MESSAGE FROM THE MAYOR Finally, an issue of the Moonachie Messenger….another sign that things are getting back to normal. I just wanted to touch base with you, to let you know that behind the scenes we are working furiously to restore our community to the tight knit neighborly community it always was. Everyone in our town was affected by Sandy – whether it was water in the house, the loss of a car or electricity, attending school in different places, or knowing people you love and care for who suffered from the storm. The Police, Office Staff, and DPW visibly stepped up. The volunteer organizations (First Aid and Fire) never stopped working hard. The local business community helped support us in our efforts – donations, free meals, even a place to run the borough while the trailers were being set up! We thank them and know that no words can adequately show our appreciation. Other towns pitched in – file cabinets, vehicles, furniture, and covering support (for the Registrar and a location for our council meetings and court) were just a few of the gestures that were made and gratefully accepted. Our county and state governments came through, and are continuing to come through. Funds are coming slowly, but they are coming. Needs assessments are occurring right now to help decide what still needs to be done. There is still a lot of work to be done. The Senior Center, Civic Center, the parks and the Fire House are on track to be completed by the end of June. The Municipal Building and Police Department will take a little longer. We are rebuilding smarter than before – trying to anticipate the growing needs of our community. The website www.Moonachie.us is constantly being updated. The outpouring of support and community spirit has been amazing. I know we will look back on this time as a time of growth, strength and rebuilding. We were proud of our community before, and we are even prouder now. We are strong and get stronger every day. I just want to thank everyone for all of your efforts and I am looking forward to the future with you.

NIXLE.COM Remember October 29th? Or, more importantly, October 30th and 31st, and the first weeks after Super Storm Sandy? When there was no electricity, no Borough Hall or Police Department at 70 Moonachie Road, and people had to leave their homes? One of the BIGGEST challenges you had to face, and the Borough had to face, was how to get information to you – where to go for help, what help was available, how to get your storm debris picked up. The Mayor and Council tried many ways: using the Gazette, having the DPW hand deliver flyers, having volunteers hand deliver fliers, using reverse 911. But each of these methods had drawbacks – if people were not in their homes, they did not get the phone messages, or flyers.

We are asking all residents to subscribe to NIXLE.com. It is a free service that sends you a text message to let you know critical information. Some residents have already signed up for the service. Last week, during the forecast snow/rain/wind storm, residents who signed up were sent a text message about the storm. In the upper right hand corner, there is a SIGN IN HERE button. Click on it. You will enter your cell phone number and the password you choose in step 3. Your address will come up. Click on the tab that says “settings”. Go to the bottom of the page, where it says “search for it here” It will take you to the next page; type in Moonachie in the first space and then Moonachie in the second space. Hit enter. FLOOD ELEVATION FAQS: NEW JERSEY’S EMERGENCY FLOOD ELEVATION RULE In order to better protect lives and property following Superstorm Sandy and other major recent flooding events, the state has adopted emergency amendments to New Jersey’s Flood Hazard Area Control Act rules that set minimum elevation standards for the reconstruction of houses and buildings in areas that are in danger of flooding. The following FAQs answer some of the most common questions and will help you determine if you need to elevate and get you started if you need to do so. If your property was not substantially damaged, you do not need to take any action now. Municipal floodplain administrators make “substantial damage” determinations. The rule applies to new construction and those property owners whose properties were substantially damaged or are starting new construction. A structure is considered substantially damaged if the cost of restoration equals or exceeds 50 percent of the market value of the structure prior to the damage. Recent congressional action resulted in significant changes to National Flood Insurance Program rates. Flood insurance costs, which are outside the control of the state, are likely to be much lower for those who elevate using the state’s elevation standards. What does the flood hazard area emergency rule do? The rule, adopted by emergency action on Jan. 24, requires new and reconstructed buildings to be elevated in accordance with the best available flood mapping. This will help protect people and property during future floods. The emergency rule also adopts a new permit-by-rule so that people reconstructing and elevating buildings utilizing the state’s elevation standard will not need to secure a permit from the Department of Environmental Protection, nor pay the fee typically charged for a Flood Hazard Area permit. This will save them time and money while spurring quicker recovery from Sandy. What are the new elevation standards? The Department of Environmental Protection (DEP) has determined that the Federal Emergency Management Agency’s (FEMA) recently released Advisory Base Flood Elevation (ABFE) maps provide the best elevations to be protective of lives and property and has incorporated them as the new elevation standard for the state. Property owners who have to rebuild because their property is substantially damaged will have to build to the highest available state or FEMA elevation level. In most cases, this will be the ABFE. In addition, Flood Hazard Area Act rules, in effect since 2007, require the lowest floor of each building

