TASK LIST-TRUCK AND EQUIPMENT DISPATCHER (CLASS CODE 3586) 1. Discusses with equipment requesters the type of work to be done, where the job site is located, and whether operator or equipment only will be needed in order to fill out a job ticket for the job and to help determine what priority to give the job and what kind of equipment can be provided. 2. Determines the priority of jobs by considering whether and to what degree the job involves public health or safety, routine maintenance, routine upgrades, or routine repairs in order to decide the order in which to assign equipment to jobs. 3. Determines what equipment can be provided to equipment requesters at what times based on job priorities, equipment and operator availability, and capabilities of equipment other than that requested that might fulfill the job requirements in order to create a schedule for equipment and operators. 4. Plans work of unit, assuring priority assignments are handled first; considers assignments in terms of content, difficulty, safety, and timeframe as well as employee workload, capabilities, and developmental needs; and assigns responsibility and explains assignments in order to ensure workload is appropriately distributed among staff and that they are prepared to complete it as directed. 5. Revises schedule of jobs based on priority criteria and in cases when the wrong equipment is ordered or the job information is in error. 6. Discusses with equipment requesters what equipment can be provided at what times and when extra equipment is available to accelerate jobs in order to reschedule and/ or verify equipment operator’s schedule. 7. Determines the safety rules and operator license requirements that will apply to a job based on OSHA, departmental, federal, state and local (county and city) requirements. 8. Visits job site with equipment operator to determine operator duties and the particular type(s) of equipment needed. 9. Writes a job ticket to the equipment operator indicating type(s) of equipment, work order number, job site location, time and date of job, and job site supervisor’s name and phone number in order to assign operator to job. 10. Verifies whether load or job is still needed by contacting equipment requester by phone, electronic mail, or in person before the job is scheduled to begin in order to possibly reschedule the job and maximize the use of equipment.

11. Resolves job site problems involving matters such as obstructions, access and safety by applying safety regulations, by talking with job site supervisor, and by talking with equipment operator. 12. Discusses with job site supervisor by phone their responsibility to supervise equipment operator(s) and any communication problems between operator and job site supervisor. 13. Contacts dispatchers at other yards by phone to determine equipment availability at other yards and to inform other dispatchers on the equipment availability status of dispatcher’s own yard. 14. Determines route of permit loads before permit is acquired by referring to standardized routes on maps and by talking to the appropriate departmental, city or governmental agency personnel and asking if any changes have occurred on the route in order to apply for the permit. 15. Routes the load after the permit is acquired by talking to equipment operator about the conditions of the permit such as driving with high and wide loads. 16. Fills out forms electronically or by other appropriate means needed to acquire equipment transport permits and submits forms to appropriate governmental agencies. 17. Determines routes on informal basis for loads carrying hazardous materials on placarded truck using criteria such as restricted streets and parking restrictions. 18. Determines whether to secure special trip permits for vehicles and/or equipment based on such criteria as loads involving hazardous materials and moving loads such as trucks delivering electric power poles and various types of equipment regulated by departmental, city or other governmental rules and regulations. 19. Determines whether extra equipment such as cranes, forklifts and/or other trucks will be needed to offload or load a piece of equipment, machinery or electric power poles by considering collected job information and contacting appropriate departmental personnel who know the weight and dimensions of the equipment, machinery, or power poles. 20. Before dispatching loads, examines paperwork for accuracy and completeness and indications that hazardous materials will be at the job site or will be moved. 21. Determines need for rental equipment based on job priority and lack of available equipment and contacts the Rental Desk.

