Commodore’s Welcome On behalf of the New England Flotilla, I look forward to welcoming you all aboard in New London, June 7-9, 2013. This is our third annual New England Flotilla Rendezvous, and our second incorporating a Safety at Sea Weekend. We are very fortunate to have the excellent facilities of Fort Trumbull State Park to use for the weekend as well as the outstanding support and hospitality of the crew of USCG Station New London. Safety at Sea provide Sea Scouts with remarkable opportunities to gain hands-on experience in critical safety-related situations. From dewatering and damage control, to emergency signaling and firefighting, the Safety at Sea events are designed to challenge the Scouts in a safe and fun enviornment. "Our Scouts are learning important life-saving skills at our event" says Carl Shellhorn, Skipper of the Sea Scout Ship Chaser (Napa, CA), "we're confident that if they have to face onboard emergency situations, they are are better equipped and skilled to handle those emergencies." The Rendezvous Staff has put together an outstanding weekend full of exciting events to challenge all of our Sea Scouts. In developing this event, we hope to call upon both the customs and traditions of Sea Scouting’s long history as well as the ambitions of Sea Scouting’s future in serving our community’s youth. An interest in boating, ships, and the sea is the venue through which we instill values of Scouting, character development, and fellowship as a program. It is our hope that the New London Rendezvous will provide a unique challenge to mark the growth of these values through the learning and exercise of maritime skills in this historic setting. I think you will see the “Four Ships” of Sea Scouting underway with all sails set. We hope to develop or refine Seamanship skills with the activities we have planned. Good Citizenship should be in evidence throughout the weekend as we all get along and work together, respecting each other and cleaning up after ourselves as we go along. This is a youth run program. Sure, us old adults put the program together, but the Flotilla Quarter Deck Leadership will carry out the program along with the Bosun of each Ship. Finally, we will have the opportunity to renew old Friendships as well as make lasting new ones through out the weekend. It is no “accident” that safety and fun go hand in hand. There is always some measure of inherent risk when stepping aboard a boat and shoving off, and that’s part of what makes a challenge real and exciting. As Sea Scouts, Be Prepared is not just a slogan, anymore than Semper Paratus is for the Coast Guard. At sea it is an absolute necessity. We ask ALL PARTICIPANTS, youth and adults, to follow the safety rules, exercise care, and call “avast” if safety is threatened. “Safe boating is no accident” is a very old slogan but it is just as appropriate today as it ever was. Event Arrival The New England Sea Scout Flotilla is hosting the New London Sea Scout Rendezvous at Fort Trumbull State Park, CT on 6-9 June 2013. Any Sea Scout Ship is welcome to attend. Cost & Registration: $30 per person. $5 late fee per person after Mon June 3rd Units must pre-register online at: www.scoutscapecod.org Please notify us early of any special dietary requirements for any of your crew when you submit your registration so we can plan ahead. Rendezvous Location: Fort Trumbull State Park is at 90 Walbach St in New London, CT 06320. On Site Park Ranger is Jonathan Lincoln, [email protected] .Visit the park’s web site for directions and to view information about the visitor’s center and park history: http://www.ct.gov/DEP/cwp/view.asp?A=2716&Q=325200 http://www.fortfriends.org/ The state park location is adjacent to the U.S. Coast Guard Station New London, which will is also included in the Rendezvous. The location of the station is 100 Bowditch Street, New London, Connecticut 06320, (860)-4424471. The Point of Contact is BM2 Jeff Thor, USCG, Safety at Sea Coordinator. This is an active military installation and access will be more restricted than in the Fort Trumbull park reservation. Check in upon arrival: All Ships participating shall check in with the Duty Officer at the event Watch Office upon arrival, whether by land or sea. The Watch Office will be located in the FT Lobby. Encampment assignments will be made at that time for those coming by land. At check in, present a Roster of your Ship’s participants, completed Tour Permit, Certificate of Insurance, Permission Slip, and a completed (Parts A and C) BSA Medical Form 34605 for every member that will be attending the event at any time. Bring to the Duty Officer’s attention any medical or dietary considerations or problems at that time. It is the Responsibility of 5

