Notebook 90 ans de Nelson Mandela ­- La lutte contre les inégalités et la pauvreté en Afrique du Sud constitue l’essentiel du message lancé, le 18 juillet, 2008, par l’ancien président Nelson Mandela à l’occasion de son 90ème anniversaire. Cependant, au-delà de cette fête, les Sud-Africains ont exprimé leur inquiétude sur les menaces qui pèsent sur l’héritage du nonagénaire. Le site www.sahistory.org.za lui consacre une section entière (photos, discours). La télévision sud-africaine présente le film Viva Madiba: un héros pour toutes les saisons (Madiba signifie “chef de famille” en xhosa), et le livre Mandela: un portrait autorisé a été réédité.

Youtube-Pace of Peace - During the course of a week-long workshop, 16 students – 8 Israeli and 8 Palestinian – wrote and animated the Pace of Peace cartoon, which was presented at the International Animated Film Festival I Castelli Animati. It encourages viewers to take collective and individual responsibility for change, reclaiming the possibility of Israelis and Palestinians living together in peace. «Pondo ng Pinoy» [Funds of the Filipino] is a movement in which Catholics give 25 centavos in receptacles to be offered during Sunday Masses or in schools, offices and participating private institutions. It is a movement towards the Church of the Poor. Every year there is a contest among young people to visualize this action.

Best journalist - Fr. Paul Cheruthottupuram, Salesian, received the award for best reporter. In May 2008 during the XIV National Journalists Conference held in Bangalore, India, the Indian Catholic Press Association (ICPA) presented the Salesian from the Calcutta Province (INC) the award for best reporter of the South Asia Religious News. The award was presented by Fr. Rosario Sunsil, the editor of “The Herald Kolkata”, the oldest Catholic weekly in India. It is the first time that the “John Barret” Award named after the Jesuit founder of the ICPA, has been given to a Salesian.

Cinema & the Beijing Olympics - Zhang Yimou is one of the most important Chinese film-makers of the last twenty years, and director of House of Flying Daggers (2004) and Curse of the Golden Flower (2006). He was the General Director of the Opening and Closing ceremonies of the Olympic and Paralympic Games that were held in Beijing in August and September. The whole world admired the ceremonies’ magnificence and moving storytelling. Thousands of performers in the Bird’s Nest stadium and stunning fireworks were part of the sensation as Yimou retold symbolic moments of Chinese history. For the Paralympics he invited 2

the audience to journey into space as thousands of children were the stars of a splash of color. Yimou won SIGNIS or Ecumenical prizes for The Road Home (Berlin, 2000), To Live (Cannes, 1994) and Qiu Ju Goes to Court (Venice, 1992).

Tristán Bauer - Presidente del Sistema Nacional de Medios Públicos (SNMP) de Argentina - El cineasta, nominado el 6 de agosto, tendrá a su cargo Canal 7, la señal de TV pública de alcance nacional, y las cuarenta emisoras de Radio Nacional que cubren toda la geografía de ese país sudamericano. Para asumir en el SNMP, Bauer tuvo que dejar la dirección de la señal Encuentro, canal dependiente del Ministerio de Educación. Bauer dirigió varios documentales y ficciones que cosecharon amplio reconocimiento, como: Después de la tormenta, que recibió en 1990 el Premio OCIC en La Habana e Iluminados por el fuego, su último filme, que recibió un Premio Especial SIGNIS en 2005 en San Sebastián. En 2006, Bauer fue miembro del Jurado SIGNIS en el Festival de Mar del Plata.

Editorial Enjoy your reading... 80 years ago Catholics working in media got together to change the media landscape of the time by creating two organizations: Unda for radio (and later, television) and OCIC for cinema. The driving forces behind these associations were Catholic families who saw that human values, spirituality, solidarity and even democracy were threatened by the commercial evolution of the media. The idea to merge both organisations had surfaced in the 1960s and from then on more and more common meetings were held. It became clear that they were dealing with the same issues, problems, institutions and people. At the same time, the big media corporations started to integrate radio, press, television and film in multimedia enterprises. By the 1980s they controlled almost every aspect of the media, often for the well-being of their stockholders rather than their audiences. Even public media followed their (commercial) policy. Educational and citizen awareness programmes were often skipped in favour of entertainment. The multimedia groups became global, at the cost of cultural diversity. The foundation of SIGNIS in 2001 reflected the desire of Catholic communicators to have an organisation which could represent them at a global level to defend human values in the 21st century.Today, as the media landscape is once again reshaped by the emergence of Internet, mobile phones and ‘new’ media, the multimedia companies face a new challenge. It is a challenge that SIGNIS and its members must also take up, in dialogue with all those who want a value-orientated media world. n

A New Media Landscape

Bonne lecture... Il y a 80 ans, des catholiques travaillant dans les médias ont décidé de s’unir, pour s’imposer dans le paysage médiatique de l’époque, en créant deux organisations : Unda pour la radio (et plus tard, la télévision) et OCIC pour le cinéma. Derrière ces deux associations, la volonté de familles catholiques qui avaient eu l’intuition que les valeurs humaines, la spiritualité, la solidarité et même la démocratie étaient menacées par l’évolution mercantile des médias. L’idée de fusionner les deux organisations est née dès les années 60, aboutissant à des rencontres communes. Elles étaient confrontées aux mêmes questions, problèmes et interlocuteurs. A la même période, les grandes entreprises médiatiques ont commencé à englober la radio, la télévision, le cinéma et la presse dans des groupes multimédias tentaculaires. Depuis les années 80, ces groupes contrôlent presque tous les aspects des médias, souvent au bénéfice de leurs actionnaires plutôt que de leurs publics. Même les médias publics ont suivi leurs stratégies commerciales, remplaçant peu à peu les programmes éducatifs et citoyens par du divertissement. Les groupes multimédias sont devenus globaux, au détriment de la diversité culturelle. En ce sens, la fondation de SIGNIS en 2001 répondait aux attentes des communicateurs catholiques d’avoir une organisation qui puisse les représenter à un niveau global et défendre les valeurs humaines au 21ème siècle. Aujourd’hui, alors que le paysage médiatique est à nouveau bouleversé par l’émergence d’Internet, des téléphones mobiles et des ‘nouveaux médias’, les médias commerciaux sont face à un nouveau défi. C’est un défi que SIGNIS et ses membres, en dialogue avec tous ceux qui veulent un horizon médiatique basé sur des valeurs humaines, doivent aussi relever. n

Desde hace 80 años, los católicos que trabajan en los medios de comunicación vienen esfuerzándose en mejorarlos; para ello, crearon dos organizaciones: Unda para la radio (y posteriormente la televisión) y OCIC para el cine. Los motores de estas asociaciones fueron familias católicas que veían que los valores humanos, la espiritualidad, la solidaridad, e incluso, la democracia eran amenazados por la evolución comercial que comenzaban a experimentar los medios de comunicación. La idea de fusionar estas instituciones apareció en los años 60s y desde ese entonces crecieron los encuentros comunes. Era claro que los temas de interés, los problemas, las instituciones involucradas y la gente de ambas era la misma. Al mismo tiempo, las grandes corporaciones de medios de comunicación comenzaron a integrar la radio, prensa, televisión y cine en empresas multimedia. Por los años 80s, éstas controlaban casi todos los sectores de la comunicación, a menudo para favorecer a sus accionistas y no a sus audiencias. Es más, los medios de comunicación públicos adoptaron también esta política (comercial). Los programas educativos y de concientización ciudadana fueron reemplazados por los de entretenimiento. Los grupos multimedia se hicieron con el tiempo globales en desmedro de la diversidad cultural. En ese sentido, la fundación de SIGNIS en 2001 reflejó el deseo de los comunicadores católicos de hacer una organización que pudiese representarlos a nivel global y defender los valores humanos en siglo XXI. Hoy en día, el mundo de las comunicaciones se ha redefinido por Internet, los teléfonos celulares y ‘nuevos’ medios, las compañías multimedia están ante un nuevo desafío.     Ten years ago, in 1998, two important media events took place that would have profound effects on today’s media landscape. The first was the launch of Google. Today the global dominant media company is Google, and the verb ‘to google’ has entered the English language. Back in 1998 no one dreamed that a free Internet search engine would not only challenge the giant Microsoft, but also threaten the advertising revenues of other media corporations.   The other major event in 1998 was the appearance of the first downloadable ring tones for mobile phones in Finland. This seemingly trivial innovation heralded the dramatic growth of the mobile phone as an ubiquitous consumer item. Today Apple’s iPhone is the ‘must have’ global consumer item. People are using phones to surf the web, download music, check the news, play videogames, jokes, and watch TV. The world where consumers had to choose between one or two radio or TV channels and there was no Internet seems very far away for most people in the developed world. But even in countries where access to basic communications is still difficult, the new landscape is taking shape. Africa, for example, is the fastest growing mobile phone market in the world and both China and India added more than 5 million new mobile subscribers a month in 2006. According to the International Telecommunications Union (ITU) more and more people are gaining access to information and computer technologies  and their benefits for health, education, government and business through mobile telephony.  In a recent publication (New Tech, New Ties: how Mobile Communication is reshaping Social Cohesion, Cambridge 2008) the author Rich Lang analyses the role of mobile phones in our daily life. The writer sees it as a modern way of community building, a way to strengthen social bonds among family and friends. With the mobile phone everybody can have an

instant and a perpetual access to everybody. He even can send images taken while phoning to his correspondent.The writer analyses how the mobile phone affects the contacts built through the phone and those that are face to face.  He finds that through the use of various social rituals the mobile phone has a positive effect on the family and close friends.This is to him the way to develop and nourish “bounded solidarity”. He admits that sometimes these contacts are at the expense of interaction with those who are physically present.   Of course, broadcasters and film companies still provide the bulk of the cultural content that these new technologies deliver – but the lines between ‘offline’ and ‘online’ companies is blurring.The BBC, for example, has scored a huge hit with its iPlayer, an online service that allows viewers and listeners to listen again or download radio and TV programmes.     These developments pose enormous challenges (and opportunities) for advertisers – for many years the financial underpinning of TV and the press.Advertisers and commercial media are desperate to find ways of using the Internet to reach the elusive (and youthful) fragmenting audience. The old models do not operate in the new world. Big record companies like EMI struggle with declining music sales as young people download for free from the web. Now some rock bands have started to give away their music online in the hope of making more money through live events. Another seismic shift has been the emergence of so-called user-generated content and the rise of ‘social networks’ like MySpace. Today, individuals, companies and other institutions upload eight hours of new video to YouTube every minute. Bloggers  and so-called ‘citizen journalists’ challenge traditional journalism in breaking stories and setting the political agenda.  Wikipedia, created and edited by its users, is dominating the intellectual landscape – it is the source that every student turns to first when asked to research a topic.

All these changes pose challenges not just for consumers, media executives and marketing people but for religious communicators as well. Some pioneers are beginning to experiment. In June 2008, for example, the first Catholic New Media Celebration was held in Atlanta.  Religious communicators are now podcasting for a mobile population (see pray-as–you-go.org., described as pray as you go for your MP3 player); blogging and experimenting with video, TV and radio on the net. There is even GodTube.com !   In the middle of all these technological marvels there are some important questions that should not be neglected. Who will have access to this media abundance and on what terms? The ITU speaks of a ‘connected’ world but it is important that the poor, those with disabilities and cultural minorities are not ‘dis-connected’. Who will speak up for their interests? Can civil society affect the decisions of government and big business?   And will consumers also be citizens in this new world?  Where will they find the spaces for dialogue and exchange? Will the values of public broadcasting, for example, be transferred to the Web? And how will they acquire the right GPS navigation systems of

media and Internet literacy to ensure that they can travel confidently across the new media landscape? n Jim McDonnell 

Fast Changing MobileInternet Landscape  Ten years ago, it was very fashionable for people in Calcutta (India) to flaunt a mobile phone. Only a few people could afford it then as both incoming and outgoing calls were levied a hefty fee. The call cost per minute or part thereof was prohibitive (Rs.14 a minute), compared to today’s offers going as low as 10 paise per minute. The use of mobile phones has made giant communication leaps. The number of Indian consumers connecting to the Internet via cell phones more than doubled, to 38 million from 16 million just last year. According to the Telecom Regulatory Authority of India (TRAI) 2007 report, the mobile Internet is increasingly becoming a popular feature in India where more than 200 million people use mobile phones and 7 million are added to the rolls each month.   Seen as a necessary gadget, the chowkidar (security man), the autorickshawala, the

Coverstory hawker, vegetable vendor and even the fishmonger, have one. Students are banned from bringing mobile phones to school since the incident of Delhi students circulating photos of fellow students in compromising positions.  

Impact on Teens

  Mobile phones give youth, especially Indian girls, the possibility to be with peers, boys, strangers, in public without loosing their identity or intimacy.They are adventurous and fun loving but safe at the same time granting them opportunity to want and have the best of both worlds. Members of the family stay together under one roof but with individual mobiles they can stay connected with their outside soul-mates 24 hours a day. This creates a lot of suspicion and relationship break-ups. The outside soul-mate is seen as an ideal partner apparently without any flaws.   Further, tempting commercials seduce youngsters to go for latest model devices like their peers. In India, most middle class families with two working parents have invested in a home computer and the Internet. If the use of the net at home is unregulated then why blame cybercafés for corrupting young people?  

The Great Digital Divide

  Though the great economic divide gave rise to the Bolshevik and Maoist Revolutions of yesterday, they have not succeeded in bringing about an economic leveler. Even though the Right to Information Act has been promulgated in India (2005), there still exists the great divide between the information haves and have nots. It is the same in the case of access to information technology. Just think of the lack of basic infrastructure facilities like 24x7 electricity supply in thousands of Indian towns and villages. However, it must be stated that even a poor youngster spends all his/her money on a mobile phone.  

