For over 45 years, the Long Beach Redevelopment Agency’s mission has been to enhance the quality of life by improving blighted areas of Long Beach, revitalizing neighborhoods, promoting economic development, creating jobs, providing affordable housing and encouraging citizen participation. There are many individuals and organizations that play a critical role in our success. We would not be able to fulfill our mission without the visionary leadership of the Agency Board, who lend their invaluable time and expertise to our cause. Each month the dedicated citizens who comprise our Project Area Committees gather to discuss ways we can improve our neighborhoods. Our elected representatives on the City Council provide guidance and support for our projects, and our numerous partnerships with public and private entities help us achieve the many milestones we have reached. Finally, the dedicated men and women who make up the Agency’s diverse and talented staff work tirelessly to bring our grand visions to fruition. We are Building a Better Long Beach, and the community is taking notice. By promoting and leveraging our partnerships, we have kept pace with our growing economy while respecting and preserving Long Beach’s rich heritage as one of the most diverse cities in the nation. In 2007, the Agency invested $34.8 million in the revitalization of our neighborhoods in order to achieve an enhanced quality of life. We also worked hard to meet the most basic needs of area residents, with over $8.5 million for new streets, medians, sidewalks and other public facilities. In order to create a healthier environment for our children and families to play and thrive, we spent $7.9 million on new and expanded parks and open spaces. In addition, the Agency contributed $17.6 million towards building high-quality, safe and affordable housing developments. I am proud of the progress that we made this year. The pages of this report reflect how much we have accomplished and the great strides we have taken towards revitalizing our communities. We established tremendous momentum in 2007, and look forward to building on that momentum in 2008. AGENCY BOARD THOMAS FIELDS, CHAIR A longtime resident of Long Beach and current Chair of the Agency, Thomas Fields is a writer and producer and owns his own marketing company, Thomas Fields Associates. He has written commercials and advertising for such clients as Nissan, Chevrolet, Toyota, Evian, Burger King, California Angels and Prudential. Thomas has long been active as a volunteer in the City of Long Beach and is former Chair of the Long Beach Planning Commission.

WILLIAM BAKER, VICE CHAIR William Baker is a Long Beach native and graduate of Long Beach public schools. He served in the U.S. Navy from 1943 to 1946; when he came home, got married and raised two children. Bill lives in the same house he bought in 1948 and is a 60-year member with the Building Trade Union. In 1955 he started Bestell Company, a design and engineering business that fabricated structural steel and metal buildings and grew to a national firm with plants in California, South Carolina and Texas. Bill has been an active volunteer in the City of Long Beach, serving on committees and commissions since the 1970s.

DIANE ARNOLD Diane Arnold is a Long Beach native, mother of six and owner for more than 40 years of a family-owned beauty supply business on Pine Avenue. Diane, a graduate of Long Beach schools, attended Poly High and Long Beach City College. Diane has been a longtime volunteer in the city, involved in the Downtown Long Beach Associates, Central PAC and a number of other civic and school organizations. Diane retired in 2005 and has been devoting her time to the Redevelopment Agency Board and other community activities.

AGENCY BOARD JOHN THOMAS, AICP Born and raised in Fullerton, John considers Long Beach to be his adopted home. After moving to Long Beach in 1990, he became active in many community organizations, serving on the Boards of the Historical Society of Long Beach, Bluff Heights Neighborhood Association, and is co-author of Long Beach Art Deco. He is a passionate collector of art deco and a period enthusiast. He is currently a Manager in the Community Development Department at the City of Rancho Cucamonga, and a member of the American Institute of Certified Planners. John has owned and operated two small businesses in Long Beach for over 10 years, and was appointed to the RDA Board after serving 7 years on the Community Development Advisory Commission.

JOHN CROSS John Cross has lived in Long Beach since 1961. He has served the City as Chair of the Citizen Police Complaint Commission, and has also served on the Code Enforcement Team for West Long Beach, the Mayor's Task Force on Commissions, Senator Lowenthal's Environmental Advisory Group and as President of the West Long Beach Association. Mr. Cross is retired from ARCO, and has been an active Member of the Westside PAC for many years.

