Construction Management Successful construction management demands a detail-diligent approach, proactively managed by professionals who have the experience, skills and technical support each project demands. Hill’s professionals are not only credentialed; they have seasoned, hands-on experience in the construction industry. This experience, gained in the trenches of construction projects across the globe, gives our project teams the practical knowledge they need to effectively manage virtually any type of capital project. Hill’s CM teams include: construction managers, resident engineers, construction superintendents, estimators, schedulers, inspectors, contract administrators and construction claims avoidance experts.

Project Management Oversight Our project management oversight (PMO) services support project success by independently anticipating problems, identifying setbacks and recommending solutions in every area of construction. This is the essence of PMO; to give clients objective information allowing them to make prudent decisions about key issues before major problems occur. Hill’s PMO teams provide timely and objective reporting, from evaluating the performance of the construction manager, designer and contractors, to monitoring schedules and analyzing costs. Teams include specialists in all phases of construction, so that the myriad events that occur on a project can be assessed and evaluated in a timely way by the right expert. Because Hill’s staff includes experts who are leaders in their disciplines, our clients benefit from strong recommendations, which are both technically and financially sound.

Troubled Project Turnaround While project management is used most cost-effectively before construction begins, it is also used to regain control after serious problems have caused delays or overruns. When retained under these circumstances, Hill assembles a team that can most expediently address critical needs. Hill’s turnaround team designs new schedules, creates new plans, and implements procedures to get the project back on track. In addition, Hill’s experience in construction claims means our turnaround team can mitigate and resolve claims, without impeding newly established project schedules.

Saudi Arabia's Ministry of Health selected Hill to provide program management services for the design and construction of the King Faisal Medical City in Riyadh. This project provides the citizens of Riyadh with 10 new hospital facilities, adding 2,600 more hospital beds.

The historic Lion House at the Bronx Zoo in New York City, constructed in the 1870s, underwent a $60-million reconstruction. Hill provided construction management services for the reconstruction of the iconic 18,000-square-foot building involving structural, roof, and façade work.

The Hill team is overseeing project scheduling and claims consulting services during the construction of the $185-million City Hall project in Las Vegas, Nevada. Built to LEED standards, this new city hall building will cut energy costs by more than $500,000 annually while also reducing CO² emissions by more than 2,000 metric tons.

Hill provided project management services for the $681-million Etihad Towers, a world-class, mixed-use development located on the prestigious coastline of Khalidyah in Abu Dhabi, UAE. The development comprises five towers ranging from 49 to 76 stories above a five-level podium.

Staff Augmentation Not all of today's organizations have the internal resources to handle every type of assignment. Hill's experienced project managers, construction managers, engineers, architects, designers, schedulers, financial analysts, contract administrators and other professionals are available at a moment’s notice to staff virtually any type of project at any phase. Hill's staff augmentation teams are put together based upon the unique needs of each individual assignment and are available for durations that range from days to years. Our professionals take a results-driven, yet cooperative, approach to meeting our clients' goals, and effectively complement existing permanent staff throughout the globe.

Project Labor Agreements Hill helps both public and private organizations who have large, complex construction projects save time and money through a type of collective bargaining agreement called a Project Labor Agreement (PLA). PLAs create efficiencies through standardization of project participant contracts. They help avoid conflict issues between contractors who are working a large project and help protect against strike conditions. Hill will work with all parties on the project, including owners, contractors and unions to unify their contractual relationship. The end result is a tremendous savings in both time and money through standardization efficiency.

Through personal interviews, surveys, focus groups and on-site observation, Hill will provide a detailed report of our findings. Hill provided project management services for the construction of the Patricia and Phillip Frost Museum of Science. The 250,000-square-foot museum is located within downtown Miami's 28-acre Museum Park. The museum affords stunning views of Biscayne Bay, and will be a landmark in Miami's downtown cultural quarter.

The Shams Development in Abu Dhabi, UAE offers 65 million square feet of residential, office, hotel, retail and entertainment space. The first project built, Sky Towers, is 74 stories high and is among the tallest buildings in the world. Hill provided document control and implementation services for this massive $2.7-billion development project.

Hill provided project management services to Qatar Railways for the $2.5 billion Doha Metro Phase Green Line Underground Works Project. The 19-km underground and 3.3-km elevated section of track, will deliver a safe, reliable, comfortable and fully functional transit system.

Hill provided construction management and supervision services for the new Midfield Terminal Complex at Abu Dhabi International Airport in Abu Dhabi, UAE. Abu Dhabi International Airport is the primary gateway to the Emirate of Abu Dhabi.

Claims Avoidance and Dispute Resolution s a d d r y

The best way to manage construction claims is to stop them before they happen. Claims avoidance begins with expert analysis of all project plans and documentation before construction starts. A thorough technical plan review will help eliminate ambiguities and bring potential claims triggers to the surface. Even with the best claims avoidance strategies, disputes may still arise. Hill employs a team of world renowned experts in almost every construction discipline to help avoid and if necessary resolve disputes in the most expedient, equitable way possible. Hill serves in an advisory capacity helping clients to quickly resolve disputes before litigation, acting as adjudicator or mediator.