participating Ship’s to ensure all requested information is provided and is complete for each crewmember. Each Ship’s Skipper and Bosun will attend a meeting on arrival night where they will be given information on the latest schedule of events, watch and service assignments, and other important information your Ship will need. Encampment: Participants arriving by land or on boats with inadequate onboard berthing should bring tents that will be set up on the Fort’s parade field. Space is limited and will be assigned on a first come first served basis, as space permits. Those coming by boat may sleep aboard or ashore as they desire and as space is available. Berthing assignments will follow BSA rules for coed activities. Ship’s Boats: Participating Ship’s are encouraged to come by boat. Boats will anchor and raft up in the area between Pier 7 and Pier 4. The piers are high up. However there is a water taxi dock that will be used for dockage of tenders and transient boats. Each Ship is responsible for the safe mooring and security of their vessel. The New England Flotilla, the U.S. Coast Guard and Connecticut Department of Environmental Protection (which oversees Fort Trumbull) are not responsible for any damage that may occur to any vessels involved in this event. Please provide a Float Plan to Commodore Al Beal, 508 292-1894 or [email protected]. This plan includes information about your vessel, crew roster that will be aboard, the vessel, description, name, radio or cell contact information and your ETA to New London. Contact the Rendezvous Dock Master on VHF marine channel 68 prior to arrival for mooring instructions and assignment. Utilities and Services: We anticipate minimal services for boats anchored and rafted. Fort Trumbull or the Coast Guard Station will not be able to receive pumped sewage. Assume no dock electrical service will be available. Several common trash receptacles will be provided, but each Ship will be responsible to remove all their trash from the encampment and activity areas down to the Fort dumpster adjacent to the Pier Support Building. Restrooms will be open 24 hours at the Fort Pier Support Building. Shower access at the CG Station will be limited to Saturday evening 1900 to 2100 hrs.

Rendezvous Requirements Uniform: The New London Rendezvous is a core Sea Scout field event for the New England Region, showcased in public view alongside partner organizations including the U.S. Coast Guard, the U.S. Navy, and CT State Park authorities. Additionally, the ability to identify our members in a mixed public venue is essential. As such, uniforms are required for all crews attending this event. Members will be required to wear Event T-Shirt - Swimming Suit with shoes (no flip flops) during Saturday station events AND Ship’s uniform for during Breakfast and Dinner. Traditional crews shall wear the standard Sea Scout working blue uniform (chambray blue shirt with patches, blue jeans, black web belt, and unit baseball cap). Mates in traditional crews shall wear the prescribed officer’s khaki uniform detailed in the Sea Scout Manual. Non-traditional units shall wear their primary Ship’s polo or tee shirt and other uniform articles for the approximate level of uniformity of traditional units. Certain activities with a high likelihood of soiling or soaking uniforms may require the youth to change into swim gear and an old tee shirt. Adjacent changing facilities will be provided, but each member is responsible to bring these additional clothing items if they wish to participate in these events. Inappropriate clothing such as shirts advertising alcohol, drug or tobacco use, inappropriate language, or other inappropriate material should not be worn. As some activities will take place on the water, proper bathing attire may be worn. Rules of good taste apply here. Anyone, youth or adult found wearing any inappropriate clothing, will be asked to change into appropriate clothing. Failure to do so may result in disciplinary action, including being sent home at your own expense. The Commodore reserves the right to decide what is considered inappropriate. Hawaiian or tropical shirts are suggested for the Saturday social party. All participants, youth and adult, need to bring a water bottle, with their ID on it. Bottled water will not be provided but water will be available to fill and refill water bottles throughout the day.

Leadership: Sea Scouting is a youth led organization. As much as is practicable, this event will be youth led. The Flotilla Bosun and Bosun’s Mate will be responsible for organizing and assigning work details, and activity groups, as well as carrying out the plan of the day. All communications will be through the Flotilla Bosun to each Ship’s Bosun and will be carried out by them. If the current Flotilla Bosun, or Bosun’s Mate are unable to attend an acting Bosun and Mate will be appointed for the event. As always, any adult leader, witnessing any unsafe or inappropriate activity should take immediate action to correct the problem.

