Background information

3

Legal framework: Renewable Energy Directive (RED) 2009/28/EC RED sets the legal framework for the production and promotion of renewable energy: Establishment of mandatory targets for the national total share of energy from renewable resources binding throughout the European Union Each member state has to achieve at least 10% of their transport fuel consumption from renewable sources (bio-fuel) by 2020

According to the RED, biomass for final use as bio-fuel (or bio-electricity) must be produced in a sustainable way RED defines requirements for production of bio-fuels

4

Consequences for Market Players Either all mineral oil distributors blend only certified bio-fuels to their products and fulfill their obligated quotas or they have to pay high penalty taxes Consequence: The demand within the European Union (EU 27) for certified biomass will increase in the future. ISCC certified products will ‘open the doors’ for increased market opportunities within the European Union

5

RED requirements for the production of Biofuels Sustainability

Protection of areas with high conservation value Protection of areas with high carbon stock Protection of peat land Sustainable management of the farm

Greenhouse gas emission Reduction of GHG emissions: >35% compared to fossil fuels > 50% in 2017 and > 60% in 2018

Mass-balance system Traceability Traceability through all stages of the supply chain

6

ISCC system at a glance

7

Basic information about ISCC Currently seven voluntary certification systems are recognized by the European Commission International Sustainability and Carbon Certification (ISCC) Roundtable of Sustainable Biofuels (RSB) Abengoa RED Bioenergy Sustainability Assurance (RBSA) 2BSvs – only partially recognized (GHG, grassland) Bonsucro EU – only partially recognized (GHG, grassland) Round Table on Responsible Soy EU RED (RTRS) Greenergy – only partially recognized (grassland)

8

Basic information about ISCC ISCC was the first international certification system that can be used to prove sustainability and greenhouse gas savings for all kinds of biomass and liquid bioenergy (fuel & electricity)

9

Basic information about ISCC ISCC was the first international certification system that can be used to prove sustainability and greenhouse gas savings for all kind of biomass and liquid bioenergy (fuel & electricity) ISCC EU is recognized by the European Commission for all EU 27 member countries without restriction. ISCC is also recognized by Germany (ISCC DE) and the Netherlands what does that mean?

10

Basic information about ISCC

With the ‘German’ version of ISCC (ISCC DE), a certified system participant is entitled to produce, process, trade and export biomass as sustainable into the German market.

11

Basic information about ISCC

With the ‘EU’ version of ISCC, a certified system participant is entitled to produce, process, trade and export biomass as sustainable into all EU 27 markets.

21

Elements of the value chain which need to be certified

Farms/ estates (only for ISCC EU): Certification of individual farm Certification of Farmer Group

First Gathering Point (incl. farms under ISCC DE)

Conversion units: Oil mills, refineries, biodiesel plants, sugar mills, ethanol plants, etc. (incl. attached warehouses)

Traders (ISCC DE): Contracts with farmers Traders needing access to NABISY

Traders (ISCC EU): Traders with ‘attached’ warehouses/ tanks Traders needing access to NABISY

22

ISCC requirements for different elements of the value chain Estates/ Farms Compliance with Principle 1

Principle 1: Biomass shall not be produced on land with high biodiversity value or high carbon stock. HCV areas shall be protected

Land use change on ‘No-Go Areas’ after January 2008 leads to KO !!!
