Greetings Menifee Residents: Summer 2016 is upon us and Menifee continues to thrive and grow. The city’s new official population is 89,004 residents, a 2.9 percent increase over last year!

As we welcome more neighbors to the city, Menifee is quite literally building community, as you can see from the construction all around town. Motorists survived the “Menifee Merge” this spring so contractors could begin constructing the new, larger Newport Road/I-215 overpass (see page 10). Multiple buildings and commercial centers are under construction, too, as city staff works to bring residents and visitors new restaurants, shopping options, attractions and amenities (see page 6 to learn more about this lengthy process). The city recently broke ground on the first city-owned and built Fire Station in the Sun City neighborhood. The Town Center Marketplace shopping center at Newport and Haun Roads is set to open this summer and work on the Shops at The Lakes on Newport and Laguna Vista Roads is underway as well. In addition to physical growth, residents may notice a stronger sense of community pride: More people are enjoying the city’s special events; the parks are bustling with barbeques, parties and kids playing; and more people than ever before (400!) volunteered at the spring Menifee Better Together event. The Community Services Department has an exciting line-up of summertime events and activities planned for the entire family (see page 8). Join the fun and stop by the city’s special event booth to say hello. Menifee is headed in the right direction; however, current general fund expenditures will outpace revenue projections starting this upcoming fiscal year. This equates to no new police officers in the next year. We will continue to do our best with what we have, but are concerned about our upcoming revenue shortfall. Our lost Vehicle License Fee (VLF) of over $4 million per year, taken away by the Governor, is severely impacting our ability to make necessary traffic, street, pothole and infrastructure improvements. Even with our financial challenges, it is both humbling and exciting to be part of a new community, shaping and defining itself for generations to come.

Menifee honored as 2016 Playful City USA community Playful City USA is a national recognition program that honors cities and towns across the country for taking bold steps that make it easy for all kids to get the balanced and active play they need to thrive. These communities are recognized for their efforts to create more playable, family-friendly cities. Menifee was one of 31 new cities, 257 total nationwide, to receive this designation and was recognized for projects like Living Healthy Better Community and Parks Master Plan. “It’s a huge honor to be named a Playful City USA,” said Menifee Mayor Scott Mann. “It not only validates the many programs staff is implementing to encourage Menifee residents to get outside and be active, it also makes the city eligible to apply for large grants to help fund more programs and initiatives to promote an active youth community.”

Playground, trail, park shelter and tree trimming projects prepare Menifee for outdoor summer fun Menifee’s Community Services Department is gearing up for a fun, busy outdoor summer by completing multiple community enhancement projects. These important maintenance and improvement projects were identified as priority projects in the recently approved Parks Master Plan. New tot-lot: Young children, ages two to five years, will enjoy the colorful, new tot-lot playground and rubberized surface at Lazy Creek Park. The enclosed tot-lot is situated next to the Lazy Creek Recreation Center and is used by the Tiny Tot program. The tot-lot is open for public use when the program is not in session. The Tiny Tot program, for ages three to five years, emphasizes youth development, recreation, fun and parent engagement. Funding for the tot-lot project comes from Park Development Impact Fees (DIF), not through the city’s general fund. For more information about the Tiny Tot Summer program, see page 9. Trail Improvement Project: Work on the popular Paloma Wash Trail, a 2.1-mile (round trip) running, walking and biking trail along Haun Road from Newport to Holland Roads, adjacent to the new Town Center Marketplace, was completed in May. Contractors filled cracks and added a new slurry seal cover, striping and permanent trail distance signage. The trail improvements were funded by Trails Development Impact Fees (DIF), not through the city’s general fund. Trees and park amenities: Menifee’s Parks Department completed a large tree-trimming project and added additional picnic shelters and amenities in two local parks. The tree-trimming project included work in four parks, along one street and in one street median. New picnic shelters, barbeques, trash cans and picnic benches were installed at E.L. Pete Peterson and Lyle Marsh Parks. Picnic shelters in Menifeeowned parks are available to rent for parties and events, please see page 14 for details. Funding for this project was provided by Park Development Impact Fees (DIF), not through the city’s general fund.

Newport Road / Interstate 215 project update

Menifee Merge-d! This spring, motorists conquered the Menifee Merge, a new traffic pattern on Newport Road from Haun to Antelope Roads. Traffic in both directions was diverted onto the north side of the overpass for the dramatic teardown of the eastbound lanes.

This spring, the city issued a Draft Initial Study and Proposed Mitigated Negative Declaration notice for the Holland Road/Interstate 215 Overcrossing project. The community was encouraged to review and provide public comment on the state-mandated document.