Code of Conduct: All participants are to behave in a manner that is expected of all Sea Scouts and that would bring no discredit to Sea Scouting. No one is allowed to leave this event for any reason without permission of the Commodore, or the Staff Duty Officer in his absence. The Guide to Safe Scouting is to be followed at all times. Ship’s youth leaders are expected to maintain safety and discipline of their crewmembers. Adults are expected to observe all safety and discipline rules, enforcing same at any time a problem presents itself, regardless of whose crew members may be involved. All leaders, Adult and Youth shall hold themselves to the high standards expected of Sea Scouts and should at all times be a role model for younger or junior members. All discipline or safety issues are expected to be resolved at the lowest level, by the participants own Ship leadership in a timely manner. Any situations that may rise above this level shall be resolved by the Staff and may include expulsion from the event at the offender’s own cost. The decision of the Commodore is final.

Safety and Security General: In the event of any emergency, especially a medical emergency, notify the Staff Duty Officer immediately. A dozen people contacting emergency services for a single emergency will only confuse the situation and possibly delay response. Once the SDO has been notified, take a moment to assess the scene for your own safety and take appropriate action. Security: Fort Trumbull is open to the public 24 hours a day for waterfront fishing access. During the daylight hours, crews will be moving about the Park and Station in various activities away from the encampment and boat mooring areas. While there will be a ranger on-site during workday hours and an SDO will be roving about throughout the event, the Event Staff cannot be responsible for the security for any particular item of property or track all of your member’s movements. Each Ship is responsible for securing their encampment or vessels and maintaining personnel accountability for the duration of the event. All participants must remain on Park or Coast Guard Station (when authorized) grounds for the duration of the Rendezvous unless escorted as a party with Adult Leaders. Alocohol, Tobacco, and Illegal Substances: The Boy Scouts of America prohibits the use of alcoholic beverages and controlled substances at encampments or activities on property owned and/or operated by the Boy Scouts of America, or at any activity involving participation of youth members. All Scouting functions, meetings, and activities should be conducted on a smoke-free basis, with smoking areas located away from all participants. Medication and Dietary Needs: It is the responsibility of each Skipper to dispense or ensure any prescribed medications are taken as directed or needed by any member of their crew. The same applies to dietary restrictions, such as allergies. Religious or special needs. These should be noted at check in. The Staff will attempt to accommodate as appropriate. Emergency Action Plan (E.A.P.) It is the responsibility of all adult leaders in any BSA program or event, to ensure the safety and well being of all participants at all times. Our activities shall be planned and executed using the BSA Guide to Safe Scouting, the Sea Scout Manual and any other publications that may apply. 10

In the event of an emergency, the following action(s) shall be taken as needed: Medical Emergency or Injury: If you are injured or have a medical emergency, seek assistance from the nearest source, if possible come to Staff HQ and notify the Staff Duty Officer (SDO) for assistance.  If you observe an injury or a medical emergency, take immediate first aid action, especially in a life threatening situation. Call for assistance from the nearest adult leader, staff officer or Coast Guard staff.  Make the patient as comfortable as possible, establish and maintain an airway, perform CPR if indicated until relieved by medical personnel, qualified adult leaders, etc.  If present, remove the patient(s) from any hazards, especially those that may have caused the injuries. Do not put yourself or others in any danger. Keep others away from possible harm.  For persons in the water, if possible, remove them from the water, if not practicable, keep them afloat until further help arrives.  DO NOT CALL 911. The SDO or Coast Guard staff will notify Emergency Medical Services directly, ensuring a quicker response. If not directly needed to assist the patients(s), keep out of the way.  If requested, assist at the direction of EMS personnel to the scene, otherwise, keep out of the way.  Staff Officers or adult leaders immediately on scene that are not directly involved with patient care, should take control of the scene by keeping those not immediately involved away from the scene or at least out of the way.