Spirituality Goes Hi-tech

  Apart from software being used for Church administrative purposes, ministers and religious institutions have also used it in reaching out to distant listeners through radio broadcasts, web streaming and podcasts, e-mails or chats. It is also used to support and sustain spiritual formation through e-group prayer, study, reflection and discussion.   In Asia, especially in the Philippines, the use of text messages has been used to invite people to the Church.   Muslims have researched on a portable sundial-like device, an application that supports Muslims’ prayer practices to remind them of the times of prayer, identifying prayer 6

as an activity that can be supported with technology. In Varanasi (Benares) the Internet has refined the ancient practice of Hinduism and the modern practice of corporate outsourcing by uniting the two. At its most venerable house of worship, dedicated to God Shiva, outsourcing prayers is possible with the click of a mouse. If one can’t make the pilgrimage here, an Internet connection and the payment of a small fee can book the services of a priest at Vishwanath Temple who will “do the needful” for his/her plea to be heard. The temple went online in August 2007 and within a month received 180,000 hits on its website, www.shrikashivishwanath. org. That is more than double the average number of devotees who show up in person every month, braving difficult journeys, the smelly narrow alleys leading to the temple, and the vendors hawking sweets and religious paraphernalia.  

Wireless Internet for Rural Internet Access

  Wireless Internet Service Providers (ISP) like Bharti Airtel and Tata Indicom offer wireless as well as fixed-line connections to the Web, while local cable operators provide cable modem Internet hookups. Wireless phones can be bought right off store shelves, with Web connections set up instantly.The appeal of the wireless Web can be particularly strong for rural residents who have little access to the Internet via personal computers. The mobile is the first Internet experience for rural folks. Outside India’s big cities, providers entice subscribers with services that let farmers use a handset to call up such information as land records, feed prices, and weather reports. Nokia (NOK), Samsung Electronics (SSNLF), and Motorola sell mobile phones in villages for as little as USD 63. Vodafone (VOD) entered the Indian market through its USD11.1 billion purchase of Li Ka-Shing’s 67%

stake in Hutchison Essar, and in a partnership with China’s ZTE (ZTE) for handsets. Relevant mobile content and aggressive marketing by companies is boosting mobile Internet usage.  n C.M. Paul  

Cinema and the Changing Media Landscape

  How do we see cinema in the changing media and technological landscapes?   At least three answers suggest themselves: in the making of cinema, in the distribution of cinema and, thirdly, in the themes of film plots. Film-making: changes are becoming more rapid. In the 1950s, lenses for widescreen processes and for 3D were developed.  Experimentation continues. To watch The Dark Knight on an Imax screen, especially the city vistas of Chicago and Hong Kong as well as many action sequences is exhilarating. To see Beowulf in an Imax cinema in 3D can be breathtaking. Cameras which offer greater flexibility of movement bring audiences into the action. Film to video to digital cameras and High Definition means a transition from classic film-making.  Sound systems for cinemas as well as for home theatre improve daily.   Film distribution: once upon a time, a projector was needed to show a film and that happened in a cinema. Television changed that truism in the 1940s and 1950s.  With the advent of video cassettes in the 1980s, the movies were literally to hand.  DVDs and subsequent developments of digital technology means that cinemas have an option: projectors and/ or players. Home entertainment players are becoming as compact as the disks. And, possibilities for downloading films from the Internet (pirated or legitimate) abound. Some

Coverstory films can be seen cumulatively in small chunks through YouTube streaming. Films in the public domain can be watched on a computer from the Internet Archive and other sites.   Film media plots: surveillance in thrillers and espionage stories show us how prevalent is watching by Big Brother and by everyone else. In 1998, Will Smith was at the mercy of rogue government monitor watchers in Enemy of the State. Ten years later, the climax of The Dark Knight has Bruce Wayne developing a system of tapping into mobile phones so that the whole of Gotham City can be watched on a wall of screens. His inventor, Lucius Fox, criticises the ethics of this mass surveillance. In The Bourne Ultimatum, authorities in New York watch closely a life-and-death chase through London’s Waterloo Station. We know that television is all pervasive (The Truman Show, Ed TV, Holy Man) and that everyone wants their Warholian 15 minutes of fame. This was key to the violent thriller, 15 minutes, in which a network broadcast a video of the brutal killing of Robert de Niro as a New York policeman.  Television cameras and producers in their editing trailers contribute to detecting what happens in an assassination attempt on the US President in Vantage Point.   And the omnipresent mobile phone (which has taken the place of lighting up a cigarette so prevalent in the films of the past)! How many times has a crime been controlled by mobile phone contacts? One of them was, in fact, called Cellular. With the advent of YouTube, My Space and other sites where any individual could place material and watch all the material placed, the police thriller Untraceable created a very unwelcome scenario. A serial killer creates his own website and then tortures and kills victims in front of his camera. While this is shown as horrific, another horrific point is made by the

film: the increasing hundreds of thousands who log on to watch this horror. Ultimately, all media are gifts of God and have a power for good. And cinema tells many a warning fable about their power for evil. n Peter Malone

  Un paysage audiovisuel nouveau Voici dix ans, en 1998, deux événements importants se produisaient qui allaient avoir des effets en profondeur sur le paysage audiovisuel d’aujourd’hui. Le premier était le lancement de Google, qui est aujourd’hui devenue la principale entreprise de médias, à un point tel que le verbe ‘to google’ (pour rechercher sur Internet) est entré dans la langue anglaise. En 1998, personne n’aurait pu imaginer qu’un moteur de recherche gratuit pourrait non seulement défier le géant Microsoft mais aussi faire concurrence aux revenus publicitaires des autres entreprises de médias. L’autre événement majeur de l’année 1998 a été l’apparition en Finlande des premières sonneries téléchargeables pour les téléphones mobiles. Cette invention apparemment anodine a préfiguré la croissance spectaculaire du téléphone mobile, devenu peu à peu un objet de consommation omniprésent. Aujourd’hui, l’iPhone de Apple est l’objet de consommation que l’on se doit d’avoir. Le téléphone mobile sert à surfer sur Internet, à télécharger de la musique, à suivre l’actualité, à se divertir avec des jeux vidéo, à échanger des blagues ou même à regarder la télévision. Le monde dans lequel les consommateurs avaient uniquement à choisir entre une ou deux stations de radio ou de télévision

– du temps où Internet n’existait pas –, ce monde semble bien loin pour la plupart des citoyens des pays les plus industrialisés. Du reste, même dans les pays où l’accès aux communications de base est encore difficile, le nouveau paysage audiovisuel prend forme. L’Afrique par exemple connaît la plus forte croissance au monde du marché de la téléphonie mobile  ; tant la Chine que l’Inde ont connu en 2006 une croissance mensuelle de l’ordre de cinq millions de nouveaux utilisateurs. Selon l’Union Internationale des Télécommunications (UIT - ITU), toujours davantage de personnes parviennent, par le biais de la téléphonie mobile, à accéder à l’information et aux technologies numériques et à en tirer profit dans des domaines tels la santé, l’éducation, l’administration et le commerce. Dans une publication récente (New Tech, new Ties : how Mobile Communication is reshaping Social Cohesion, Cambridge 2008  - Nouvelles technologies, nouveaux liens : comment les communications mobiles restructurent la cohésion sociale), l’auteur, Rich Lang, analyse le rôle de la téléphonie mobile dans notre vie quotidienne. L’auteur l’appréhende comme une manière moderne de construire la communauté, comme un moyen de renforcer les liens sociaux entre les membres d’une famille et avec les amis.Avec la téléphonie mobile, chacun peut avoir un accès immédiat et permanent à l’autre. Il peut même envoyer à son interlocuteur des images qu’il a prises pendant qu’il lui téléphonait. L’auteur analyse comment le téléphone mobile influence les contacts établis par le biais du téléphone et les contacts directs entre personnes. Il découvre que par le recours à différents rituels sociaux, le téléphone mobile a un effet positif sur les contacts avec la famille et les amis proches. C’est pour lui la façon de développer et de cultiver un lien de solidarité. Il reconnaît cependant qu’il arrive de temps à autre que la communication par le téléphone mobile se fasse au détriment des contacts physiques. Bien évidemment, les producteurs de télévision, de radio et de cinéma sont toujours à l’origine de la plus grande partie du contenu culturel que ces nouvelles technologies véhiculent, mais la frontière entre sociétés ‘off line’ et ‘on line’ va en s’estompant. La BBC, par exemple, a frappé un grand coup avec son « iPlayer », un service en ligne qui permet aux téléspectateurs et aux auditeurs de revoir, réécouter ou télécharger des programmes de radio et de télévision.

Ces développements lancent des défis (et des opportunités) gigantesques aux annonceurs – qui depuis des années sont la principale source de financement de la télévision et de la presse. Les annonceurs et les médias commerciaux sont très soucieux de trouver des façons d’utiliser Internet pour atteindre un public (souvent jeune) de plus en plus volage et fragmenté. Les anciens modèles ne s’appliquent pas au nouveau monde médiatique. SIGNIS Media – N°3/2008

Coverstory Les grandes entreprises discographiques telles EMI luttent contre la chute de leurs ventes étant donné que les jeunes n’hésitent pas à télécharger gratuitement leur musique via Internet. Aujourd’hui, quelques groupes de rock ont commencé à offrir leur musique en ligne, espérant faire entrer plus d’argent lors des concerts. L’émergence de contenus soidisant écrits par les utilisateurs et l’apparition de « réseaux sociaux » tels MySpace a été à l’origine d’un autre changement radical. De nos jours, les internautes, les entreprises et d’autres institutions publient chaque minute sur YouTube pas moins de huit heures de nouvelles vidéos. Les auteurs de Blogs et les soi-disant « journalistes citoyens » défient le journalisme traditionnel en commentant l’actualité et influencent les programmes politiques. L’encyclopédie Wikipedia, créée et mise à jour par ses utilisateurs, domine le paysage intellectuel ; c’est la première source qu’un étudiant consulte lorsqu’il lui est demandé de faire une recherche sur un sujet. Tous ces changements lancent des défis non seulement aux consommateurs, aux preneurs de décisions des médias et aux départements de marketing mais également aux communicateurs religieux. Quelques pionniers commencent à en faire usage. En juin 2008, par exemple, la première Célébration Catholique des Nouveaux Médias se déroulait à Atlanta. Des communicateurs religieux commencent à réaliser des Podcasts destinés à une population mobile (voir le site www. pray-as-you-go.org qui propose des contenus à écouter sur un lecteur MP3). Ils animent des Blogs et s’investissent dans des expériences de télévision et de radio via Internet. Il existe même GodTube.com ! Liées à toutes ces merveilles technologiques, il y a cependant quelques questions importantes qui ne devraient pas être laissées de côté. Qui aura accès à cette abondance de médias et à quelles conditions ? L’UITITU parle d’un monde ‘connecté’. Toutefois, il est important que les pauvres, les moins valides et les minorités culturelles ne soient pas ‘dé-connectés’. Qui se fera l’écho de leurs intérêts ? La société civile peut-elle agir sur les décisions des gouvernements et des grandes sociétés ?

leurs textes, musiques, photos et vidéos en ligne sans posséder la moindre connaissance technique. Ces nouveaux phénomènes, connus sous le nom de ‘médias sociaux’, redessinent entièrement le paysage médiatique à un tel point qu’il a fallu lui trouver un nouveau nom : ‘Web 2.0’. Le ‘Web 2.0’ est une expression qui qualifie les nouveaux usages et les nouvelles technologies apparus ces dernières années sur Internet. On peut le considérer comme la deuxième étape de l’évolution de l’Internet. Pour Paul Graham de Yahoo! : « Le ‘Web 2.0’ représente l’arrivée à l’âge adulte d’Internet. Aujourd’hui, Internet est enfin utilisé pour ce à quoi il fut originellement destiné : mettre des gens en contact, échanger des informations, devenir l’expression de ‘l’intelligence collective humaine’ ». C’est également la vision de l’un des fondateurs d’Internet, Tim Berners-Lee. Lee ne voit vraiment pas la raison pour laquelle il faudrait lancer un terme se référant à une révolution technologique : « Les standards technologiques (html, XML, Javascript, php,...) des sites identifiés comme ‘Web 2.0’ sont utilisés depuis des années, et se sont simplement développés plus avant ». Le terme ’Web 2.0’ a été utilisé pour la première fois en 2004, lorsque O’Reilly Media organisa une conférence autour de la reprise de l’économie Internet après ce qu’on a appelé le ‘dotcom crash’. O’Reilly estimait qu’Internet se trouvait à un moment charnière, car une nouvelle génération de sites, d’applications et de services web connaissaient un succès sans précédent auprès du grand public. De nouvelles sociétés ‘dotcom’ poussaient comme des champignons, présentant toutes un point commun : ces sites n’étaient plus des ’silos informatifs’ passifs mais bien des services web permettant au consommateur/visiteur de participer lui-même, assez simplement, à ce qui se passait en ligne. C’est là que le ‘Web 2.0’ apporte un changement. Grâce à des services comme Blogger, Flickr, YouTube,

ou MySpace, n’importe qui peut à présent faire apparaître ses créations sur la toile, de manière simple et gratuite. n

Un nuevo panorama en las comunicaciones Hace diez años, en 1998, se produjeron dos importantes eventos en los medios de comunicación, dos acontecimientos que tendrían profundas repercusiones. El primero fue la aparición de Google. Hoy en día, la compañía más grande en los medios de comunicación a nivel mundial es Google. El verbo “google” ha sido acogido en la lengua inglesa. En ese entonces, 1998, no solamente a nadie se le ocurría pensar que un motor de búsqueda en Internet gratuito pudiese desafiar al gigante Microsoft ni tampoco cavilar en una posible amenaza a las rentas de publicidad de las diferentes corporaciones de la comunicación. El otro evento importante en 1998 fue la aparición de los primeros ringtones descargables para teléfonos móviles en Finlandia. Esta innovación aparentemente trivial anunciaba el crecimiento dramático del celular como un artículo básico. Actualmente el iPhone de Apple le ha arrebatado ese estatus. La gente está usando teléfonos para navegar y jugar por Internet, descargar música y bromas, mirar TV y escuchar las noticias. El mundo en el que los consumidores tenían que escoger entre una o dos estaciones de radio o TV y en el que no había Internet parece irreal para la gran mayoría en un mundo desarrollado. Pero incluso en países en donde acceder a las comunicaciones básicas es aún difícil, el nuevo panorama está tomando también esta forma. África, por ejemplo, ha sido el mercado que ha crecido más rápido en la compra de celulares a nivel mundial, y junto a China e India, sumaron en 2006 más de 5 millones de nuevos abonados de teléfonos portables en un mes.