VIVIAN TOBIAS Vivian Tobias was born and raised in Long Beach and is a graduate of Poly High School, Stanford University and UCLA. Currently an analyst and representative for a large insurance company, Vivian has long been active in community and political organizations. She has served on numerous committees including the Mayor’s Multi-Cultural Advisory Committee, the Long Beach Affordable Housing Coalition and the Fair Housing Foundation of Los Angeles. She has also served on the Los Angeles County Democratic Central Committee and is a longtime advocate in Central Long Beach, serving on the Central Project Area Committee since 2000.

WILLMORE HISTORIC HOME RELOCATION The Willmore Historic Home Relocation project is another way that the Agency is working to eliminate blight in Long Beach. Three historic homes were saved and relocated to Drake Park/Willmore City Historic Landmark District in 1st Quarter 2007. This district is unique for having the highest concentration of early 1900’s housing in the city. A Request for Proposals will be released in 3rd Quarter 2008 for the purchase and rehabilitation of the homes. WRIGLEY VILLAGE STREETSCAPE ENHANCEMENT MASTER PLAN The Wrigley Village Streetscape Enhancement Master Plan lays out a broad scope of streetscape improvements such as landscaping, pedestrian street lighting, median landscaping, and façade improvements. In 2nd Quarter 2007, the Agency entered into a contract with Katherine Spitz and Associates for the development of this project. On April 19, 2007, the consulting team conducted a needs assessment with the community to create a baseline for potential improvements. The project kick-off meeting was conducted on June 21, 2007 with key residential and business stakeholders. To date, construction documents are under review by the Department of Public Works. The project will include tree and shrub planting within the medians, bull out at intersection of Pacific and 20th Street, enhanced paving at the same intersection and crosswalks, gateway lighting, gateway palm tree planting and drought tolerant plants. Budget: $500,000 (design and Phase 1 improvements)

PINE AVENUE AND PCH LAND DEVELOPMENT SITE The northeast corner of Pine Avenue and Pacific Coast Highway has long been blighted and in need of upgrades. The Agency acquired and demolished the properties located at 1814 Pine Avenue and 101 East Pacific Coast Highway in order to facilitate new development. A Request for Proposals will be released for the disposition of the property in 3rd Quarter 2008.

LONG BEACH SENIOR HOUSING DEVELOPMENT On October 10, 2007, the Agency broke ground on a 66-unit, affordable housing project in collaboration with the Long Beach Housing Development Company, U.S. Housing and Urban Development, and Menorah Housing Foundation. The units will be restricted to very lowincome senior citizens. Located near public transportation, shopping areas, the Long Beach Memorial Hospital, Veterans Memorial Park and the Burnett Branch Library, the development is designed to allow seniors to enjoy an active and enhanced quality of life. Construction is 40% complete and on schedule to be completed by 1st Quarter 2009. Budget: $13 million Developer: Menorah Housing Foundation

MARK TWAIN LIBRARY Touted as the first new library in Long Beach this century, the Mark Twain Library, owned and operated by the City of Long Beach Library Services, is Long Beach’s first “Green” public building certified by the U.S. Green Building Council as a Leadership in Energy and Environment Design (LEED). The Agency partnered with the City of Long Beach Library Services to rebuild the old 2,000 square foot library into a new, state of the art 16,000square-foot facility, and also contributed $50,000 toward the creation of on-site public art. Mark Twain opened in August 2007 with a grand opening ceremony attended by the Mayor of Long Beach, city council members, and many excited community members. Budget: $11,700,000

MAGNOLIA INDUSTRIAL DISTRICT STREET ENHANCEMENT PROGRAM The Agency plans to improve infrastructure deficiencies in the Magnolia Industrial District in collaboration with the Department of Public Works, and has facilitated an initial field survey and infrastructure assessment. The Agency will use project area funds to support improvements of the streets, sidewalks, curbs and gutters. Design documents for Daisy and Oregon Avenues were completed 4th Quarter 2007. Construction is estimated to begin 3rd Quarter 2008. Budget: $3,000,000

MARTIN LUTHER KING JR. AVENUE MEDIAN ISLAND PROJECT The Martin Luther King Jr. median project consists of the development of a landscaped median island along Martin Luther King Jr. Avenue between 20th street and Pacific Coast Highway. On February 5, 2007, the Agency approved a contract with SHE Engineering to construct the Martin Luther King Jr. Avenue Median Island Project. Construction was completed 4th Quarter 2007. Budget: $800,000