If there is any doubt as to the accountability of All Hands, a muster shall be held and everyone accounted for. If anyone is reported as missing, immediate action shall be taken to locate them. The Operations Officer and Bosun shall organize an orderly search. 11

Transportation to a medical treatment facility: If it is deemed necessary to transport anyone to a medical treatment facility, the SDO or Admin Officer shall find the appropriate health form(s) and ensure they go with the patient. Two adult leaders shall accompany the patients, preferably someone from the patients Ship, a parent if present, or a leader designated by the Ship’s Skipper. A Staff member may accompany as well. If transported by EMS, transportation will be arranged for those needing to go as well. On the water emergencies: If an emergency happens on the water, such as a man overboard, capsizing, collision, medical emergency, fire, flooding, etc, take immediate action to preserve life and limb. Notify other vessels that may be in a position to assist, as well as shore side personnel as soon as practicable or safe. On Coast Guard vessels, follow the directions of the military member in charge. On Sea Scout or private vessels, follow the directions of the Mate or crewman in charge. If people are in the water, recover as soon as possible, and account for all that were aboard. A rescue boat will be dispatched as soon as possible. All other boats, not readily able to assist, should stand by, out of the way. Transport any injured personnel ashore as soon as safely possible. Bring damaged vessels back to shore. Weather Related Emergencies: In the event of severe weather, such as electrical storms or local severe squalls, all boats should return to shore as soon as the weather is indicated. All personnel should seek safe shelter, preferably inside a building. Account for all hands. Notification of Family: In most cases, the Ship’s Skipper or his/her designee shall contact the appropriate family members to advise of any injury or other medical situation. If necessary, A Flotilla Staff member will notify the family. UNDER NO CIRCUMSTANCES, SHOULD PARTICIPANTS CONTACT ANYONE OUTSIDE OF THE EVENT UNTIL AUTHORIZED. When all information concerning the incident is available, youth members, with their Skippers Permission, may contact their parents. Often, persons involved but uninjured or witnessing a traumatic event, may need comforting and reassurance that all will be well. The parents or families of youth and in some cases, adults, should be contacted by a responsible adult 12

from that Ship or if necessary, by a Staff member, prior that person talking with their family. Nothing above should be construed as with holding information nor denying contact with family members. Information should be passed on as soon as all the circumstances are known, including the conditions of anyone involved. Photography: As every child over the age of 5 seems to have a cell phone with photographic capabilities, in the event of an emergency medical situation, adult leaders should be aware of youths (or adults) taking photographs that may be embarrassing, disturbing or an invasion of a person’s privacy. If video or still photography of the incident becomes apparent, a responsible adult should maintain control of those images, especially, if they may show how something happened. If requested, they may be turned over to the appropriate investigating authority. Media Notification: In the event of an emergency, requests from any media for information shall be referred to the Staff Duty Officer. Who will refer media requests to the appropriate personnel, such as the Operations or Administrative Officer, Museum Staff, Flotilla Commodore or his designated representative. Skippers shall ensure that no member of his/her Ship is allowed to talk with the media or release any names or information about the incident until cleared to do so. This does not preclude any participant from discussing any aspect of the event, Sea Scouting, their Ship, themselves at any time other than after an emergency.

Official Roles All official event Staff should be recruited and named well in advance of the New London Rendezvous so they can prepare for their role execution. However, all participants will have at least some designated part in making this event happen as described in the following section. Flotilla Commodore: Skipper Al Beal Ship 40, MA [email protected]

 Arrange for use of the facilities and resources of the New London Flotilla Rendezvous. Act as liaison between all interested parties.  Recruit “Staff” and assign duties as needed.  Account for all expenditures and ensure payments and reimbursements are made in a timely manner.  Ensure notification of the event in the widest manner possible.  Answer questions regarding the event  Chair the Flotilla meetings, providing agenda items.  Lead scoring session for competitive activity stations, races.  Supervise & coordinate with the Flotilla Bosun all activities  Be responsible for the safety of all participants.  Report any problems as soon as possible to the appropriate authorities.  Report to the Commodore, Northeast Region on the success of the event or any problems or suggestions for future events.  Schedule future Flotilla events, taking into account suggestions or recommendations from the Flotilla meetings, especially the youth session.