Nota de tapa Según la Unión Internacional de Telecomunicaciones (ITU, por su escritura en inglés), cada vez más la gente tiene acceso a la información, a la tecnología a través de la computadora y a sus beneficios en cuanto a la salud, la educación, gobierno y negocios, todo gracias a la telefonía celular. Por su puesto, las promotoras y compañías de cine proveen todavía el contenido cultural de estas nuevas tecnologías –pero las diferencias entre las compañías “fuera de línea” y “en línea” se están borrando-. La BBC, por ejemplo, ha conseguido un enorme éxito con su iPlayer, un servicio online que permite a los visitantes escuchar de nuevo o descargar programas de radio y televisión. Estos avances plantean grandes desafíos (y oportunidades) para los anunciantes, que por muchos años fueron la base financiera para la TV y la prensa. Los anunciantes están interesados en encontrar nuevas maneras de usar Internet y alcanzar a ese público (juvenil) evasivo que se fragmenta. Los viejos modelos ya no funcionan en el nuevo mundo. Las grandes empresas de la música, como EMI, luchan contra la caída en las ventas porque el público joven descarga cada vez más música gratis por Internet. Algunos bandas de rock han empezado a poner su música en línea con la esperanza de ganar más dinero a través de conciertos en vivo. Otro cambio importante ha sido la aparición del llamado “contenido generado por el usuario” y el aumento de ‘redes de trabajo social’ como MySpace. En la actualidad, individuos, compañías y otras instituciones cargan ocho horas de videos nuevos en YouTube cada minuto. Bloggers y los “ciudadanos-cronistas” desafían al periodismo tradicional publicando historias y construyendo la agenda política. Wikipedia, creado y editado por sus usuarios, está controlando el panorama intelectual. Es la fuente a la que todo estudiante recurre primero cuando tiene que hacer una investigación sobre algún tema determinado. Todos estos cambios desafían no sólo a los consumidores, ejecutivos de los medios de comunicación y gente del marketing sino también a los comunicadores con una identificación religiosa. Algunos pioneros están empezando a experimentar. En Junio 2008, por ejemplo, la primera Celebración Católica de Medios de Comunicación se llevó a cabo en Atlanta, EE.UU. Los comunicadores religiosos están ahora transmitiendo para una población móvil (ver pray-as–you-go. org., descrito como una oración cuando se va a buscar el MP3 player); creando blogs y experimentando con el video, TV y radio en la net. Incluso ya existe GodTube.com. En el medio de todos estas maravillas tecnológicas hay algunas preguntas importantes que no deben ser olvidadas. ¿Quién tendrá acceso a toda esta abundancia de información y en qué términos? La ITU habla de un mundo ‘conectado’ pero es importante que los pobres, aquellos con carencias y minorías

Internet et cinéma d’animation L’arrivée du numérique a offert de nouvelles possibilités à des jeunes cinéastes sans beaucoup de moyens mais avec du talent et la volonté de raconter des histoires. Au Rwanda, le gouvernement s’est engagé à transformer le pays en l’épicentre de l’informatique en Afrique et les infrastructures pour l’Internet se sont mises en place. En outre, la présence ces dernières années des grandes compagnies (américaines, anglaises et françaises) de cinéma ont provoqué chez les jeunes un véritable engouement pour ce média. Le gouvernement est conscient de l’importance du cinéma pour le pays. Il y a en gros deux tendances qui se manifestent : ceux qui veulent faire des films pour le marché et le voient comme une industrie et d’autres qui considèrent ce média comme une expression culturelle, artistique et même pédagogique.  Parmi ces derniers, il y a Maurice Nkundimana, né à Gitarama en 1979, a étudié chez les Frères des Ecoles Chrétiennes et a suivi les cours de l’Ecole d’Art de Nyundo. En 1993, il est lauréat du concours de Bande Dessinée organisé par l’association Développement Audincourt Culture (DAC) de France. Pendant la guerre et les années difficiles (19902000), il travaille dans le commerce et dans la comptabilité. Depuis, il s’est principalement engagé dans le domaine de la bande dessinée et des illustrations. A partir de 2006, il reçoit de plus en plus de commandes des ONG pour illustrer des outils de pédagogie et de sensibilisation. En 2008, il a pu publier son travail dans Kinyamateka, le journal en Kinyarwanda publiée par le Père Pierre Claver Nkisi, responsable de SIGNIS Rwanda. Il fonde aussi le Cartoons Center à Kigali,  une communauté d’artistes qui a pour mission de mettre en valeur différents talents en vue de développer les moyens de communication adaptés aux enfants à travers le dessin animé et la bande dessinée.a récemment terminé une bande dessinée de 24 pages intitulée Enfants de la rue pour le centre d’animation pour enfants Mu Rugo à Kigali. Il dessine uniquement par ordinateur et a appris le cinéma d’animation  à travers des sites Internet professionnels. Pour réaliser ses films, il utilise d’ailleurs des programmes téléchargés sur Internet. Dernièrement, il a réalisé deux films publicitaires d’animation de quelques minutes pour la télévision rwandaise. Fin 2007, il termine un film d’animation qui surprend tout le monde. C’est peut-être le premier qui traite de la pédophilie en Afrique. Il s’agit d’un film pédagogique destiné aux enfants. Dans Boma Twirinde Abadushuka (Enfants, méfions-nous de ceux qui nous trompent) il raconte en 15 minutes l’histoire d’une fille qui vit tranquillement chez sa famille et un jour, tombe entre les mains d’un pédophile. Le film montre comment un enfant peut agir et se défendre dans une telle situation. Mais il va au-delà d’une simple histoire de prévention. Il montre la vie des enfants rwandais dans un village, des enfants qui vivent en paix et qui jouent ensemble à des jeux « traditionnels ». Au niveau pédagogique, l’action est commentée par un chœur, comme dans les tragédies grecques. Le film commence aussi par une introduction qui est très claire et directe : « Ce dessin animé raconte l’histoire d’un enfant du nom de Anna, une adolescente qui étudie à l’école primaire.Vous allez voir ce qui lui est arrivé un jour après les cours. Un homme du nom de Rukusanya, ami de son père, qui l’a rencontrée ce soir-là, a voulu abuser d’elle. La façon dont Anna s’en est tirée, vous aller la constater par la suite. Ô sages, si vous êtes toujours là, que diriez-vous de ces actes ignobles ? Avez-vous vu un homme oser coucher avec sa propre fille ou avec sa petite-fille ? C’est vraiment scandaleux et honteux ! Chers enfants, ce dessin animé est dédié spécialement à vous, veuillez être attentifs à son message et réfléchissez-y ». n http://cartoonscenter.com

Por ejemplo, ¿se le dará a la web la misma importancia que se le ha dado hasta ahora a la radiodifusión pública? ¿Y cómo se implementará el acceso al sistema de navegación GPS y a la alfabetización de Internet para asegurar que los ciudadanos puedan viajar a través de este nuevo escenario de los medios de comunicación? n

Los Cibercafés han cambiado la comunicación y el fenómeno de la brecha digital El periodista Gustavo Barco del diario argentino La Nación ha publicado un artículo interesante sobre cómo el Cibercafé ha permitido que toda una generación de jóvenes de escasos recursos se suba al tren digital. A continuación algunas de sus observaciones. En 2008 los cibercafés han permitido el uso de la red a unos 6 millones de argentinos. Un informe sostiene que para los sectores de ingresos bajos y medio bajos es el modo en que pueden acceder a una PC conectada a banda ancha; para los sectores medios y altos, es la manera de conectarse sin preocuparse por las complejidades de la informática y como un complemento, al estar lejos de la PC del hogar y el trabajo. También en África la Internet y el móvil, la fotografía y el cine digital tienen una gran influencia sobre los jóvenes. En casi todas las ciudades y pueblos existen conexiones de Internet, conversaciones escritas y orales e imágenes que conectan a los jóvenes cibernautas con el mundo entero. “Por solo unos pesos, millones de argentinos pueden colgarse al tren digital y dar sus primeros pasos en el mundo multiconectado del nuevo siglo, universo al que no hubieran tenido acceso de otra manera. Después de la crisis de 2001, en Argentina tener un locutorio o cibercafé fue el refugio que encontraron los buscadores de oportunidades de negocios, entre ellos, miles de desempleados que invirtieron sus ahorros para poder subsistir en un país que se derrumbaba. La consultora Carrier y Asociados estimaba en 6.150 el total de locutorios/cibercafés en el área metropolitana a fines de 2006. A partir de entonces, sin proponérselo, los propietarios y empleados de locutorios con servicios de conexión a Internet cumplieron, según los expertos, un inesperado rol social que ayudó a zanjar la brecha digital, al menos en lo que respecta a acercar a la tecnología a quienes no pueden tener banda ancha o computadora 10

en su casa, e incluso a estratos sociales bajos y vulnerables, como los jóvenes que habitan en la calle. Cierta “democratización” del uso, la horizontalidad en el tan ansiado acceso por los gurúes tecnológicos, había llegado de la mano del mercado. Cuando se habla de la famosa brecha se tienen en cuenta dos vertientes: por un lado, la apropiación de las tecnologías por parte de la población, la capacidad de hacer un uso útil de ellas; por el otro, la conectividad, que se puede medir, tanto por la frecuencia con que la población se conecta a Internet como por el tiempo que permanece “navegando”. La cantidad de personas que se conecta a la red en América Latina ha aumentado un 466,2% desde el año 2000, según Internet World Statistics. En Brasil está el 47,4% de usuarios de América Latina y la Argentina ocupa el segundo lugar, con el 18,4% (más de 16 millones de “conectados”). Si bien el índice es bajo en relación con los países más desarrollados, es superior a la media mundial: 17,2%. ¿Cuántos argentinos serían analfabetos tecnológicos sin los cibercafés? ¿Es una exageración o una ausencia marcada del Estado que no tuvo reflejos para reaccionar ante ese desafío de la aldea global? “Los conozco a todos, las madres los dejan acá y después los pasan a buscar, es como una guardería. Los chicos tienen cuentas corrientes, vienen por la tardecita. Los más grandes están por la tarde y por la noche. La mayoría viene a ver sus casillas de mail o a chatear en el MSN. Se conectan para buscar trabajo o mandar un currículum, aquí nadie tiene Internet en su casa”, cuenta el propietario de 35 máquinas y, según dijo, más de 300 cuentas corrientes de diferentes niños, niñas y adolescentes en el barrio Ejército de los Andes (conocido como Fuerte Apache, Gran Buenos Aires). “Hace un par de años era terrible, les tenía que enseñar todo, bajar cosas de Internet; debo de haber abierto como mil casillas de correo nuevas en esa época. Ahora ya aprendieron y si no saben se preguntan entre ellos o mando a alguno que ya sepa para que les enseñe”, dice el hombre. Este espacio de pertenencia y el ámbito de encuentro físico y virtual que influyó tanto en chicos como en adultos, fue analizado por Susana Finquelievich y por Alejandro Prince en el libro El (involuntario) rol social de los cibercafés: “Los cíbers no sólo proveen conectividad a más de un tercio de los cibernautas argentinos: se la proveen preferentemente a los grupos socioeconómicos más bajos, a los habitantes del interior, a los jóvenes y a las mujeres. Sin duda cumplen un rol social, aunque éste

sea la consecuencia secundaria de iniciativas económicas en pequeña escala.“Los cibercafés son con frecuencia, según Finquelievich, el lugar donde se accede a Internet por primera vez donde ...el usuario inexperto se vuelve cibernauta”. Para Sergio Balardini, investigador de la Facultad Latinoamericana de Ciencias Sociales (Flacso) “el rol de los cíbers ha sido importante porque acercaron las nuevas tecnologías a sectores sociales que, si no, no hubieran podido participar de ellas. ¿Acercaron conocimiento? Sí, acercaron también conocimiento, pero una cosa es tener un programa de capacitación y formación vinculado al uso de estas tecnologías y otra es disponer de ellas sin ninguna clase de tutoría que no sea el ensayo-error o la repregunta a una persona próxima. Me parece que ahí el rol del Estado a través de la escuela es diferente, porque puede trabajar y orientar en programas de inclusión y en la utilización más productiva de estas tecnologías. Es un rol diferente que el mercado no puede sustituir”. Algunos datos relevados por ese programa indicaban que el 50% de los muchachos que habitan en la calle tenían casilla de correo, y un 22%, perfil en fotolog. Esto plantea una paradoja: los chicos en situación de calle no tienen vivienda física, pero sí una cuenta de correo, una suerte de lugar virtual propio, en donde forjan y refuerzan su identidad por su existencia en la red, en donde pasan a ser “visibles”. Observadores habían descubierto que hasta el 70% del dinero que los chicos de la calle recaudaban por mendicidad, limpieza de parabrisas o venta de estampitas -entre otras actividades- se lo gastaban en los cíbers. “A pesar de todo esto, las ventajas de tener ‘ciberoficinas’ y conectividad en puntos fijos como paradigma de la movilidad (los expertos dicen que no sólo se es usuario móvil por usar tecnologías móviles o inalámbricas, como celulares, o el WiFi) parecen muchísimas”. n

