Installation of new Street Lighting Network in Commercial Sector E48

Sector E48 has 114 new LED fixtures and poles and is the first Inner-Sector street project to be completed to the new 0.6CDm2 luminance level set by the Sustainable Lighting Strategy and shows how this new level and lighting design standards combine to result in a clear, safe and quality lighting scheme which was estimated at being 76% more efficient than the conventional discharge lighting approach.

Sheikh Zayed Street & Tunnel

New roadway lighting design level was approximately 40% lower for this Major Arterial and the use of LED technology was implemented throughout for the first time in Abu Dhabi. Highly efficient lighting fixture optics were utilised to ensure light is focused only where it needs to be avoiding wasted light and reducing light pollution. This further maximizes the overall lighting efficiency of roadway lighting installations. Street – 660 LED fixtures, Tunnel – 5,500 LED fixtures

2011 to 2014 Installations - Performance Summary 1/ Energy Consumption Savings & Costs:  All lighting control cabinet records and on-site electrical current-meter readings show that the LED fixtures/circuits draw near-identical loads to those used in all design calculations. (As DMA Specifications only allow Accredited Internationally Certified LED fixture test data for all installed fixtures, this should always be the case)

2/ LED Fixture Performance:  Light Output always measured on site against calculations using both luminance and LUX meters and match on all projects to date. After 12-months, new Lux readings taken to check depreciation is within limits and all projects are exceeding expectations. 3/ LED Fixture failures:  Normally 0.5 to 1% of all lighting fixtures are expected to be faulty on any project in some form, then needing replacement under warranty. However for all ADM projects, there has not been a single failure of any LED fixture for over a 12,000 units. This again exceeds expectations.

Key New Project Example – KCA (HPS vs. LED) New lighting provision to all the city’s Inner Sector roads (Project at Tender) • KCA currently has only Main Road lighting infrastructure with HPS provided • New Inner Sector Street lighting with LED Tendered under 3-Zone packages. Retrofit of Main Road HPS to LED proposed in 2015 under separate works package

This Year, 3 new important steps of the Sustainable Lighting Strategy have been Instigated • A new expansive DMA Abu Dhabi Public Realm & Road Lighting Handbook will provide in-depth guidance on every aspect of lighting design for all levels of the design chain • ADM Tenders are issued to retrofit all of Abu Dhabi Island’s 35,000+ existing street lighting followed by the mainland. In addition to all new projects since 2011 • The release of completely updated revisions of both DMA Lighting specifications, in line with international best practice, the moving technology marketplace and with additional sections + Certain other key developments…… and some special projects…….

The Abu Dhabi Public Realm & Street Lighting Handbook • 500-pages of detailed information: lighting basics, terms and lighting technology overview • It provides specific detailed design advice/options/do’s & don'ts for every aspect of exterior lighting design and application and aimed at all design chain • It has been written in plain ‘waffle-free’ clear text with extensive use of diagrams and local photographs to show relevant and easy to understand examples • It co-ordinates fully with the DMA Lighting Specifications and other relevant local standards and provides enhanced advice on how to meet project brief criteria • It can replace many of the numerous current International guides listed in documents and is specific to the requirements of Abu Dhabi and the region. A first for the Middle East

Summary of some key changes: 1/ Adherence to new ESMA regulations where applicable for fixtures/lamps 2/ New Clauses will state all LED fixtures to have the ADQCC Quality mark in future The Revision-2 DMA Specifications and ADQCC scheme will be technically aligned This means that many test sheets covered under the QCC quality scheme will not need to be submitted each time on projects, simplifying the submission process to just the specific DMA Specification brief items only Note. Understanding that there will be a transition period for taking up and completing the certification of ranges, if the QCC process is not complete then, for 12-months:1/ A copy of the ADQCC application/receipt needs to be provided with project submissions 2/ All the relevant technical luminaire test information must be submitted as part for the project submission process

ADQCC Certification to Preclude

Summary of some key changes: 3/ Warranty , material and thermal testing still based at 500C ambient operating, but efficacy figures and lifetime performance (lumen depreciation) based on luminaire 350C ambient. (allowances for tunnel fixtures will be different)

This is because lifetime lumen performance of LEDs is accumulative over the hours of their operation, therefore average temperatures can be used for more appropriate estimation. Five-year annual temperature records (taken at Abu Dhabi Airport specifically) Contain information on average annual high temperature (at just under 350C) and average lows of somewhere around 230C. Average nighttime temperatures will be assessed and will be somewhere within this band.

Summary of some key changes: 4/ Some Colour rendering and binning changes: For street lighting for example, the minimum Ra drops from 70 to 65 and the MacAdam Step allowance up from 4 to 5. This is because the future LED chips hitting the marketplace will be more applicationspecific and the chip manufacturers are producing chips targeted for street lighting luminaires and designed to be ‘bin-free’ all within Step-5 and at Ra65/70 depending on manufacturer This cannot be ignored and essentially dictates the international benchmark for what is generally accepted as optimum for street lighting applications. Similar application-specific chips are now being targeted for commercial/retail application fixtures, museum (Step-1, high Ra) applications and domestic lamps/products.

Extreme Colour Temperature Requests - Warning! The American National Standards Institute (ANSI) publishes Chromaticity Standards for all LED light sources and define just eight ‘nominal’ CCTs ranging from 2700K to 6500K (ultrawarm to daylight white).

All projects are to assume an S/P ratio of 1.00 for all luminaires regardless of claims 7/ Project Efficacy - Power Density calculations will be required: to prove schemes are within set wattage/(cd/m2*m2) limits as per EN-1320 8/ Incorporation of TM-21 and LM-82 assessment for lifetime prediction 9/ For street lighting and tunnel lighting fixtures, minimum 10-year full warranty required. Fixtures for parks/public realm projects will remain as current specification

LED Retrofit of all Abu Dhabi Existing Street Lighting Assets

Summary of Benefits Achieved • LED performance, lifetime & efficiency have increased as compared to 2-3 years ago. As of 2013/2014, LED fixtures can now address all roads including Island’s Avenues and Boulevards • Tenders issued and received back to retrofit Abu Dhabi Island in 2015 in 4-Zones as part of 10-Year Street Infrastructure Maintenance Contracts • Retrofitting the Island & Mainland areas under ADM remit over next 5-Years will achieve savings of AED 1 Billion by 2025 and potentially AED 1.75 Billion by 2030 • Payback achieved immediately after just the 5th Year of Retrofit • Lighting Strategy (2010) figures stated energy savings of 67%. The Island Retrofit Proposal will achieve overall nearly 80% at present design figures