 Assist Flotilla Commodore in the planning and advertising of the New London Rendezvous.  Act as Vice Commodore in the Commodores absence.  Plan and coordinate all classroom training sessions.  Conduct Adult Sea Scout Specialized Training course.  Assist the Project Officer and the Commodore as needed  Supervise the “Staff Duty Officers,” and set SDO watch schedule 14

Act as liaison between all interested parties.  Recruit staff and assist the Commodore in assigning personnel to needed positions  Schedule and coordinate all activities for the event  Submit all bills and invoices for goods and services in a timely manner to the Commodore for payment  Be available as the “Trouble Shooter” as any situations arise needing attention  Supervise and advise the SDO’s and other staff in their assigned duties.  Develop and coordinate CG-led field activity stations.  Develop and execute non-CG field activity stations. Ensure provision of necessary materials and coordinate with Ops Officers to provide scheduled activity station instruction or judging staff.  During the event, ensure crews are moving along between stations. Event Operations Officer, TBD  Assist with planning of the event.  Direct the set up and organization of tents for overnight camping.  Ensure the safety of all activities.  Organize and supervise Coast Guard Safety at Sea Events.  Execution lynchpin. Organize and coordinate progress of the event Plan of the Day for all activities with the other Flotilla Staff; supervise delegation of tasking to be executed by the Flotilla Boatswain.  Coordinate waterfront operations and service needs with FT Park Ranger and CG representatives, as required.  Act as the Flotilla Dock Master; communicate mooring instructions and assignments to arriving vessels and manage tender service to and from moored boats.  Lead Skipper’s meetings.  Coordinate work details and Service Watches with the Flotilla Bosun.  Coordinate non-emergency ground transportation and parking.  Monitor general security conditions around the event. 15

 Be the senior chaperone for the Saturday dance / movie. Recruit sufficient adults to assist.  Act as Staff Duty Officer when required Event Logistics Officer Vacant TBD  Act as registrar for the event.  Keep accurate records of all participants, collect fees, review health forms, and note any pertinent information.  Finalize the Flotilla Roster of all Ship’s present on Saturday morning.  Keep minutes of the Flotilla Meeting and disseminate as requested.  In an emergency, gather health forms for any affected participants and prepare to send copies along with EMS and/or adult leader escorts.  In an event-wide emergency, be prepared to account for all participants, using the rosters provided. Ensure reports from all Skippers as to the headcount of their crew match roster totals and note excused absences.  Supervise logistics needs (non-food preparation) including cleanliness of Rendezvous activity areas, shower scheduling, trash haul-out, and material movement. Coordinate with Operations Officer (Ashore) for work detail or Service Watch needs.  Manage any event funds collection, disbursal and accounting.  Act as a Staff Duty Officer as required Event Food Service Officer Vacant TBD  Plan and prepare a menu with an estimated budget.  Procure food and related supplies.  Submit receipts for re imbursement  Supervise the preparation of all meals  Ensure proper sanitary, safety, and cleanliness procedures are followed by all “Galley” crew and Service Watch personnel.  Ensure proper food storage and sanitation of preparation areas, cleanup and disposal of all food waste, trash, etc.  Coordinate with Flotilla Operations Officer and Bosun for assignment of youth to assist in the “Galley”.  Recruit help, as needed, beyond those assigned by the Bosun to assist.  Coordinate meal times to not interfere with planned activities.  Remain flexible with all meals to ensure “all hands” are properly fed.