Looking at the Female Condition in Cinema International film festivals In the festivals of Karlovy Vary, Zanzibar, Yerevan, Locarno and Setubal (Festroia) the members of the SIGNIS and ecumenical juries awarded films that looked at the condition of women. In Setubal the Prize went to the Danish film To Verdener (Worlds Apart) by Niels Arden Oplev about a young woman, a Jehovah’s Witness, who falls in love with a young man who is not a Witness. Torn between her conscience, faith and passion, she is rejected by her family when they find out about her love. Based on a true story, the film underlines the importance of free will and gives a critical look to those who follow the rules for the sake of it and not, like it should be, for the well-being of the community. In The Blue Hour (Ecumenical award at Yerevan), the Armenian American director Eric Nazarian tells in a spiritual way four stories of the everyday lives of ordinary people in Los Angeles. It is a film about the importance of community and about hope. In the first story, a teenage girl uses graffiti to express her emotions which are represented by a Paljaso, a weeping clown. Through her art she gets in contact with persons who understand her. The importance of deceased members of the family gives an emotional, sometimes sad colour to the film. At the Zanzibar Film Festival the SIGNIS Jury gave its East African Award to Subira by Ravneet Chadha. A wonderfully shot film which relates the important changes that come with womanhood for a young Muslim girl. This film is representative of a new generation of young female directors who want to put forward their desire for freedom and their right to happiness in a society where women traditionally face harsh restrictions. In Karlovy Vary the Ecumenical Jury gave its award to The Photograph directed by yet another female director, Nan Triveni Achnas. Set in modern-day Indonesia, The Photograph tells the story of Sita, a young woman forced to work as a prostitute in order to support her sick grandmother who’s looking after her child. Sita finds shelter in the studio of an aging Chinese-Indonesian photographer with a tragic past: his wife and son committed suicide after he left them in pursuit of his career. The pictures in the film reveal the truth and lies in their lives. In this beautifully photographed film with excellent and authentic performances, guilt can be confessed and caring for each

other becomes essential. In The Photograph sincere friendship transcends race, religion and gender and despair makes way for redemption. The girl also discovers how the mass media influences her life, behaviour and personality. n

Women and Angels The two films awarded in Locarno both focused on women from Eastern Europe. Their lives reflect contemporary political, economical, cultural and spiritual situations. Mar Nero by Federico Bondi (Ecumenical Prize) is a tale about tolerance and hope. An Italian woman, who lost her husband, has sunk into grief. She finds understanding and moral support from her Romanian caretaker. A very courageous film given the contemporary political situation in Italy, where the government and an important part of the population have a lot of prejudice against Romanians. And this is a story about a friendship between a Romanian “angel” - named Angela - and Gemma, a much older Italian woman. The film shows a young Romanian girl with a lot of energy, patience and resources who moves to Italy to work in order to have a better life for herself, her husband and their future children. The Ecumenical Commendation in Locarno, Kirill Serebrennikov’s Yuriev Den, tells the story of an opera singer on her journey back to her Russian roots. One day her son disappears in the small village of Yuriev, named in honour of St. George and known in Russia

as a place of pilgrimage. She moves to the village and becomes a “mother” to the poor and the sick, and those who are lost. Director Kirill Serebrennikov is a newcomer to the world of cinema. He said in an interview : “Let modern arts — and theatre and cinema are modern arts, which exist at that very moment and at that very time – cause strong emotions, consent, and difference of opinion, and let them wake up people’s imagination. I think that a film director has the right to be independent in interpreting what he finds necessary to interpret and that he has the right to make sharp ‘moves’.” The International Federation of Film Critics (FIPRESCI) awarded this story about a human being who suffers a great loss but at the same time, finds a new fate. Mare Nero and Yuriev Den were not the only films with an angel theme on the programme of festivals like Festroia and Karlovy Vary. Another was Rusalka (Mermaid), which tells the story of a young woman who has the gift of making wishes come true. While letting her life carry on, never struggling and always adapting to changing conditions and historical events, she is able to bring happiness in the life of others. She co-wrote the script and stars as herself in the film, which also features her lover’s actual love “video-letters”. Her letters are also incredibly honest, full of deep yearning and insecurity, and this added authenticity unquestionably gives the film a sincere emotional dimension. It is a film where reality prevails on fiction, as director Huseyin Karabey told in an interview: “Gitmek (My Marlon and Brando) is a movie of anti-heroes, true love, true people and true wars. Unfortunately, nowadays, we are too often offered untrue stories and fictions that do not reflect life on the ground in time of war. My characters in the movie are going from West to East to find their happiness. Normally it is the opposite. In addition, I always want to tell stories that are standing just behind us in our daily life. It is too easy to miss the real things going on around us everyday.” n

Un autre regard sur la femme au cinéma Aux festivals de Karlovy Vary, Zanzibar, Erevan, Locarno et Setubal (Festroia), les membres des jurys SIGNIS ou œcuméniques ont récompensé des films qui permettent de jeter un autre regard sur la condition de la femme contemporaine. Basé sur une histoire réelle, le film danois To Verdener (Mondes de différence) a reçu le Prix SIGNIS à Setubal (Portugal). Il raconte l’histoire d’une jeune femme dont toute la famille appartient aux Témoins de Jéhovah, qui tombe amoureuse d’un homme qui ne fait pas partie de ce mouvement. Déchirée entre sa conscience, sa foi et sa passion, elle est rejetée par sa famille quand celle-ci découvre son amour interdit. Dans The Blue Hour (L’heure bleue), le réalisateur américain d’origine arménienne Eric Nazarian (Prix œcuménique à Erevan), met en scène en plusieurs tableaux la vie quotidienne et spirituelle de gens ordinaires, à Los Angeles. Dans l’un de ces tableaux, une jeune fille utilise l’art (la réalisation de graffitis) pour exprimer ses émotions. Ce n’est qu’à travers cet art qu’elle rencontrera des personnes qui la comprennent. Mention à Erevan, My Marlon and Brando est un road-movie basé sur l’histoire vécue par l’actrice turque Ayca Damgaci. Follement amoureuse d’un Kurde, bloqué dans son pays par la guerre, elle se rend à Bagdad pour le retrouver. My Marlon and Brando est un film sur des anti-héros et sur l’amour véritable dans lequel les protagonistes – contrairement à l’usage - voyagent d’ouest en est pour trouver leur bonheur. A Zanzibar, SIGNIS a décerné son Prix du Cinéma d’Afrique de l’Est à Subira. Superbement réalisé, ce film évoque la métamorphose vécue par une jeune musulmane lors de son passage à l’âge adulte. Children and Adolescents Today Zlin is one of the oldest festivals in the world specialized in films for children and youth. This year the Ecumenical Jury gave its award to the film Vikaren (The Subsitute) by Ole Bornedal (Denmark). It is unusual that an Ecumenical award goes to a kind of ‘horror’ film. The reason is simple: it seems that a lot of children today like “horror” and Vikaren is above all a family film with some suspense and a message. The film tells how an alien in quest of love, takes the form of a substitute teacher. The children soon discover her true identity, but she manages to manipulate the adult word. “Through convincing acting and special effects”, explained the Jury, “this film of suspense virtuously plays with different realities to demonstrate that empathy and love are the essential human qualities.” School is also the stage for the SIGNIS Commendation in Festroia, but the Estonian film Klass (The Class) is more realistic and bleak. It looks at youngsters who bully classmates. This worrying phenomenon often leads to unforeseen consequences, where the committed violence and stress bring the victims to do the most horrible things. A Commendation of the Ecumenical Jury in Zlin was given to Waar is het paard van Sinterklaas (Where is Winky’s Horse) by Mischa Kamp (Netherlands/Belgium), a look at cultural diversity seen through the eyes of a child. The main character is a young Chinese girl living with her parents who own a Chinese restaurant in a small village in Holland. It shows how easily kids take over cultural habits from the country they have migrated to. Another film that reveals the world through the eye of a child is the Commendation of the Ecumenical Jury at Montreal El Viaje de Teo (Teo’s Voyage), by the Mexican director Walter Doehner. He brings a universal story of the desperate plight of persons driven from their home countries. A young Mexican boy and his father want to cross the border to the United States illegally. In the style of a road movie, the film depicts the child’s relation with his father - who is often in trouble - in the midst of a dangerous journey. In the end the boy will have to find his way without his father. n

Enfants et adolescents aujourd’hui Zlin est l’un des plus anciens festivals au monde spécialisés dans les films pour les enfants et la jeunesse. Cette année, le Jury œcuménique a attribué son prix au film Vikaren (La remplaçante). Il s’agit d’un film mêlant fantastique et suspense, mais le sujet est traité à hauteur d’adolescent. Tout se passe dans une école où la jeune et belle professeur intérimaire est en fait un extraterrestre. Le film souligne l’importance de l’amour et de l’empathie. L’école est aussi au cœur du film estonien Klass qui a reçu une Mention SIGNIS à Festroia. Le harcèlement d’un élève par ses pairs se termine par un drame. D’autres films comme Waar is het paard van Sinterklaas ? (Où est le cheval de Saint-Nicolas ?, Mention à Zlin) proposent un regard sur la diversité culturelle, vue à travers les yeux d’un enfant chinois vivant au Pays-Bas. El Viaje de Teo (Le voyage de Téo, Mention à Montréal) est aussi une histoire racontée à travers les yeux d’un enfant qui quitte de manière illégale le Mexique pour les Etats-Unis. La production kényane Subira évoque de manière très humaine la métamorphose d’une fille musulmane qui devient une femme. n GC

Sa rencontre avec un vieux photographe va l’aider à découvrir l’amitié, la spiritualité, mais aussi la manière dont les médias peuvent influencer sa vie et ses comportements. n

Femmes et anges Les films récompensés à Locarno sont tous les deux centrés autour de femmes originaires des pays de l’Est. Leurs vies reflètent la situation politique, sociale, culturelle et spirituelle actuelle. Dans Mar Nero, la relation entre une femme italienne âgée et une jeune immigrée roumaine qui s’occupe d’elle (en quelque sorte, son ange gardien), évolue vers une amitié sincère. C’est un film courageux dans la situation politique actuelle en Italie, où le gouvernement et une grande partie de la population nourrissent des préjugés envers les ressortissants d’origine roumaine. Yuriev Den raconte le retour aux sources d’une chanteuse d’opéra d’origine russe. Un jour, son fils disparaît dans le petit village de Yuriev, ainsi baptisé en l’honneur de Saint George et connu pour être une destination de pèlerinage en Russie. Elle s’installe dans le village et devient une ‘mère’ pour les pauvres et les malades. Dans des festivals comme le Festroia et Karlovy Vary, on retrouvait d’autres films qui mettaient en scène des ‘anges’. L’héroïne de Rusalka (Sirène) est une jeune femme russe qui a le don d’exaucer les vœux. S’adaptant aux conditions changeantes de sa vie et de l’histoire, elle apporte du bonheur dans la vie des autres. n LP

African films explore the continent’s issues and history At the Zanzibar Film Festival the SIGNIS Jury awarded its main Prize to the film Tartina City by Issa Serge Coelo (Chad). This very courageous film denounces human rights violations, using torture - which is still practiced in many countries, including the US - as a shocking experience for the viewers, who are called to speak up against any abuse. The film also stresses the importance of freedom of media. “Despite some weaknesses in the script, the picture underlines and denounces the culture of impunity, the lack of accountability and transparency among those in leadership positions”, explained the SIGNIS Jury. Rwandan filmmaker Gilbert Ndahayo brought with his documentary Behind this Convent a very sincere testimony on the healing process in Rwanda after the genocide. Another Commendation went to African Lens by the Kenyan director Shravan Vidyarthi about the heroic life of the famous photographer Priya Ramrakha who had a sense for capturing human situations in the midst of historical, political and violent changes in Africa. The Jury said the film is also an example of the importance of photography in the historical evolution of the African continent. n GC

Observando la condición femenina en el cine En los festivales de Karlovy Vary, Zanzíbar, Yerevan, Locarno y Setúbal (Festroia) los Jurados SIGNIS y ecuménicos tuvieron un especial interés por la temática femenina. En Setúbal el premio fue para el film danés To Verdener (Mundos Aparte). Esta es la historia de Sara, miembro de los testigos de Jehová que un día se enamora de un joven muchacho que no tiene sus mismas creencias. Se produce en ella una desgarradora lucha entre su conciencia, su fe y su pasión. Su familia descubre el amor de la joven y se convierte en una paria, rechazada por su familia. La película está basada en la verdadera historia de Tabita. En The Blue Hour el director armenioestadounidense Eric Nazarian (Premio Ecuménico en Yerevan) relata, de un modo espiritual, la vida cotidiana de gente común y corriente en Los Ángeles. La primera historia es sobre una joven que expresa sus

emociones a través del arte del graffiti que se representan en la imagen de un payaso que llora. Así, ella logra entrar en contacto con personas que la comprenden. En Zanzíbar, SIGNIS dio su premio para África Oriental a Subira. Una película filmada maravillosamente que describe los importantes cambios de una joven musulmana que llega a la adultez. Este film fue realizado por una joven representante de la nueva generación de directoras (Ravneet Chadna) que desean promover los ideales de libertad y el derecho de igualdad en una sociedad con duras restricciones culturales. En Karlovy Vary el Premio Ecuménico fue para el film indonesio The Photograph. En él, una mujer provinciana es forzada a prostituirse para mantener a su abuela enferma y a su hija. Un viejo fotógrafo la ayuda y es mediante él, que ella descubre no solamente una verdadera amistad sino también la influencia que tienen los medios de comunicación en su vida, en su comportamiento y en su personalidad. n

Festival de Télévision de Monte-Carlo PRIX SIGNIS - Catégorie Films de télévision La Traque (Manhunt) de Laurent Jaoui Production Elzevir Films - France Le prix du jury oecuménique à Montréal est attribué au film Le loup (Varg) de Daniel Alfredson (Suède-Norvège-Finlande). C’est Bengt Forslund, anciennement de la Swedish Film Institute qui représentait le cinéaste. Il nous a dit qu’il avait lui-même gagné le prix oecuménique à Berlin, il y a quarante ans, en 1968. My Marlon and Brando, Mención Ecuménica en el Festival Yerevan