in flood hazard areas to be constructed at least one foot above this elevation. What are ABFEs? FEMA had been remapping the floodplain along New Jersey’s coastline for two years when Sandy hit. FEMA’s previous maps were outdated and did not always accurately show the potential for flooding. In order to support and guide New Jersey’s recovery efforts, FEMA released its new mapping in December on an advisory basis. The ABFEs use the most accurate modeling, topographic maps and scientific data available. To learn more about ABFEs and to view the maps for New Jersey, visit: http://www.region2coastal.com/sandy/abfe Will the ABFEs change? FEMA anticipates some changes to these maps for both elevations and zones. The ABFEs currently reflect the most accurate modeling, topographic maps and scientific data available. FEMA plans to release updated flood maps over the next six to seven months, which will further fine-tune coastal flood elevations. The regulatory process to finalize the maps could take up to two years. DEP will continue to work with FEMA to provide input on these maps. If the ABFEs are only advisory, why is the state incorporating the use of these maps now as the basis for elevation standards? In many cases, existing FEMA flood maps were significantly outdated. Many were more than two decades old. The ABFE maps, which are the precursor to final flood maps, will better protect property and lives and provide consistency and predictability during rebuilding. They will make coastal areas stronger and more resilient. Consistency and predictability will allow rebuilding to occur much more quickly so lives affected by Sandy can return to normal. Without this action, residents may have reconstructed with inadequate safety standards, exposing them to substantially higher flood insurance rates when FEMA adopts its final maps. Do I have to elevate my home and/or build to new construction standards? You are required to elevate and/or meet new construction standards if your house is located in a flood zone and was declared substantially damaged by your local floodplain administrator or is new construction. You have no legal obligation to elevate if your home was not substantially damaged.

FLOOD ELEVATION FAQS: NEW JERSEY’S EMERGENCY FLOOD ELEVATION RULE What is the definition of substantial damage? Substantial damage means damage of any origin sustained by a structure in which the cost of restoration of the structure to its condition before damage would equal or exceed 50 percent of the market value of the structure before the damage occurred. If I have to elevate my house, will the state or federal governments help finance the work? Yes. FEMA can provide up to $30,000 to cover the Increased Cost of Compliance (ICC) with federal, state and local regulations if you have federal flood insurance. In addition, the Christie Administration intends to provide grants to homeowners with substantially damaged homes to help them offset some of the costs of elevation, mitigation and renovation, and intends to announce in the spring the mechanism for such grants. In order to access any additional funding, FEMA requires property owners reconstruct using the best available data. Will the emergency regulation affect my flood insurance rates? The ABFEs do not affect insurance rates. Your rates could increase when FEMA adopts its final flood maps. If you do not meet its elevation standards, which are likely to be close to the ABFES, your rates could increase even more significantly. Are there benefits to elevating? Yes. You will better protect your house and its contents and you will likely pay lower flood insurance rates in the future than if you do not elevate. Some people may find that the long-term insurance savings alone can offset the cost of raising a house. If my home is determined to be substantially damaged, can I still live in it until I elevate? Homeowners may live in structures that are deemed substantially damaged for up to four years before needing to elevate if they can take temporary measures to make their homes habitable. The determination of habitability must be made by the local construction official. Do I have to elevate my house and/or build to new construction standards if my municipality does not pass an ordinance adopting the ABFEs? Yes, if your municipality declares your house substantially damaged and it is located in a flood hazard area, you are required to elevate and/or build to new construction standards. The DEP is encouraging municipalities to pass an

ordinance adopting the ABFEs because this will make your town eligible for Increased Cost of Compliance assistance and other federal mitigation aid. The DEP will be providing municipal officials with a model ordinance so they can adopt the ABFEs as the new elevation standard. If I have to rebuild, how do I get started? You should talk to your municipal floodplain administrator to see if your house is substantially damaged. You should also contact your municipality to see what kind of local approval you may need and what construction standards you have to build to. In addition to the DEP’s elevation standards, buildings in flood zones must meet Uniform Construction Code standards that are regulated by the New Jersey Department of Community Affairs (DCA) and implemented at the local level. Will I need a state permit to reconstruct or elevate my building? The DEP regulates building elevations through its Flood Hazard Area Control Act rules. Under the emergency Flood Hazard Area Control Act rule just adopted, you are eligible for what is known as a permit by rule (effectively an automatic permit) as long as the lowest floor is elevated to at least one foot above the state’s design flood elevation and provided the building stays within its original footprint. Slight variations in size and location can sometimes be allowed. You will still need to secure local construction permits. A state Coastal Area Facility Review Act (CAFRA) permit is not needed if you reconstruct in place. What should I know before rebuilding? It is very important that you carefully document any repair or reconstruction project to ensure you have a record of all activities from inception to completion. Photographs and other forms of documentation should be kept before, during, and after construction. Retain all receipts, bills, surveys and construction plans. These items will help document the history of your project should you need to do so for FEMA assistance or insurance reimbursement. What’s the difference between FEMA’s Zone A and Zone V? Can I appeal a V-Zone designation? Both zones lie within FEMA’s 100-year floodplain. Zone V applies only in tidal floodplains and denotes hazards associated with storm-induced waves of at least three feet in height. Construction standards in the V-zone are more stringent in order to account for the increased risk of damage from storm surges. While there is no appeal process for the ABFEs, you may appeal to FEMA after the agency formally proposes flood maps later this year.

