The Children’s Assessment Center’s mission is to provide a professional, compassionate and coordinated approach to the treatment of sexually abused children and their families and to serve as an advocate for all children in our community. As a collaboration of Harris County Commissioners Court and The Children’s Assessment Center Foundation, The CAC represents a true partnership between the public and private sectors for the most effective service delivery to children and families. Located at 2500 Bolsover, the 52,000 square-foot, state-of-the-art facility was specifically designed to provide an environment that will meet each child’s need for warmth, support and protection.

The Children’s Assessment Center

is an accredited member of the National Children’s Alliance and part of a national movement to create child-friendly intervention systems for sexually abused children. The vision of The Children’s Assessment Center is a greater Houston community in which we heal children who are sexually abused and reduce the number of children who are the victims of sexual abuse through both treatment and the development of strategies for prevention. The Children’s Assessment Center was designed with the fundamental belief that not one agency or professional can prevent or treat child sexual abuse alone – a multidisciplinary team approach is necessary. The Children’s Assessment Center and its 45 partner agencies will work constantly to learn more about the evolving issue of child sexual abuse and will not hesitate to attempt innovative solutions to this challenge. Community awareness and prevention is a high priority. The CAC is one of the largest accredited advocacy centers in the nation, serving approximately 5,000 clients annually.

Only 1 in 10 children tell about their abuse W h a t i s a C h i l d r e n ’s A d v o c a c y C e n t e r ? THE PROBLEM - Prior to 1991, a child’s outcry of sexual abuse in Harris County didn’t necessarily mean the hurt was over. For many young victims, it often meant the beginning of a scary and difficult journey through adult-minded criminal and civil justice systems. Due to the complex nature of child sexual abuse cases, our systems require the involvement of many different professionals to investigate and provide intervention. Traditionally, each agency or professional had a different role in the investigation, intervention and treatment process. Many times, efforts to fulfill these roles resulted in multiple interviews of the victim and ultimately to the re-victimization of the child. There was no mechanism for coordinating services, information was not shared and efforts were rarely coordinated. THE SOLUTION - The Children’s Assessment Center provides a safe, child-friendly environment where law enforcement, child protective services, medical and mental health professionals can share information and develop effective, coordinated approaches sensitive to the needs of each child and their family. A unique collaborative public/private partnership, The CAC brings the components of investigation, assessment, prevention and healing together in one 52,000 sq. ft. child-friendly facility. Using a multidisciplinary approach, we work with our 45 partner agencies to give sexually abused children the psychological and medical attention they need, the safety and security they require and the absolute justice they deserve.

Dear Friends and Supporters: It is my privilege to share with you the 2011 Annual Report for The Children’s Assessment Center (CAC). The CAC continues to be proud of our programs and accomplishments. The CAC is committed to our mission to provide a professional, compassionate and coordinated approach to the treatment of sexually abused children and their families and to serve as an advocate for all children in our community. Through our unique public/private partnership with Harris County and our Foundation Board of Directors, The CAC continues to meet the needs of sexually abused children in our community by providing them with the best possible care. In the span of 16 years, the number of partner agencies working in our building has quadrupled – growing from 10 to 45, illustrating the success of our collaborative model. We continue to be recognized locally, nationally and internationally for our role in the child advocacy movement. Other child advocates and professionals from all over the United States and countries as far away as Argentina, Australia, Canada, Denmark, England and The United Kingdom of the Congo have looked to us for counsel and guidance. Many have accepted our invitation to visit and tour The Children’s Assessment Center and to learn from our successful public/private partnership. Therefore, the work being done in Harris County is impacting the way child sexual abuse cases are handled across the globe and we are providing assistance for children far beyond our reach. We are so proud of our programs and we are grateful for everyone who supports the work we do. Our Foundation Board of Directors continues to raise valuable dollars to support all of the enhancement services clients receive at The CAC. In addition, we are excited to announce our Restoring Hope, Rebuilding Lives Capital Campaign. We must expand our facility so that we can better serve our community. Child sexual abuse in Harris County is not declining and our expansion is critical so we can continue to be a leader in the child advocacy movement. The dynamics of child sexual abuse have changed dramatically over the last several years. The statistics on the increase of online child solicitation are staggering! The CAC strongly believes that training is one of the key components of prevention. Therefore, we are also making plans to expand our training facilities so we can better train first responders, teachers, guidance counselors and leaders of all programs involving children. Together, we can ensure a true community response to the prevention and treatment of child sexual abuse. CAC PROGRAMS AND SERVICES The CAC’s programs are designed to provide a seamless