Mujeres y ángeles El Premio Ecuménico en Locarno (Mar Nero) y la Mención (Yuriev denn) fueron ambos para mujeres de Europa del Este. Sus vidas reflejan situaciones contemporáneas, políticas, económicas, culturales y espirituales. Mar Nero es una historia sobre la amistad entre una rumana (una suerte de ángel) y una italiana mayor que ella. Es un film valiente considerando la situación política contemporánea en Italia, donde el gobierno y una parte importante de la población tienen muchos prejuicios contra los rumanos. Por su parte, Yuriev denn cuenta la historia de una cantante de ópera en búsqueda de sus raíces rusas. Un día, su hijo desaparece en el pueblo de Yuriev, que recibe su nombre en honor a san Jorge y que es un conocido destino de peregrinaje en Rusia. Ella se instala voluntariamente en el pueblo esperando el retorno de su hijo a la vez que se convierte en una “madre” para los pobres, enfermos y otras personas extraviadas. Películas cuyos temas giran al rededor de la idea de ángeles fueron parte del programa de los festivales de Festroia y Karlovy Vary. Uno de ellos fue el exitoso Rusalka (Sirena) que es una historia sobre una joven rusa que hace frente a la vida, sin complicaciones, siempre adaptándose a las condiciones y circunstancias que se le presentan, pero con el don de hacer los deseos realidad llevando la felicidad a los demás. La Mención Ecuménica en el Festival Yerevan fue para Gitmek (My Marlon and Brando), una historia basada en la vida real de la actriz turca Ayca Damgaci quien se dirige a Bagdad en búsqueda de su amante kurdo (su “Marlon y Brando”), quien es emboscado en la guerra. “Gitmek es una película de anti-héroes, amor verdadero, gente verdadera y guerras verdaderas (…) Mis personajes en el cine viajan de Occidente a Medio Oriente para encontrar la felicidad. Aunque normalmente es lo contrario”, añade la directora Huseyin Karabey en una entrevista. n 14

Durante el festival de cine de Buenos Aires (Argentina) en abril 2008 se llevó a cabo el encuentro de capacitación y coordinación de los responsables latinoamericanos de los jurados SIGNIS en festivales internacionales y nacionales de cine. El encuentro fue convocado por SIGNIS-Mundial, y contó con el apoyo de OCLACC, con la finalidad de cualificar la participación de las asociadas nacionales de Latinoamérica en los diversos festivales de cine y video en los que anualmente se participa. Estuvieron presentes delegados responsables de la sección de Cine de Argentina, Bolivia, Chile, Colombia, Cuba y Centroamérica, Ecuador, México, Perú y Uruguay. Además contamos con la participación del P. Peter Malone, responsable del departamento de Cine de SIGNIS-Mundial; de Gustavo Andújar, vicepresidente de SIGNIS-Mundial; de Anamaría Rodríguez, presidenta de la OCLACC, y de Ricardo Yáñez, miembro del staff de SIGNIS. Con una agenda planeada y coordinada por el P. Luis García Orso, SJ (miembro del Departamento de Cine de SIGNISMundial y director de la OCLACC), el encuentro ayudó a avanzar en los criterios de participación en diversos festivales de cine, los criterios de premiación, la difusión de los premios SIGNIS y el fortalecimiento de nuestra presencia institucional. Asimismo, el encuentro tuvo un tiempo para revisar el Concurso de Postproducción Cinematográfica para América Latina en su sexta edición y para pensar entre todos como continuar con el concurso. Algunas conclusiones del encuentro en Buenos Aires fueron éstas: Con respecto a los festivales: afinar los criterios de selección de festivales en los que SIGNIS quiere estar presente; estos pueden ser: la calidad y el prestigio del festival, el público al que se llega, especialmente jóvenes y niños; la temática en que se centra el festival, particularmente cuando toca asuntos prioritarios para la Iglesia y el mensaje cristiano: dignidad del ser humano, migrantes y refugiados, justicia y paz, etc.; la participación más visible y activa de SIGNIS dentro del festival. Alguien lo imagino de esta manera: “Somos buscadores de perlas en festivales donde sea más probable encontrarlas”. Con respecto a las películas premiadas por SIGNIS: necesitamos organizar mejor la promoción de estas películas de modo que se conozcan y se aprovechen; tener más completo en la red una base de datos de los filmes premiados, y buscar cómo hacer llegar materialmente a nuestras asociadas estas películas, con la ayuda además de guías para su uso pedagógico y la publicación de críticas cinematográficas en nuestras páginas web. Con respecto a nuestra labor como jurados en festivales de cine, televisión y audiovisuales: se sugirió sistematizar mejor la experiencia acumulada de tantos años, publicar el manual de procedimientos para jurados; promover la formación profesional y espiritual de nuestros asociados. El encuentro de Buenos Aires tiene continuidad con los seminarios anteriores realizados el año 2005 en Mar del Plata, Lovaina y Lyón, bajo el lema “Rostro para los Sin Rostro” (“A Face for the Faceless”). Al encuentro de Buenos Aires le seguirán dos similares, uno en Roma, el 24 de noviembre 2008, y otro en África en 2009, en preparación para el Congreso Mundial de SIGNIS. Estos diversos encuentros van conjuntando un trabajo común como SIGNIS que puede traducirse en un ‘Manual de procedimientos’ para cualificar nuestro trabajo en festivales. n Luis García Orso, SJ

Portal de medios católicos en JMJ Casi un millón de accesos personales en una semana, 4.500 sitios que han distribuido sus contenidos ... Estas son las cifras de www.wydcrossmedia.org portal nacido con motivo de la Jornada Mundial de la Juventud en Sydney. El sitio, en el que han participado veinte portales, radios y televisiones católicas del mundo, ha ofrecido contenidos gracias a un visualizador (player) de nueva generación que distribuye video, audio y texto. El portal ha servido también para ofrecer por primera vez imágenes en directo grabadas y transmitidas con teléfonos móviles por los jóvenes peregrinos, así como para experimentar la televisión en línea on demand que distribuye el sistema Mogulus. “Más allá de los números, lo importante ha sino unir a tantos medios de comunicación con diferentes perspectivas en un mismo objetivo, ofreciendo un servicio eclesial a los jóvenes y a los medios de comunicación católicos de todo el mundo, gracias a la producción de servicios multimediales en cinco idiomas”, explican sus organizadores en un comunicado.“Hemos tratado de traducir en bits el mensaje del Evangelio y las palabras del Papa”, añaden. Centro RIIAL Guadalupe cumple 5 años En julio 2008 cumplió cinco años el Centro RIIAL Guadalupe (Santa Fe, Argentina), que

se dedica a colaborar con las conferencias episcopales y diócesis de cada país de América Latina en el desarrollo e instrumentación de la Red Informática de la Iglesia en América Latina (RIIAL). En este marco efectuó el lanzamiento del Office Eclesial 2.1.1, última versión del software gratuito que permitirá organizar la información de las curias diocesanas. Este Centro brinda formación específica para personas que, asistiendo a los obispos, puedan responder competentemente al desarrollo que la Iglesia tuvo en el campo de la informática, de acuerdo con la situación tecnológica del momento. Por ese motivo se ofrecen contenidos para una formación integral sobre la RIIAL y sus objetivos para que puedan llevar a cabo en sus comunidades proyectos que promuevan la comunicación al servicio de la comunión eclesial. Entre sus actividades principales se encuentran la organización de cursos de formación de Técnicos RIIAL; la cooperación con conferencias episcopales y diócesis a través de cursos, talleres y reuniones continentales; la prestación de servicios por Internet: www. riial.org y la atención personalizada por correo electrónico en la dirección softriial@ riial.org. También creó el mencionado Office Eclesial, para la gestión de información eclesial del cual acaba de lanzar una nueva versión con ocasión del aniversario. Hundreds of proudly self-professed passionate for electronics, came together for the first (American) Catholic New Media Celebration in Atlanta on June 22, 2008.There was delightfilled interaction in the crowd as priests and lay people alike compared iPhones and iPods, podcasting equipment and computers. But there also was a focus on the real purpose of the day: building a community among Catholics evangelizing at the edge of technology. The day was sponsored by Star Quest Production Network, a nonprofit multimedia organization based in Conyers and involved in the production of audio and video programmes faithful to the teachings of the Catholic Church.The gathering addressed the role of new media in the Church and exactly how various forms and expressions could come together as one. Panel discussions and presentations on blogging, podcasts and traditional media versus new media helped experts and novices alike with how to improve, or maybe even begin, using new media to spread the Gospel. Media Education Bishop Aloysious Paul D’Souza called upon the participants in the KRCBC to transmit the message to the people of other faiths that we are friendly people through various means of communication. «Public Relations Officers could play a pivot role in this regard» he added. Fr. Faustine Lobo, the Coordinator of KRCBC, enabled the participants to revise the strategic plans based on the needs of the region. Among the decisions was the emphasis on communication, training the priests, religions and diocesan Public Relations committee. Nouveaux médias, Eglise et communication Les nouveaux médias occupent dorénavant une place de plus en plus importante dans la stratégie de communication de l’Eglise. Aux Etats-Unis les catholiques ont organisé en juin 2008 la première «  Célébration catholique des nouveaux médias » (Catholic New Media Celebration). Environ 600 participants se sont réunis à Atlanta pour échanger leurs expériences de bloggers, podcasters ou vidéastes. Cette communauté de ‘nouveaux communicateurs’ catholiques veut utiliser de manière créative les nouvelles technologies au service de l’évangélisation. En Amérique Latine, le centre RIIAL à Guadaloupe a fêté son cinquième anniversaire. Son but est d’intégrer la dimension technologique dans la mission d’évangélisation. Le centre organise principalement des formations à destination de communautés, d’agents pastoraux, et d’autres groupes au sein de l’Eglise. En Asie, les évêques veulent favoriser le dialogue interreligieux en renforçant leurs structures de communication (media houses). Pour eux, 16

les médias peuvent aider à construire des ponts entre les différentes strates de la société. Dans cette optique l’Eglise indienne veut attribuer un plus grand rôle au responsable des relations publiques. En plus de l’utilisation des nouveaux médias, l’éducation aux médias dans les écoles catholiques est également considérée comme une priorité. n

Près d’un million de visites sur www.wydcrossmedia.org Près d’un million d’accès en une semaine, 4.500 sites utilisateurs de ses contenus. Ce sont les données de www.wydcrossmedia. org, le portail né à l’occasion de les Journées mondiales de la jeunesse de Sydney. Le site, auquel ont participé une vingtaine de radios, télévisions et portails catholiques parmi les plus importants du monde, a offert des contenus gratuits grâce à un player de la nouvelle génération distribuant des vidéos, de l’audio et des textes. Ce site a également permis d’offrir pour la première fois des directs par téléphone portable assurés par des jeunes pèlerins et la tv on demand publiée grâce au système Mogulus. « Au delà des chiffres, ce qui compte c’est d’avoir mis ensemble tant d’agences différentes mais dont l’objectif est le même, offrant un service d’Eglise à des jeunes et à des médias catholiques du monde entier, grâce à la production de services multimédia en cinq langues. Nous avons essayé de traduire en bit le message de l’Evangile et les paroles du pape  », expliquent les organisateurs. Les agences qui ont participé au projet sont (par ordre alphabétique) : Afriradio, Catholic.net, Centro Televisivo Vaticano, DonBoscoLand, H2onews, Inside the Vatican Magazine, Korazym, La Croix, Le Jour du Seigneur, Misna, le Mouvement des Focolari, One o Five live, Pj Online/ San Paolo, Radio Renascença, Radio Vatican, Reuters, Salt and Light television, SIR, Telepace et Zenit. L’expérience, unique en son genre, a bénéficié de la collaboration, pour sa partie italienne, de www.qumran2.net, qui a fourni le support permettant d’héberger les fichiers produits par les agences, les groupes d’Eglise et les paroisses à l’occasion des JMJ de Sydney. La communication et l’église orthodoxe La communication est aujourd’hui une dimension de plus en plus importante du témoignage, qui est la raison d’être de l’Église. Depuis sa fondation par le père Michel Evdokimov et Jean Tchékan, il y a trente-deux ans, le Service Orthodoxe de Presse (SOP) s’est efforcé de progresser dans cet esprit. Tout en restant toujours fidèle à sa vocation initiale qui est de donner une information précise et objective sur la vie de l’Église orthodoxe en France et dans le monde, le SOP s’est développé, son contenu s’est étoffé : de 12 pages en 1975, nous sommes passés à 38 pages aujourd’hui. La diffusion s’est élargie aussi: 1300 exemplaires distribués dans 24 pays en 1975, plus de 2000 exemplaires dans 62 pays en 2000. Radios católicas en Brasil Radios pour la paix Queremos empezar presentando la historia de algunas radios,  exponer la naturaleza misma de su trabajo y brindar a la vez una idea sobre su desarrollo tecnológico, bastante diferente de la realidad de Europa y/o de la de los Estados Unidos. Desde 1930 la radio ha sido uno de los más antiguos instrumentos de la Iglesia Católica en Brasil. En los años 50, Brasil se convirtió en miembro de Unda. Monseñor José Vicente Tavora (1910-1970), Arzobispo de Aracajú estuvo presente en la Asamblea General Unda en Ginebra en 1957 y solicitó la membresía para el Brasil en ese entonces. Asimismo, Se decidió establecer el Secretariado Latinoamericano Unda en Río de Janeiro y que la presidencia la llevara él mismo. El rol de la Radio Aparecida, que empezó en 1951 ha sido importante porque es una de las primeras emisoras en el país en transmitir vía satélite (1955). En 1992 Radio Aparecida tomó la iniciativa en juntar un buen número de radios católicas en una sola red de trabajo a través de conexión satelital. Así nació la Red Católica de Radios (RCR) que coordinó entre 1992 y 1994 Radio Aparecida. En la actualidad la RCR está formada aproximadamente por 100 emisoras.  Su actual presidente es la Hna. Helena Corazza. Las radios en la RCR comparten no solamente sus experiencias en cuestiones técnicas sino también en materias de programación. En el Estado de San Pablo, Radio Aparecida posee dos radio locales. La existencia de la RCR no significa que toda la programación sea determinada por ella sola. Los miembros de la red son totalmente independientes. Esto se hace más claro al mirar la historia de la radio Nova Voz FM en el siglo XX. De Nova Voz se sirven hoy en día 50 pueblos del norte del Estado de Paraná y del sureste del Estado de San Pablo.