WILLOW STREET AND CASPIAN AVENUE COMMERCIAL CENTER IMPROVEMENTS (THE WILLOW) The Central Long Beach Strategic Guide for Development has identified the neighborhood near Willow Street and Santa Fe Avenue (Neighborhood Center) as a focal area for concentrated redevelopment activity. The community envisions the Neighborhood Center to be a vibrant, active center with a multitude of services including neighborhood retail, localserving offices and upgraded community facilities. Currently, the Neighborhood Center is anchored by a shopping center with a grocery store and five in-line shops. The exterior of the center’s outdated façade is being updated and enhanced. The scope of work includes installing new exterior materials, metal panel canopies, signage, landscaping, irrigation, and lighting. The Willow Center remains open during construction, which is expected to be complete 3rd Quarter 2008. Budget: $950,000

SHORELINE GATEWAY The Agency, in collaboration with Shoreline Gateway, LLC, has developed exciting plans for Shoreline Gateway, a 35-story condominium tower to be built on a 1-acre site at the northwest corner of Ocean Boulevard and Alamitos Avenue in the East Village. Shoreline Gateway will feature 221 for-sale condominium units and 13,000 square feet of retail space. The project’s design and environmental review has been approved by the Redevelopment Agency Board and Planning Commission. Construction drawings for the tower are currently being drafted. Budget: $180,000,000

ATLANTIC AVENUE AND WILLOW STREET – RONALD MCDONALD HOUSE Land acquisition has been completed and the site has been cleared of all structures. Ronald McDonald House Charities of Southern California has created a local board that is overseeing fundraising activities that will support the construction of the project. Studioneeleven has prepared a conceptual design of the building.

ATLANTIC AVENUE AND WILLOW STREET PHASE III This project entails the acquisition of property for the new construction of a mixed-use development with uses to support Memorial Hospital. The Agency currently owns property at 530 East Willow Street, which has been demolished, and 552-558 East Willow Street. Once assembled, the properties will be disposed and developed through a Request for Proposals process. ATLANTIC AVENUE AND ANAHEIM STREET The Atlantic Avenue and Anaheim Street project consists of the adaptive reuse of a vacant Art Deco building and the addition of a vibrant commercial use on an existing vacant site. The construction drawings are currently in plan check for a contemporary commercial building at 602 East Anaheim, and the Agency has completed land assembly of the development site containing the Art Deco Building. Budget: $1,300,000 (acquisition of hotel site)

ORIZABA PARK EXPANSION PROJECT The Orizaba Park Expansion Project is a comprehensive master plan for an existing park and 1.10-acre expansion. The Agency and the landscape architecture firm Hirsh Associates held meetings with the community on March 19 and May 17, 2008 to gather input on proposed park amenities, which may include a new basketball court, water play splash pad, picnic areas, a community garden and safety lighting. A final plan is slated for completion 2nd Quarter 2008 and will be presented to the community. Budget: $3,700,000 (acquisition only)

DRAKE/CHAVEZ PARK EXPANSION The Agency, in collaboration with the Department of Parks, Recreation and Marine and the Department of Public Works is developing new and expanding existing open space opportunities in the Drake/Chavez Park. City Council approval was received on August 8, 2006 for the purchase of the MTA portion (5.05 Acres) of the 14 acres of land. PACIFIC RIGHT-OF-WAY BIKE TRAIL DEVELOPMENT This project will provide new open space along the right-of-way from Martin Luther King Jr. Avenue to Walnut Avenue. Eighty percent of the site has been acquired to date. Agency staff is in negotiations for the final element. 15TH STREET AND ALAMITOS AVENUE OPEN SPACE DEVELOPMENT AND INTERSECTION IMPROVEMENTS The Agency, in collaboration with the Department of Parks, Recreation and Marine and the Department of Public Works, has acquired property located on the northeast corner of 15th Street and Alamitos Avenue for the purpose of the development of open space and intersection improvements. In May 2008, the Agency signed a contract with Melendrez to design conceptual plans for a passive park that will include pedestrian hardscape, landscape lighting, light poles and planting areas. Budget: $500,000 (acquisition only)

CALIFORNIA RECREATION SENIOR CENTER The Agency, in collaboration with the Department of Parks, Recreation and Marine and the Department of Public Works has acquired property located at 1044 East 16th Street to allow for expansion of an existing park and the development of a senior center. The Agency has conveyed the properties to the City for the development of the park. Budget: $1,000,000(acquisition only)

