The Tennessee Coalition Against Domestic and Sexual Violence in collaboration with the Domestic Violence State Coordinating Council will be sponsoring the Tennessee Law Enforcement Leadership Institute on Violence Against Women, a Tennessee-specific modification of the National Law Enforcement Leadership Institute on Violence Against Women, a project of The International Association of Chiefs of Police. This Institute is an unprecedented opportunity for law enforcement executives to assess their agency’s current response to crimes of violence against women and identify strategies to improve their ability to meet the needs of the community. This is a free 3-day Institute for sworn law enforcement executives who are first or second in command of a state, local or campus police agency in Tennessee. All expenses for participants, including travel, lodging and meals will be provided by the Coalition.

What is the Law Enforcement Leadership Institute? The Tennessee Law Enforcement Leadership Institute on Violence Against Women is a project of The Tennessee Coalition Against Domestic and Sexual Violence, the Domestic Violence State Coordinating Council, and The International Association of Chiefs of Police. The free event is a three-day state-wide Leadership Institute for Tennessee law enforcement executives who are first or second in command of state, local, or campus police agencies. Agency leaders from across Tennessee will gather with a team of expert faculty to discuss the latest understandings about violence against women and identify potential strategies to improve law enforcement’s response to domestic violence, sexual assault, stalking, and human trafficking. In an interactive learning environment, Institute participants will network with colleagues and develop practical action plans to maximize agency efforts to assist victims, hold perpetrators accountable, and end violence against women.

Who is eligible to attend the Law Enforcement Leadership Institute? Sworn law enforcement executives who are first or second in command of a state, local, or campus police agencies in Tennessee.

How much does it cost? All related expenses for the three day event, including lodging, meals and travel (based on state travel guidelines), for selected participants will be covered by the Coalition. Details and application materials will be available as of October 1, 2008.

How do I apply? Applications can be found on the Coalition’s website at: www.tcadsv.org. The deadline for applications is November 15, 2008. Space is limited to 25 law enforcement executives; apply early.

When will I know if I am accepted?

You will receive written notification regarding your acceptance status during the first week of December. At that time, if you are accepted, you will receive further information and a registration form that must be completed and returned to the Coalition promptly to secure your seat at the Institute.

How will participants be chosen? In order to create a diverse learning and networking environment, selection of participants will be based on position, type of agency, and geographical location. Based on applications submitted and the order in which they are received, we will try to ensure adequate representation from various communities (urban, rural, suburban and remote) and the types of agencies the applicant represents (state, local, campus). Space is limited to 25 participants.

What is the format and structure of the event? Through a series of Educational Modules and Issue Briefs that use interactive presentations combining PowerPoint, video, discussion, and exercises, participants of the Institute will learn about practical strategies and techniques that can be utilized to address the realities of crimes of violence against women. The event also includes informal breakfast and lunch talks in order for participants and faculty to discuss innovative approaches for responding to and investigating crimes of violence against women. Participants will design action plans to maximize agency and community efforts to end violence against women and hold perpetrators accountable. Throughout the event there are networking opportunities for the participants to speak with colleagues about challenges and solutions.

Can I get POST credit? The Tennessee POST is offering participants 24.5 hours of credit for full attendance at the threeday Institute.

Educational Modules Department Standards: Policies and Practices to Prevent and Address Violence Against Women This module will help participants define the importance of department policies in formalizing a response to violence against women; create a plan to develop, update, and implement effective policies; and understand the importance of community collaboration with respect to policy development. Effective Communication: Reaching the Department, the Criminal Justice System, and the Community Through this module, participants will identify various communication strategies to appropriately convey their priority for responding to violence against women crimes, understand ways to effectively engage the community and members of the criminal justice system in open communication, and recognize the agency leader’s role in building community collaboration around issues of violence against women. Accountability of Chiefs and Officers: Responding to Violence Against Women This module will help participants examine their responsibility to meet the needs of officers for training, guidance, and clear communication of expectations in order to be able to hold officers accountable. Mechanisms for accountability that take the needs of crime victims into account -- including complaint and reporting procedures that encompass a system checks and balances -- will also be explored.

Issue Briefs Using interactive presentations that combine PowerPoint, video, discussion and exercises, expert faculty will provide participants with detailed information about the following: • Sexual Assault and strategies for meeting the challenges of a non-stranger assault investigations • Stalking as it relates to both domestic violence and sexual assault • Domestic violence committed by police officers • Effective enforcement of protection orders • Managing firearms in situations of domestic violence • Human trafficking • Liability and lessons learned by law enforcement
