On-Site Assessment: The Collin County LEA training programs provide the Basic Peace Officer Course (BPOC) and Basic County Corrections Officer Course (BCCOC) licensing courses, as well as continuing education courses for agencies in their service area. The training academy is housed on the campus of the Collin County Community College. The facility is equipped with computers, printers and Internet access for student use. The full-time training staff consists of the training coordinator, two instructor positions and two administrative positions. The training coordinator maintains an adjunct staff made up of content experts from local agencies and the local community to assist in training as needed. They conduct firearms training and qualification at the college owned firing range located on campus. They utilize a parking area at the Clark Field in Plano and/or the North Texas Regional Airport for conducting criminal justice driving training. Students are required to take a reading comprehension test prior to entry into the licensing courses and must score a minimum 75 (college freshman) reading level. Students are required to maintain a minimum 80 GPA while attending the licensing course and a minimum 80 on the comprehensive final examination prior to receiving an endorsement to take the licensing examination.

Requirement: Commission Rule 215.9(b)(2)(A) - reports of training - to be submitted prior to the issuance of any endorsement for a licensing examination for a course leading to a license and within 30 days of completion of each continuing education course. Finding: •

Commission records show the Collin County LEA submitted 426 reports of training in FY-11 to present. The reports of training represent 101 courses, with 3,501 students completing the courses.

Requirement: Commission Rule §215.13(c)(1) – requires a law enforcement academy may be found at risk; after September 1, 2009, if the passing rate on a licensing exam for first attempts for any three consecutive state fiscal years, beginning with state fiscal year 2007 (September 1, 2006 through August 31, 2007) is less than 80 percent of the students attempting the licensing examination. Finding: •

Commission records show the Collin County LEA had a three year first attempt pass rate (FY-09, FY-10, & FY-11) of 98.80 percent on the BPOC licensing examination.



Commission records show the Collin County LEA had a three year first attempt pass rate (FY-09, FY-10, & FY-11) of 93.85 percent on the BCCOC licensing examination.

Summary: There were no deficiencies noted during this evaluation in the areas assessed. The Collin County LEA is compliant with applicable commission rules.