collaboration of agencies to minimize trauma, break the cycle of abuse and create a unified effort. Ultimately, the goal of The CAC is to promote the complete healing of child victims of sexual abuse and their families by providing them with the necessary resources to effectively handle their trauma and then begin to lead normal and productive lives. The mission is accomplished through: • Digitally recorded forensic interviews of children’s statements, thereby reducing the need for multiple interviews by various entities involved in a child sexual abuse investigation. • Sexual assault examinations using digital colposcopy, a non-invasive procedure conducted by trained pediatricians. • Monthly staffings with the Child Sexual Abuse Review Team (CSART) to review and discuss cases handled by The CAC. The purpose of team review is to improve the systems that respond to cases of child sexual abuse. • Therapy, psychological and psychiatric services to help child sexual abuse victims and their families heal. • Expert testimony in civil and criminal court cases. • Children’s services with events in a child-friendly playroom where children rest and play while they await services at The CAC. • Advocacy for children and their families as their cases are processed through the criminal justice system. • Community outreach and training to heighten awareness and prevention of child sexual abuse.

2010-2011 ACCOMPLISHMENTS THERAPY AND PSYCHOLOGICAL SERVICES

Several members of The CAC Therapy and Psychological

Services Department became licensed counselors and psychologists. The department is proud to say they have added two licensed psychologists and one licensed counselor. Other certifications earned were: Licensed Marriage and Family Therapy Supervisor, Licensed Professional Counselor Supervisor and an American Association of Marriage and Family Therapy Supervisor. OUTREACH One With Courage Campaign Press Conference-August 17, 2010

- The CAC was hon-

ored to host Attorney General Gregg Abbott as CACTX, in conjunction with the Attorney General’s Office, launched the “One With Courage” campaign. One With Courage is the first public awareness campaign of its kind in the state of Texas, centered around the courage it takes to talk about child sexual abuse – the courage it takes child victims to come forward and talk about their abuse and the courage it takes adults to talk about the issue, learn the signs and report abuse when it is suspected. “Going Green Initiative” - This year, The Children’s Assessment Center launched its “Going Green

Initiative” providing both The CAC newsletter and annual report via email. The newsletter continues to contain exciting information about upcoming events, past events, volunteer opportunities and program highlights while the annual report continues to highlight annual accomplishments and services provided. Most importantly, going green will save money so we can better serve our children. FORENSIC SERVICES Paw & Order: SDU (Special Dogs Unit) Pilot Program Launch - In April 2010, The CAC’s Forensic Services Division, in collaboration with the Harris County District Attorney’s Office and Caring Critters, launched an animal assistance program to help children who are visiting the advocacy center for the first time. Many studies address the beneficial aspects of the human/animal bond and demonstrate “that interaction with animals can reduce stress, lower blood pressure enhance self-esteem,” not to mention, warm friendly animals just make you feel good.

The Special Dogs Unit was designed to provide children the opportunity to interact with animals in a positive, nurturing environment prior to their forensic interview. The hope was that animal greeters would help children entering the forensic interview process to be calmer, more comfortable and secure; thus, reducing anxiety and increasing the accuracy of reports. The program was fully-funded by donations and volunteers. By adding the SDU program, we hope the sexual assault victims who find their way to The CAC will experience a safe haven, the reduction in stress will lead to better witness statements, and families will find hope and healing when they walk through our doors. TRAINING 11th Annual Protecting Texas Children Conference - On April 25-28, 2010, The Children’s

Assessment Center held the 11th Annual Protecting Texas Children Conference at the Hilton Post Oak Hotel along with the Texas Child Fatality Review Team Committee -Texas Department of State Health Services, The United States Attorney’s Office, Harris County District Attorney’s Office, Houston Metro Internet Crimes Against Children Task Force, and the Satellite Tracking of People, LLC. The conference included 350 participants from all across the state of Texas attending 60 workshops. MULTIDISCIPLINARY TEAM Collaborative Efforts - Team Excellence Awards - The Children’s Advocacy Centers of Texas Annual Team Excellence Awards are bestowed upon outstanding professionals and volunteers who have acknowledged the merits of collaboration when working with abused children and who have brought excellence from their respective fields of endeavor to the multidisciplinary team approach within a children’s advocacy center environment in Texas.