22. Arranges the acquisition of rental equipment for jobs by completing forms with necessary information such as duration, location, equipment type, and availability and sends it to the Rental Desk. 23. Contacts, by phone, vendors with rental contracts on file; monitors contract expenses and prepares reports on usage and costs; utilizes a Fleet Management System to create an order, charge customers, and pay invoices of rental customers. 24. Dispatches equipment operator with appropriate experience to pickup rental equipment and instructs operator to inspect equipment with a checklist. 25. Updates dispatch ticket file and updates the annual equipment and machinery permit file by such means as adding copies of updated annual permits, filing necessary information on obtaining permits, and placing the original of the permit on equipment and/or machinery in the proper file. 26. Writes job descriptions and/or develops performance standards for quantity of work such as number of studies completed, reports written, complaints received, and/or items inspected, and/or quality of work such as work products produced and/or repairs made in order to inform employees of job expectations. 27. Orients new employees by explaining job requirements and providing written materials such as safety and performance standards, personnel rules, policies, and procedures, and benefits. 28. Trains employees by explaining and demonstrating work procedures and then observing employee performance to ensure employees are properly trained and to determine additional training needs; provides safety and/or other specialized training to staff and/or other employees. 29. Facilitates employees’ work by ensuring necessary resources (e.g., tools, equipment, manuals, work area) are available, recommending use of efficient and effective procedures, and answering questions.

30. Conducts safety meetings as required by OSHA regulations with equipment operators and other personnel covering topics such as equipment safety, Material Safety Data Sheet information, and personal safety involving such programming as speakers and slide presentations. 31. Conducts a safety tailgate meeting with all personnel under dispatcher’s direct supervision on topics such as news bulletins and accident review while enforcing the privacy act leaving out names or specifics of the accident but reviewing as a group possible preventative measures.

32. Enforces safety policies such as personnel wearing appropriate personnel protective equipment by means such as observation and immediately informing personnel of the rules. 33. Determines priority, schedules, and chooses the appropriate type of equipment and operator for regular and emergency pickup, delivery, and removal of electric power poles when field line crew supervisors in locations such as Bishop or Mojave communicate by phone the need for such services. 34. Ensures safe stacking and storage of new and old electric power poles at the pole facility by such means as personal supervision of loading and unloading of pole trucks, observing pole stacking by the pole crew, and considering departmental, state and federal safety requirements. 35. Updates availability list of pickup trucks, off-road and heavy transportation equipment in dispatcher’s yard. 36. Observes employee performance, reviews work of employees, and monitors job progress in order to ensure safe and timely completion of work and that its quantity and quality are consistent with standards; makes adjustments as needed to work in progress. 37. Discusses completed work with employees, including quantity and quality, timeliness, and problems encountered; and provides verbal and/or written praise and/or constructive criticism in order to provide recognition of good/poor performance and to coach them for effective performance of future assignments. 38. Documents incidents of noteworthy good or poor job performance; evaluates employees in areas relevant to the job; documents employee evaluations; and discusses evaluations with the employee in order to provide positive and negative feedback and identify developmental needs.

39. Conveys information to employees orally or in writing, including information from management such as policy changes or department objectives, interpretations of City policies or MOU’s, updated safety information, and training and promotional opportunities; listens to employee suggestions and concerns and follows-up as appropriate; discusses and coordinates activities of unit with other supervisors and/or other staff; and documents and informs management of completed work activities, deviations from planned work, concerns, ideas, and suggestions in order to ensure everyone is provided relevant information. 40. Schedules employee time at work; approves/disapproves employee requests for time off; and verifies that timesheets properly account for employee work time in

order to assure necessary levels of staffing, timely completion of work, and appropriate documentation. 41. Interviews job candidates; applies the principles of Equal Employment Opportunity; listens to employee grievances and disputes to identify a fair solution based on facts; counsels employees regarding problems such as rule infractions or inappropriate conduct; and/or disciplines employees following departmental progressive disciplinary procedures in order to perform personnel policy functions. 42. Learns new tasks when reassigned such as rental procedures or equipment assignment procedures by such means as reading procedures manuals and talking with incumbents regarding job duties. 43. Estimates/determines supplies, equipment, and staffing needs to complete assigned work; procures it within the organization or via contract; considers future equipment and staffing needs in order to assist in budget preparation. 44. Manages vehicle salvage operations by receiving salvage equipment and entering data into electronic database; maintains and/or properly disposes of the equipment through reassignment or contract auction.