POLY GATEWAY PROJECT The Agency has removed a blighted commercial property on the southwest corner of Pacific Coast Highway and Martin Luther King Jr. Avenue and has plans for the development of passive open space that will serve as a gateway to Poly High School, located directly behind the site. The conceptual plan incorporates many sustainable principles such as the use of native landscaping and recycled concrete. Construction to begin in 3rd Quarter 2008. Budget: $25,000 Design $75,000 Construction

SANTA FE MEDIAN ISLAND The Agency and the Department of Parks, Recreation and Marine are working together to refurbish and replant existing medians on Santa Fe Avenue between Pacific Coast Highway and Wardlow Road. LONG BEACH DOG PARK The Agency has entered into a Rental Agreement with the Los Angeles Metropolitan Transportation Authority for the use of their vacant land on the Northeast corner of 9th and Pacific Avenue to develop a neighborhood dog park. The dog park will provide the opportunity to increase the amount of open space in the Downtown area, at a key location identified by the community, as well as eliminate the blighted conditions of the vacant lot and introduce a community asset that will support recent residential development on Pine Avenue. Construction to begin 3rd Quarter 2008. PACIFIC COAST HIGHWAY & ATLANTIC AVENUE - POLY GATEWAY AND INTERSECTION IMPROVEMENTS The Agency has removed a blighted commercial property on the southeast corner of Pacific Coast Highway and Atlantic Avenue and has plans for the development of passive open space that will serve as a gateway to Poly High School. Intersection improvements will include a new right turn lane that will aid in alleviating traffic congestion at this busy intersection. The conceptual plan for the passive open space is complete and incorporates many sustainable principles such as the use of native landscaping and recycled concrete. 133 PROMENADE WALK – THE OLSON COMPANY In keeping with a strong drive to increase the number of Downtown Long Beach living options, 133 Promenade Walk, a 97-unit condominium project, was completed in 3rd Quarter 2007. The project also includes 12,870 square feet of retail space, scheduled for completion in 3rd Quarter 2008. Construction of the project began in 2nd Quarter 2005; Phase 1 was completed in 2nd Quarter 2007, and Phase 2 was completed in 3rd Quarter 2007. LONG BEACH TRANSIT / VISITOR INFORMATION CENTER The Long Beach Transit/Visitor Information Center, a 1,900 square-foot transit customer service and visitor information center, began construction in the 1st Quarter 2008. The new center will incorporate a full service transportation ticket center, real-time route information, public restrooms, and a visitor information kiosk. PROMENADE MASTER PLAN The Promenade Master Plan is an improvement, expansion and redesign of The Promenade, the city’s unique downtown walkway. The Promenade extends from Shoreline Drive, south of the Long Beach Convention Center, to the northern terminus at 5th street. The Master Plan encompasses the gateways, hardscape, landscape, furniture, lighting and public art plazas along the three blocks between Ocean Boulevard and 3rd Street, as well as renovation of the amphitheater. ALOFT HOTEL The Aloft will be a 185 to 200-room hotel with approximately 300 to 500 square feet per room and nine-foot ceilings. The hotel will also include 1,500 to 2,000 square feet of meeting room space and an open-air bar/lounge area on the roof. As currently proposed, the façade of the American Hotel would be incorporated into a separate building, which the developer would own and control, to be used as additional meeting room space and a gallery. NEIGHBORHOOD ENHANCEMENT AREA PROGRAM In an ongoing effort to beautify the community, the Agency is partnering with Neighborhood Services staff to implement this program, which offers rebates to homeowners for property improvements. The program is offered to North Long Beach neighborhoods on a rotating basis. The active neighborhoods for 2008 are: • California-Cherry neighborhood, which closed on January 1, 2008; • McKinley neighborhood, which closed on February 1, 2008; • Ramona Park neighborhood, which closed June 15, 2008; • Del Amo/Grisham & Hamilton neighborhoods, which close October 1, 2008; • Sutter School and Coolidge Triangle neighborhoods, which close March 1, 2009; • Jane Addams and Grant School neighborhoods, which open July 1, 2008; • Dairy Avenue and Jordan High School neighborhoods, which open November 1, 2008. Residents of active neighborhoods have a one-year period to apply for grant certificates and another 12 months to redeem the certificates. As of 2nd Quarter 2008, over 2,990 certificates have been paid totaling more than $4.1 million. PROACTIVE CODE ENFORCEMENT Proactive code enforcement was developed by the Agency to eliminate blighting influences in residential areas as well as the commercial corridors on Long Beach Boulevard, Del Amo Boulevard, Atlantic Avenue, Artesia Boulevard, South Street, and Market Street. Neighborhood Services staff works with designated block captains in four active community code enforcement areas. In the commercial areas, businesses that have excessive or inappropriate signage, trash, and graffiti are cited. In residential areas, citations are given for violations such as deteriorated paint and roofs, weeds, and trash. Budget: $250,000 (per year)