Aniversario de la radio Aparecida con nuevas tecnologías El 8 de setiembre 1951, entraba al aire ZYR44, Radio Aparecida, radio que operaba en onda corta y frecuencia modulada, con una potencia total de 66 mil Watts, con dos programaciones vía satélite, también disponibles en línea. La radio Aparecida siempre brindó a sus oyentes una programación que se destacó por el respeto a los valores humanos y cristianos pues lo humano en nuestra concepción es el camino para lo divino. Y para que este

mensaje llegase mejor a todo Brasil, la radio siempre invirtió en nuevos equipos y nuevas tecnologías. A lo largo de estos años el sonido de radio Aparecida se hizo más claro, con una instalación de procesadores digitales. En la actualidad, todos los estudios están siendo adaptados para ser pronto digitalizados. Esto quiere decir que los oyentes podrán recibir un sonido de mayor calidad. Radio Aparecida dio un gran paso en su historia en junio de 1955 cuando comenzaron las transmisiones vía satélite. Operando con la RCR, creada el 10 de noviembre 1994, Aparecida se convirtió en base generadora y hoy es responsable de la producción periodística. Gracias al satélite, programas como los Ponteiros Apontam para o Infinito, la Consagración y los Mensajes del Padre Zezinho están disponibles en muchas emisoras de todo Brasil. Entre estas emisoras que forman la RCR, 72 están afiliadas hoy con radio Aparecida, unidas, transmitiendo una programación que se destaca por la calidad.

Por otro lado, radio Xavantes de Ipameri en el Estado de Goiás es la segunda radio más antigua en Brasil. Empezó con su señal hace 60 años (1948). La radio ha jugado un importante rol social (político) en la redemocratización del país. Asimismo, una de las primeras radios católicas (sino la primera) es radio Vera Cruz que fue creada en Río de Janeiro en 1934 con el fin de dar a la Acción Católica voz propia. Radio Radio Aparecida brinda a los oyentes la cobertura de los principales eventos religiosos. Por ejemplo, la visita del Papa fue transmitida a todas las emisoras que integran la RCR. El crecimiento de radio Aparecida, además de las nuevas tecnologías, se dio con la adquisición de las emisoras de Radio Educativa Santa Rita, Fernandópolis y Radio Difusora Monte Aprazível, ambas en el interior del Estado de San Pablo. Hoy forman parte de la Fundación Nuestra Señora Aparecida. Así es responsable de todas las emisoras que son llamadas popularmente “ La Radio de Nuestra Señora”. n www.radioaparecida.com.br

Radio Xavantes, más de 60 años al servicio de la comunidad La ciudad de Ipameri, al suroeste de Goiás, cumple este año, 140 años de la emancipación política.Actualmente, el municipio posee cerca de 25 mil habitantes y se destaca por cobijar un importante centro universitario y un gran centro agropecuario. Parte importante de esta historia contó con una contribución positiva de la presencia de la primera radio católica del interior de Goiás: la Radio Xavantes de Ipameri, que de acuerdo con la investigación de la Hna. Helena Corazza, presidente de RCR, también es la segunda emisora católica del Brasil. La emisora comenzó con el prefijo PRB-2; con un sistema de sonido en la plaza, instalado por el ingeniero César Augusto Ceva, el 18 de diciembre 1947. Meses después, fue instalado un pequeño transmisor de 25 watts. La emisora transmitía las carreras del Jockey Club de la ciudad, aparte de acompañar en la vida política y religiosa de la comunidad local. En 1948, la radio Xavantes fue adquirida por la diócesis de Ipameri. La emisora perteneció a la diócesis hasta mediados de 1980 cuando fue asumida por la Fundación Padre Pelagio, que ya mantenía la Radio Difusora de Goiania, de los Misioneros Redentoristas. Por ese entonces, la radio se comprometió con las luchas por la redemocratización y participó efectivamente del trabajo social realizado por la diócesis. También fue en este mismo periodo en que construyó la propia sede. Actualmente, la radio Xavantes de Ipameri tiene como director general al P. Rafael Vieira, como coordinador al Diac.Alexandre Peixoto. Además cuenta con un consejo consultivo de representantes de diferentes segmentos de la sociedad, liderado por el obispo diocesano de Ipameri, Dom Guilherme Werlang. Al cumplir 61 años, la emisora concluye el proceso de instalación de un nuevo transmisor de 5 KW, que pronto posicionará 18

El Micrófono de plata ha sido un importante punto de referencia para las emisoras católicas del Brasil, al catalogar las mejores producciones radiofónicas de carácter evangelizador en tres categorías: periodísticas, religiosas y de entretenimiento.  En 2008  radio Aparecida obtuvo el premio en la categoría religiosa con su programa Com a Mao Aparecida y también en la categoría entretenimiento con Hora do Recreio. El premio en la categoría periodismo fue para radio Catedral FM de Juiz de Fora. n

Radio Nueva Voz FM, 20 Años En El Aire La radio “La voz do vale Ltda.”, conocida como Nova Voz FM (Nueva Voz FM) celebra 20 años. Después de mucho tiempo de tramitaciones, estudios técnicos, proyectos de viabilidad y sucesivas reuniones, un grupo de socios formado por Antonio de Almeida (Bacurau), José Fernando Saravia, Jurando Dognani, P. Gorgônio Alves de la Encarnación y Sizemar Silva consiguieron por fin realizar el proyecto pues el 31 de diciembre 1988, pudo ser escuchada en la misma ciudad de Fartura y alrededores. El estudio y transmisor de la radio en ese entonces se localizaban en el salón parroquial. Después de algunos años, con el fin de extender el alcance de la señal, se decidió instalar un transmisor en lo alto de la Sierra de Fartura que permitiera alcanzar una distancia mayor y que haga posible que el sonido de la radio llegue también a Taguaí (Carlópolis) de manera más clara. El 6 de noviembre 1994, hubo un “alquiler” de la radio por el socio, Padre Gorgônio, que confió la responsabilidad operacional de la misma al Hno. Marcelo Joel Del Nobile. En Mayo 1995 se decidió que la dirección de la radio pasara a la Sociedad de los Padres Teatinos. Ese mismo año se aprobó el proyecto de aumento de la potencia de la emisora con ayuda del Ministerio de Comunicaciones, transmisión que demorara cerca de dos años para concretarse. En Marzo 2004, la Dirección General de la Radio Nueva Voz, pasó al P. José Sergio de

Lima, recién ordenado sacerdote que en la actualidad continúa con el trabajo conjunto de toda la Familia Nueva Voz. Se está preparando una nueva sede que probablemente será inaugurada en 2009 , en la Casa del Niño. La programación de la Nueva Voz FM es variada, incluyendo todos los estilos musicales, cuidadosamente seleccionados. También brinda una programación periodística y religiosa, uno de los objetivos de la emisora. Hoy en día, la señal de la Nueva Voz FM llega a más de 50 municipios del Norte Pionero del Paraná y Sudoeste del Estado de San Pablo. Ocho empleados trabajan en la empresa. En este año también están en prueba, nuevas programaciones en la emisora para satisfacer a un número mayor de oyentes. El funcionamiento es de 24 horas, con la transmisión del Diario Brasil Hoy de la RCR y enfatizando en la evangelización y en el periodismo alternativo. n 

Catholic Radio in Brazil Since the 1930s, Catholic Radio has been one of the oldest communication instruments of the Catholic Church in Brazil. In the 1950s Brazil became a member of  Unda. Mgr. José Vicente Tavora (1910-1970), Archbishop of Aracajù was present at the Unda General Assembly in Geneva in 1957 and asked for membership for Brazil. He also agreed to set up the Latin-American secretariat of Unda in Rio de Janeiro and became its first president. We want to present, through the history of some of the radio stations, the nature of the work of some of the Catholic radio stations and to give an idea about the technological development, quite different from the situation in Europe or the United States. The role of Radio Aparecida, which started with broadcasting in 1951, is important as one of the first in the country to transmit by

Radio satellite (1955). In 1992 Radio Aparecida took the initiative to bring together a number of Catholic radio stations in a network through a satellite connection. Radio Aparecida coordinated this project between 1992 and 1994. It was a success and  Red Católica de Radio (RCR) was founded. Today  about 100 stations are members of this network. Its president is Sr. Helana Corazza. The stations in the RCR share not only their experiences on the technical side of radio but also programmes.  In Sao Paolo, Radio Aparecida itself took over two local radio stations. RCR does not mean that all radio programming is centralized. Not at all. The members take over only certain programmes. This is clear when looking at the 20-year history of Radio Nova Voz FM. This radio station today serves 50 villages in the North of the state of Paraná and the southeast of the state of Sao Paolo. Radio Xavantes de Ipameri in the state of Goiás is the second oldest Catholic radio station in Brazil. It started broadcasting 60 years ago (1948). This radio station played an important social (political) role in the redemocratization of the country. One of the first Catholic broadcasters (if not the first) is Radio Vera Cruz. It was founded in Rio de Janeiro in 1934 to give Catholic Action a voice. Its broadcasting covered almost the whole of the Brazilian territory with programmes dealing with news, religion, social affaires and culture. The Importance of Radio Soaps for Peace Nepal : Naya Bato Naya Paila This radio soap opera is the centrepiece of a youth-oriented edutainment programme that uses drama to address the root causes of conflict and equip the listeners with the necessary tools to manage the conflict’s impact on their lives. Produced by the Search for Common Ground (SFCG), in partnership with a local media non-governmental organisation (NGO) called The Antenna Foundation Nepal, Naya Bato Naya Paila (New Path New Footprints) is broadcast 3 times a week on national and local radio stations, and is about a group of young people from different ethnic and caste backgrounds who confront the realities of life in the midst of the country’s transition and seek to build peace in their own communities. It is designed to be both action- and solution-oriented, with the hope that listeners will model their actions associated with the peacebuilding process by identifying with characters in the drama. The goal is to encourage direct youth involvement in promoting peace at both local and national levels! Already-established, multiethnicity, multi-caste youth clubs in villages

across the country reportedly listen to the radio soap opera together and then discuss how to take action. n Contact: [email protected] Burundi/Tanzania: Tuyage Twongere Tuyage Twongere was a radio drama series, ongoing until 2007, which focused on the lives of Burundian refugees who lived in the camps in western Tanzania, and followed refugees who were repatriating back home to their villages of origin in Burundi. TuyageTwongere, which means “Let’s Talk” in Kirundi, aimed to reconcile Burundian refugees - some of whom had been exiled for over 30 years due to ethnic conflict - with their fellow Burundians inside Burundi. Radio catholique au Brésil - bref survol Nous voulons présenter par l’histoire de quelques-unes de ces radios la nature du travail des radios catholiques au Brésil et donner une idée de leur développement technologique, très différent de la situation en Europe ou aux États-Unis. Depuis les années 1930, les radios catholiques sont un des instruments de communication les plus anciens de l’Église catholique au Brésil. C’est dans les années 1950 que le Brésil devient membre de Unda. Mgr José Vicente Tavora (1910-1970), archevêque d’Aracajù était présent à l’Assemblée générale de Unda à Genève en 1957. C’est alors qu’il a demandé l’adhésion du Brésil à Unda. Il a également accepté d’installer le secrétariat latinoaméricain de Unda à Rio de Janeiro et a été le premier président de l’association. Le rôle de Radio Aparecida, qui a commencé à émettre en 1951 est important. Elle a en effet été une des premières dans le pays à faire des transmissions par satellite (1955). En 1992 Radio Aparecida a envisagé de former un réseau en établissant une connexion par satellite entre un certain nombre de radios catholiques. La quatrième Conférence épisco-pale de l’Amérique latine a décidé que ce réseau de radios catholiques serait construit. Radio Aparecida a coordonné ce projet entre 1992 et 1994. Ce fut un succès et le Réseau des Radios Catholiques (RRCRCR) était ainsi fondé. Aujourd’hui pas moins d’une centaine de radios sont membres de ce réseau. Sa présidente est la sœur Helana Corazza. Les radios membres du réseau RRC-RCR partagent non seulement leurs expériences de radio sur le plan technique

mais partagent également des programmes. L’existence du réseau RRC - RCR ne signifie pas pour autant que toute la programmation de la radio soit centralisée. Les membres du réseau produisent certains programmes. Radio Nova Voz FM, qui vient de fêter la 20ème année de son histoire, en est un bon exemple. Cette radio couvre aujourd’hui 50 villages au Nord de l’État de Paraná et au Sud Est de l’État de Sao Paulo. Radio Xavantes à Ipameri dans l’état de Goiás est la seconde radio catholique la plus ancienne du Brésil. Elle a commencé à émettre il y a 60 ans (1948). Cette radio a joué un rôle social et politique important dans la re-démocratisation du pays. Une des premières radios catholiques (sinon la première) est Radio Vera Cruz. RDC : Radio et télévision catholiques Des outils indispensables pour l’évangélisation Bien avant l’accession du pays à l’indépendance, en 1960, l’Eglise se servait déjà des médias audiovisuels pour développer son action pastorale et pour créer une opinion chrétienne sur les problèmes de la société. A titre d’exemple, la radio Léo fut la toute première station créée en 1937 à Léopoldville, aujourd’hui Kinshasa, par le père jésuite Mols, trois ans avant la radio officielle. En 1946, une autre radio fut créée, la Radio -Collège d’Elisabethville, actuel Lubumbashi, par le père salésien Dethier. En 1963, après l’indépendance, les missionnaires de Scheut ont inauguré le Service Technique Africain de Radiodiffusion (STAR). Il est devenu TELESTAR en 1967 après qu’un studio de télévision y fut construit. En 1980, les pères Capucins créèrent la radio Lendisa à Bwamanda, dans le diocèse de Molegbe (province de l’Equateur). Avec l’arrivée de la démocratie en 1990, l’Eglise s’investira davantage dans le secteur de la radio et de la télévision. Actuellement, l’Eglise catholique du Congo compte près de vingt-neuf stations de radiodiffusion. La dernière en date est la radio diocésaine de Bunia, radio Fides-Tujenge. Elle est née le 13 mai 2008. Quant aux stations de télévision diocésaines, l’Eglise en compte six. Children’s TV Programs for Peace Building Children’s TV Programs for Peace Building The Prix Jeunesse International Festival, that aims to promote excellence in children’s TV, took place in Munich, from May 30th to June 4th with the theme Girls and Boys and Television: the Role of Gender. A six-day program with screenings, discussions, keynote presentations and parties left much food for thought. Almost 90 programs from all over the world competed in 5 age categories: up to 6 fiction, up to 6 non-fiction, 7-11 fiction, 7-11 nonfiction and 12-15. In such a vast array of programs many caught the eye, and some the heart. But as we build up to our SIGNIS World Congress with the theme Media for a Culture of Peace: Children’s Rights, Tomorrow’s Promise let’s take a closer look at those wellcrafted productions dealing with peace and children’s rights. Make Some Noise (Canadian Broadcasting Corporation) is a very entertaining program that includes three reports from young social activists:  a girl from a wealthy family who collects shoes for the needy, a singer’s fight against racism and a filmmaker who wants to bring awareness about illegal logging. It is a program about young people doing something to change the world, stories that could inspire others. Unfortunately this production was not considered for the competition. On the other hand the Irish program On the Block (Radio Telefis Eireann) won the Heart Prize, voted by the festival’s public; using footage shot over a period of two years by members of the Arklink Fatima Mansions Film Club, all aged under 12. We witness what life is like for children aged 8-11 in Fatima Mansions, a flat complex where they have lived in all their lives and which is being demolished to be replaced with houses. Also presented in nonfiction, age category 7-11, was The Wrong Trainers (CBBC, UK), an engaging animated documentary about six children living in poverty.They tell their stories with distinctive animation that  somehow reflects the feeling of the story while at the same time protects the identity of the child telling the story. 20

The children’s jury awarded the British drama Desperados (CBBC), a wellperformed production about an ex-Olympic wheelchair basketball coach desperate for new players for his junior team Desperados.The program tackles the struggle of teenagers with disabilities and their relationships with peers and parents.