BASIC DISASTER SUPPLIES KIT

Make sure your family has a plan in case of an emergency. Before an emergency happens, sit down together and decide how you will get in contact with each other, where you will go and what you will do in an emergency. Keep a copy of this plan in your emergency supply kit or another safe place where you can access it in the event of a disaster.

A basic emergency supply kit could include the following recommended items: • Water – One gallon of water per person per day for at least three days for drinking and sanitation • Food – at least a three day supply of nonperishable food • Battery –powered or hand crank radio and a NOAA Weather Radio with tone alert and extra batteries for both • Flashlight and extra batteries • First aid kit • Whistle to signal for help • Dust mask to help filter contaminated air and plastic sheeting and duct tape to shelter-in-place • Moist towelettes, garbage bags and plastic ties for personal sanitation • Wrench or piliers to turn off utilities • Manual can opener for food • Local maps • Cell phone with chargers, inverter or solar charger • Prescription medications • Eyeglasses • Infant formula and diapers • Pet food and extra water for your pet • Cash or travelers checks and change • Important family documents such as copies of insurance policies, identification and bank account records in a waterproof, portable container. • Emergency reference material such as a first aid book. • Sleeping bag or warm blanket for each person. Consider additional bedding if you live in a cold-weather climate. • Complete change of clothing including a long sleeved shirt, long pants and sturdy shoes. Consider additional clothing if you live in a cold-weather climate. • Household chlorine bleach and medicine dropper – when diluted, nine parts water to one part bleach, bleach can be used as a disinfectant. Or in an emergency, you can use it to treat water by using 16 drops of regular household liquid per gallon of water. Do not use scented, color safe or bleaches with added cleaners • Fire extinguisher • Matches in a waterproof container • Personal hygiene items • Mess kits, paper cups, plates, paper towels and plastic utensils • Paper and pencil • Books, games, puzzles or other activities for children

THINGS NJ HURRICANE SANDY SURVIVORS SHOULD KNOW

MEMORIAL DAY SERVICE AND CELEBRATION

TRENTON, N.J.-Here is some helpful information New Jerseyans should know as they continue their recoveries from Hurricane Sandy.

On Saturday, May 25, 2013, the Borough of Moonachie will hold its annual Memorial Day Service and Celebration beginning at 10:30 AM at the Municipal Building and continuing at the Civic Center Park from 11AM to 2:30 PM.

* There are three ways to reach the Federal Emergency Management Agency in New Jersey: * Visit online at DisasterAssistance.gov or m.fema.gov with a smartphone. * Call 800-621-3362 or TTY 800-462-7585. * Visit one of nine disaster recovery centers. Locations can be found by visiting FEMA.gov/DRC. * Survivors should apply for federal disaster assistance even if they have insurance. Assistance may pay for repairs and temporary housing that insurance doesn't cover.

The Memorial Service will include the annual service to honor the deceased. The Yonkers Military Band will be on hand for the program and wreaths will be placed in front of the monuments for the VFW, Police, Fire, First Aid, and Ladies Auxiliary.

* The deadline to register with FEMA and return completed SBA loan applications is Monday, April 1.

Following the Memorial Service, the band will lead everyone in a short parade to the Civic Center Park where the rest of the day’s activities will take place. At the Civic Center Park, there will be entertainment, and of course, free hot dogs and sodas for all.

* Federal disaster assistance can include rental assistance, grants to replace personal property or low-interest disaster home loans from the Small Business Administration.

Inflatable rides will be provided which were a real hit at last year’s event. The Super Slide and Obstacle Course will be back.

* Renters and homeowners can apply.

Party Magic will return with their face painting and balloon animals for the kids. A 50/50 Raffle will also be done for the scholarship fund.

