies, active across the whole range of railway supply.

Andrea Mihalova, Product Manager for Automotive and Rail Certification Bureau Veritas Head Office and Colin Charlesworth, Client Manager at Bureau Veritas United Kingdom, express their point of view on quality culture and IRIS implementation in UK. Andrea Mihalova, Product Manager for Automotive and Rail Certification at Bureau Veritas Head Office Certification Business Line, reports on the current and future implementation of IRIS certification in UK. We observe that companies in the railway sector often do not know about the IRIS certification until we approach them. Our clients are intrigued by the assessment and quality improvement that the IRIS standard provides and are eager to learn about the value added recognition that an IRIS certified company would receive from their customers. From the global market point of view, the UK represents the 6th largest country in terms of number of IRIS certificates. Even though Bureau Veritas is the leading certification body on the market, in comparison with other countries, UK IRIS

implementation can be developed further. We now provide IRIS certification in 26 countries but UK was among the first alongside Germany and France where we got our start with IRIS. Most of our British clients are small and medium sized companies in the rail sector which is very different from, for example, China or Germany. Also, IRIS is often integrated with other quality management system standards. As the IRIS standard is not fully deployed in the UK rail sector, great potential for development exists in the future. To support companies in the coming years in the implementation of the IRIS standard in the UK and globally, IRIS certification must be further recognised by System integrators as a competitive advantage and IRIS must be compulsory in the rail supply chain.

Colin Charlesworth, Client Manager at Bureau Veritas Certification United Kingdom gives his view on quality culture and the IRIS scheme in UK. A quality culture does exist in the UK rail sector. However, it is not as strong as in the Automotive or Aerospace sectors, which are bigger and more established in terms of their own standards. IRIS certification is not well known on the UK rail market. I have ISO 9001 clients in the rail sector and they had not heard of IRIS until I told them about it.

In my experience, IRIS is persued for one of the three following reasons: 1. A supplier is not in the rail sector and sees IRIS as a means to break into it

2. The supplier has been told they must have it by their customer - and have implemented it with some reluctance 3. The supplier has seen it as a way of making their supply chain world-class. Therefore, when OEMs push certification more as part of their supply chain, we will begin to see a bigger certification uptake in the UK. You only have to look at where the IRIS certificates have been issued around the world to see how far behind UK is compared to other countries. To conclude, many companies are convinced by the scheme. I think IRIS is a very good standard - Bureau Veritas clients that have embraced it as a tool for improvement have all said they are a better company since becoming IRIS certified.

Bureau Veritas is a specialist in testing, inspection and certification. Regarding transport and infrastructures, Bureau Veritas provides certifications, such as IRIS, that help their clients drive efficiency and high performance within their business sector.

Mark Manley, Vice President Quality within Bombardier Transportation and member of the IRIS Steering Committee, expresses his view of the British rail market, the quality culture in the UK and the perception and implementation of IRIS there. The quality culture is impacted by this historical evolution coming from a quality control view focused on compliance and less on a holistic quality approach. However, current market changes are bringing the rail sector to move to a quality culture beyond compliance.

As Founding member and sponsor of the IRIS Initiative, Bombardier Transportation is committed to IRIS, by • Certifying our sites (42 IRIS certificates worldwide) • Integrating IRIS requirements into our procurement processes • Strongly supporting the development and deployment of IRIS worldwide. Rail in the UK has a long history and the market is strongly supported through a considerable amount of rail companies: suppliers, system integrators and operators.

“The IRIS scheme would be a good enabler to move the rail sector to a more preventative approach and would enhance the quality culture via the implementation and maintenance of robust processes throughout the entire supply chain.” Currently, there are limited requests from UK operators for IRIS certification to their suppliers. The current focus is around specific service related certifications and ISO. Tenders do not include IRIS as a requirement or scoring criteria, just a certified quality system. With 23 IRIS certificates in the UK the growth potential for IRIS remains high and also indicates that the scheme itself is not yet sufficiently understood by all relevant parties.

application of IRIS and increase the IRIS communication in the UK.“ Moreover, we need to ensure the buy-in of the operators, because finally, they are the ones able to push for achieving the quality improvements that IRIS certification provides. Bombardier Transportation is present in the UK with several sites (rolling stock, maintenance, signalling, etc.) and 4 of its 42 IRIS certificates are from UK locations. One of our worldwide activities, (incl. UK market), is the implementation of the IRIS commitments throughout the supply chain. Therefore IRIS is part of Bombardier Transportation’s standard supplier assessment and we enforce the use of the standard as a way of improving performance throughout the value-chain, supporting our goal of delivering high quality products and services to customers and to the industry as a whole. Finally, I would like to reinforce the necessity for a strong communication effort and an active involvement of the operators, system integrators and manufacturers to increase the knowledge and application of IRIS so that we can, together, support and enhance a quality culture in the rail industry.

Since Q4 2013, Mark Manley has held the position of Vice President Quality within Bombardier Transportation, responsible for defining and managing an efficient and effective quality strategy that ensures high quality products and services to customers. Mark joined Bombardier in 2012 running quality and HSE in the principal rolling stock division. Prior to his work with BT, Mark spent his 25 year career exclusively within engineering-to-order project driven companies within the oil & gas, utilities and defence industries.

IRIS vision & mission Our vision and mission, defining the milestones for the future During the past few months the IRIS Steering Committee has been working on its deployment for the next five years which includes: mission, vision, key initiatives and measurements. As part of this strategy, a development plan of the IRIS Standard will be presented in June 2014. During the last IRIS Advisory Board (IAB), on 15 April, the IAB members (including representatives from the industry and operators) discussed and confirmed the IRIS mid-term strategy (2014-2019), vision and mission.

The International Railway Industry Standard (IRIS) was developed and is promoted by the European Rail Industry Association (UNIFE) in order to define requirements, tools and means to improve the quality of rail products. IRIS awards its 1000 certificates 1000 worldwide rail companies are now IRIS certified! In early May 2014, 8 years after IRIS’ creation, IMC (IRIS Management Centre) is pleased to award its 1000th certificate! This is a significant milestone for the IRIS certification. With 1000 companies now having completed the IRIS certification process worldwide, the standard has become an international seal of quality, increasingly recognised by rail operators and producers alike. After a successful audit of their Brasov (Romania) facility, TÜV SÜD Management Service GmbH will issue an IRIS certificate (the 1000th IRIS certificate issued) to the S.C. Schäffler Romania S.R.L.

IRIS at InnoTrans 2014 IRIS will be present at InnoTrans 2014 in Berlin, from the 23 to the 26 September 2014, at UNIFE stand. InnoTrans, the International Trade Fair for Transport Technology - Innovative Components, Vehicles, System, is one of the biggest international trade regarding rail sector. InnoTrans represents an international industry showplace focusing on railway technology and an inescapable platform for buyers and sellers of passenger and freight transport technology. The InnoTrans Convention that takes place in conjunction with the trade show, includes a special Dialog Forum organised by several companies and associations, such as UNIFE.

IRIS will be present for the 4th time at InnoTrans 2014. With more than 1000 certificates worldwide, IRIS is becoming one significant actor regarding quality. IMC will be pleased to welcome all current IRIS stakeholders and newcomers at its booth on the UNIFE stand, to discuss IRIS implementation, status, achievements, improvements and upcoming steps. Moreover, daily discussion sessions will

be organised, starting on Tuesday 23 September. IMC reminds all IRIS certified companies that will have a stand at the fair, the importance of displaying the IRIS logo on their stand to show their commitment and strong belief in quality culture. IMC looks forward to meeting you at InnoTrans 2014!
