INTRODUCTION EuropaCity is a groundbreaking and deeply responsible project. It is groundbreaking because it is a brand new project that is remarkable for its truly unique offer, size and architecture. It is deeply responsible because it is built in collaboration with various partners, as it intends to become an actor of its region and an example in terms of eco-friendliness. EuropaCity is a new district dedicated to leisure time which is unique in its kind. It provides an answer to the evolution of our lifestyles in this age of digital revolution. EuropaCity adopts new methods: free access at all times, intuitive decisions, diverse and hybrid experiences. Located near the Charles-de-Gaulle airport and only 26 minutes away from the center of Paris by public transportation, EuropaCity will be a unique metropolitan destination where visitors can enjoy contemporary circus shows, go antiquing, dine in a gourmet restaurant, go fruit and vegetable picking in the urban farm, shop in department stores or concept stores, try the latest activity in the adventure park or the latest ride in the theme park.

The digital revolution has a profound effect on the way we spend our leisure time. Thanks to the internet, we have gained free access to intangible content, an unrestrained freedom of choice and a large variety of offers within a matter of seconds. However, there is something fundamental that this digital wave can not provide: real opportunities for meeting new people, sharing new experiences and feelings with your family or friends. EuropaCity was conceived for this constantly-evolvingworld.

EuropaCity offers an innovative range of choices with 2/3 of the program dedicated to culture, leisure, public spaces and hotels, and 1/3 dedicated to experiential and fun shopping: • An urban farm that covers 17.3 acres that also includes areas for picking and producing to enjoy the food on site. • A round contemporary circus room that seats 2,500 people and a contemporary circus company in residence. • An exhibition hall that can host large international events and temporary exhibitions.

• An area dedicated to responsible trade with garage sales, and a recycling center. • Creators in residence who specialize in various forms of art (gastronomy, fashion, design, etc.), to foster young talent. • Experiential retail outlets, such as showrooms, concept stores, flagships and lab stores, and a digital creation platform equipped to create personalized products designed by the visitors.

EuropaCity offers a high concentration of facilities all within walking distance from one another: a large exhibition hall, a multi-use performance hall, creators in residence, a cultural center for children, an urban farm, concept stores, pop-up stores, department stores, a water

park, a theme park, a snow park , an adventure park, green spaces, hotels, restaurants and much more. Thanks to this wide variety of choices, everyone can build their own program and enjoy unique experiences within a single day or over a longer stay.

An architectural symbol In April 2013, after the international consultation, that brought together architects, landscape architects, urban planners, and sustainable development specialists, the team from the Bjarke Ingels Group (BIG) was selected to design the master plan. BIG Agency is associated with the French architecture firm SCAU, the engineering firm Setec, the climate engineering firm Transsolar, the landscape architecture agency BASE, the acoustician Jean-Paul Lamoureux and

• An open air district. EuropaCity is built around one main street, the « loop », one main central square and green spaces accessible to all, and is therefore in line with the Parisian way of life. Its very contemporary architecture designed by Bjarke Ingels (founder of the agency BIG) plays a role in Greater Paris’ ambitions and makes EuropaCity a major international destination.

EUROPACITY, A HIGHLY RESPONSIBLE PROJECT A shared project The project was created and steered by the Groupe Auchan, a private French family-run company with a high entrepreneurial capacity. EuropaCity has been developed through an unprecedented public private partnership system, in which all of the stakeholders are involved. An original partnership between the French government and local communities Starting in 2010, the Steering Committee was founded and co-presided by the Prefect of Val d’Oise, the Mayor of Gonesse and the local communities. Experts and stakeholders from various backgrounds collaborate on a regular basis to identify various challenges related to the project: • Scientific Council: French and international experts (historians, geographers, culture specialists, economists, etc.) meet twice a year to discuss and improve the plans and the strategic orientations of the project.

A project supported by the French government and local residents • During the interdepartmental committee on Greater Paris held on October 13, 2014, French Prime Minister, Manuel Valls, reiterated the government’s support: “Greater Paris will bring more growth and employment. That is why the government has decided to support projects which aim at enhancing attractivity and boosting innovation”. And EuropaCity is one of those projects. • 80% of local residents are in favor of this project (Odoxa poll - November 2014).

• ID Factory: theme-based and multidisciplinary think tanks whose aim is to contribute to the programming of EuropaCity by adopting different perspectives to anticipate new trends for culture, leisure, tourism, sustainable development and collaborative or digitally-enhanced commerce, among others.

Inclusion of the general public and democratic dialogue, in the form of a public debate organized by the French National Commission for Public Debate (Commission Nationale du Débat Public).

A local project The EuropaCity project fits perfectly into the framework of Greater Paris, with its location in Gonesse, Plaine de France, in the Val d’Oise, right in the heart of Greater Roissy. This location offers key advantages • A young region with strong economic and demographic growth. • A strategic location between Paris and Charles-deGaulle international airport.

• Improved accessibility to the Gonesse Triangle by public or eco-friendly transportation: line 17 of the Greater Paris Express, suburban train line D and the “Barreau de Gonesse”, a local bus network and by car, thanks to a direct connection with the major highways (A1, A3 and A104).

A new center of attractivity in the north eastern section of the Greater Paris region Enhanced visibility on a national and international level, with 30 million visits each year and an estimated average of 1 to 3 visits per visitor each year. • A new destination that renews the attraction of tourists to Paris.

• With more than 6 million tourists per year according to an EY study carried out in May 2014, EuropaCity will become a new tourist destination in the Île-de-France region. • EuropaCity will also foster the development of local tourism: half of the inhabitants of Greater Paris visited a particular location in their region in 2013 and more than a third introduced the region to their friends and family.

EuropaCity is located in a region that has a deficit of hotel accommodation, according to a study carried out by the INSEE (National Institute for Statistic and Economics Studies) in 2013: the Île-de-France region will lack
