1. Background The UNDP is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. It works with individual countries on their own solutions to global and national development challenges. The UN System in Lesotho supports Lesotho’s development priorities laid out in the National Strategic Development Plan and through that, the achievement of the MDGs. The main focus areas of the United Nations Development Assistance Framework are Food Security; Health; Democratic Governance; Environment and Energy; Poverty Reduction and Economic Growth, with Gender Mainstreaming and HIV/AIDS as crosscutting areas. Within this UN-wide framework, UNDP specifically is supporting Environment and Energy, Economic Growth (Private sector development), Democratic Governance and the cross-cutting areas of gender and HIV/AIDS, as well as conflict prevention. A number of tasks aimed at optimizing and improving efficiency of ICT systems have been identified in UNDP Lesotho Country Office. With increased reliance on cloud computing and the fast approaching migration to public cloud for most corporate systems and productivity tools, it is important to ensure the Country Office infrastructure is well prepared and aligned with corporate standards. Efficiency in ICT infrastructure will additionally improve user experience and subsequently lead to high productivity. With the retirement of the current ICT Manager at the end of January 2014, it has become necessary to engage another experienced ICT Manager on detailed assignment to commence on the critical activities. This will be a stop-gap measure while the office embarks on a process to hire a substantive ICT Manager for the medium to long term. Using a UNDP resource for the period helps in expediting the engagement process and maximizing delivery on the time given due to short or no learning curve for the candidate.

Under the guidance of the UNDP Deputy Resident Representative and direct supervision by the ARR(O), the Consultant will support the UNDP’s effort to build and maintain a well-functioning Information Technology and Communication (ITC) infrastructure for the office. 2. Scope of Work The mission covers all ICT-related activities and aimed at revamping ICT in the CO focusing primarily on the below objectives: Full upgrade of the CO ICT infrastructure, including:    

Backup link installation and related link load balancer configuration; Network and Internet connectivity optimization, central management, bandwidth monitoring, etc. Finalize the process of re-cabling the office. Provide technical expertise, in liaison with GIA/OIST, in procurement of equipment and installation of the same (end user equipment and/or LAN active equipment);

Day-to-day ICT support and training of the longer-term ICT personnel:      

Provide satisfactory day-to-day ICT support to users in the office; On-the-job training for the longer term ICT personnel in the office. Develop and implement basic IT procedures for operating and maintenance of IT equipment. Ensure proper management of IT equipment assets through proper assignment to users and asset management. Propose IT equipment maintenance strategy. Assess IT user equipment needs and spearhead disposal of old IT equipment and draft replacement plan; Revise the IT workplan with clear action items.

Contribute to inter-agency ICT operations   

Spearhead resurgence of inter-agency ICT Working Group with view of harmonizing infrastructure; Lead establishment of inter-agency ICT team, by analysing ICT needs of agencies, identifying functions and drafting of ToRs and coordinating procurement and recruitment processes. ICT capacity building of technical staff and user empowerment through regular ICT tips;

4. Expected Outputs and Deliverables  Optimized network infrastructure, datacenter and ICT management aligned with corporate standards;  Comprehensive handover note with clear recommendations for further/future improvements;  Complete and updated ICT documentation including DRP and BCP aspects;  Satisfactory user support;  IT user equipment replacement plan in place;  Inter-agency ICT common plan in place. Outputs will be confirmed by RC/RR or DRR every month. 5. Institutional Arrangements The principal responsibility for managing this assignment lies with Resident Coordinator/Resident Representative and the Deputy Resident Representative of UNDP Lesotho. UNDP Lesotho will contract the consultant and ensure the timely provision of reimbursable costs and remuneration. UNDP Lesotho will support the consultant liaising with stakeholders, arrange visits, and to coordinate with partners as needed. The Consultant will work under the direct supervision of the ARR(O).

6. Qualifications and experience

Recruitment Qualifications

Education:

Masters Degree in Information Technology, mathematics or equivalent field. 5-7 years of working experience in ICT areas.

Experience:

Knowledge of UNDP and UN agencies IT standards, procedures and protocols.

Language Requirements:

Fluency in written and spoken English is essential

7. Scope of price proposal Interested consultants should submit their price offers as follows below in lump sum approach. The offer should be all inclusive, with all costs (professional fees, travel costs, living allowances, communications, consummables, etc.) that could possibly be incurred by the Consultant should already factored into the final amounts submitted in the proposal (in-country travel in Lesotho requested by UNDP for the assignment will be determined later and should not be estimated). 8. Financial Proposal as per the above section that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.

9. Criteria for Selection Selection will be conducted as follows: a) Combined Scoring method – where the qualifications will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%. 10.