* Only a survivor whose primary residence was damaged and was living in it at the time of the storm is eligible to receive assistance for housing needs. * FEMA disaster assistance is not income sensitive. Income does not affect eligibility. * FEMA disaster assistance does not affect other government programs like Medicare, Social Security, Medicaid, Supplemental Security Income, Temporary Assistance for Needy Families or pensions. * Accepting disaster assistance does not keep other survivors from receiving it. * Disaster assistance from FEMA is not taxable. * Non U.S. citizens may be eligible for FEMA assistance if they are lawful permanent residents or otherwise have legal status. * Registering with the American Red Cross or calling 2-1-1 is not the same as registering with FEMA. Survivors must register with FEMA to be considered for federal disaster assistance. * The U.S. Small Business Administration offers low-interest disaster home loans to homeowners and renters to repair or replace disasterdamaged property. SBA also offers loans to businesses to repair and replace disaster-damaged property and offers economic injury disaster loans to assist with working capital. * The SBA can be contacted by calling 800-659-2955 or TTY 800-8778339 or emailing [email protected]. * Survivors who have questions about flood insurance claims and the appeals process can call 888-379-9531. * Visit Region2Coastal.com for information about advisory base flood elevations. MOONACHIE BUILDING DEPT The Building Department of the Borough of Moonachie would like to bring to the attention of its residents that there are contractors approaching residents to resurface or extend their driveways. Though the quote and price may seem to be good, the quality of workmanship, the material used and the end result may not be acceptable. The Zoning Code of the Borough of Moonachie does regulate how much pavement can be put down on your property. A permit is required before the work can proceed, bring a copy of your survey to the Building Department. Should you have any questions as to construction or permit requirements before you sign or agree to any contract with any paving contractor, please contact the Building Department at 201-641-1857. The Building Department of the Borough of Moonachie would like to remind all residents of the Borough that above ground, as well as, in ground pools require State Construction Permits. According to Michael Sartori, Construction Official for the Borough, state permits require inspections of pool structure, electric and plumbing work to insure that they are completed properly and safely. Additional safety items such as the fencing or barriers, ladder protection, child resistant gates, and backflow preventers are also inspected according to Michael Sartori. The Building Department in conjunction with the Zoning Official of the Borough of Moonachie would like to inform the residents of Moonachie that the renting of illegal apartments is contrary to the Municipal Code of Moonachie 10-4. No illegal apartment may be rented and no occupancy may take place without application to the Zoning Official. 2013 CURBSIDE GRASS COLLECTION BEGINS WEDNESDAY, APRIL 3RD Even though the Borough provides a weekly collection of grass from the residents, we strongly encourage back yard composting or “cut it and leave it” as a preferred alternative. Grass will naturally decompose and provide food for new growth and healthier lawns if you cut it and leave it on the lawn. The new mulching mowers will chop the grass into smaller pieces, causing them to decompose quicker and to minimize the clumping that results from grass which has grown too long before being cut. Collecting your grass and composting it in a small bin or pile will provide you with fertilizer as it decomposes. It can also be used as ground cover to deter the growth of weeds in flowerbeds and gardens although it should not be used in gardens if the lawn has been treated with chemicals. For those residents who chose to put their cut grass out for collection, the Borough will pick-up grass, yard waste and tree trimmings every Wednesday, beginning April 3rd through October 30th . Grass is not collected at the Recycling Depot any longer and must be placed at the curb in compostible paper bags for collection. Tree trimmings must be cut in 4 foot lengths and bundled not to exceed 50lbs. Tree trimmings are not to exceed 6 inches in diameter. Tree stumps, tree trunks and branches exceeding 6 inches will not be picked up in the curbside collection and must be disposed of by the resident. Compostible paper bags can be purchased at the Municipal Building at a cost of 3 bags for $1.00. A maximum of 15 bags can be purchased at one time. The borough charges the same amount that it costs to purchase the bags from the manufacturer.