 Provide “Mid rats” or cracker barrel and refreshments for the Saturday night dance / movie. Staff Safety Officer: Vacant TBD  Should have knowledge/background in responding to emergency situations (DR, RN, EMT/EMS/Fire/Advanced First Aid, etc)  Review with Admin Officer and individual Skippers any medical problems or concerns for any participant.  Ensure sufficient first aid/rescue equipment is available and in proper working order.  Coordinate with Operations Officer and Park Ranger or CG representatives on pertinent emergency procedures.  Be available to respond to any medical or other emergency.  Identify other emergency trained participants, possibly setting up an emergency response team.  Advise the Commodore, and Staff on emergency situations, gather and control information.  Be prepared to transport non-emergent patients to a medical treatment facility, or to transport personnel as needed to same.  Liaison with medical treatment facility personnel if needed.  Assist Staff, and others as needed  Act as a Staff Duty Officer as required (off peak hours only) Event Staff Duty Officer(s) [SDO] (As Scheduled):  Assist as needed in planning and carrying out the event.  Be prepared to handle any emergent situation that may arise.  Coordinate with FT Park Ranger and CG representatives as needed.  Advise Flotilla Boatswain on execution of the Plan of the Day.  Stand watch as proscribed by the Flotilla Operations Officer.  Ensure your availability at all times if and as needed  Be prepared to implement the Event Emergency Action Plan  Have emergency numbers readily available  Take any emergency action you feel is required, and then notify the appropriate staff personnel.  Decide on event T-shirt design and Saturday night social activity,  Hold Bosun’s meetings to pass on information, make assignments (see attached list below*), receive complaints or suggestions. Resolve problems or bring to the attention of the appropriate person for resolution.  Schedule and assign Service Watches and Work Details assignments (i.e. cleanup, colors, meal preparation, etc) with counsel from the Flotilla Operations Officer.  Chair the youth Flotilla meeting.  Conduct Colors, opening and closing ceremonies.  Establish communications with each Ship’s Bosun.  Assist as directed or needed Flotilla Bosun’s Mate: Will Wheaton Ship584, SSS Dragon:  Assist the Flotilla Bosun to carry out assigned duties.  Act as the Bosun in his absence.  Assist as directed or needed Ship’s Skippers:  Are responsible for the safe transportation of all personnel, gear or equipment, etc from their Ship, to the event and return home.  Are responsible for registration, providing all requested information, rosters, etc. to Flotilla Staff.  If the Ship’s Skipper is unable to attend the event, he/she shall designate a trained, responsible and approved (by the Ship’s committee) registered adult as the “Skipper” for the event.  Are responsible for the proper conduct of all Sea Scouts and other personnel from their Ship. They shall take appropriate action to resolve any discipline, clothing, medical or any other situation requiring attention.  If arriving by boat, contact the Dock Master as directed, ensure the safe navigation and operation if the vessel. Also for the safe mooring and security of the vessel while at the event.  Attend Skippers and Bosun’s meetings and Skippers meetings (or send a delegate to represent you)  Encourage any adults in need of training to sign up and attend  Ensure your Bosun or designated Bosun for the event attends all meetings and passes the word to your crew. 18

 Allow your youth leadership to lead during the event, with a minimum of advice and directions.  As the senior adult from your Ship, be prepared to take corrective action for any safety or inappropriate behavior situations you may observe, whether from your crew or not.  Lead by example.  Have a good time All Adult Leaders:  Be alert for safety, discipline or any other situation that may need to be addressed. *Work Details and Event Service Watch: All youth and adult participants will have active roles in providing support services for the Rendezvous Service Watches: are designated times when a crew is required to report for a particular function in the Plan of the Day including, but not limited to:  Performing Colors Detail, under direction, for morning & evening colors (matching uniforms as much as possible);  “Mess Cooking” (cooking/galley clean up);  Watch office Messenger of waterfront line handling. Work details: are general, unscheduled tasks that are delegated as equally as possible including, but not limited to:    

Assist with set-up and break down of event equipment; Clean heads, showers; Pick up grounds, docks, and encampment areas; Haul out trash to dumpsters or separating recycling

The Flotilla Operations Officer and Flotilla Boatswain shall assign Work Details and Services Watches to Ship’s Boatswains, who shall then ensure scheduled tasking is delegated with responsible leadership. The SDO and pertinent Staff Officers shall ensure tasking is performed on-time and to a reasonable standard throughout the event.