Contractors are now working on building the eastbound bridge and the entire interchange project is on track to be completed this winter. Traffic on the overpass will continue to be diverted until the project is nearly complete.

The Holland Road/I-215 Overcrossing project, part of the $170 million Menifee Moving Capital Improvement Program (CIP), will construct another, much needed, I-215 freeway overcrossing, providing an additional east/west thoroughfare in Menifee to help reduce traffic congestion. The project is located along Holland Road from Haun Road to Hanover Lane.

Newport Road West Widening project to begin

Specifically, the proposed project will construct a new four-lane overcrossing at Holland Road that will span the I-215 freeway and Antelope Road. Additionally, the proposed project will realign Willowood Way; re-stripe Hanover Lane and Albion Lane; construct an access road for existing businesses on the west side of I-215; and provide and relocate essential utilities. A temporary construction laydown area is proposed at the north and south portion of Holland Road at Haun Road. The estimated $20 million CIP project will be funded by Road, Bridge, Benefit District (RBBD) and Developer Impact Fees (DIF) and is expected to start later this year, once final funding is secured.

This summer, contractors will begin phase one of pre-construction work for the Newport Road West Widening project. It’s the sixth of 10 Menifee Moving Capital Improvement Program projects to be built. Newport Road will be repaired and resurfaced from Bradley to Murrieta Roads. Contractors will also lay cable to prepare the streetlights for synchronized timing. Phase two of the project begins this winter, which includes reconstruction, repaving and resurfacing parts of Newport Road from Haun to Murrieta Roads. The project will add a new, partial, third eastbound lane fronting Menifee Town Center and prepare the road for synchronized stoplight timing. The $5 million CIP project is funded through Measure A restricted funds for transportation and is expected to be completed in Spring 2017.

Menifee’s Economic Development team is working to attract new businesses, amenities and industries to Menifee to provide local – Gina Gonzalez Economic Development jobs, dining, entertainment Manager and shopping opportunities, along with a diverse retail base. In addition to creating a community where residents can work, dine and shop locally, the City of Menifee benefits from sales tax revenues on purchases. These revenues are used for public safety and city services. While city staff works from a detailed plan to attract specific businesses and industries to Menifee, it is important to note that ultimately the city does not have the final say about what businesses choose to locate in Menifee. Because we live in a democratic, free-market society, any business that purchases or leases a site and abides by the city codes may do business in Menifee, and landowners may sell or lease to whomever they choose.

Arts Council Menifee (ACM) is a nonprofit organization dedicated to bringing the arts to Menifee and Menifee artists to the public.

Senior Olympics Team Begins July 11, practices held Tue./Thu. from 4 to 5 pm Free to KC Senior Center seniors 55 and better. Interested in competing against other seniors in various Olympicstyle games – or simply get more active while enjoying good company? Join the Senior Olympics Team as they prepare for the Senior Olympics in the City of San Bernardino. Olympic competitions take place Oct. 7 - 14. Events include tennis, Wii bowling and a 5k/10k walk/walk-run. The team is led by a combination of staff and volunteers with fitness backgrounds.

Senior Nutrition Lunch Program: Lunch is served Mon. through Fri. at 11:30 am for those 60 years and up. Suggested donation: $3; under 60 years of age: $6. Residents must call the KC Center the day before the planned meal. Funded by your donations and a grant from the California Department of Aging. Get rid of hefty belongings around the house with FREE Bulky Item pickups! Waste Management offers each Menifee residence two bulky item pickups per year at no extra charge. Acceptable items: • Six or less items weighing up to 160 lbs. • Bulky items include: furniture, mattresses, appliances, washers, dryers, refrigerators*, TVs, lumber (cut into four-foot pieces and bundled) and oversized household solid waste. To schedule a pickup, please call 800-423-9986 at least two weekdays prior to your regular collection day. The night before a scheduled pickup, place bulky items at the curb. * Must have certified seal of Freon removal

MENIFEE FACILITY RENTALS

Planning a family party or company event? Use a Menifee facility, picnic shelter or athletic field. City of Menifee-owned parks and facilities west of Interstate 215* are available for residents and non-residents to rent. Please refer to the map on page 15 for locations. Picnic shelter reservations can be made at City Hall, the Community Services Department, Kay Ceniceros Senior Center and Lazy Creek Recreation Center. Reservations are required for anyone looking to host parties or events at one of the picnic shelters. Jumpers are allowed on facility grounds but must be pre-approved by the city prior to the reservation. Applications for park shelters are avaliable online at www.cityofmenifee.us. Deposits will be refunded 4 - 6 weeks after the event. * Parks and facilities east of Interstate 215 are owned and operated by Valley-Wide Recreation and Park District.