STASH THE TRASH The 5th Annual Stash the Trash Community Clean Up is scheduled for April 13, 2013, at 10 a.m., at the Redneck Ave ball fields. In a small town, these community events preserve the integrity of the sense of togetherness. Keeping Moonachie clean is a year round job, and your involvement would be greatly appreciated. This event is sponsored by the Moonachie Clean Communities and the South Bergen Rotary Club. The event will run from 10 a.m. until noon. Community groups are encouraged to sign up – all materials for clean-up will be provided, as will a BBQ lunch. If you would like to sign up, please email [email protected]. The Moonachie Municipal Alliance Committee for the prevention of drug and alcohol abuse will again be offering a scholarship award. This year’s scholarship award will be $250.00. Students are required to submit a five-page typed paper on drug and alcohol problems and with an action plan for resolution at the college level. Papers are due to Borough Hall by Friday, April 26, 2013 in order to qualify. If you have a high school senior at home, please see that they apply and take advantage of this program. LIONS CLUB SCHOLARSHIP The Wood-Ridge Lions Club will be making their annual scholarship award of $1500.00 this coming June. The award is presented in the name of Bill Nagel, a long time Moonachie resident and former Tax Assessor of the Borough. This award is separate from the Moonachie Scholarship Fund and a separate application form must be submitted. Members of the Wood-Ridge Lions Club judge this award. As a service organization, the members look for students that have developed a sense of giving back and service to the community, their church or school. All students, regardless of the high school that they are attending are eligible, providing they have indicated plans to continue their education. SOUTH BERGEN ROTARY CLUB – HELPING MOONACHIE REBUILD The South Bergen Rotary Club meets Wednesdays at 7:30AM at Berry’s Creek Café in Moonachie. The Rotary is a world-wide organization devoted to helping communities – locally, nationally, and internationally and our local club stepped right up to help our local community. One of the first donations that the Borough received from the club and District 7490 was four generators: one each for the Fire Department, Police Department, the DPW and the EMS. Very useful! Then the club stepped in on a number of fronts: they donated a stretcher and an ATV to the EMS, medical supplies for the EMS, a grand piano for the Senior Center, and emergency supplies to the relief effort. They are also donating supplies to the Senior Center once it is rebuilt. They created a command and support operation for the residents of the mobile home communities. They helped the residents fill out the insurance and FEMA paperwork, and get answers to questions. Over 80 mattresses were distributed to residents who lost their bedding in the flooding. Pillows were also given out.

Holiday celebrations for Moonachie residents were a priority for the club. They staffed and provided food for a free-to-residents Thanksgiving luncheon held at Berry’s Creek Café. They sponsored refreshments for the annual tree lighting, and helped distribute donated goods that night.

MOONACHIE’S TREE LIGHTING On Saturday, December 8, 2012, the Borough of Moonachie led by Mayor Vaccaro, held the Annual Tree Lighting Ceremony at 7 PM on the grass in front of Borough Hall. The lights on the tree looked better than ever before! In the Borough Hall parking lot inside a tent entertainment was provided along with the distribution of gifts and refreshments to the residents. Thank you to the South Bergen Rotary and the Ringwood Girl Scouts Troop # 1036 for their contribution to this event. A special thanks to the Celebration Committee, Councilwomen Maureen Flynn and Kathy Kinsella, Mayor and Council and the Ladies Auxiliary. Santa also made a special appearance with gifts for the children! It was a great time and a fabulous turnout!

BOROUGH OF MOONACHIE’S RAGAMUFFIN PARADE On Saturday, October 27, 2012 the children of Moonachie attended a Ragamuffin Parade. There was a great turnout of children in their costumes with their parents. Gifts and refreshments were provided by the Mayor and Council and the Ladies Auxiliary handed the treats out. Moonachie Municipal Alliance also handed out goody bags with a drug-free message. Special thanks to the Celebrations Committee Maureen Flynn and Kathy Kinsella, and the Ladies Auxiliary. Refreshments were served and all enjoyed the parade of ghosts and goblins. Just look at the pictures!

VOLUNTEER NOTICE As always, we are looking for volunteers to help whenever possible. These hours can be used for community service, your resume, and are considered when applying to be a Moonachie Recreation Counselor. Call Mr. Facendola if you are interested. The 2013 Summer Recreation Program will begin this year on Monday, June 24th and ends Friday, July 26th. The program will be closed Thursday, July 4th. The program will be divided into two groups, Pre-K/Kindergarten and First through Seventh Grade. Both programs will begin at 8:30am. The Pre-K/Kindergarten program will run from 8:30am to 12:00pm Monday, Tuesday, Wednesday, and Friday. They do not have activities on Thursdays. The First through Seventh Grade begins at 8:30am and runs to 2:30pm daily, Monday through Friday. The program is offered with a registration fee to residents of the Borough of Moonachie. The first child is $25, and each additional child is $10. Registration for out of town residents is $100.00 per week or $250.00 for the program Field trips and other special activities will include a fee to cover the cost. MEMBERS WANTED The Moonachie First Aid & Rescue Squad is currently accepting applications for membership. The only requirement is that you must be at least fifteen years of age. No previous medical knowledge or practice is necessary; we will train you! Our Squad has not missed a call in ten years and we would like to continue this great achievement with your help. We have just begun a Junior Program (14-17 years) to give young teens an opportunity to volunteer in the community, in the medical field, and to expand our squad.