Schedule of Events Rendezvous Plan: The New London Rendezvous is centered around the main activities on Saturday’s Plan of the Day (POD). However, there will be other social and logistical activities before and after that should be attended in order to ensure that all participants get the greatest enjoyment and learning from the gathering as a whole. Skippers and Boatswains are required to attend the Skipper’s Call on Friday and Saturday evenings to get a briefing on final event adjustments, work details or service watch schedules, and details on any other issues which come up affecting the Rendezvous. Boatswains will have an additional briefing Saturday morning to receive their crew’s activity rotation assignments. The Safety at Sea events are first priority. Other water and field events will be secondary and will be announced Friday night muster. Training Availability: Sea Scout specific training will be offered at this event. Adults may take the Sea Scout Adult Leader Basic Training (SSALBT). Training costs are included in the registration fees. Any adult leader wishing to come for just the training is welcome as long as they register for the course. Lunch will be available for purchase. Any Ship having adults wishing to take this training should notify Flotilla Training Officer Tim Millar. Not planning to offer unless specifically requested. Down Time: The Rendezvous is fairly packed with event activities to keep both youth and adults busy from one thing to the next. However crew’s finding themselves with a break in between activity stations should ensure they are staying hydrated, rested, and most importantly, together as an accountable unit. The Fort grounds are open to exploration and visiting with other crews is encouraged, but as always, exercise good judgment in what you are supposed to be doing while at the New London Rendezvous. The buddy system will be in use at all times

Activity Station Descriptions: Activity times include time for instructions, execution, and resetting the activity station. The Safety at Sea Events take priority. As needed other events will be added to the schedule. All active events will be announced at Friday night at the Skippers and Bosun Call. Safety at Sea Event 1. Fire Fighting: under direction, crews will demonstrate extinguishing a controlled class bravo fire with a CO2 extinguisher. 2. Damage Control: under direction, crews will patch or plug flooding from cracks and holes in a training boat (ashore). 3. Pyrotechnics: under direction, crews will learn what about flare usage, demonstrate lighting, using, and extinguishing marine emergency flares. 4. Law Enforcement and Weopons Demonstration: Crews may watch a video http://www.youtube.com/watch?v=nFxAx99e-Z0. Then crews will have a quick discussion on LE and PWCS missions and the gear/weapons needed for missions. Crews will then see and learn how to handcuff in the kneeling position. Learn techniques to subdue a terrorist in a red man suit. 5. Cold Water Survival: Discussion of cold water, average water temp here, proper PPE we wear. To demonstrate the effects of hypothermia: Begin with ice water on pier. Crews will keep hands in the water for 90 seconds, then attempt to tie a knot and assemble a bolt and nut assembly in ice cold water. 6. GUMBY Suit / Liferaft Swim: To protect from hypothermia cadets will don Mustang and jump in for five minutes. Learn survival techniques while “awaiting rescue” Crews will then swim to and exit the boat ramp. .HELP position, single and group. 7. De-Watering Pump / Bucket Race: Crews will learn how to assemble and start a drop pump. There will be a competition between a 5-gallon bucket brigade and the pump in filling a 55 gallon drum. 8. 45’ RBM Ride-a-Longs: crews may have the opportunity to get underway on a Coast Guard station boat. Alternate Events: 1) Knot tying, 2) Military Drill, 3) Tug-a-war 4) Navigation Problem Fort Trumbull Visitor Center Tour Tours of the excellent exhibits describing the history of Fort Trumbull will be available throughout the day-time business hours on both days. 22

Departure Before closing ceremonies on Sunday morning, crews encamped on the parade field will have time to pack-out their gear and police their own immediate area for trash. Units moored at the waterfront shall ensure any trash at the dock is removed to designated trash receptacles ashore. All Ships shall ensure they leave no “footprint” behind when they leave. All Ships are required to participate in work details for clean-up of areas of the Rendezvous as assigned by the Flotilla Operations Officers and Flotilla Boatswain before checking-out. Flotilla staff will be charged with inspecting each area to ensure acceptable quality before releasing each work detail crew for check-out. All Ships should anticipate departing the Fort Trumbull reservation no sooner than 1200. As lunch is not provided by the Rendezvous, Ship’s may opt to picnic at the park before hitting the road, but are responsible to police any of their trash after they have checked-out. Alternatively, there are numerous drive-thru options nearby on Coleman Street before you get onto Interstate 95 or dine-in choices in downtown New London. Please consider that this will be a busy late-spring weekend and home-bound traffic will increase dramatically on I-95 late Sunday afternoon.