KFW 55 Years of Work Committed to Media

Adriaan: a Coffin for Spottie, a production by SIGNIS member KRO Youth (the Netherlands) was a finalist in the up to 6 years fiction category. The 9-minute production proves that it is possible to address the sensitive issue of death, for preschoolers. Adriaan tries to get over the death of his dog Spottie in his own way, with the help of his friend Teun, his father and mother. With the remarkable use of strong symbols, the film doesn’t provide any  answers, but everybody shares Adriaan s grief.   The Prix Jeunesse International Festival not only offers interesting material in the competition but also an impressive Video Bar with the programs which did not make it to the final round. Several animations of Saba Center (Iran) were quite interesting, amongst which Labyrinth, were a terrified soldier with a gun stands out strongly. SIGNIS (and Unda before) has collaborated with the Prix Jeunesse Festival for many years. In the last five years SIGNIS has been a strong partner of the Ibero-American version of this event held in Munich every other year. SIGNIS has also been involved in the Prix Jeunesse’s Suitcase, a selection of the festivals programmes for educators and producers and hopes to continue this collaboration.  SIGNIS is proud to be part of the community that aims for better quality programming on children’s TV and plans to reinforce this partnership.  n Ricardo Yáñez

Ukraine’s Public TV takes up Children’s Programmes

  An educational children’s television programme created by Capuchin fathers is being broadcast by publicTV in Ukraine. ClaraStudio’s star programme, Mistetzko Nadija (City of Hope), combines entertainment with civic and religious formation for children and is presented by Friar Justin Rustin. The promoters explained that it is an attempt to offer an alternative entertainment and formation for young children, in a country and at a time when children are going through many difficulties. According to L’Osservatore Romano, the initiative began when a proposal for a children’s programme arrived in the Clara-Studio publishing house in Vinnitsa, which is run by Capuchin friars from Krakow, Poland. Clara-Studio was entrusted to the friars by Bishop Jan Olszanski of KamyanetsPodilskyi (1919-2003). After the fall of the Communist regime, the Capuchins began with the publication of a magazine, which was later discontinued.“The Church was coming out of the catacombs, and there was fear of being too exposed. Nevertheless we began.The GreekCatholics agreed with us that something really useful should be undertaken,” Father Rustin told L’Osservatore Romano. The publishing endeavour expanded to include several prayer books and brochures. Now Clara-Studio also publishes, among other things, the Ukrainian version of “Padre Pio’s Voice,” a saint to whom many Catholics and Orthodox in Ukraine are devoted. The first proposal of local television for a children’s programme arrived last autumn. Con una impronta novedosa en cuanto a su formato e innovadora en sus producciones, se confirmó la noticia que Canal 21 había anticipado en el 7° Seminario SIGNIS de Productores en Buenos Aires -del cual fue co-organizador-, en Abril pasado. La rápida aceptación por parte del público argentino hizo que en pocas semanas 11 provincias argentinas se encontraran recibiendo esta señal satelital gratuita con óptimos resultados presentes y futuros por lo novedoso de que siendo un canal católico, no fuera temáticamente religioso ni confesional. A ce propos, M. l’abbé Joseph Lukelu et M. Fernand Talangay apportent quelques précisions pour dissiper tout malentendu. Selon le premier cité, « une chose est de réceptionner le matériel et une autre est de l’installer ». M. l’abbé Joseph Lukelu a précisé que la responsabilité de cette installation avait été confiée à un groupe de techniciens en provenance d’Italie. « Leur voyage a pris beaucoup de temps pour des raisons ne dépendant pas de notre organisation. Mais finalement, ils sont arrivés et le travail a été fait  ». En plus de ce retard, M. Fernand Talangay en ajoute un deuxième lié à l’aspect technique. « Il s’était posé un problème de converteur qui ne devait pas être placé sur le pylône ». Une chose est de désirer une télévision ; une autre est d’avoir un matériel professionnel, un personnel qualifié et une grille des programmes de qualité. Si la Radio Télévision Catholique Elikya se veut une chaîne de la différence, alors elle devra considérer tous ces différents aspects. Sur le plan du matériel, le problème ne se pose plus. Mais que peut valoir un matériel hyper sophistiqué si l’ouvrier commis à son utilisation n’est ni qualifié ni motivé ? Voilà un problème qui, selon nous, paraît le plus important à résoudre. La RTCE est une œuvre de l’Eglise et donc un patrimoine commun de tous les fidèles de Kinshasa. Le sort de la Radio catholique Elikya, ne devra-t-il pas servir de base pour observer l’avenir de la RTCE avec beaucoup d’attention? Le 15 août 2008, la télévision catholique a été lancée avec des émissions à titre expérimental, c’est-à-dire quelques heures par semaine. Church is convinced that the mass media can build peace, promoting the values of tolerance and reconciliation.

Saint Thomas the Apostle, the one who first brought the seeds of the Gospel to the Indian subcontinent, will be the main character in an upcoming film by the Catholic Church in India and produced by the growing Indian cinema industry. In 42-72 AD, Saint Thomas was led to evangelize the people of the East. In fact, the Christians from Iraq to India define themselves as the “children of Saint Thomas.” The Apostle was killed by a spear in Calamina (modern-day Mylapore, on the outskirts of Madras). Today, convinced of the fact that the evangelization effort in the third millennium should take place through the mass media, including the cinema, the Archdiocese of Madras-Mylapore has announced its initiative to plan, produce, and carry out the making of a film on Saint Thomas. The local Archbishop Malayappan Chinappa (a Salesian), has presented the project to the Bishops of Kerala and those of Tamil Nadu, who have expressed their support for the idea. Kerala and Tamil Nadu are precisely the lands where Saint Thomas preached and later became a martyr. The project has also received support from civil authorities. The planned budget for the film is an estimated 300 million Rupees (nearly 10 million Dollars), thus showing itself to be a blockbuster hit in the cinema industry in the subcontinent.The film, which is planned to be out in cinemas in 2009, will be filmed in Tamil and later dubbed into Malayalam and Hindi, and later into English, French, and other languages.

A film on Saint Thomas

The idea of the film comes from the conviction that the mass media are crucial for the Catholic Church in India. Observing the great technological advancements, the Church has been encouraged to make more headway in this field, that plays a determining role in social, political, and religious matters, and in forming public opinion. Thus, the Bishops have planned for the Church in India to develop a strategy for communications, encouraging the faithful to take an active role in the new means of spreading the Good News (cf. Message: “Called to be Church that Communicates,” in Fides 17/11/2004). The 22

Workshops on Radio In May 2008 the National Office of Mass Media held a three-day workshop on news gathering, news writing and news broadcasting. It was attended by 41 young broadcasters of the Philippine Federation of Catholic Broadcasters from all over the country. The members of the Notre Dame Broadcasting Corporation were among them.

Community Radio Training in VisMin At the end of July 2008, some 25 religious and lay workers (mostly from Cebu City, some from Mindanao) attended a Community Radio Workshop, aimed at establishing a radio network for evangelization.  It was conducted by the Communication Foundation for Asia in partnership with the Catholic Media Network (CMN). Funding came from Aid to the Church in Need. Lectures were held in the Cebu Business Hotel, while hands-on productions were done in the University of San JoseRecoletos. CMN president Fr. Francis Lucas and network director J. P.Varela discussed the technical and management side of community

radio. CFA’s Noel de Leon and Ramil Laraga taught the fundamentals of radio production. At the end of the workshop the participants decided to set up a community radio station. They said the initial cost of 70,000 pesos for an FM transmitter and basic equipment was within their reach. They also learned that the easiest way to start operations (without obtaining a Congressional franchise) was by collaborating with a local school for an educational radio station. The MassCom dean of a local university was invited. Talks were formalized for putting up in the near future a network of low-cost, low-power stations to be based in the university. Though small, these stations would enjoy a bigger coverage when hooked up to the nationwide CMN system.

35th Anniversary of the CFA The CFA (Communication Foundation forAsia) is a pioneer in development communication. It was established in 1973 as a nonprofit organization, but its origins go way back to 1960, when the Social Communications Center was born with the publication of the Philippine Catholic Digest. Both organizations were founded by the Dutch missionary, Fr. Cornelio Lagerwey, MSC, in collaboration with his mission partner Genaro V. Ong and other lay Filipino communicators. Together they pursued a mission of media production and training for the spiritual uplift and empowerment of people. The Communication Foundation for Asia has evolved into a multimedia center with almost 100 staff, working

Youth learns Trinidad & Tobago to communicate with video xx

Caribbean School for Catholic Communications In August 2008 an intensive study and hands-on training course in various communication skills was organized at the Caribbean School for Catholic Communications at the Emmaus Retreat Center in Arima. A group of over 50 students worked together during a week. Most of them in their mid-twenties came from Trinidad, St. Lucia, Dominica, Grenada, Curaçao, Surinam and the US Virgin Islands. They alternated the development of specific communication projects (radio shows, video presentations, newsletters…), with the study of related aspects in the fields of Ethics and Theology of Communication and the organization of, and participation in, a series of very imaginative and inspiring liturgies. The School program is in the middle of a three-year cycle with the theme Communications a New Pathway to God, devoted to creating a culture of dialogue through Interpersonal Communications. In 2007, special consideration was given to the role played by Audio, whereas this year the focus was on Film & Related Media, and in 2009 the contribution of Print and New Technologies will be highlighted. Founded in 1994 by the late Archbishop of Port of Spain, Anthony Pantin, and Sr. Angela Ann Zukowski, at the time World President of Unda and a lecturer at the University of Dayton, Ohio, the School offers a three-year, one week a year training program in one of five areas: Video, Audio, Media Education, Journalism and Web Design, with the purpose of developing the required skills to be an effective Catholic communicator and eventually to pursue a professional career in communication. On fulfilling the three-year program, the students obtain a certificate of Social Communications from the School, with the academic support of the University of Dayton. Academic planning is done by Faculty members during the School week, always in the second week of August, whereas all the logistics and organizational support are provided throughout the year by the Living Water Community, who have nurtured the School since its inception. Trinity Communications Network, the Community’s TV station, provides the equipment used to train the students. Unique in many ways, the Caribbean School for Catholic Communications stands out as an example of what a team of people who are firmly committed to the Church and to the development of Catholic communications can achieve through constancy, creativity and clever management of local resources. A highlight of the review was the re-launching of the Catholic radio and TV operations in Grenada, with new premises put in place of those wiped out by a hurricane in 2004. SIGNIS-Caribbean vice-president, Nuala Menezes, from Grenada, mentioned the professional assistance of Lisa Bhajan (TCN) in the re-launching. The participation of Bhajan and Belize representative Javier Molina, Secretary of SIGNIS-Caribbean at the VII SIGNIS International Seminar of Catholic TV Producers in Buenos Aires (2008) was important for SIGNIS World and its regional chapter OCLACC. This sub region appointed Molina as the delegate to join the other six from the rest of the Latin American region in the OCLACC Board of Directors and the SIGNIS World Assembly of Delegates in 2009. Living Water Community was commissioned to act as a Secretariat of SIGNIS-Caribbean. A number of projects were outlined for development in the coming months, among them the compilation of a catalogue of ongoing Catholic communication experiences, the continuation of the technical assistance to Grenada in the re-launching of their radio station, the launch of a SIGNIS-Caribbean website and newsletter, the creation of a radio and TV programme bank with members contributing their own productions, which could then be made available free of charge to other members, and the formation of a Caribbean Catholic radio station. Only one year after its birth, SIGNIS-Caribbean is growing, not in numbers but in its awareness of the unique spiritual and cultural values that the sub region can contribute at continental and global levels. Some optimistic people said that with the Olympic games and the presence of thousands of journalists the Chinese would discover the advantages of free expression and free communication. In August 2008, the foreign journalists in Beijing criticized Chinese censorship of websites, and accused the International Olympic Committee of complicity. Thanks to pressure from the entire world, China relaxed  the  restrictions, allowing members of foreign media to connect to the BBC,  Amnesty International, and the Hong Kong  newspaper Apple Daily. UNICEF, War, Children and Peace Toward the end of Lebanon’s civil war, the United Nations Children’s Fund (UNICEF) sought to unite children by developing a printed magazine called Sawa “together” in Arabic). The goal was to bridge the front lines and the ethnic divides with educational tools and a message of peace, understanding, reconciliation, and hope. Each issue of Sawa focused on a central theme designed to take children beyond the confines of their temporary homes (the bomb shelters), stimulate their imaginations, encourage them to think, provide entertainment, and impart lessons in an interactive and approachable way. UNICEF also established summer camp programmes as a way to bridge gaps between children from across regional, ethnic, social and religious barriers. The purpose of these activities was: to find a way to reach children in spite of the fighting; to give them a chance to learn and play wherever they were to make up for the lack of schooling; and to help young people deal with the day-to-day hardships and fill the hours spent in bomb shelters. The winner Mujo No Kaze, (The Wind of Impermanence) by Dean Yamada explores the chilling pull of Japan’s suicide club subculture. The themes of life, death, and friendship are presented with a poetic and spiritual reverence. The second prize went to Cocoon by Jeroen Bogaert. The film is about a dancer and how her body is the place of her passion and means of expression, but therein lies the problem that drives the film as she is confronted with a pregnancy that seems to threaten both. The third prize went to Blind (USA) by Nikkhil Pradash. How can God be among us? How can Jesus be our best friend? It is refreshing to see films that successfully make use of comedy to approach faith-based narratives. The Fidel Goetz Emerging Film Maker Award went to a Burundi film Le Tournant d’une Vie (The Turn of a Life), confronting the audience with the tough social reality of AIDS and the ethical conflicts of many Africans. The film explores the themes of loyalty, love, and compassion. The Audience Award went to Judas’ Pane, a Canadian animated film, in which the ostracized apostle seeks to redeem himself with Christ.