Litigation Support Should litigation be unavoidable, Hill provides claims analysis and technical support to clients and their legal counsel. We help prepare issue files and requests for admission, answer and prepare interrogatories, and assist in depositions. Hill’s experts also provide expert witness testimony and often present the claims analysis work we’ve done through expert reports. Our engineers, architects, contract administrators, construction managers, certified cost engineers and schedulers possess highly specialized skills in all phases of the construction process. They offer vast experience preparing and rebutting requests for additional compensation and time extensions, as well as other issues surrounding construction disputes. Expert Witness Testimony Hill’s staff includes hundreds of experts with vast experience in every industry sector and discipline; they have the technical skills on hand to quickly get to the heart of even the most complex issues. When litigation requires an expert to testify, Hill has a thorough understanding of this process and will assign an appropriate expert with the experience and expertise relevant to the client’s requirements. All experts are carefully screened for availability and cleared of conflicts before being submitted for consideration by the client.

Cost and Damages Assessment Hill’s approach to evaluating cost and damages begins with a performance audit of the contractor’s costs. Based on the results of its claim analysis and audit, Hill then prepares an independent estimate of costs the contractor may be entitled to recover under the appropriate remedy granting clause of the contract (e.g., suspension of work, differing site conditions, changes clause) or under alternative breach of contract or tort theories. The damage review will include an analysis of the contractor’s efforts to mitigate its damages, evaluation of its cost accounting system, and analysis of the propriety of the method employed to calculate damages. Hill routinely utilizes its staff’s expertise in construction accounting, cost engineering, estimating and project change orders, total job costs, and related cost data.

Construction Advisory Hill’s Construction Advisory team offers independent, objective auditing and advisory services focused on reducing financial and operational risk on major construction projects and establishing accountability at all management levels. Worldwide experience managing risk on some of the world’s largest, most complex projects make Hill uniquely qualified to advise on any type of construction project from a financial, schedule or operational perspective. Construction Advisory is a customized approach to managing risk that incorporates services and lessons learned from over 35 years of managing construction risk. With thousands of professionals working throughout the world, our consultants provides expert and actionable advice through audits, assessments and evaluations that identify and mitigate risk, monitor compliance, and objectively report on project performance. Construction Advisory clients include both private and public company’s board of directors, governmental agencies, financial institutions, insurance/surety companies, and other entities responsible for mega projects. Hill provided Owner’s Representative Services for the construction of the $162-million Falmouth Cruise Ship Port project. Located in the parish of Trelawney on the island of Jamaica, this beautiful 35-acre site includes a terminal building for Jamaican Immigration, retail and office facilities, restaurants, and residential units.

The Morine-Merdare Motorway in Kosovo connects many main cities and economic centers with Albanian Adriatic ports. This project includes 19 bridges, overpasses, underpasses, culverts and interchanges. Hill provided construction supervision and management services for the project.

Hill is providing project controls and staff augmentation services to Southern California Edison (SCE) in connection with a modernization of its electrical infrastructure. SCE provides power to 430 cities and communities over 50,000 square miles.

Hill provided project and construction management services for the National Aeronautics and Space Administration’s (NASA) 15-year facility modernization program at its Langley Research Center in Hampton, Virginia, known as New Town. The first project awarded under the program was the design-build Langley Headquarters Building, known as Administrative Office Building 1 (AOB1).

Delay and Disruption Analysis A team of Hill professionals with in-depth industry experience will evaluate your project’s schedule and identify all possible pitfalls in scope, logic, sequence and duration. They will help sort out critical vs. non-critical activities, evaluate resource loading and perform “What If” and “Time-Window Based” analysis. Project Neutral® As construction budgets and schedules for completion continue to tighten, today’s construction projects are increasingly fraught with tremendous risk. Disputes over even the smallest of issues can quickly escalate, with crippling consequences to the parties involved and the project itself. The Project Neutral® is a unique form of alternative dispute resolution (ADR) developed by Hill that blends technical analysis and mediation services to help parties reach a fair, negotiated settlement swiftly, inexpensively and without contention. Retained jointly by the parties, Hill objectively assesses the issues in dispute and presents its findings to both parties. On the basis of their findings, a trained mediator leads the Hill team in moving projects toward a negotiated settlement. This process allows both sides, and their counsel, to maintain control of the process and the resulting settlement.

Hill provided project management services in connection with the Viva Bahriya and Porto Arabia towers development. The project includes four residential towers located on the Pearl Qatar, a mixed-use artificial island spanning nearly four million square meters featuring both residential and commercial properties.

The San Francisco-Oakland Bay Bridge is one of the world’s longest and busiest spans, carrying an estimated 270,000 vehicles per day in 10 lanes. Hill provided project controls and safety management services during construction of two roadway sections and a new electrical substation.

Hill provided construction management services for the $150-million renovation of New York City Hall in Manhattan. Renovations included exterior and roofing improvements; refinishing the iconic steps; installation of new electrical, fire, audio-video and HVAC systems; modernization of its elevators; and the complete renovation of all interior spaces.

Hill conducted integrity audits for the $12-billion Pluto Liquified Natural Gas project. The Pluto LNG project is located north-west of Karrahtha in Western Australia.

The $2.1-billion extension project of the No.7 Subway line in New York City will extend the line westward from Times Square under West 41st Street and southward along 11th avenue to the southerly terminus at West 25th street. Hill is providing construction management services for all tunneling work during the construction.
