BACKGROUND

The UN Entity for Gender Equality and Empowerment of Women (UN Women), grounded on the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In the Philippines, a recent initiative has been launched that will contribute to one of UN Women’s thematic areas, economic empowerment of women, that involves supporting efforts that will allow them to benefit from development. This area includes a focus on most excluded women, together with structural inequalities, including women’s unpaid work, burdens, gender inequalities in access to decent employment and equal pay, and access and control over productive resources. It thereby contributes to more equitable and inclusive development and poverty reduction. To be specific, UN Women Philippines is implementing the Global Initiative on Promoting and Protecting Women Migrant Workers’ Labour and Human Rights: Engaging with International, National Human Right mechanisms to Enhance Accountability, funded by the European Union. The Philippines has been selected as a national pilot of this Initiative (along 1

with Mexico and Moldova). National-level implementation will be the key component of this Initiative and will also contribute to the global and regional policy advocacy to enhance the protection of the rights of women migrant workers. The project aims to promote women migrant worker’s rights and protect them against exclusion and exploitation at all stages of migration. It aims to contribute to this overall objective by (a) strengthening strategic international human rights mechanisms, national oversight institutions and governments to ensure accountability to women migrant workers at all stages; (b) strengthening women migrant workers’ organizations and their support groups to effectively engage with the above stakeholders to ensure greater accountability to them. One of the expected results of the project is the production of Relevant, high quality knowledge products, advocacy and capacity building tools/materials. Among these knowledge products are: 1) CEDAW-based Legal Review of Migration and Anti-Trafficking Laws in the Philippines; 2) “How-to” Guidance Note on Formulating and Implementing GenderResponsive and Coherent Migration and Anti-Trafficking Laws; 3) Brief on Mainstreaming Migration into Development Planning from a Gender Perspective; and 4) Guide on Mainstreaming Migration into Development Planning from a Gender Perspective. In this regard UN Women Philippines seeks to hire a Consultant – Editor to ensure high quality and reader-friendly knowledge products that will be strategically disseminated to effectively influence the project’s advocacy and capacity strengthening initiatives. II.

OBJECTIVE OF THE ASSIGNMENT

The main objective of this consultancy is to edit and revise as applicable, the content of the specific knowledge products. The final edited document must be aligned with UN Women’s established standards and formats.

SCOPE OF WORK / DUTIES AND RESPONSIBILITIES

Under overall guidance of the National Project Officer – Migration of UN Women Philippines Project Office, the consultant will be responsible for the quality assurance of the deliverables. Specifically, the consultant will edit and revise content of knowledge products in compliance with UN Women guidelines, standards and formats. Drafts submitted will be subject to feedback from UN Women until the approval of the final edited documents. These knowledge products are as follows:  

IV.

Brief on Mainstreaming Migration into Development Planning from a Gender Perspective; and Guide on Mainstreaming Migration into Development Planning from a Gender Perspective. DURATION OF THE ASSIGNMENT

The total duration of the contract assignment will be within approximately one and half month period, between 11 March and 30 April 2016. V.

Upon receipt of the deliverables and prior to the payment of the installment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission. VI.

INPUTS -

UN Women will provide the Consultant with the knowledge products. The consultant is expected to work remotely using her/his own computer, but may access the UN Women office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment.

PERFORMANCE EVALUATION

Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. VIII. REQUIRED EXPERIENCE AND QUALIFICATIONS The consultant should fulfill the following requirements: Education ● Bachelor’s Degree in Communications, Social Sciences, Development, Gender Studies, Migration Studies, and other related fields. Experience and skills   

Minimum seven years of experience in writing, editing, reporting, and communicating complex programmatic information in reader-friendly formats and style; Demonstrated abilities and track record writing high quality English-language content; Understanding of and experience in gender, migration and development field an asset.

Language and other skills ● Good command of English both written and oral. ● Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email. ● Must be capable of effectively using MS Word, Excel, Adobe Acrobat. IX.

SUBMISSION OF APPLICATION

Interested candidates are requested to submit electronic application to [email protected] not later than 8 March 2016 COB. Submission of Package ● CV ● Letter of Interest containing the statement on candidate’s relevant experience ● Financial proposal. The financial proposal shall specify a total lump sum amount breaking down a professional fee per page/word. ● Sample work (2) All applications must include (as an attachment) the CV and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment. Please note that only candidates selected for an interview will be contacted.

EVALUATION

Applications will be evaluated based on the Cumulative analysis. ● Technical Qualification (100 points) weight; [70%] ● Financial proposal (100 points) weight; [30%] A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria The total number of points allocated for the technical qualification component is 100. Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates. Financial/Price Proposal evaluation ● Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated. ● The total number of points allocated for the price component is 100. ● The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
