TENDER NOTICE FOR SALE OF RUBBER Sealed tenders super scribed “Tender for purchase of Rubber” are invited from licensed dealer/processor/manufacturer for the purchase of about 11500 kg of sheet rubber of different grades RSS-IV (11000 kg) & RSS-V (500 kg) and 3500kg of scrap rubber produced at Nuclear Rubber Estate & Training Centre, South Andaman. The tender form along with terms and conditions are available at the office of the Rubber Board, Saithankhari, South Andaman on all office days. These can also be downloaded from the Rubber Boards’ official Website www.rubberboard.org.in.
Sealed tender in the prescribed from should reach the Dy. Rubber production commissioner, Rubber Board, Saithankhari, SouthAndaman on or before 02-09-2016. Tender will be opened at 2.30 pm on the same day in the presence of such tenders who desires to be present in the office at the time on the above date. Fixed amount of EMD of Rs. 35000/- (Rupees Thirty five thousand only) for both sheet rubber and scrap rubber as Demand Draft drawn in favour of the ‘Dy. Rubber Production Commissioner, Rubber Board ‘payable at Syndicate Bank, Ferrargunj Branch, South Andaman, and a photocopy of Dealers’ Licence Should accompany with each tender. Tender without sufficient EMD and invalid documents will not be considered.

TERMS AND CONDITIONS FOR SALE OF SHEET/SCRAP RUBBER
1.
Sealed tenders superscripted “Tender for purchase of rubber due on 02-09-2016 at 2.00 pm” in the prescribed form should reach the undersigned on or before 2.00 pm on 02-09-2016. Tenders received after the due date and time will not be considered. Tenders will be opened at 2.30 pm on 02-09-2016 in the presence of bidders, if any who choose to present at the office at that time.

The bidder shall quote his rate with a premium/discount, in the case of sheet rubber at the market price of the respective grade as published daily in the website of Rubber Board. The amount to be paid by the purchaser (successful bidder) would be calculated by applying this premium/discount to the market price of the respective grade of sheet rubber on the day preceding the date of remittance as published daily in the website of the Rubber Board. Similarly, for scrap rubber, the bidder shall quote his rate with a premium/discount to the average price per kg of 80% DRC scrap rubber. The amount to be paid by the purchaser (successful bidder) would be calculated by applying this premium/discount to the weekly average market price of the scrap rubber on the day preceding the date of remittance as published daily in the website of the Rubber Board.

The bidders should have a valid License from the Rubber Board. A Photostat copy of the License should be enclosed with the tender.

The
tenders
should be accompanied by an Earnest Money Deposit (EMD) of Rs.35000/(Rupees Thirty five thousand only) by Demand Draft drawn in favour of the Dy. Rubber Production Commissioner, payable at Syndicate Bank, Ferrargunj Branch, South Andaman. 5.
The tender shall be valid for a period of 30 days from the date of opening of the tender. In case the bidder withdraw the tender before the validity period, EMD shall be forfeited.
6.
The tenders not accompanied by the EMD and Photostat copy of the License from the Rubber Board, will be summarily rejected. The EMD of the first 2 successful bidders who quote the highest rate premium/lowest discount will be retained till the disposal is over and the EMD of the remaining tenders will be refunded on the day of opening of tenders itself.
7.
The successful bidder on receipt of communication confirming the sale shall remit the amount in full by cash or DD within 7 days of receipt of sale letter. If the amount is not remitted as above, the EMD will be forfeited.
8.
The purchaser shall lift the stock immediately after full payment and the sheet/scrap sold shall be at the risk of the purchaser and the Board shall not be responsible for any loss due to theft/fire/natural calamities/quality deterioration etc.
9.
The purchaser will have to take delivery of the rubber purchased from the estate of the Rubber Board at Bindraban, South Andaman and to make necessary arrangements for the loading and transport of rubber from the estate at his own risk and cost.
10.
The price quoted will be exclusive of all taxes and levies. If any taxes are payable, the purchaser should pay such taxes in addition to the price quoted. It shall be the responsibility of the purchaser to produce documents/forms to claim exemption from tax wherever applicable.
11.
The Rubber Board reserves the right to accept or reject any or all the tenders partially or wholly without assigning any reason thereof. The decision of the Chairman, Rubber Board in this regard shall
be final and the Board shall not be bound to assign or disclose any reasons for its decisions.