The Inigo Film Awards The 2nd Iñigo Film Festival was launched in Sydney on Wednesday, July 16, 2008 at the height of the World Youth Day celebrations. Sponsored by the Jesuit Conference of European Provincials, the festival included select short films from all over the world. As the previous festival, this year’s focus was on young filmmakers grappling with the spiritual dimensions of life. It honoured films which reflect the spiritual yearnings and experiences of young people today that indicate the presence and/or absence of God in our modern secularized world or that take into account the twin dimensions of faith and justice. “Iñigo Awards” were given to the three best short films, a first prize of $ 3,700, a second 24

Fondation canadienne de la vidéo religieuse Il y a presque 20 ans, en 1989, la Fondation canadienne de la vidéo religieuse a été créée par la Conférence des évêques catholiques du Canada pour répondre aux besoins spirituels de la société médiatique d’aujourd’hui. Les objectifs de la Fondation sont clairs: promouvoir la production et la diffusion d’émissions religieuses à la télévision et à la radio, ainsi que de documents audiovisuels de catéchèse et d’animation pastorale au Québec et dans les autres régions francophones du Canada. Elle soutient aussi la concertation et les activités d’animation pastorale utilisant les moyens de communication sociale.

Ainsi en 2007 elle a subventionné dans les diverses régions du Canada 503 émissions de télévision, 475 émissions de radio, 5 CD de catéchèse, 1DVD de catéchèse, 52 parutions d’information religieuse (sur Internet) et 365 messages d’information à la radio. Plusieurs émissions de télévision sont aussi utilisées en DVD pour la catéchèse. La Fondation publie un catalogue thématique des vidéos à caractère religieux en vue d’aider les animateurs et les animatrices de pastorale à sélectionner des documents audiovisuels portant sur des sujets religieux. Il est possible de visionner sur place les vidéos de la vidéothèque. En avril 2008, Mgr François Lapierre, évêque de SaintHyacinthe, a succédé à Mgr Maurice Couture, président de la Fondation depuis 18 ans. Creado en 1967, el Premio Margarita de Plata tiene como objetivo destacar en el cine del Brasil las obras que subrayan los valores humanos, éticos y espirituales despertando la conciencia crítica y artística del público. Es el premio más antiguo ofrecido por la CNBB. Recibieron la Margarita de Plata los filmes: Mutum, largometraje de Sandra Kogut; Juruna, o Espírito da Floresta, documental de Armando Lacerda y Clarita, corto de Thereza Jessouroun.

Radio y justicia Radio Mundo Real desarrolla un proyecto de enfoque ambientalista, apoya la lucha de los movimientos campesinos y las organizaciones indígenas, las acciones por el derecho humano al agua, la denuncia del poder y los impactos de las empresas transnacionales, la lucha por la justicia climática, la justicia ambiental, la resistencia al avance de los transgénicos y los agrocombustibles, entre otros, a través de la difusión de información. La base del funcionamiento de Radio Mundo Real es la convergencia tecnológica: a través de Internet se difunden materiales que pueden ser replicados por radios comunitarias. Al mismo tiempo, se presentan en formato de audio y en formato escrito, para ser leídos y distribuidos por correo electrónico, publicados en otras páginas web y enviados en boletines electrónicos.

Nueva directiva de SIGNIS-México Precedida por dos reuniones previas de asociados, en la ciudad de México se tuvo la asamblea extraordinaria electiva de SIGNISMéxico, en Julio 2008. En las reuniones previas ya se había tratado la situación actual de la asociada nacional y el propósito común de los socios de fortalecerla y de lograr mayor articulación. La asamblea extraordinaria, convocada para renovar la directiva, contó con la asistencia de doce socios y la comunicación escrita de otros más que no pudieron asistir. La Directiva saliente (Ing. Francisco Yedra, P. Felipe Espinosa SJ, Lic. Jorge Ortega) hizo un resumen de los logros y las dificultades tenidos en los últimos años en la asociación. Se resaltó como logro el mantenimiento jurídico y legal de la asociación en el país azteca. También se presentaron en la asamblea algunos retos para la nueva gestión: actualización del directorio de asociados, mayor comunicación y vinculación de los socios, presentación y realización de algunos proyectos, mayor fortalecimiento y visibilización de la asociación. En seguida la asamblea propuso algunas características del perfil de las personas que han de ocupar los cargos del Consejo Directivo, así como los nombres de algunos candidatos. Radio Salesiana en La Paz volvió al aire Radio Salesiana con más de 15 años de vida y después de un corto período de suspensión volvió al aire, esta vez como parte de la Universidad Salesiana de Bolivia (USB), con el propósito de dar difusión al evangelio y la cultura en un trabajo compartido entre los ex-alumnos de Don Bosco, la Comunidad Salesiana y el equipo de trabajo de la USB. Radio Salesiana tiene ahora nuevas instalaciones y está siendo equipada paulatinamente para cumplir una labor comunicativa acorde a los principios por los que fue creada. Asimismo, se anunció que se está constituyendo un equipo humano con el que se desarrollará una programación novedosa que incluirá la participación de las diferentes carreras de esa casa superior de estudios, animados fundamentalmente por el servicio a la población. SIGNIS 80th anniversary Building the Future

OCIC-Unda World Congress in 1962

From November 2008 to October 2009 in Chiang Mai, SIGNIS will celebrate its 80th anniversary. SIGNIS was created in 2001 from a merger between Unda and OCIC, as the heir to the long tradition and history of these two organisations born in 1928. OCIC came into being in April 1928 at a Congress organized by the international Catholic Women organisation who wanted to bring together Catholics working in cinema all over the world. A few months before, the German Catholic politician Dr. Conrad Adenauer organized an international cultural event in Köln. Catholic broadcasters present at the event saw the necessity of having an international structure where they could meet and exchange. In June 1928, the Bureau Catholique International de la Radio (BCIR) was born. After World War II it became Unda (wave). Their aim was to “exchange ideas, possibilities and strategies between national Catholic radios, create an information service, organize services for the ‘under-developed’ countries and produce programs and campaigns for Mission territories, especially in South America.” In the next 35 years OCIC and Unda fortified their structures through meetings, study days and congresses. Although the general secretariats of both organisations were situated in two different countries - Belgium and Switzerland -, there was frequent contact between them. They also had common members. It should be stressed that from the beginning, OCIC and Unda paid a lot of attention to children related issues. OCIC was one of the founding fathers of the CIFEJ (International Centre of Film for Children and Youth). Unda built up relations with BICE (International Catholic Office for Childhood), and in the early sixties they presided the section about audiovisual media at the BICE congress. n Among a number of important events or dates in the history of SIGNIS, the 1962 OCIC-Unda World Congress in Montréal stands out as being the first where OCIC and Unda organised common study days. Both organisations got together to reflect on the necessity of promoting creativity in audiovisual productions for the well-being of humankind. In his opening address the president of Unda Fr. Johan Kors OP pronounced words which could also be applied for SIGNIS today: “Our first care is to pull out of certain drowsiness a great number of Catholics who seem to be much more looking towards the past than towards a future to build.” Among the participants was the Belgian professor Victor Bachy who introduced what was to become a trademark of SIGNIS, the dedication to promote films from the African continent. The study days in Montreal marked another important occasion. Fr. Vallet from France gave a conference on “The school and a remote training of creators for cinema and television”. It was one of the first times, if not the first, that both organisations had put what wasn’t yet called media education on the map. Vallet pleaded for training programs in schools and elsewhere, in which children and young people would not only learn to be critical towards the audiovisual media but also to use the media in a creative way and produce their own stories in sound and images. 45 year later, audiovisual creation has become for more and more young people a way to express themselves and to communicate with others. What they post on the Internet (youtube, blogs, facebook, websites) or send out by mobile phone seems to be a future they create. It wouldn’t be surprising if this aspect of the contemporary communication landscape found its way into the program of the SIGNIS World Congress 2009 in Thailand. n 26

Parmi les événements qui ont marqué l’histoire de SIGNIS, le Congrès Mondial de OCIC et Unda à Montréal, en 1962, tient une place de pionnier. C’est la première fois que les deux associations ont organisé des journées d’études communes. Le but de ce Congrès était de réfléchir ensemble sur les moyens de promouvoir la créativité audiovisuelle au service du bien-être de l’humanité. Le président de Unda, le père Johan Kors OP, appela ainsi les communicateurs catholiques à regarder vers « un futur à construire ». Le professeur Victor Bachy introduisit lors de ce Congrès une dimension qui allait devenir l’une des marques de fabrique de SIGNIS, la volonté de promouvoir les films du continent africain. C’est également à Montréal que pour la première fois, OCIC et Unda se sont engagés en faveur de ce qui ne s’appelait pas encore l’éducation aux médias. Lors d’une conférence sur « L’école et la formation à distance de créateurs pour le cinéma et la télévision », le père Vallet plaida en faveur de programmes de formation, dans les écoles et ailleurs, qui permettraient à des jeunes non seulement d’aborder les médias audiovisuels de manière critique, mais aussi d’utiliser les outils de communication de manière créative pour produire leurs propres sons et images. 45 ans plus tard, la création audiovisuelle est devenue, pour de plus en plus de jeunes, un moyen privilégié de s’exprimer et de communiquer avec les autres. A travers ce qu’ils publient sur Internet ou échangent par téléphone mobile, ils semblent créer leur propre futur. OCIC-Unda de 1962 en Montreal sobresalió por el hecho de ser el primero en que OCIC y Unda organizaron las Jornadas de Estudio en común. Ambas organizaciones se unieron para promover la creatividad en las producciones audiovisuales. En su discurso de apertura el presidente de Unda, P. Johan Kors OP, sostuvo un mensaje que podría ser aplicado para SIGNIS en la actualidad: “Nuestra primera preocupación es sacar de muchos católicos ese adormecimiento que pareciera mirar hacia el pasado y no hacia el futuro en construcción”. Entre los participantes estuvo el catedrático belga Victor Bachy quien presentó lo que debía convertirse en el sello personal de SIGNIS: la dedicación en promover películas del continente africano. Las Jornadas de Estudio en Montreal marcaron otra importante acontecimiento pues P. Vallet de Francia dio una conferencia sobre “La escuela y una posible formación de creadores para cine y televisión”. Fue una de las primeras veces, sino la primera, que ambas organizaciones pusieron sobre la mesa lo que aún no era conocido como educación para la comunicación. Vallet pidió programas de formación no sólo en colegios, formación con la cual los niños y la gente joven pudiesen aprender no solamente a ser críticos con respecto a los medios audiovisuales sino también a usarlos de manera creativa y producir sus propias historias en sonidos e imágenes. 45 años después, cada vez más la creación audiovisual se ha convertido para los jóvenes en una manera de expresarse y comunicarse con otros. Lo que ellos ponen en Internet (YouTube, blogs, FaceBook, websites) o envían a través de los celulares parece ser el futuro. No será una sorpresa si este aspecto del panorama de la comunicación contemporánea encuentra un lugar en el programa del Congreso Mundial de SIGNIS 2009 en Tailandia. n

Livres... books... libros... The Power of the Media A Handbook for Peace Builders.  The media can play a critical role in exacerbating war or consolidating peace. In the former, the media can incite violence by propagandizing and distributing misinformation or biased information like the hate radio in Rwanda, Mille Collines in 1994.  By covering up the truth media can also be complicit in hidden violence or atrocities that take place. In the later, the media can be a powerful tool in peace building and democratic development, by shining light on abuses; providing and sharing information; holding the powerful to account; and serving as an outlet for different opinions and perspectives. Without reliable news and information, people in conflict zones have to rely on rumour; and rumour invariably spreads the distrust and stereotyping which feed war. This book published by the European Centre for Conflict prevention builds on an existing body of research and on a large experience of the role that media can play in peace building. It provides a set of guidelines on the processes which make media interventions in a conflict effective and sustainable. An operational framework for using media in peace building activities is tested on several projects worldwide. This book (Amsterdam, 2005, ISBN 90-77145-02-8) illustrates best practices and lessons learned in media projects such as radio and televisions programming, training and transitional journalism development and intended outcome programming. La revista Haciendo Cine se renueva Con una trayectoria consolidada en trece años de circulación la revista argentina Haciendo Cine renueva su diseño y contenidos para adecuarse a los intereses, según se define desde el editorial de su número 80, en los tiempos de Wikipedia,YouTube y MySpace. La revista que dirigen Hernán Guerchuny y Pablo Udenio es una publicación que da cuenta de la cultura y la industria audiovisual (cine, televisión y música) de Argentina. Y lo hace con rigurosidad y creatividad. Los números de la industria (entradas vendidas, recaudación, etc.) que se presentan en la muy interesante sección Recursos se acompañan con las entrevistas a importantes cineastas del país sudamericano. En los números 80, 81 y 82, el terceto que inaugura este relanzamiento, se ofrecen los encuentros con Daniel Burman, Eduardo Constantini, Pablo Trapero, Lucrecia Martel y Leonardo Favio. Poco escapa al abanico multicolor de información y reflexión sobre el audiovisual que en cada entrega Haciendo Cine presenta en sus páginas. n RY