VIRGINIA VILLAGE CENTER COMMERCIAL FAÇADE IMPROVEMENT PROJECT The Virginia Village Commercial Façade Improvement Project targets commercial properties in a seven block area on the east and west side of Long Beach Boulevard. The first block, shown below, was completed last year. Currently eight property owners and their tenants on three additional blocks, representing nine buildings and seventeen businesses are proceeding with façade improvements. Of these, five buildings on the second and third blocks have obtained bids and are reviewing documentation to proceed with construction. Plans for three other buildings on the fourth block have been approved and bids will be issued in June. Architectural plans are being finalized for one additional building. Construction of the first five buildings is expected to be complete in the 3rd Quarter 2008. Three additional buildings are expected to be complete in the 4th Quarter 2008. NORTH LONG BEACH STREET ENHANCEMENT MASTER PLAN IMPLEMENTATION Agency staff has been implementing the North Long Beach Street Enhancement Master Plan since 2002. Design work has been completed for several streetscape improvement projects and dozens of paving projects. New gateway medians on Atlantic and Cherry Avenues, and Paramount Boulevard have been completed, as well as the replanting of existing gateway medians on Artesia and Del Amo Boulevards. Long Beach Boulevard repaving from Wardlow Road to the northern City boundary is underway and repaving and new medians are planned for the section of Long Beach Boulevard between San Antonio Drive and Artesia Boulevard. Miles of previously unpaved dirt alleys have been paved with long lasting concrete. Additional paving projects and median replantings will be undertaken on an annual basis. WATER TOWER RESTORATION PROJECT The Agency began renovating the Westside water tower in July 2007 with the goal of addressing structural issues while visually enhancing the tower. Originally built in 1921, the tower was restored to its original condition through collaboration between the Agency, the Westside Project Area Committee, JBD Partnership and Snug Top. Visible from the 710 freeway to motorists entering and departing Long Beach, the structure was enclosed in scaffolding and protective cover for several months as crews performed the restoration. WESTSIDE STORM DRAIN IMPROVEMENT PROJECT The Agency, along with developer DMJM Harris, plans to improve and update existing storm drains in an effort to remedy street flooding. Hydrology and hydraulic reports have been approved by the City and County's Public Works Departments. A geotech report for the area has been completed, potholing (i.e. identification of existing underground utilities) is underway, and the Phase 1 and 2, 65% Plans, Specifications and Estimate work has been submitted to the City's Public Works Department for review. Construction is expected to begin in the 4th Quarter of 2008. PACIFIC COAST HIGHWAY STREETSCAPE IMPROVEMENT PROJECT The Agency plans to improve the public infrastructure along Pacific Coast Highway from the 710 freeway through western city limits. Included in the street rehab project is the design and construction of new street medians, sidewalk landscaping, public art and refurbishment of existing bus shelters. Currently the Agency is working with WILLDAN Consultants to design the improvements and research easement, drainage and property ownership data for the corridor. The streetscape improvement design has been approved by city staff and will be reviewed by Caltrans. Budget: $1,500,000

1430 SANTA FE AVENUE PROJECT The Las Comrades restaurant previously located at this site, which also included residential uses, has remained closed for some years. The new owner of the site will retain the use of the restaurant and rebuild a new Mexican restaurant, Birriera Tepechi. The new owner is working with the Agency on a total remodel of the existing site. The Agency is providing financial support for the façade work. The project has started construction, and the grand opening is anticipated for the 3rd Quarter 2008. Budget: $225,000 (Façade only)

1529 PACIFIC COAST HIGHWAY The former adult bookstore use will be replaced with a more appropriate retail use for the Westside Pacific Coast Highway corridor. Staff is working with the owner on a façade improvement for the new use. Construction of the improvement is anticipated to start in 3rd Quarter 2008. Budget: $44,700
